"weekends with alex witt" starts now. dramatic and real this is the scene as a s.w.a.t. team storms a commercial airplane, the story behind what prompted this response. >> sudden live in gaza. a temporary cease-fire. controversy and fall out new reaction to the punishment given a football player for a fight that left his girlfriend out cold. near miss, that's what scientists are saying about a huge solar flare that nearly caused chaos on planet earth.
4:01 am
good morning, everyone. welcome to "weekends with alex witt." here's what's happening. breaking news in gaza. a 12 hour humanitarian cease-fire between israel and gaza is in effect. it began six hours ago. secretary of state john kerry arrived in paris looking to negotiate a longer seven day cease-fire. residents are moving to safer areas. palestinian health ministry said more than 830 have been killed in the conflict, mostly civilians. israel said it lost 34 soldiers. nbc's martin fletcher is showing me from tel aviv. good morning. this cease-fire is it expected to hold for the next few hours, about six we have left. i'm curious what the scene was like in gaza after it started. >> reporter: that's right. exactly halfway through the 12 hour cease-fire began at 8:00 in
4:02 am
the morning local time, goes on to 8:00 p.m. local time. so far so good, no rockets from gaza, no israeli shelling of targets in gaza, so the cease-fire is holding. of course everyone hopes it will continue holding to the end. the question is what happens afterwards. will the lab miracle. will john kerry sometime in paris be able to organize a continuation of the cease-fire. no one's hopes very high for that at the moment. in gaza there was a flury of excitement and as soon as the cease-fire went into effect and i should point out there was shelling of gaza by the israelis up to the last minute. at 8:00 in the morning people began to stream out of their homes, going shopping, getting food, getting money from the atm machines and the banks and in particular going to their homes to see what was left of them, what damage there was. in many cases there was heavy
4:03 am
israeli bombardment the scene was devas stating. they pulled out 19 bodies from the wreckage. you mentioned 850 dead from the gaza source. that's gone over the 1,000 mark as they pull out bodies from the debris in those areas. it must be shocking -- i mean tel aviv. in gaza it must be horrific as people come out of their homes after bombardment and see the reality and what happened to their homes. >> martin, i'll ask my director if you wouldn't mind putting back up a live shot. it looks like a normal saturday it would be. you got people out on the streets, cars there. of course that's not the case when there is the fighting going on. can you describe how different the scene is? i hope you can see this shot. >> reporter: well, in gaza, for the last three weeks nobody on the streets. it's been completely empty. no one is going to work or
4:04 am
school. everyone is hiding because about more than half of the gaza strip is actually a no go zone, a war zone. it's a startling difference to see these streets today enjoying the cease-fire. people are driving to their homes. the most important thing people are doing and again i got to say i imagine this because i'm not there. most important thing people are doing is checking up on their loved ones. many families have been split. they haven't been able to get from one place to another for weeks. now that there's a cease-fire they are trying to figure out who is alive, who is dead, who is injured. going to the hospitals, the morgue, the cemeteries. this is a chance for them to catch up on their lives. course to stock up on food and water. about half the people in gaza don't have access to clean water. one thing they will be doing is going the wells to get water and food to eat and drink. >> martin fletcher in tel aviv.
4:05 am
for the latest on the u.s. diplomatic efforts in the region, we're joined by chris at the white house. are there any prospects serious ones for a longer truce? >> reporter: i think as martin said, alex, hopes are not high this morning. the administration is realistic about how difficult and complicated it's going to be to get both sides to yes. yesterday israel reject ad plan for a cease-fire. nonetheless secretary kerry continues his diplomatic negotiations in paris. he's also expected to confer with the european diplomats who are in the region. the goal, alex, the short term goal is just to have a week long cease-fire so that they can hash out some of these broader more complicated issues and one of the main sticking points for israel is that they still want to be able to continue their incursion against those hamas tunnels which it says hamas is using to attack israel.
4:06 am
so that is one of the main sticking points. but, again, this is incredibly complicated and these negotiations have been going on for days. when asked yesterday here in the white house briefing room, white house press secretary josh earnest was asked if the best that could come out of peace negotiations was a week long cease-fire and earnest said essentially is what we want is the violence to stop. i highlight that point that what they are negotiating or now is a week long cease-fire. no surprise there. thank you very much. the international space station picture is the saddest. it's a picture of gaza. with some other news. s.w.a.t. teams stormed a crowded canadian plane bound for panama

there could be a two state solution. that's just about over. if this goes on like this israel will continue occupying a large part of the west bank, it will continue to essentially imprison all the people in gaza and just going to try to tough it out until everybody is so exhausted or just forget, i don't know what they aspect to do but ultimately they will be in a position where they will have to start absorbing a huge palestinian population and that's something that will jeopardize the existence of the jewish state. it's a terrible situation. one thing that he said is true. if they don't find a political solution and find it fast, you're going to have a situation that will essentially be incapable of a solution. >> do you get the sense, christopher, that israel is looking for a peace deal at this point or right now in this moment do they want to finish their military operation an then go to the negotiating table?

tactics. how about with regard to negotiations. are the plo and hamas the right people to negotiate with. do they have the power to speak for hamas? >> well, you know hamas is part of the same government with the plo. and with fatah. theoretically they can speak with one voice. hamas can't be even absolutely assured it's speaking for its military wing. the brigades, the military wing of hamas they are the ones carrying out most of these rocket attacks. they are determined to move forward with this kind of offensive. they want israel to intervene. they want to see peace destroyed. and they are making their point. that's exactly what's happening. >> with regard to the demands from each side, christopher israel wants to demilitaryize gaza, hamas wants israel to lift its blockade. are those demands for which
4:37 am
either is willing to budge? >> well, you know in this kind of a situation it's almost impossible to conceive of a time when in the middle of fighting israel would say, yes, we have overwhelming force. no we're not achieving all our ends but we're going to lift this blockade that's been in effect for seven years because we're going to give that victory to hamas. no, they are not going to do that. to the extent negotiations are predicated on that that's not going to happen. if there is a cease-fire a month or two months or six months from now you could lift the blockade without it lookinging like a big victory for hamas but netanyahu will not give that victory to hamas under any circumstances. so you'll see this fighting go on for really for quite a while. >> do you have concerns that the fighting could grow into a third
4:38 am
fatah? >> oh, i think we definitely are headed in that direction. we already saw on the west bank, we saw 10,000 people moving on israeli checkpoints. i think it could start with something like passive resistance, something like peaceful protests but will degenerate very quickly, it always does in the palestinian territories. not the least because of the israeli responses. and when that happens, yes, i think we'll see a third fatah. whether this palestinian government wants it or not. people are fed up. they don't see any prospect of peace. they don't see that the two state solution is going to happen. everybody has been very close to the two state solution for a long time, for more than a decade, but it just doesn't happen. so what do the palestinians think they can do? the only thing they think they can do is return to violence because nothing else is working

video was shock. footage obtained by tmz showing baltimore ravens ray rice dragging his unconscious fiancee out of atlantic city elevator. some commentators were shocked and outraged when the nfl announced on thursday that the punishment was a two game suspension along with a half a million dollar fine. anita marks is joining me now. nfl domestic violence. does it take the concept seriously, do you think? >> obviously two game suspension after this, you would think not. but i think it's important we kind of share with the public exactly why i feel that roger goodell only went with two games. i know ray rice extremely well. i covered him with the baltimore ravens. when this happened i was shocked, totally out of character for him. never been in trouble before with the law.

that's number one. number two, we really don't -- there's only a select view who have seen the video of what took place inside that elevate error. reports are his now wife had spit in his face and slapped him. so in a way provoking what happened. so maybe the nfl thinks well ray rice is a victim here. doesn't make it right but i'm just -- >> there was some sort of alteration between the two. >> after the incident she's been by his side. >> she got married. >> they got married earlier than schedule and on top of that reports are when ray rice met with roger goodell she pleaded with roger goodell don't make it a difficult sentence for my husband. i'm to blame as well. she championed to say don't make it a lengthy suspension. least but not least ray rice has a foundation to stop anti-bullying and a number of the young kids who could have

lost their lives submitted letters and they submitted those in letters to roger goodell to say please ray rice has helped me save my life. so there's a lot of reasons why goodell went two games. >> he gave it a lot of thought and a lot of support foray rice. if you look at this, this is an nfl player and even if provoked by a woman spitting or slapping him, to say that he is a victim as well in some people's minds a lot of people are saying are you kidding me? >> absolutely. this is a player who can bench 300 pounds and he laid not only a hand but a pinky on a girl who is only 100 pounds. at the end of the day it's wrong. he should never have even touched her. where i stand on this, i feel the nfl failed us as a society. as shocked as i am and as much as i can sit here and tell you what a good guy ray rice is at the end of the day nfl should have given him six games.

reduced down to four probably. the nfl would have made a statement because domestic violence, alex, is bigger than the ravens, bigger than ray rice and the nfl failed. >> let me read the statement that we did get from the nfl because you spoke to them yesterday. despite the court's decision not to impose criminal punishment the commissioner determined the conduct was incompatible with nfl policies. the nfl had the same access to the evidence as prosecutors. the court didn't impose any punishment. the nfl did impose punishment. half million dollar fine there. do they have a point there's an issue here that from a legal standpoint he's not being prosecuted by the law outside of the nfl? >> it is a great point. i've been covering the nfl for 20 years. athletes sometimes are beyond the law. i always say they live in a

economic policy editor has written about these poor door towers. he joins me here in studio. let's talk about this. how can developers get away with doing this, having a luxury building, putting aside some apartments or condos for, i guess, you know, the not rich and putting separate doors? >> well there's nothing that makes it illegal right now and the building developer of this particular building on the upper west side has been drawing this attention says that they actually feel they are legally required. they are saying that the units for the low-income tenants are in a separate section that will face the street and have its own door and that the high end apartments that all face the river with a lovely view are separate enough that they have to have a separate entrance. >> so they are saying it's legal. the name of the company -- >> excel development. >> they are saying it's legal. have they gone beyond that to talk about anything else, their interpretation of it, moral
