the way to the state for fund-raisers in meetings with local leaders without a stop at the border itself. and he laid inaction at the feet of congress. >> what i emphasized to the governor was the problem here is not a major disagreement around the actions that could be helpful in dealing with the problem. the challenge is, is congress prepared to act to put the resources in place to get this done? there is nothing that is taking place down there that i am not intimately aware of and briefed on. this isn't theater. this is a problem. i'm not interested in photo ops. i'm interested in solving a problem. >> the day before, he was in colorado playing pool and drinking beer at an event with

john hickenlooper. it was troublesome and didn't sit well with some in his own party. >> i hate to use the word bizarre, but under the circumstances, when he is shown playing pool in colorado, drinking a beer, and he can't even go 242 miles to the texas border. >> ouch! the president met yesterday with one of his harshest critics, governor rick perry. the two shook hands on the tarmac in dallas and flew today in "marine one." the president called it constructive, but there is no indication the meeting will help break the logjam to pass the president's $3.7 billion emergency plan. in an interview slated to air on the "today" show later this morning, perry says if the president wants to show he's serious about fixing the problem now, he'll send in the national guard. >> the president can send a message without even going to congress. he can pick up the phone to the dod and have 1,000 national guard troops temporarily

assigned to the border, and the message gets sent to central america very quickly. >> meanwhile in washington, top republicans of border states slammed the president's plan and his approach to solving the crisis. >> unless there are provisions in that legislation which would bring an end to this humanitarian crisis, then i cannot support it. >> he's not visiting the children who are suffering as a result of the failures of the obama policies. instead, he's doing fund-raisers. >> how can you have a humanitarian crisis, as the white house has called this, and not want to go see it for yourself? maybe you'll actually learn something. there is a new theory about what may have happened the night of the benghazi attacks that says not one but two different groups were responsible. according to the "ap," new testimony from top military commanders indicates the second

raid on a cia facility showed clear military training by the attackers. the new theory is that the group involved in that operation may have been taking advantage of the attack earlier in the evening. in all, four americans died in the attacks, two state department officials at the diplomatic compound and two security officers later at the cia annex. a clear divide is emerging in the republican party amid calls to impeach, yes, impeach president obama. one person who isn't on board? house speaker john boehner. he doesn't want anything to do with sarah palin's push to sack the president over immigration and his use of executive actions. boehner believes a stronger play is taking the white house to court. i asked the house speaker about it and he had a simple response. >> former vp candidate sarah palin called your plan to bring a lawsuit up against the president to bring a lawsuit to a gun fight, that president obama should actually be impeached. what's your response to governor

pal palin? >> i disagree. >> what about the folks in your conference who talk about impeachment? >> i disagree. >> does not want to mess up his opportunity to possibly get the senate. meanwhile, a new poll finds a majority of americans would prefer sarah palin to speak out less. yes, on political issues, 54% say they have heard enough from the former vice presidential candidate. that includes nearly two-thirds of democrats, a majority of independents and close to four in ten republicans! that puts her ahead of jesse jackson, former vice president dick cheney, newt gingrich, former vice president al gore and former president bill clinton. hmm. there is officially a new addition to president obama's cabinet. the senate voted 71-26 to confirm san antonio mayor julian castro as the secretary of housing and urban development. democrats consider him a rising star in their party and possibly, get this, a vp option

for 2016. castro says he looks forward to creating better neighborhoods across the country and helping more americans be able to purchase a home. he received the support of 18 republican senators. not bad this day in age. senators from his home state were on opposite sides of the vote. senator john cornyn voted for cast castro, while senator ted cruz opposed the nomination. facebook's controversial experiment to study its users' emotions is leading democratic senator mark warner to demand an investigation. he wants the ftc to determine if it broke facebook's privacy agreement with the government. the news feeds of the nearly 700,000 users were manipulated in 2012 to see if it led to more positive or negative posts. the virginia lawmaker says he isn't sure if the study was appropriate or not, but the response by users warrant a discussion about possible oversight of behavioral studies on social media websites.

indeed. now to business, u.s. stocks made up for a two-day drop, regaining most of its losses on all three markets, closed in positive territory. cnbc's steve sedgwick is live in london for us. and good morning to you, steve. what have we got? >> reporter: well, we've got the fed pretty much giving no major surprises, apart from the fact, if anything, they're going to be quicker at getting rid of quantitative easing. there was a doubt whether the final $5 billion would be done at the october or september meeting. it's going to be october, so we'll get $15 billion off the table in qe in october, and that means, of course, that we have only rates potentially going up. when's it going to happen? march 2015, maybe the third quarter 2015. very contradictory statement as well. absence of wage pressures but also shortages of skills. elsewhere, europe's economy's sex, drugs and rock and roll, because apparently, rock and roll already being taxed, sex and drugs could well be taxed now as well. according to eurostat, which is

the european statistics agency, they now want to take a measure of the sex trade and sin trades as well, including drugs, in order to see what the economic growth is. and there is a raise on debt for the europeans because they're measuring growth to gdp. they want to make sure the growth includes all elements of the economy, including the sex trade and drugs as well. luke? >> steve, follow-up here. a big story in the united states in the supreme court. aereo are having a change of heart following the hands at the supreme court. of course, it's the online video company. what's next for them to have a future? >> they think they do have a future. the cable operators clearly think that the supreme court judgment we got last month said, look, you cannot do your video, your streaming service as well, but they're looking at legal arguments. and aereo says it can be eligibility for statutory license for tv content under the supreme court decision, basically making them a cable company as pell wp of course, the cable companies are up in arms, but this is going through the federal court in new york as well. they think they have enough

window to keep on operating. of course, the cable companies conclusively shut them down for the short term, at least, after the recent ruling. the debate goes on. more money for the lawyers. luke, back to you. >> always a good thing, i suppose. steve, thanks. take care. edward snowden is looking to stay put in russia after his temporary asylum expires at the end of the month. the former nsa contractor who leaked a huge collection of classified information has been living in that country since june of last year. he is wanted by the u.s. government on espionage charges. snowden claims he's simply a whistleblower. russia's federal migration service is not commenting on the application. interesting. the former mayor of new orleans is heading to federal prison for a long time. shocker for that to happen in louisiana. ray nagin was slapped with a ten-year sentence for accepting hundreds of thousands of dollars in bribes. the decade-long punishment is actually shorter than what he could have faced. the ex-public official who rose

to prominence during hurricane katrina maintains his innocence. >> well, in my opinion, i've been targeted, i've been smeared, tarnished. and for some reason, some of the stances that i took after katrina didn't sit well with some very powerful people. so, now i'm paying a price for that. >> always a conspiracy. now to texas where a father is in custody, accused of shooting and killing six people, including four of his own children. officials say the 39-year-old gunned down his two sons and two daughters, ranging in age from 4 to 13 years old. two adults were also killed in the rampage. his teenaged daughter is now in critical condition. after a 30-minute chase and a tense three-hour standoff, officials say the man emerged from his car, raised his hands and surrendered to authorities. no word yet on motive, but the harris county sheriff's office believes it began with some sort of domestic dispute.

in the middle east, it appears more and more likely that israel could be on the verge of a ground invasion in gaza. israeli prime minister benjamin netanyahu is ordering the country's military to intensify its efforts as gaza militants fired a series of missiles toward israel's nuclear power plant. explosions could be seen overnight in gaza as israel continued its air offensive. the israeli defense forces say this video shows a successful strike on a weapons facility used by hamas. israeli officials say the focus of its air strikes remains targeting militant locations. but outrage is growing among palestinians, as health officials say at least 75 people have been killed by israeli air strikes. israel has admitted that eight members of a family in gaza, including five children, were killed in an error. military officials say the family was warned its home could be hit, but they returned early.

there are no marshmallows in this box of lucky charms! huh... weird... seriously? what? they're magically delicious and we're back. time for sports and the world cup day after the germany beatdown of brazil. a largely uneventful and goalless 120 minutes between the netherlands and argentina. yesterday's semifinal match went to a penalty shoot-out. exciting stuff. netherlands with the first kick, and it's blocked! that sets up an early advantage for argentina, which makes its first kick. both teams net their second tries, but the third dutch attempt is blocked again! argentina remains perfect the rest of the shoot-out and eliminates the netherlands 4-2 on penalty. argentina will play germany in the world cup final on sunday.

these two teams have met in the final twice before, most recently in 1990, which germany won. they also met in the '86 final, which argentina won. rubber match, folks! the netherlands play brazil on saturday to decide who gets third-place honors. oh, we want brazil to win. please, god, let that happen. the efforts continued yesterday as donald sterling appeared in court for a second day of testimony. sterling denounced his wife, even calling her a pig, lovely, after the session ended. while on the stand, he vowed never to sell the clippers, promising a clilifetime of lawss against the nba, saying "make no mistake today, i will never, ever sell this team, and until i die, i will be suing the nba for this terrible violation under antitrust." if the sale isn't completed by september 15th, the league said it could seize the team and put it up for auction. interesting. let's switch gears now to baseball. start in boston with the red sox

i think that's a pretty good purchase. now, if you want to sound smart today, tell your friends that colorado issued what is believed to be the world's first legal marijuana market study on wednesday. according to the study, total market demand for pot in colorado is about 130 metric tons annually, far more than what's been provided in national surveys involving illegal marijuana. now, let's head over to george clooney. he's making headlines after taking on a british newspaper on what he calls "a completely fabricated story." the "daily mail" ran a story on monday, claiming the mother of clooney's fiancee was concerned about heir marriage for religious reasons. the story has since been taking down and the "daily mail" apologized, but he slammed the paper, writing "i'm, of course, used to the daily mail making up stories. they do it several times a week. and i don't care. the irresponsibility in this day in age to exploit religious differences where none exist is at the very least negligent and more appropriately dangerous." now, the paper says it's
