it will be interesting to see whether or not john boehner who of course has resisted comprehensive immigration reform. if he'll even take up the emergency spending that the president wants to do. you know, here's the other thing, you know, that the the children flooding our borders, there's been a 700% increase in children going to belize and nicaragua and mexico and costa rica. it's not just the united states. these children are fleeing violence that was -- hurt the heart of any person who is really thinking about them, rape and gangs and you know, the kinds of threats that they are finding in virtual war zones, that's what the president of honduras said, that children are fleeing his country because it's a war zone.

>> i can't understand how cold and mean these comments are that we're hearing from supposedly credible people. >> cold and mean is to be underscored there. what do you think is the advantage of such callousness in this regard of the condition of those people there on ground and using it as political football to score points against president obama as opposed to reaching out to those people who are most vulnerable? >> i can't believe that they are reflective of the vast majority of american people. imagine the mother in honduras who would send that child, risking that child across the desert because it's so impossible for that child to live safely in his or her own country. you know, i mean, i have such empathy and yornd that, it is the law, not the law of barack obama but the law of george w. bush.

under the bush administration actually prevents sending unaccompanied children back to the home larnd. when they talk about this is all the president's fault, the other falsehood is that because of the deferred action plan for immigrant children that are already here, that the president adopted by executive order, in fact, this increase in immigration of unaccompanied children started long before that ever went into effect. it is the violence that a recent study that was published today said, it is the violence that has caused these children to come out. i'm hoping that the governor and the president can come to an disagreement on how we treat the children so they are not in inhumane conditions and rather they have legal representation and they are in settings fitting for young children and for adole less sents and not in a prison cell with a number of other kids. >> well stated.

thank you so very much. >> thank you. >> let me bring in dr. james peterson, associate professor of english at lehigh university and msnbc contributor. before i get to this immediate situation, tell us in terms of your english professor back ground and interpretation of drama, seeing president obama descend the stairs of air force one to be greeted by a smiling rick perry. talk about the theater of politics that despite all of the missiles fired from each side to the other, that the the progress of american politics, even in the nastiness, there seems to be some decor up. >> a bit here. i'm not sure if this meet and greet actually reflects that. i think it's really interesting the way in which the political theater was played here, governor perry's camp saying we're not going to do the tarmac shake but they are going to do it as long as they get this sit down. president's camp saying you can do the sit down with the

president but it's going to have to be on our terms and where we're going to be already, we're going to be talking to the people dealing with the humane tear yan crisis without the immigration reform. there's some strange bedfellows always in politics. this happens to be one of them, obviously the crisis is in the state of texas. governor perry is still the governor. they have to meet and talk about it and it's happening in an unorthodox and interesting way. >> excellent insight there. with the amount of obstruction congress has created, how can they call on obama to halt action at the border? >> this is what is topsy-turvy, the whole idea that the borders are not secure, how could we effectively have essentially captured 52,000 children if our borders weren't secure? how could this president, president obama be the so-called deporter in chief, president who deported more undocumented immigrants than any other president in recent memory, how could he be that and not be someone enforcing the laws or

lawless. that's absurd. what we have is political theater or political dramatics and not a lot of political reality here. the reality is, this is a humanitarian crisis. if you want to understand really where the crisis comes from, you have to go back into the history, not too long ago of trade agreements like the central america free trade disagreement which removed tear i haves and other sort of i am pediments having to do with trade. the u.s. is the number one partner in honduras and other countries. what happens is these countries are being underdeveloped economically so those situations and essentially being a bad neighbor, contributes to and exacerbates what we see on our borders. we can't have this liberal free trade and poor people getting boorer in neighboring countries and expect it won't impact us directly on the borders. >> that kind of breath taking analysis you offered to us that

explains in a nutshell what's at stake and why so many are being driven by their existent shal and political needs to this country. on the other hand you have the dramatics of the republican party trying to perform the attack on obama and standing up to him. what will the right wing gain? >> someone like governor perry, not talking impeachment, he has to attack obama. he essentially lost his bona fides with the right wing by simply inty mating the presidential campaign that it would be good to allow undocumented folks who come into the country and spend their whole lives in the country to attend university in the state of texas. that lost him the election. what republicans have figured out. in order to continue pander to the extreme right, obstruct og b ing obama is the way to do that. there's literally no evidence or any rationale politically speaking to impeach the

answer. the interesting thing about this is they've got a totally different model and it's about actual generation of social mobilization, they are trying to get people to be activists and have an output at the end where they change issues. >> at the same time, you get a chance to raise money and generate some interest but you're also getting people involved to help the very communities in need. >> that's exactly it. and the tickets can't be purchased. you've got to go into the online eco system, global citizen festival.com. you've got to earn points by doing actual ab stan tif things. it's small things and they are real, writing a letter to your congressman and signing a petition. i'll give you an example, nobody ever wants champion polio and i would get meetings with big gates trying to get funding for polio because no one in a position of power would meet with him. it is an abandoned issue. this particular organization championed that and they are people on the hill who say they

upped the spending as a result of that. it's a direct look to actual outputs. >> very cool, insaid of singing for your supper, you've got to do the work necessary that they are trying to aim at. that's a very good idea. tell us what the difference is between this kind of global poverty project organization and other groups that have attempted to address poverty in their own way? >> i do think if you can get this kind of model to take off, it's key and changes the way people think about philanthropy. it's not a one-time payout, that's important, humanitarian relief. if you want development solutions you have to focus in on mobilizing people in a way you can actually keep going year after year. they focused in on big long-term development projects and sanitation, the three pillars this year. it's smart they focused it this way and keep it sustainable. nbc and msnbc are the broadcast partners on this. i think it speaks to the quality

because i'm sure there's stuff democratic christianities aren't doing right. it disturbs me to see people who are republicans and claim to be christians doing the things they do, not practicing love and compassion and consideration of those vulnerable and not putting themselves in the place of those they so willingly demean, not being able to have any empathy for them, understanding what conditions and the predid meant they deal with. this has to be done away with. jesus talked about identifying with those who are most vulnerable and backs against the wall. those who have compassion are engaging in one of the great christian acts of all time, understanding perspectives from another person's viewpoint and then doing something about it. not judging them, not jamming them, but getting together with other people who can relief the suffering we observe. instead of trying to beat up on people, maybe we should beat up

state laboratories of democracy. in truth, the concept is essential to progress. states can adopt different approaches to common issues to test and prove policies work before with their more broadly applied. so if republicans follow their own logic, we should all be taking a page from colorado when it comes to contraception. democratic governor john hickenlooper started a initiative to address the teen birth rate. colorado provided 30,000 contraceptive devices at low or no cost since 2009. they have seen a 40% drop, not a mistake, in teen birth rates in five years. the tina borgs rate has dropped 35% to 2009 to 2012 in the counties served by the initiative. for every dollar spent the family planning program saved $5.68 in medicaid costs.

the state saved $42.5 million in health care expenditures associated with teen births in 2010 alone. it's a stark contrast to the results out of texas where governor rick perry pushed ab stinance only education program. the state has the fifth highest birth rate among teenagers and state also reported the highest rate of repeat births among teenagers between 15 to 19. teenage births cost taxpayers $1.1 billion in health care, foster care and lost tax revenue in 2010 alone. folks, the lab results are in and it's clear which states' policy is working. joining me now is our rapid response panel, msnbc political analyst karen finney and assistaassist ant professor at georgetown

university. we have hard numbers proving that it really does work. >> well, because as you know, it's become a divisive social wedge issue, that's why you have someone like rick perry teaching abstinence only, we see that in other parts of the country and teen birth rates going down in other parts of the country as well when you responsibly give them the information and access to contraceptives. give them information and access to contraceptives and birth dates go down. unfortunately it's been demagogued as a social issue rernlg than a health issue and looking at what is the best interest of the woman. >> professor, isn't this just improving -- isn't just improving the quality of life for countless women, that's not all that's at stake here. this is saving the state of colorado millions of dollars. why wouldn't fiscally conservative republicans get on board with this project?

>> absolutely. one of the things i think is important to note about the colorado example, is that they were giving access to iuds, one of the most effective and expensive forms and at the heart of the hobby lobby case. one of the things we have to be really aware of. we can't let pseudoscience, the science that dictated hobby lobby, dictate incredible gains in public health. and we have to understand if we're going to have systemic guttings of the social safety net, we're going to have to have investment somewhere. and so i think the colorado miracle is going to give a lot of people pause in at what point do we make these investments to get returns we want? >> that makes a lot of sense there. miss finney, senate democrats a expediting legislation to overrule in the hobby lobby case. do you see any chance of that

actually passing? >> you know, unfortunately no. i was part of a meeting with senator harry reid earlier today and i think realistically speaking, he recognizes patty murray will introduce the legislation and try to get a vote on the floor as early as next week. they recognize it's not going to get the votes needed to pass but what it will do and what mart of the goal is what senator reid talked about, it will force republicans to be on record as saying whether or not they are for it or against it. i think what we're seeing in the aftermath of hobby lobby, it's like a war on women part two where women are saying, wait a second we're talking about access to contraception. the goal is it will become an issue that helps motivate female voters in 2014. >> professor, in light of what miss finney indicated, female voters in 2014 later on and 2016 as well. here's the reality that the republicans have been accused of being tone deaf when it komsz to gender and this only reinforces

the tone deafedness, if you will. it has to be acknowledged but what do you do in light of that? how do republicans get beyond that or do people on the other side of the aisle, the democrats, say look, this is the problem we have and we've got to confront and therefore they are not able to do anything about it? >> i think the reality is under this administration because of the constant attacks on obama, the left and democrats have gotten smarter and more strategic about using these moments as opportunities to fund raise and to organize and mobilize. no one let's these moments pass anymore. so i think that what's been amazing about young voters is that we're monitoring the supreme court in ways we haven't in the past because we're starting to see the real life implication of this type of change. so i think that one of the things that the past six or seven years have taught us. every moment is the critical moment for organizing. i'm hopeful this hobby lobby decision will be again, the next

mobilization moment for the party. >> miss finney, do you think at least inspires those who feel they are being taken advantage of or at least disrespected in the process to really get out there, is that going to be sufficient to get people coming to the polls? >> partially yes. the other thing that's really critically important and this is also something senator reid talked about, is organizing, we have to put more of the dollars from the party committees and what have you, the democratic party at least needs to put more money into organizing and knocking on doors and registering people to vote and then staying in contact with those people so we can get them to the polls. it's one thing to get angry in june or july or august, it's another thing to make sure people are motivated to get to the polls. that's something you're going to see a lot more of an emphasis on, the combination hopefully will get the numbers out. >> you were right there at georgetown university, are your students outraged by this kind of thing, especially female students? >> i think these are not issues.

i think part of the problem with this conversation is that birth control is not a controversy. it is a matter of life. for millions of women. i think what's amazing is that i teach about the history of girlhood in america, sex education is not a controversial issue until the past 15 years. so the abstinence only industrial complex and millions of dollars that has been made out of this industry, this is a new thing, right? so when i say that in 1930 our government took it upon itself to teach about venereal disease, students say there's something in the water right now because this is insane. none of this makes any sense historically. the students don't understand what's wrong with us right now. and this is what's making them organize and mobilize and realize this is nonsense. >> the abstinence industrial complex, well said there. thank you so much for joining us and karen, stick around we want

what do you think will come out of that meeting? >> what should come out of the meeting is the funds that the president asked for to expedite this humanitarian crisis that we're now facing on the border. i suspect -- i doubt we will see that. for perry, this is a -- you know, he is trying to manage this against his 2016 ambitions and certainly for president obama, he is trying to get something done in terms of let's move forward. the administration put forward a plan. they have sent joe biden to central america. they sent secretary keri. they asked for funding. they are trying to expedite this process. the president is hoping to pick up support for that and i think you are unlikely to see rick perry lending support no that. it is much more fun for the republicans to just say, it is really all president obama's

fault. >> of course. point that finger. so conservatives don't like president obama's humanitarian crisis on the border but they aren't doing anything about immigration reform so how can they blame president obama? >> they will even blame president obama. they said oh, because of what the president did with the dream act, not recognizing that part of what is happening in central america is that you have bad actors or people smuggling these kids up here. you have, you know, trafficking going on. a lot of other factors as part of this. oh, and how about the house won't even put the bill that senate passed on the floor for an up or down vote. and why? because they know it would pass. so yeah, everything is president obama's fault. even when republicans can't get their act together, it is president obama's fault. don't forget that. >> yeah, the sky is falling, the president's fault there. so calling for the president to visit the border but realistically, is that going to accomplish anything? >> i think it was a wise decision not to go to the border. i say that having worked for president clinton and i know

what goes into those trips. you know as well. the kind of resources that that would take away from what they are actually trying to do, i think is unnecessary. i think it would be a political stunt. i think it was a wise decision that today the president actually while he was in texas met with faith leaders and others who are actually working to solve the problems. some of the people working to try to ensure that some of the children have a facility where they can be held responsibly and humanely as the process goes forward. that's the right thing for him to do. but republicans take any pot shot at this president that they can. >> yeah. 30 seconds. how is this playing in mid terms? >> in the mid terms, i think as long as the president can keep part of the process that he is working on moving forward, i think it will be fine and again, i think an opportunity to show that when republicans are in charge, nothing gets done. >> there it is. as succinctly stated as possible. karen finney, thanks so much for
