political calculus. good morning to you. i'm francis rivera, we begin this morning with a crisis at the border. this week president obama and congress will face tough decisions on what to do with the children crossing the border alone. the president will formally ask lawmakers for $2 billion to deal with the sudden surge of women and children coming here illegally from central america. now the president will visit texas wednesday, but right now he's not expected to go to the border. republicans are now coming out harder to deport these kids. >> think the administration needs to do is immediately deport these families and children. i know, it sounds harsh and difficult, but they're creating a crisis at this time that is going to harm these children. >> a democrat whose district on the border is also critical. >> with all due respect to the administration, they are one step behind. they should have seen it coming a long time ago. >> the united states is now

running psa in central america warning about the dangers of crossing the border illegally. as for the future of their undocumented children in the u.s., homeland security secretary jay johnson dodged questions. >> i'm trying to get an answer to what most of them end up staying, in your judgment. >> i think we need find more efficient, effective ways to turn this tide around generally. we've begun to do that. >> what does it mean? are you say it's impractical to deport them who are here now? >> i'm saying that we've already dramatically reduced the turn around time for the adults. and we're in the process of doing that for the adults with the kids. >> that exchange went on longer than that clip. let's bring in nbc news perry bacon and huffington post ama a amanda. thank you for being with us. it's what we're talking about this monday morning. perry, let's start with you. the central question. despite the politics here is what to do with the kids. republicans are now saying

deport them so what do you make of that response by jay johnson? >> johnson is dealing with two realities. the first is that legally kids that come from central america, the way the law is set up now had to go through a longer process if you come through mexico to come here. so therefore it's fairly hard to deport the children immediately the way that the legally the way that they were talking about. the administration is aware of these. president obama being quote, unquote, deporter in chief. they don't to be in the place of deporting large numbers of children. it would be inhumane. what do you do when the immigrants are children. johnson, you can tell, he was ready to say we're going to deport adults. he was more hesitant about children. >> amanda, we turn to you. the president heading to fundraisers in texas this wednesday. everybody going to see where

he's going. what are the perils and the pitfall? >> it will draw more attention to the issue. now cow have more attention on the obama administration's request for more money to deal with the problem. and president obama would like to make it easier to be able to deport children who come from central america, what perry was alluded to. when children come undocumented from mexico, they are put through an immediate careen aski -- screening interview to see if they stay or immediately deported. the quick process doesn't happen with children from central america. obama would like to change it. it's something that republicans who are criticizing obama many haven't said whether they would like to change the law. >> we are hearing from rick perry who asked the president to visit the border. he accused the president of not being concerned about border security. here is more. >> what has to be addressed is

the security of the border. you know that, i know that, the president of the united states knows that. i don't believe he particularly cares whether or not the border of the united states is secure. >> all right. perry, is this about border security and how does the white house counter that charge? >> i don't think it is. what you see the republicans doing, and amanda alluded to this. focus on the border and 2012 when barack obama deferred young illegal immigrants. they blame those two issues for the influx. the reality they're not saying what they would do about the influx. as amanda referred to. there's a law they can change that would make it easier to deport the children coming in now. the republicans won't say their view. they prefer to be obscure the issue a little bit and go back to the attack obama playbook they usually use here. >> and more than the accusations we're hearing from governor perry calling the obama administration inept and

suggesting that the obama administration wanted to start the crisis. create the crisis. let's hear from nbc stefanie -- she visited a local center where young mothers are processed. watch this. >> they said they believed when they got to the border with the united states that the united states government was going to allow them to stay and they still believe that. they told us after they were processed they were likely going to turn around and head back home. >> all right. many are saying that message needs to go all the way to central america. don't send your kids alone. don't make that risk. so amanda, it gives you a sense how desperate the families are. what else can the administration to do get the message across they shouldn't come here illegally. millions are being spent as far as ad campaigns being aired there. what more. >> homeland security secretary said more is going on. there's gang violence the families are facing and trying

to escape. the united states isn't the only country seeing the influx. it's a much bigger problem than simply securing the border there are agents patrolling every mile of the border. it has much larger implications of what is going on in central america. >> we see them target the violence there and economics there. switching gears here to both of you before we let you go. we want to ask you about at headline in the washington post. michael bloomberg is beginning the 2014 midterm strategy and asking all candidates to complete a question near on where they stand on guns. what impact could it have on the midterm? >> i suspect very little. you saw last year michael bloomberg's group try to push a gun control bill through congress. i suspect the challenge which will show is a lot of key races going on right now for democrats are? states like kentucky and

arkansas. i will be curious if you're a democratic candidate. the republican candidate will say i'm opposed to gun control. i will be curious if the democratic candidate what they say and how nervous they are about talking about the issue. it's not been a winning issue. i'll be curious if they want to take it up beyond michael bloomberg. >> amanda, any impact here in stirring up the issue ? >> bloomberg's group need a victory to show they have a political muscle to effect the landscape. the nra made guns an issue. and they have put many candidates sort of afraid to oppose the nra. bloomberg is going to do a long-term investment of putting his money behind the group. you could see the debate change over time. >> and we will be watching, if that is the case. we thank you for your time. thank you. this morning the pope spent more than three hours meeting with the victims of the sexual

abuse crisis at the mass after the meeting the pope called the abuse of children by priests more than disexpectable actions. it's like a sack religious consult. they attended a private mass. some criticized why it took so long for the pope to meet with the victims. the vatican spokesman hit back at claims that the meeting is a publicity stunt. >> if you see the person that come and is meeting with the pope, you understand it was not a public event. but these are very profound and dialogue with the pastor, the father, the person that loves, tries to understand deeply. >> nbc is live in rome. there were strong words from the pope against sexual abuse. what more did he say in that three hours?

>> well, francis, it is strong words of condemnation. we don't know what he said during the private meetings. we know what he said during the homily at the mass that was attended by the six victims of abuse that were here this morning. let me read you some excerpts. i feel the gaze of jesus and the ask the grace for the church to weep and make preparations for those who betrayed their mission. this is a mantra he kept referring to. they the priests that sexually abuse ed minors betrayed their mission and vocation. it seems sexual abuse against minors have a toxic effect on faith and hope in god. by meeting him face to face he hope the meeting will foster reconciliation. he asked for forgiveness in the name of the catholic church. >> this happening as first meeting with the victims. tell us what happens next after

this meeting? >> well, what was said in the me meeting, we don't know. the vatican spokesperson said he was emotional for both of them. the pope listens very carefully to the flock while the victims had the chance to speak to the leader of the catholic church. responsible for the suffering they had to endure when they were violated as children. of course, this is a very personal between them. but hopefully, the hope is that these will help emotional distress of these people. the pope will force him to take even more steps to prevent it from happening in the future. >> and hopefully for the victims an apology and forgiveness, that might or might not be enough. thank you. on to other headlines making news this morning. oscar pistorius said they could wrap up the case this morning.

it's the new chilling video of the olympian reenacting the night he shot his girlfriend. australian broadcaster channel 7 aired the video. you can see him without the legs pretending to hold a gun and open fire when he thought steenkamp was an intruder in the bathroom. he put on the proprosthetics. channel 7 said it obtained the video legally. but they disagree. saying channel 7 bought the company from the defense contracted to map the scene. we wish to make it very clear that the material that has been aired was obtained illegally and breach of a nondisclosure agreement with the evidence room. the video hasn't been shown at trial. pistorius admits to killing steenkamp but said he shot her accidentally because he believed she was intruder. a 20-year-old friend of --

this morning the iraqi government is analyzing this video to verify if it's the leader of isis. the video shows him leading prayers at the grand mosque in mosul, iraq. they haven't verified but it appears legitimate. it's one of the first times he's appeared in public and the first video. this morning he's getting criticized because he's giving a speech while wearing what appears to be a very expensive watch. joining me now is congressman

adamship from california. let's start with what we're hearing about the growing threat of isis. when you look at the video, is that proof that he's even more embolden emboldened? >> i think it's interesting he did this. if you step out in public in this way, it's easier to identify you, it's easier to track you, and ultimately easier to kill him. he must have found it more important for him to try to establish himself to gain the stature of that kind of public per sewn that in competition with the other affiliate. isil has been disavowed from al qaeda. he's trying to attract the followers, the foreign jihad i dids to come to isil. that's part of the reason he was willing to take the extra risk. the fact they hold territory now and are quite secure in the territory, allows him to do this. >> when you see the video, they're saying he looks more

statesman than thug than bad guy. >> i think it's a part of a, you know, propaganda campaign designed to enhance the stature. i think that's the goal behind it. but it provides some opportunity for us as well. because it'll make it much easier to identify him. he had been a shadowy figure up until now. i think that is probably him for the main reason, which is i can't see why he would bed a venn teenage use for them to concoct the whole thing and make a fake video. i think it's probably accurate. probably him. it will provide advantages to us even as it's providing a recruiting tool for isil. >> let's talk about the situation on the ground. air strikes would be acceptable if they were highly targeted leaders of isis. what you said on the house intel committee. where is our intelligence on isis. is it possible, as you believe, that's him, that he can be targeted directly? >> well,ic our intelligence is

getting better. part of that is having americans on the ground in iraq. having an increased capability in the air to surveil and to determine who is where and doing what. i don't know whether we have reached the point yet of being able to pinpoint individuals well enough to target strikes without killing civilians who are disconnected from the fight or antagonizing sunni tribes that have a marriage of convenience with isil that we want to peel away. there are other profound legal questions about whether the president can do this because this is not a branch of al qaeda. it doesn't fit within the more global authorization use of force. and the iraq authorization use of force is about kuwaited and not on point. the president would have to rely on the power article ii. >> well, it's clear that you have been critical of nouri al

maliki. he does he need to step down like so many people are calling for? >> i think he needs to step down. he's not going to change. even if there was a chance he would, he's not going to be accepted by the sunnis or kurds. there are many within the shiite community who don't think he's good for iraq either. the challenges, he said he's going to do it. he's politically wily. he has a strong patron in iran. it's going to be difficult to dislodge him. at the end of the day, iraqis have to decide what is best for iraq. it's clearly not him. this problem is large. he drove the sunnis away by his exclues their politics, i think nothing less than getting rid of him and replacing him is gong to hold a chance of keeping iraq together. >> let's talk about the nsa releasing the result of the analysis of that's a data from snowden showing the vast majority of the data collected are of nontargets.

the that's a's response saying we target only valid foreign intelligence targets under that authority. and the most you can conclude from the news reports that tack talks to an average of nine people. you have been critical of the nsa in the past. what is your reaction to the news this time around? what can be done when everybody is asking this is our privacy and right. now it's being violated? >> i think there are two things we need to look into in light of the recent disclosure. the first is are we minimizing the way that we're supposed to within the intelligence community? and now the privacy and civil liberties report showed a report that nsa was minimizing correctly. if there are large volumes of people who are not the target whose communications have been intercepted and not minimized or expunged, i think we need to find out why. that's the first question raised. the second question is how did snowden get access to the material. it doesn't look like he had

we're following new developments from the middle east. there's a report that three jewish men arrested have confess to the suspected revenge killing of a palestinian teenager who was burned to death. ayman mojadidi is live where tensions remain high. >> good morning, francis. right now the israeli government has confirmed that it has arrested suspects in connection with the killing of palestinian teenager. but at this point, the only information that we're getting about the details of their arrests is actually coming from the palestinian family who they say was informed bit israeli police that there were confessions in the case. for the time being, the israeli police has been tight-lipped about the ongoing investigation. we know from the israeli's prime minister office who called the family this morning to notify them of the arrest and pay his condolences to the family, that

in fact, there was progress being made in the case. the israeli government has maintained throughout it would use the full extent to the law to punish anyone who perpetrated a crime on either side of the ethnic divide of the country. there's outrage over the issue of a video that has gone viral. it has shown 15-year-old palestinian-american. the cousin who was killed earlier this week. it shows him being brutally beaten. so much so that the u.s. state department said it is profoundly troubled by the beating. the boy has been release the from the prison. he was forced to pay bail. he's under house arrest for the remain of the time while he's here in jerusalem. his mother expressed a tremendous amount of outrage over the fact he had to have the conditions placed on him. he was not charged with any specific crime. the family said right now they are focussed on trying to get their son proper medical care. the u.s. state department is

wassial -- was y'alls. they do an incredible job of reaching out. bill clinton loves the process. what hillary clinton has got to do here is distance herself from the bad barack obama and hang tight to the good in barack obama. one of the ways she's trying to distance herself is say i'll be able to work with the other side and bring people together. what she's saying is this president has failed to do so. my husband did better tat. i can do better. that's what she's trying to sell to the people. >> that's part of the question. whether the republicans would be receptive to her. john mccain is her favorite republican and he responded on "face the nation". here is that. >> i respect secretary, senator clinton. i respect her views. we've had disagreements on a number of issues, but i think it's my job to work with every president if she's -- regret bli if she obtains the president.

>> he's entertaining the hypothetical. what is different with her with the republicans if she's elected. >> i think the clintons come from a school of thought where they are more engaged in the process. and that she would probably, you know, take a different tact to working with the congress. with that evidensaid there's no evidence. i just think that there's a little bit of work play going on here. i think her job right now is to get off the campaign trail for herself and get on the campaign trail for other democrats for this fall. if we can focus the messaging on this fall, maybe she'll have a dem senate come the time she enters the white house in 2016. that will make her job easier. >> no evidence of that happening and the republicans somewhat, you know, having some -- >> look. there's been no evidence that this started out as a good relationship between this

congress and this president, barack obama. hillary clinton come from the ranks. she also learned under her husband as it relates to being a governor and having to get things accomplished as opposed pounding on a podium and pushing out something that never gets done. you have to bring the sides together and accomplish things or you're kicked out of office. what hillary is extremely good at. she's been able to thread the needle in this way. she's so good at playing victim and also playing the aggressor. this this particular instance, i think it's more difficult for her to do. it's under the glow and spotlight of the potential 2016 run which means it will be under much more scrutiny. i'm not sure if she can do it just yet. she's laying the ground work to try. >> let's talk about the dollar signs here. we've been hearing a lot about the speaking fees. mostly concerning how much she's getting paid to speech on college campuses. she donated the money she was paid for speeching at colleges for the last year and a half to the clinton foundation.

is how much she getting paid a political liability or boiling downtown dead broke thing. your take hogan and goldy? >> i don't know. that was bad statement she made. i think one of the problems with politicians at this point is when you -- we voted for the clintons or a lot of people did. i didn't. a lot of folks did. you can't tell people who they voted for is bad. it indicts their own vote. what it does do is you can shift the narrative and say they're out of touch. that's why it was so damaging politically to hillary clinton because it made her appear out of touch. now she's turned around and said i've given some of this money to charity, that becomes a tougher thing for republicans to try to nail down. if it's true, that's great. obviously, though, if she didn't have any money and was broke why would she be giving her money to charity. she's doing a good job in giving the speeches, collecting big fees. that's what people want to pay for. that's fine.

it shows she tends to be a little bit of touch. that's why the statement was damaging for anything moving forward in '16. >> her paycheck and political liability? >> i don't think that's a liability. if she talks about the standard around the globe and other parts of the world. i think if she tells the story about fighting for equal and powerful women and raising the mon minimum wage. if she takes her fight to the street and talks about the least of these. the people she's been standing up for the full of her career. then the credibility question around how much money she makes a year goes away. that's the story she has to tell. unless she tells it, we're going stay on this. >> we'll see in the pages of the book. we'll continue to share the story thank you very much. developing now. this morning take a look at this. tsa agents found a knife hidden in a passenger's shoe as he was

show your idea to vote. and student ids including those from state universities and in most cases, out of state driver's licenses will be unacceptable. we like to bring in msnbc digital reporter zachary roth. we'll have attorneys in the room today. thank you for being with us. let's start with you. tell us what is at stake here as far as the arguments? >> well, what students are arguing is not just about the voter id provision. it doesn't go into effect until 2016. there are a number of ways that claims it discriminates against the voters who are 18, 19, 20 years old. it eviscerated a program that allowed high school students to preregister so they would be ready when they turned 18. it eliminated same-day registrations that students take advantage of. there was an attempt to tax the parents of college students if they voted at the college

precinct rather than going home. which clearly shows -- >> and the parents are shelling enough to bring the kids to college and now they are going to tax them. >> it's a clear motivation to target students. >> judith, bring you in here. younger voters from a highly significant voting block. voters under 30 cast more than 20 million votes in the 2012 prshl election. it's about 15% of the total. what is at stake today? advancement project represents the naacp. what we found is the state legislature in north carolina in 2013 went and passed the most regressive voting rights law ever. they are trying to take people in north carolina back.

not only it effect s students bt makes it easier for people to challenge people at the polls. this is about taking people backwards. we're sitting at the 50th anniversary of freedom summer. where students from across the country went to mississippi and helped people to register to vote. to make sure that we made our democracy real for people the south. here we are fighting the same fight again today. >> the fight we're seeing outside the state of north carolina. eight states have stricter vote ids law arkansas, georgia, indiana, kansas, mississippi, tennessee, texas, and virginia. and you have to consider in april the court struck down wisconsin voter id law of unconstitutional. the judge said it's clear that act 23 will prevent more legitimate votes from being cast than fraudulent ones. back to you, is it a way to attack it? >> well, i mean, this is definitely the way that we have

to do it. in north carolina, there's also a movement, the moral monday movement. advancement project and the aclu brought the cases in wisconsin and pennsylvania. a we have found that the court are siding with us. they understand the laws are making it harder for americans to have a voice in our democracy. they understand that in fact the voting rights act is still alive even though the supreme court dealt a blow to it. what is happening is lawyers like advancement projects we have to be the ones to enforce the rig voting rights act. we know that the republican argument in this is to protect against voter fraud. and you, zachary, wrote an article on msnbc.com about the republican strategy on voting rights. restrictions on voting which hilt blacks and hispanics hardly are likely to be a page in the party's playbook for awhile. how has it changed the game overall? >> well, we've got a clear
