the 55-year-old convicted killer appeared to be alive. now an investigation is underway and nbc's kurt gregory has more. >> reporter: witnesses say condemned inmate joseph wood gasped for an hour and a half during his execution wednesday night in arizona. he was finally pronounced dead almost two hours after it began. >> to watch a man die there for an hour and 40 minutes gulping air, it's like if you catch a fish and throw it on the shore. >> he was, you know, clearly struggling for breath. and that's atypical because, as i said, usually an execution takes 10, 11 minutes and you see virtually nothing. >> reporter: it was the first time such a drug combination had been use in arizona. it was the same combination used in ohio in january where dennis mcguire took nearly 5 minut lly to die. jan brewer is promising a full review in arizona.

black boxes appear to have suffered some damage. they don't show any signs of being tampered with. i'm joined now by my colleague from washington, tracie potts. she is there on capitol hill. we're hearing more calls for si stiffer sanctions against russia now. >> we are. and that's because lawmakers here insist that rush why was behind this and now there is video out there. it's important to note that the video is unconfirmed but it suggests the russian separatists have been behind shooting down these planes. >> reporter: nbc news has not authenticated this youtube video. in it, you can see the flaming wreckage of two ukrainian fighter jets shot down wednesday and what's believed to be russian separatists claiming responsibility. ukraine says the pilots ejected safely. >> who put their finger on the trigger? we still need to find that out. responsibility lays at the feet of president putin.
