scheduled transportation speech. >> disgraceful for the president of the united states at a time like this. >> after 9/11, president bush, though criticized, that you can not control but what happens after you find something out. >> what is next he will put golf flags at half mast? since he plays golf 180 times. >> stop these terrorist killers. thank you. now watch this drive. ♪ >> good to have you with us. thank you for watching. what other information do you need? you give the republicans and the conservatives just a little bit of information about an event and they will turn it on president obama to their advantage. anything to destroy the president's leadership, anything to create doubt in the minds of everybody, not just in the united states. so we start tonight with new details on the downed malaysia airlines flight 17. it has been confirmed that at least one person citizen was on

board the aircraft shot down in eastern ukraine on thursday. so now we're going to have an international investigation. you know what i think? this should be the easiest investigation the international community has ever been involved in. who gave the order? where did the mis le come from? who was on site? give me a name, give me a unit. you know who can answer those questions? vladimir putin. where's the outrage in the international community demanding putin directly connected to this, as i see it, and i'm just a guy watching the news and listening to everybody talk, how can putin not be directly involved in this? can we answer that? where's the outrage? i don't see enough of it. the dutch, no question about it. they had scores of people on that aircraft. but the fact is, this is more of an opening to beat up the president than it is to find out

what happened here. who gave the order? why did they give the order? that's where the international community needs to be. that's where the u.n. security council needs to be and at the center of all of that is putin. this afternoon, the president of the united states says the missile fired at the plane came from an area controlled by russian separatists. >> evidence indicates that the plane was shot down by surface-to-air missile. it was launched from an air that is controlled by russian-backed separatists inside of the ukraine. we also know that this is not the first time a plane has been shot down in eastern ukraine. over the last several weeks, russian-backed separatists have shot down a transport plane and ukrainian lpt and claimed responsibility for shooting down a ukrainian fighter jet. moreover we know these separatists have received a steady flow of support from russia. this includes arms and training.

it includes heavy weapons. and it includes anti-aircraft weapons. >> so what we are seeing here is there have been other aircraft shot down. so what do you say we try to take down a commercial airliner and see what the world community will do. i have no bone to pick with the president on the way he's handling this because this is an international cry is sis. no question about it. who's going to take the lead to make sure there is accountability here? where is this international investigation going to start and where's it going to end? president obama made clear this was an international tragedy. he called for an immediate cease fire so an investigation could take place. >> there has to be a credible international investigation in to what happened. u.n. security council has endorsed this investigation and we will hold all of its members, including russia, to their world word. order to facilitate that

investigation. russia, pro russian separatists and ukraine must adhere to an immediate cease fire. evidence must not be tampered. investigators need to access the crash site and the solemn traffic of returning those lost on the plane to their loved ones needs to go forward immediately. >> we're in a position where we have to answer the question, what happens if the russians don't cooperate? what happens if someone doesn't pay attention to the cease fire? this is where the international community needs to step up collectively in an immediate fashion and answer those questions. who gave the order and why was this civilian flight shot down? why were these citizens of the world murdered? president went on to say the truth will be uncovered. >> no one can deny the truth that is revealed in the awful images that we all have seen.

an the eyes of the world are on eastern ukraine and we will make sure the truth is out. >> president obama also said this should be a wakeup call for europe. >> this certainly will be a wakeup call for europe and the world that there are consequences to an escalating conflict in eastern ukraine. it's not going to be localized. it's not going to be contained. what we have seen here is just in one country alone are great allies, the dutch, 150 or more of their citizens have been killed. >> president, as i see it, is doing everything he can in handling this situation, to this point. but with there are more questions than answers and it starts with who gave the order. this is an international tragedy, no doubt. it means international community

must be responsible for the investigation and moving forward and holding people accountable. meanwhile, republicans are already pushing to slam the president over his handling of flight 17, missing no political opportunity, senator john mccain wrapped up his media tour, and that's what it was. his media tour on fox last night. he wasted no time slamming the obama administration. >> it's just been cowardly. it's a cowardly administration that we have is fail aed to give the ukrainians weapons with which to defend themselves. these separatists may not have occupied and had access to these weapons which apparently they got at an airfield. by the way, it takes weeks of training to make someone able to use the system. they are clearly russian trained and the separatists are the leaders of russians as well. >> because president obama is not doing it exactly the way that john mccain wants to see it

done, he's a coward. not fair commentary. charles krouthammer not to miss the opportunity came out to not miss the opportunity. he thinks it is the united states job to supply ukraine with weapons. >> he has had no reaction to anything that i can tell in the last six months. it isn't as if we are going to war wa russia but we have denied ukraine lethal weaponry on the grounds we don't want to escalate the conflict. they are killing in large numbers by shooting them out of the sky. at least the president can do is to make a decision for once in his life and now supply lethal weapons to assist the ukrainians in defending themselves. >> well, they clearly, the conservatives, a are using it as an opportunity to escalate the situation and the blame on the president. the president made a decision. he chose not to escalate a dangerous conflict.

sean hannity came out and compared president obama to ronald reagan. on september 1st, 1983, korean flight 007 was shot down by soviet jets. last night, hannity criticized president obama for being more reagan-like in his initial response. >> president ronald reagan responded with much stronger words just over three decades ago. this is a good reminder for the white house. >> before you deny it about the korean airline massacre the attack by the soviet union against 269 innocent men, women and children aboard an unarmed korean passenger plane. this crime against humanity must never be forgotten here or throughout the world. >> well, it's a nice try, hannity. reagan made that speech, one, two, three, four days after the airliner had been shot down. president obama had similar words, roughly within 24 hours after this malaysian airlines

disaster. >> yesterday, malaysian airlines flight mh-17 took off from amsterdam and was shot down over ukraine near the russian border. nearly 300 innocent lives were taken. men, women, children, infants who had nothing to do with the crisis in ukraine. their deaths are a outrage of unspeakable proportions. >> well with, the fact is president obama is setting the stage to hold russia accountable, leading in the international community. these things take time, right? he's imposing sweeping new sanctions that have been in place just put in to place the day before this tragedy. it will impact the russian economy, no doubt. isn't it interesting how the conservatives wanted sanctions put on iran and wanted tough sanctions put on iran but when the president does it with russia he doesn't get much

republican support? the president is even imposed sanctions on russian missile companies that make long range surface-to-air missiles. president obama made clear putin was not happy about the latest round of sanctions. good thing that president obama is in the white house. he's taking a balanced, measured approach to a volatile situation. if war hungry republicans were in charge, bomb bomb bomb, bomb ukraine. is that what we would be doing, mr. mccain? it would be a much different story if the republicans were in charge. it is not shoot from the hip but time for leadership and accountability. the first question is who fired the missile? who gave the order and why? get your cell phones out. i want to know what you think. tonight's question, will republicans ever let politics stop at the water's edge? text a for yes. text b for no. we will bring you the results later in the show.

for more let me bring in congressman from california who sits on the armed services committee. good to have you with us tonight. in your estimation from what you know, what is the proper reaction at this point? >> i think there's at least two different ways we need to go. first of all, we need to understand the human tragedy that's occurred here. the individuals, the families, young children of those men and women that were spending their lives fighting hiv aids. it's a horrible human tragedy. the second is there needs to be a thoughtful solution to the ukrainian crisis. this is one more escalation, one more serious incident in what is becoming an ongoing crisis in the ukraine. in order to deal with that, we will have to rally the european countries, the nato countries and others that are concerned about this and seek a diplomatic solution to what is a problem

that has to be dealt with, not by war which is the way it is headed but rather by a diplomatic solution in which the government of ukraine recognizes what has happened in the eastern area. the desires of the people in the eastern side of ukraine, and form a government that is inclusive and deals with the reality of the multiplicity of ethnicities, languages and economic interest. >> congressman, i think vladimir putin is at the center of this. that's my opinion. i believe he knows. >> i agree. >> you agree with that? i'm not trying to put words in your mouth, but i think he's at the center of all of. this from your perspective, if you believe that, what responsibility does he bear in the international community as you see it? >> well, there's no doubt that putin is driving this entire issue. he made, from his perspective, may have good reason to do so but the inevitable result of his reasoning is a tragedy which we

just had this last 24 hours, the shooting down of this plane and the deaths. it's also an inflamed war in eastern ukraine. there is another way, there has to be another way of solving this because this is not going to be a happy ending if this continues on the path of war. so yes, putin is clearly behind this. he may think he has good reasons but his good reasons are creating an enormous crisis, east, west, western europe, against russian interests here. we have to find a way of resolving this within ukraine in a political fashion in which the government is representative of all of the interests and everyone, east and west side of this country have an opportunity to have their peace and their say and their economic progress. >> yes, or no, do you support the president on the sanctions on russia? >> absolutely. it's the right thing for him to do. >> your reaction to the republican criticism of the president at this point.

>> it is around the clock. >> it is so tiresome. if he wakes up in the morning and has cheerios rather than wheatties, they criticize that decision. it is everything he does. no matter what he does. they will find a way of criticizing it. it is not helpful at all. it doesn't provide any real solutions to the underlying issues in that country or anywhere else in the world. >> congressman, good to have you on "the ed show" tonight. appreciate your time. thank you so much. >> thank you, for more let me bring in lawrence corb. former assistant secretary of defense. it was back in 1983 that you were the assistant secretary of defense when flight 007 was shot down. are there any similarities here? >> i think the similarities are more than people realize. yes, reagan did speak out strongly, but he didn't do anything. in fact he was criticized by george will back then, basically

saying we wanted a president who's tough, not a dictionary, all the words he was using. reagan's genius was to be able to convince people he was tough and standing up and not do it. obama is much -- does the same thing but comes across more reasoned and i think it's a much better thing. >> when you hear there is going to be an international investigation, what strikes you about that what does that mean? >> what it means is, is that we will get the international community behind the steps we will take in dealing with with this that we have ever since the ukrainian crisis started. because what happened before was kind of us and the europeans concerned about ukraine but nobody was. but everybody fleiss on planes and say my goodness if you can shoot down a plane we have to put a stop to this and the europeans will be galvanized to put on

tougher sanctions than before because this hits them close to home. >> what responsibility to you think that putin bears a tht point? >> his responsibility was putting those weapons in to the hands of people who were not trained to do it. these people didn't go through west point or anything like that. or ranger school to learn how to use them. these are separatists who like militias who tern joined up and they thought they were shooting down a ukraine -- >> wouldn't he be the one to find out who gave the order and how this unfolded? >> he can now but i think what will happen. he's probably talking to his commander and saying what were you doing with these ukrainians on the other side of the border and they will say we didn't tell them to do that. this is the last thing they wanted. he was call canning obaing obamn about the sanctions and then was handed a piece of paper shot

down a civilian airliner which complicates things for him. >> do you think there will be more incidents like this. >> no. >> why not? >> i think the russians will say we're going to put our guys there. take these weapons. it's like giving a loaded gun to a drunken person is what you are doing with these rebels. because people are not going to want to fly to russia. i think they are basically this is not going to happen. >> what about the integrity of the international investigation? >> i think if they don't -- if they try to undermine this investigation it will turn the international community more against them. >> okay. lawrence korb, great to have you with us tonight. appreciate your time. coming up, president obama is asking for funding to save lives and create american jobs. congress isn't listening. the crumbling of the infrastructure. but first more on the investigation this to the

now world leaders, incluing vladimir putin are calling for a cease fire in the region to allow the investigation to take place. joining me tonight, john -- former ntsb board member. good to have you with us on "the ed show". how difficult is this investigation going to be to get to the bottom of all of this when there is already some restriction for investigators to be there that they are not the first on the scene? >> well with, certainly going to add time to the investigation. it is not like we haven't done this before. the people that do the investigation are familiar with doing investigation on airplanes that do not have recorders and are in difficult places to investigate. i mean we have had airplanes on

12, 14 thousand foot mountains. >> so that in mind, how difficult is this investigation going to be in. >> it's going to be up there in the scale. not go ing to be the most difficult but very high. some of the things that will happen is we are not going to get the recorders. i think if it is accurate they are in russia we will not get them. we didn't really need them. we need the physical evidence, the metal. a missile that hits a plane or explodes next to a plane will leave signatures on the metal. it is hard to hide those signatures. the way the plane broke up will be etched on the metal, so there's a lot of evidence that can be taken back. basically, it's pretty clear between the intelligence and the

signals that were intercepted that it was a missile. now it is trying to determine what kind of missile it was. we already know to a limited extent a plane that high there are only a certain number of missiles that can get up there. not man portable, truck mounted heavy missiles and you don't go down to the local armory and get those. so this -- it's going to be interesting. >> take us more in to the detail of the chemistry of the metal. you are saying this will be not a heavy lift to understand exactly what residue is on the metal that investigators should by the crash site really determine that it was a missile? >> yes. missiles take airplanes down in one of two ways. one is by a direct hit, which is a very difficult task, especially in a airplane over 30,000 feet moving close to 600 miles an hour.

and the other way, which is the one that happens most often is it gets very close to the plane and then explodes. and the airplane gets peppered with pieces from the missile, like a shotgun blast. all of this high speed metal penetrates the surface of the airplane. some of it gets embedded in it. some of it passes well inside of it and stays inside the airplane. so those are the things they will be looking for. >> mr. goglia, what is there to verdict? if you know it is a missile, obviously a horrific tragedy and murder, what else is there to investigate? nothing the pilots could have done, is there? they can't dodge something like that. >> nothing in the airplane. on the forensic side what the world community needs is clear-cut example of material example that the missile was in fact manufactured by the

when does the criticism stop? never. president obama addressed the situation in ukraine while he was in delaware on thursday afternoon. talking about infrastructure. conservatives were quick to criticize the president for not being what they say sensitive to the loss of life and continuing his speech on infrastructure. now, republicans never want to invest in american infrastructure. they don't want to do it. this is the new age of not doing anything. they like to spend your tax dollars on war. they have no problem with that. just a accounting here. iraq warrer cost $1.7 trillion. 490 billion owed to war veterans and could grow $6 trillion the next four decades. counting interest now, an average, fair-minded american, most of us think that iraq was a mistake. would it be a mistake to put any money in to infrastructure so

bridges don't fall and down and kill people anymore that was a huge expense and republicans were all about it. it was off budget until the democrats came in control. americans are dying every day on roads because our roads and bridges and port are simply insufficient, crumbling. that's the word to dwruz. august 1st, marks the an verse oif the bridge collapse in minneapolis which did kill 13 people and injured 145 other americans. our nation's infrastructure is crumbling. republicans don't seem to care. >> absolutely. turn around. the whole trend with the respect to the united states military ought to be our top priority for spending, not food stamps or highways or anything else. >> not highways. not highways. that's what cheney thinks. this week, president obama is making stops an the country

pushing the grow america act. the $302 billion investment, and that's what it is, would provide four years of transportation funding to fix roads and bridges in the country. the white house estimates it will create a million jobs but i'm sure the righties would say the numbers are phony. the republicans are always pressing the president about job creation but at a time when we should be verdict investing in our infrastructure, the republicans are interested in more sorties over ukraine. they have money for all the wrong stuff, don't they? joining me is scott paul president for the alliance of american manufacturing and job -- the professor of politics at usc and democratic strategist. great to have you with us. bob, you first, how heavy of a lift is this to build bridges that will not fall down and kill americans? why are we are where we are on

this issue? >> because we're in a season of total political gridlock. every attack that can be made against the president is being made against him. anything that he proposes, republicans will oppose. i was on a radio panel earlier today and someone said, republicans said no one is going to give the president credit for anything. there are two things that are important to bear in mind here. the first is that what republicans are talking about, people like john mccain in terms of ukraine would significantly raise the risk that we would have a real confrontation with the russians that we could end up in a war. if you had john mccain and he's bitter and sounds like a warmonger we would have a war without end and because republicans won't move on infrastructure, they wouldn't approve when john kerry was in the senate and kay bailey hutchison was, a bipartisan bill that would have leveraged a

relatively small amount for major investments, they wouldn't do that. and now the president is trying to get states, localities and private sector involved. it is a bad way to do it but the only way to do it. >> since the tragedy seven dwreers ago, coming up on august 1st, there's been no extra effort on a national level to make sure we do something about our crumbling infrastructure. scott paul, what could we have built in the past ten years if we didn't spend so much elsewhere around the world? how much money would it really take to make an impact and secure our infrastructure? >> that's a good question. one thing to keep in mind, this doesn't get cheaper if you let it go. the bridge doesn't repair itself. the road doesn't rebuild itself. these costs accumulate over time. the earlier you can get at it, and in an era where we are in historically low interest rates this is the time to do it. even if you have to borrow.

this is the time to rebuild our infrastructure. what i wish some of these hawks would understand is that we can't have a strong country unless we have a strong economy. we can't have a strong economy unless we have a good way to get our people to work, to get our businesses to be able to deliver goods and services in their supply chains, to bring goods and services from other countries, from other countries to our own. it takes a modern infrastructure to do that. our own engineers give us a failing grade in some categories and a barely pass aiing grade i others. that's not good enough. america has always showed leadership andizen hower, interstate highway system and reagan expanded transit programs and said they have to be made in the united states of america. we have seen no leadership on this over the last decade.

it has cost our economy dearly. >> never been a political issue until now because of president obama and their flat out hatred for the man. quickly, scott, would $302 billion make an impact? would it have an impact? is that a good start, a good number. >> it would keep our head above water so the problem doesn't get worse. we can rebuild some of the bridges but we need to do more and we have to pay for it, too. >> bob shrum, fox and friends, fired on for attending scheduled events. they cited george bush's response to 9/11 attacks. isn't this a baseless comparison, how baseless is this? >> they attack him about anything. you have the wonderful piece of film showing bush saying the terrorists will pay for this. and then turning to the golf tee and saying watch this drive.

the fact of the matter is that barack obama today in 2008 a president has to do more than one thing at a time. fighting to invest in our infrastructure, fighting to create jobs, fighting to do the right things for americans is, as scott points out, not just what we have to do here at home but key to our role in the world. as jfk said we can't be strong abroad if we are weak at home. the president is doing everything he can to deal with this ukrainian situation. right now the truth of the matter is with the sanctions ratcheted up up putin faces a choice. is he going to find a way to back out, maybe with face-saving federal arrangements in the ukraine or go forward, the sanks will get ratcheted up and russia will get isolated from the global economic system. >> so it is, bob, instances and tragedies like this that divert away attention for things we need to document we are not

brilliant on the basics. we don't view infrastructure as important anymore, at least there isn't a political party in town that views it that way. >> i think the country does. i think people understand we have to fix the roads and bridges. people understand it would put folks to work and strengthen the economy. republicans don't care about that. what we have now is not only a hatred for president obama but a deeply ideological republican party where even the sensible people are afraid of their own shadows and what they want is a federal government that doesn't do anything. as i think i have said to you before, it is hard to run the government if you hate the government. these people have a solution. they don't want the government to run at all, except to build bombs and missiles and get us involved in wars. >> bob shrum, scott paul, good to have you with us. coming up, stock market reaction in the wake of the disaster. we'll be right back. this summer, you know what we're up against.

taking a hit. reports of israel launching a ground offensive against hamas forces in gaza only added to the uncertainty. on thursday, s&p saw its biggest one-day drop since april 10. the nasdaq saw the biggest one-day point decline since may 15. the euro dipped below $1.35 for the first time since february. different story today. today as u.s. stocks saw a rebound, president obama did his best to reassure the public the economic impact would be minimal. >> the world economy is integrated. russia is a large economy. there is a lot of financial flow between russia and the rest of the world. we feel confident the sanctions we put in place are imposing a cost on russia that their overall impact on the global economy is minimal. it is something we have to

to why the market bounced back the way with it did today in 24 hours? >> i think the president got it exactly right, ed. the reason the market bounced back is you are seeing here the effects of all of the speculators who dominate the market. remember, the market is driven today not by investors there for the long haul but speculators who are in and out of a stock in less than a second. so they saw opportunity. sold or bought as advantage their position. the market came back today. within an eyelash of the all time high. >> so the bottom line is there is plenty of energy in the world which is a speculator's dream. >> yes. in fact, right now the most money that's ever been speculating on oil futures prices is in the market. so the speculators here want to do what they can to enhance their profits. underlying this, there is no fundamental shortage of energy,

certainly not in the united states. >> what do you think the sanctions -- what kind of impact do you think they will have on russia? if you've got banks who are grabbing capital and being tight with the with dollar and not allowing the energy sector and the military arms sector to do what they normally do, access to capital and such, frozen assets, what does that mean? >> we are trying very hard to make it painful for putin to do what he's obviously up to which is creating or reconstructing an empire. the obama administration has been smart and effective in how it handled financial tools. those tools have limits. we certainly do need to be worried that putin or we or someone else will make a fundamental error and will end up in what we don't want to be in unless we are some of the crazies you had clips on in the show who think bombing people in

war is good. it's bad for business as well as everything else. >> so what kind of effect is this going to have an europe, seeing that their relationship and dependence and access to russia's natural gas supply? this is a big part of russia are's economy. so if they have sanctions, they may have to maybe even lower the price of some of the natural gas to make sure it keeps going where they have been selling it. >> to maintain his position and expand the empire, putin needs revenues from the natural gas in particular and from oil that they are exporting. he has to play the game in a way that he doesn't under mine his own interests. >> so he becomes somewhat of a desperate supplier then, doesn't he? >> yes, absolutely. he's a very strategic thinker. he won't behave in a rash way some of the people you had clips of on are suggesting president obama should. he'll think long term and

strategically, not short term and politically. >> your thoughts on the actions by the israelis on a military offensive in the gaza strip. >> yeah. >> no effect on the world markets there either is. >> i don't think so. i think there will be a huge effect on the nature of war where we end up with things like boys on the beach playing soccer being killed despite advanced technology and weapons. i don't see it unless it erupts into a broad wide war having a significant impact on markets. >> quickly david k. johnson, isn't this evidence that we are little ril in a bull market? i know it's generic talk used a lot. we had an international crisis in the last 24 hours and the market is rolling. >> there are huge profits though labor is hurting. there is no place for the labor to go but into the stock market or into inflating housing prices. we are seeing evidence of that. >> david k. johnson on "the ed
