that's our report. thanks for watching. i'm john seigenthaler. good wednesday morning, everyone. right now on "first look," over 200 palestinians have been killed during the fighting with israel, and after nine days, a critical turning point. a massive typhoon causes the evacuation of hundreds of thousands of people as winds and flooding bear down. border disorder may heat up today as the president and congress prepare to butt heads on solutions. plus, hillary clinton's very funny visit with jon stewart. derek jeter treated like a king among all-stars, and much, much more on this wednesday, july 16th. good morning, and thanks for joining us. i'm betty nguyen. a cease-fire plan between israel and hamas has gone nowhere. now residents on both sides are

bracing for more air strikes. after hamas rejected the truce plan, israeli prime minister benjamin netanyahu said israel had no choice but to respond more forcefully. on live tv, he said, "hamas chose to continue fighting and will pay the price for that decision." the military is now urging residents in several parts of gaza to leave their homes this morning ahead of more rocket fire. the largest hospital in gaza already overwhelmed with patients. israel says it's only targeting militants, but according to the united nations, four out of five palestinians killed during the military offensive have been civilians. meanwhile, hundreds of rockets were fired by hamas from gaza. shrapnel from one hamas rocket killed an israeli, the first since the latest fighting began. at least seven people have been killed by the strongest storm to hit the philippines this year. typhoon rammasun shut down the capital of manila. its 115-mile-per-hour wind gusts tore the roofs off homes, downed

trees and power lines and sent debris flying. more than 370,000 people were evacuated from high-risk villages. and right now, that typhoon is moving into the south china sea. it is expected to hit southern china and northern vietnam later this week. well, as the crisis on the border continues, both congress and the president are sparring over immigration hearings. people across the country also have differing opinions on the border crisis. hundreds of protesters on both sides of the issue rallied outside a facility near tucson, arizona, after hearing word of unaccompanied children coming in. well, today, house republicans will push to have national guard troops sent to the border to handle the influx of unaccompanied children. i am joined now by nbc's brian mooar in washington. brian, what do you see happening today? >> reporter: well, betty, somewhere in the darkness behind me is the middle ground that members of congress will be trying to find today and in coming days. president obama's asked for $3.7

billion, but it appears unlikely he'll get everything he wants. house republicans today are calling for a surge of national guard troops and streamlined deportations to battle the immigration crisis at the border. >> and hopefully, by the end of the week, we'll have a better idea of how we might move ahead. >> reporter: democrats want to care for underaged immigrants until they're sent home. >> how does an 8-year-old make a credible case without the assistance of an attorney, without getting the documentation necessary to make a case before the judge? >> reporter: and lawmakers have the next two weeks to find middle ground. one bipartisan plan pushed by two texans, democratic congressman henry quayar and john cornyn. >> the concern is that it will double next year unless we do something. >> what we've seen is when congress wants to, they can act quickly to get something done. >> reporter: bfar from the capital, immigration has separated a small community.

some separating underage immigrants detained there, some not. >> what if one of them is bad? we don't know. >> reporter: both sides looking to washington for action. while republicans have not officially released their plan, it appears they may be looking for more policy change than democrats are willing to give. betty? >> all right, brian. thank you for that report. and just a few miles from the border, a pulitzer prize-winning journalist and activist was detained at a texas airport on tuesday. jose antonio vargas was taken into custody while making his way through security at the airport. vargas has lived and worked in the u.s. without legal documentation for years. he was on his way to a vigil in support of unaccompanied border kids. he himself was one as a child. vargas was released from custody last night. all right, so, you'd better hurry and book that trip now. starting on monday, u.s. air travel will be a little bit pricier. the government raised the tsa

fee for passengers and the treasury department will take a $12 billion cut of that to use toward the federal deficit. now, the mandatory security fees started after the september 11th terrorist attacks, as you'll recall. and currently, one-way trips are capped at $5. nonstop trips, round-trips are at $5 as well. but next week, they're going to jump to $11.20. and layovers over four hours on a domestic flight, they are considered separate legs of a trip, which could cost some passengers over $22 in fees. it was a bittersweet send-off for the captain, yankees shortstop derek jeter helped the american league it a 5-3 win in his 14th and final all-star game. he's set to retire after this upcoming season. in the bottom of the first, a standing ovation from st. louis pitcher adam wainwright and the crowd, as jeter was the lead-off for the american league. then, jeter smacks the ball to the right for a double. wainwright said he was going to

"give him a couple of pipe shots," but had he known jeter would have hit a double, he might have changed his mind. in the fourth, alex ramirez comes in for jeter. during the send-off by the american league manager, jeter waved his cap and the crowd went wild! here's the captain. >> never taken any all-star games for granted. and any player that says they don't want to go to an all-star game is lying to you, because this is something that everyone wants to be a part of, and i've been fortunate to be a part of a few of them, and i'm happy that i had a chance to do it one last time. so, is she or isn't she making a white house run in 2016? well, last night, jon stewart tried to drag it out of the former secretary of state, hillary clinton. he even gave her a career test of sorts. >> i have a, it's like a career aptitude test, and it can help you -- >> this is good. this is good. >> do you like commuting to work or do you like a home office? what's your preference? >> i've spent so many years commuting, i kind of prefer a home office.

night of honor, but of course, that's during the all-star game that had other big moments. tied at 3, bottom of the fifth. the los angeles angels mike trout with a hit that brings in a run, giving the american league a 4-3 lead. trout goes on to become the mvp, second youngest in all-star history. but the play of the night, watch your eyes here. by sixth, the l.a. dodgers, gordon with the sliding stop, gets to first. >> almost a full split! >> yeah, pants didn't split. the american league has the title of the year 5-3. two of the big three remain in miami. dwyane wade has resigned with miami, a two-year deal and a pay cut that frees up some cash. wade tweeting, "home is where the heart is. my home, my city, my house, #heatlifer." chris bosh, second of the two, returns as well to finish out his five-year, $118 million contract. >> we're in the wrong business. >> i would not go anywhere. mike miller, noernd, reunites with lebron james in cleveland. miller reportedly turned down big offers, inking a two-year,

in the east. i mean, we could use a break from the humidity and downpours. the airports were a mess the last two days. we have some problems early today in the big cities, i-95, then it will get better as we go through the afternoon. we've still got some torrential rains out there through vermont, new hampshire, through western mass, through the mountains there and also down through the hudson valley. and we are going to see some on-and-off rain through new jersey and new york. still under a flood watch from philly to new york for the next hour, then that will be dropped, but we could stet torrential rain this afternoon, hartford, providence, wooster areas, boston, cape cod and portland. by 7:00 a.m., it begins to exit areas around new york city. by noon, the heaviest rains are located in the red there, from rhode island up into boston. then by about 6:00 p.m., the heaviest rain pushes off the coast. the cool air, as betty mentioned, is through the great lakes, but the humidity is very low, and that's what makes it so enjoyable. that's what -- it's not that it's cold and chilly, like it's frost or freeze, but it's just very comfortable. >> it's been like the tropics here lately with all that humidity. so, i'm glad to see it gone.

"the new york times" reports gm repeatedly found ways not to answer questions about what led to those accidents. general motors' top lawyer will testify at a senate hearing on thursday. apple teams up with ibm in a partnership that could make the iphone maker a major player in the business market. the companies will develop more than 100 mobile apps for the iphone and the ipad that ibm will sell to a vast number of corporate customers. hershey's is raising candy prices for the first time in three years.

cocoa prices hit three-year highs earlier this month on worries global demand will outpace supply. this could trigger similar moves by nestle and kraft foods. and in my estimation, the price is worth it, betty. like my little taste of chocolate. >> mary, thank you. a little audio problems there. some stories making news this morning. desperate times, desperate measures in california due to the extreme drought. the state yesterday approved fines for people who wastewater. overly watering your lawn or washing your car could cost you $500 a day. a new survey reveals consumption has actually risen during the state's worst drought in nearly four decades. affirmative action can now continue at the university of texas. a federal appeals court ruled yesterday the school can use race as a factor in determining undergraduate admissions. this follows a supreme court decision last year to send the case back to a lower court. all right, so, supermodel gisele bundchen earns about $128,000 a day, that's all. forbes broke down her earnings

these are kids fleeing a very desperate, very violent and very deadly situation. i think we need to do everything within the power of this country to see these kids through this difficult time, not speed their deportation back to instability, and potentially death. and it also speaks to, ultimately, our need to reform this country's immigration laws. >> that was texas rep beto o'rourke talking about the border crisis with chris hayes. now, henry kissinger is reportedly resting comfortably after heart surgery yesterday. 91-year-old had an aortic valve replaced, according to new york presbyterian hospital. kissinger was secretary of state from 1973 to 1977 during the nixon and ford administrations. former democratic congressman alan grayson wants to raise the minimum wage for federal government workers. he's proposing an amendment to a house spending bill. a roll call vote on the

amendment is scheduled for later today, and it could mean republicans could be forced on go on record as opposing a living wage for federal employees. republicans are expected to offer a birth control bill today. senators mitch mcconnell and kelly ayotte say the legislation would require employers to allow women to buy their own birth control. well, this bill isn't expected to do much, because women can already legally access contraceptives approved by the fda. gop congressman rich nugent of florida is calling the unaccompanied children crossing the border gang members. in a radio interview this week, he said "these kids have been brought up in the culture of thievery, a culture of murder, of rape, and now we are going to infuse them into the american culture? it's just ludicrous." despite saying she won't be running for president in 2016, senator elizabeth warren has a new cheering squad. the group ready for warren is taking to social media to urge her to make a bid anyway. the facebook page has almost

12,000 likes. president obama got behind the wheel of a driving simulator yesterday. the president called it exciting and said he hadn't been on the road in a long time. he had a bit of a lead foot, though, at one point clocking in at 90 miles per hour. and that is your morning dish of "scrambled politics." all right, so, on the phone we have "washington post" reporter ed o'keefe joining me this morning. good morning to you, ed. >> good morning, betty. >> i want to start with this, republican congressman rich nugent was not mincing words, calling unaccompanied children crossing the border gang members brought up in a culture of thievery, murder and rape. is that true or is he trying to instill fear here? >> i think it's more the latter than the former. we haven't seen much proof that these very young children are gang members. i think what we've heard more from them, at least antidotally, is that they're fleeing countries where gangs are trying to recruit them. and you know, this type of comment is exactly the kind of

thing that republicans urge their members to avoid saying, to not demagogue the immigrant community and others alike, republicans' ability to attract hispanic support, to be seen as compassionate to the immigrant community and these comments make that very difficult. >> all right, but ed, meanwhile, maryland governor martin o'malley is the most prominent democrat now to criticize the white house on this very issue, saying deporting these kids would be sending them to "certain death," but at the same time, he said don't send them to his state. why the mixed message? >> it's a very interesting development. o'malley, of course, the governor of maryland and thinking about running for president in 2016. when he was in nashville last week for the national governors association meeting had been making those comments, but now, apparently, according to democratic sources who are not in the capital of maryland, which is the interesting wrinkle. apparently, o'malley had been pushing back against the administration's plan to put some of these illegal immigrants

in a facility in maryland, which they sort of are suggesting that the governor was speaking out of both ends of his mouth, in a sense, by making this plea for compassion but then telling them not in my state. and so, i think it just, again, shows the difficulty that this issue creates. of course, you do want to help them, but you know, there's a lot of heavy lifting to be done, and i think that's the frustration that the white house faces in trying to deal with this crisis. >> all right. ed o'keefe with some insight today. ed, thank you. >> take care.
