the white house said the unaccompanied children coming into the country illegally will not be allowed to stay. this a day after homeland security secretary declined to say whether the children would be deported. >> once they go to the immigration system, it is our view it's unlikely most of the clids qualify for humanitarian relief. if they don't qualify for the relief. >> this as the controversy rages over the president's decision not to visit the border during a trip in texas. one of the top advocates for reform is criticizing. >> the border lands deserve a presidential visit. it's a complex issue. we're talking about economicing, cultural issues, we're talking high degrees of poverty on this side of the board. and so i think a visit by the president is reaffirming that

the border lands along the southwest worder are vital and important to the nation. >> perth alexander join us live from the white house. peter, first, let's talk about the $2 billion in emergency funds. this is in addition to another request the president plans to lay out, which is expanded powers in dealing with the crisis. >> yeah, that's right. those two issues are being handled separately. the first item is what you're talking about. that's the $2 billion you referred to. white house officials telling me a short time ago this, in fact, will be significantly more than $2 billion. the money largely designed to try to stem this tide but more significantly to deal with those undocumented immigrants so many of them children when they get here to help return them to their home countries as quickly as possible. that means border patrol agents, they will be getting more resources likely border security will be affected and immigration lawyers in addition to expanded

detention facilities and items of that sort. the effort to get expanded authority for the department of homeland security specifically that could come as early as later this week. but the priority for the moment right now is this money that the white house believes will help them deal with the sort of over capacity of so many young people specifically flooding that border in the southwest area. >> and i know we have some developing news regarding the president's visit to texas. as it stands right now, he's not visiting the border. there's a back and forth with the governor of texas, rick perry, who does not want to have the traditional meeting with the president at the handshake as he arrives on the tarmac. he's asking for a formal sit down. >> a little bit of texas show down about to take place as the president heads to texas. he goes to colorado first and then to texas he shall arrive tomorrow. we know rick perry said he didn't want to be a part of the handshake. want administer substantiative

meeting. overnight valerie wrote him and said the president would like a meeting with him. it will be take place tomorrow, wednesday, in north texas. quite a distance away from the border. it's scheduled to be with faith leaders and local elected officials as well a about the crisis in the region. white house officials told us they have yet to hear back from governor perry about whether he will participate in the meeting. but if it happens it's like two men will have that time to meet at some point tomorrow in texas. >> all right. peter alexander, live at the white house. joining me live democratic congressman lloyd. >> good join you. >> let me ask you, regarding the president's visit to texas. you have fellow democrat saying president needs to visit the border. where do you stand on this?

i think his going there would be constructive. it's more important he address the stone wall that the republicans have erected here in washington against reform than to see the stone wall along the border. >> are you referring to the do-nothing congress as many have referred to this 113th congressional group and that the immigration reform ideas are just stagnant at this point. things passed in the senate going nowhere in the house? >> yes, it really is alarming. on so many critical national issues whether it's how we deal with immigrants, our transportation funding, any number of issues that the solution the republicans are offering is to do absolutely nothing. and to try to make sure that everybody else can accomplish nothing. i think it's more as the border is concerned today and the children we have to be sure that our policies are not guided by hysteria. there's been a near history

or dodge the question on meet the press. >> i think clearly these are mostly children. and some are very small children. we're not asking that they all get amnesty. we need a little humanity there. there's the reason the congress in 2008 passed a trafficking bill that sets up the current trafficking procedures. we have been trying to deal with the problem of sex trafficking across the borders. that and claims of right to stay here in the country. we need to apply the law and not blame the kids and deny them rights under existing law. many of them will likely go back to the areas of violence which they came. we need respect the law and to enforce it with interest of the children foremost in mind. >> let me ask you about your colleagues there.

and particularly house republicans. here you have legislation that was passed in the senate a year ago but the house has not acted on this. we're talking about border security and the billions of dollars needed to enforce border security. there's no comprise in sight. it seems dead on arrival. how do you get the ball moving, do you believe that this is stagnant washington as usual business where this has been politicized to the point we're at the crisis? >> well, sadly it's republican do nothingism as usual. it's not only the bipartisan senate bill but that same house homeland security committee that governor perry relative waste of taxpayer money to speak last week. that committee last may approvaled a security bill which the chairman, mr. mccall proved unanimously and on a bipartisan basis would meet the needs of the american people to fix the

border. republicans have been afraid to even bring that unanimously approved border security bill to the house. they don't want to deal with immigration. they don't want to deal with any part of immigration. that's unfortunate. what the president has to do is use his executive authority as he did for the dreamers and prevent some of the families that have been here for a long time from being torn apart. >> fast forward to my last question. it relates to the president's visit to our home state tomorrow. fellow democratic congressman said the president not visiting the border could be his katrina moment. >> i think that's a bit of hyperbole like the hysteria we've heard the last week. what the president needs to do, i believe, be constructive for him to be there. but how to address the problem is what he needs to focus on. discourage the children from coming from the first place but grant relief since the congress is refusing to consider the issue. any form of it at all grant some

relief through executive actions. similar to what he did for the dreechlers. that's the humane thing to do. that's what the u.s. chamber of commerce and so many businesses tell us will spur job growth if we address the immigration issue. he can't do anything everything congress can do like the senate. through are steps he can take to address immigration concerns we have today. >> thank you so much for joining us. and developing now some recreational pot stories in washington open for business. it's not been smooth sailing in washington. the second state, by the way, after colorado, to legalize recreational marijuana. 25 retailers statewide have received their licenses to sell pot. but only five are ready to open their doors this very morning. only one in the state's biggest city, seattle. the state's careful rollout has businesses worried they won't have enough marijuana to meet demand. they expect to sell out within a matter of days.

even hours in some reports. today is a landmark for proponents of legalized marijuana who say decriminalizing will cut down on violates. joining me now is retired maryland state police major and the executive director of law enforcement against prohibition. thank you very much for joining us. >> thank you for having me. >> let's talk about the rollout here. some of the issues already on the table for washington state. you well know that many who believe that we should not legalize recreational pot will see it as the dysfunction with doing something like this. what do you say? >> this is expected when something of this magnitude is beginning. you know, at the end of the day, it's going take some time. as we go from state to state. each state is a individual laboratory for this new policy. and, yeah, it's going it take some time. it will correct itself over time.

that came out in another publication that where he was talking about the marijuana how it's being diverted across the border into his county. he said it used to be coming from the mexicans. now it's coming from colorado. that's a clear indication he has safer marijuana coming from colorado to his county. there was an interview, i believe it was by the washington post of a farmer in mexico who claims that he's no longer growing marijuana to come from mexico into the united states because there's no longer profitable for him. the indicators are there that this is working with only two states moving forward. just two states. >> all right. thank you, neil, for your insight into this. we'll keep track how things are going. as that state takes a huge leap in the debate that continues. a new picture is going

so far the cleveland browns are not commenting on what many believe to be a photograph of their star rookie quarterback johnny manziel that has gone viral. the photograph hasn't been verified by nbc news first apet appeared on busted coverage. they claim it's manziel in the bathroom rolling up dollar bill. the photograph and story has been picked up on multisites about what it was intending or what he was intending to do with the dollar bill. whether or not it was johnny manziel, the attention the photograph is getting is another example of intense as if nation with the heisman trophy winner star. is he being unfairly singled out. joining me now is sports illustrated assistant managing editor. i'm going turn over to you. i have a difficult time with

this. a, because he's a texan. b i'm a fan. in my opinion, we don't know what the photograph captures. when you look at the comments online, people have gone full throttle after this kid. what is it about him? >> well, we'll see what it is. the kid, as you say, he's invited a lot of scrutiny. it's not as if somebody who is quiet from the draft until today all sudden showing up in the photograph. >> by inviting the scrutiny because he's a flashy football player. i thought came with the territory. everybody can't be paying many. no offense. >> on draft day, that night he's in las vegas. least going out. it's fine and good to do. of course, people will notice him. he had been in las vegas and partied at justin bieber's house and kept showing up and the browns asked him to tone it down he said i want to lead my life.

welcome back. los angeles clippers owner donald sterling has been ordered to appear in court this afternoon on the trial over the sale of his team. sterling failed to show up yesterday. it was the first person called to testify with mr. sterling absent the court heard from a neurology who testified sterling is suffering from alzheimer's disease. his team is trying to prove his estranged wife didn't have the authority to authorize the $2 billion sale. let's talk about the issue of being absent from court. if he's -- if his mental capacity is in question, and he doesn't show up, then what happens? >> well, in court if a person is subpoenaed. it doesn't mean they have to be at every hearing. oftentimes witnesses are placed on call for their lawyers to let them know the judge wants you

here at 8:30 in the morning or 1:30 in the afternoon. shelling's lawyer were posturing for the cameras. >> he need to be there. >> and the lawyers knew it when he wasn't there. >> the washington post are expected to argue that donald's attorney the medical examsing were improperly conducted and his privacy rights were violated when the diagnoses was publicly revealed. you have some who say now you have the battle over alzheimer's, his privacy, that this sale is just likely not to happen any time soon. >> i don't think it will happen any time soon. regardless of the decision, he's going appeal. if he loses, then he will appeal to an appellate court. that will stall anything from happening at that point. in reference to the alzheimer's i think it would have a major impact.

new jersey governor potential gop presidential contender chris christie is defending his discussion not monot to meet with families killed? the sandy hook elementary school shooting. two of them traveled from connecticut to christie's office last week to deliver a petition asking him to sign a bill that would have banned sales of ammunition magazines larger than ten rounds. the governor said the meeting with them would have been, quote, hypocrite tal because he vetoed the bill. he defended the veto to reporters. >> are we saying, then, that the ten children on the clip they advocate for their lives are less valuable? if you take the logical conclusion of their argument, you go to zero. because every life is valuable.

and so why ten? why not six? why not two? why not one? why not zero. why not just ban guns completely? joining me live is mark murray. they said that christie's refusal to meet with them is coward cowardly. we know smaller magazines would have saved more lives at sandy hook elementary possibly the lives of our own children. off the top they call it a political move by christie. >> you know tamron, it's hard not to see it. christie has had a difficult first six months of this year dealing with the bridge gate scandal and other investigations by his administration and former top aids. but, you know, the gun control measures are very popular in the northeast.

particularly very close to connecticut where the sandy hook elementary school tragedy occurred. very close to new jersey where gun control measures are not popular with a republican primary voters and presidential contests. think about places like iowa, think about new hampshire. and i think that kind of tells you all you need to know. that if you are a republican who wants to run for the presidency, you can't be signing gun control measures into law. >> john was on earlier on christie's explanation of not meeting with the families. he said it's not hypocriticahyp. it's democracy to meet and hear out your constituents. >> and this is a big pr hit christie is having. this is coming after the fact he had already made up the decision. maybe he could have held a dialogue and said i respect where you are coming from, i'm going to continue to abide by the veto i just had. we probably wouldn't be

town doesn't have the money to provide it. wow. moments ago new york city police charged a homeless woman accusing her of abandoning her baby on new york city subway platform. the mother was taken into custody early in morning. she now faces felony charges abandoning that baby. police say she got off the train with her child in a stroller at the subway stop yesterday afternoon and got back in the train alone. the bean aby is believed to be 7 months old. zblc . an animal trainer is recovering after attacked by a crocodi crocodiler. it dragged him into the pond. he was able to escape and needed stitches. he said the crock did nothing wrong. the trainer made the mistake here. today is day two of the week long series called born in the
