congress is about ready to go home for their summer recess. and republicans are calculating the two big questions, number one, do the american people want to see the president get sued? do they really want to see him get impeached? is that the right thing for the country? it's not about jobs. it's not about health care. it's not about maybe even tax reform, it's about how bad can we make this president look before the midterms? the republican party still has one word on their mind. it's impeachment. we know the republican party is hell bent on defeating president obama whatever the cost is. it's scorched earth policy on impeachment at this point. we've seen record obstruction every effort the president put forward now they have sued president obama for overstepping his constitutional authority but never give any definition what they are really up tight about. on sunday the incoming majority whip refused to take impeachment

impeachment off the table. >> among other things he's suggesting that perhaps president obama's handling the benghazi terror attack could be an impeachable offense. >> it's not something i'm seeking and not the end game and what we're playing for. i was simply asked is that within the realm of possibilities, i would say yes, i'm not willing to take it off the table but it's not what we're striving for. >> how about saying this, congressman, that's not where we're going and country is going. they can't get it out of their mouth. now the chorus is getting bigger. on saturday steve king of iowa threatened impeachment if president obama uses more executive orders on the immigration crisis. he said from my standpoint if the president enacts more executive actions we need to bring i am speechment hearings meeldly before the house of representativeses, that's my prediction and opinion. interesting word, prediction.

i had a similar prediction as steve king had just last month. >> republican mission is to impeach president obama, they just need the power. the game plan is to hold the house, take the senate and impeach the president. these guys are ruthless. >> that's it. it's a reinstant replay folks. republicans will do whatever it takes to bring down president obama. that's their ageneral did. they know impeachment is red meat for the base and that's what they need, big turnout, republicans have nothing to lose here and they are getting minions to follow them, 57% of republicans support impeaching the president. go, base, go. when democrats won the house -- this is so important because there is a distinction where the narrative is out there about i am peachment and suing the president, the democrats have been there, had their chance but

didn't take it. the house in 2006, some of the democratic base were calling for george w. bush's impeachment because of the iraq war. soon to be house speaker nancy pelosi said impeachment was not a possibility. >> i have said and i say again that impeachment is off the table. this election was about the future as those little children knew this morning, not about the republicans. and so we will go forward with an agenda on issues relevant to the lives of the american people addressing their priorities. >> such different audio, isn't it? it sounds so different back in 2006 from 2014. where the ray of hope is still alive for republicans, door was slammed by the democrats in 2006 because the country had bigger problems. we have big problems right now don't we? it's clear republicans don't have the leadership skills to take impeachment off the table. obstruction is just the first page in their playbook to

destroy president obama's administration and legacy and another part of their plan, of course is suing president obama. on friday, dan fiver said boehner's lawsuit could open the door for impeachment sfwl i saw a poll that had a huge portion of the republican party base saying they support impeaching the president. a lot of people in this town laugh that off. i think -- i would not discount that possibility. i think that speaker boehner by going down the path this lawsuit opened the door to republicans possibly considering impeachment at some point in the future. and i think that the president acting on immigration reform will certainly up the likelihood that they would contemplate impeachment at some point. >> i bet house republicans and those in the senate can't wait to get home for august so they can hear their 57% say yes, sue

him, impeach him. and go back to washington and say we're doing what the american people told us to do on our recess. house republicans are expected to formally approve the lawsuit later this week. john boehner is aware the lawsuit may not be popular right now. on sunday he control an op-ed saying this is also not about me versus president obama. this is about future congresses and future presidents. i believe this path is the right one to defend our institution and preserve the constitution while continuing to focus on the american people's top priority, helping our private sector create more american jobs. what a freaking joke that is. boehner's op-ed is total across the board joke. he's not concerned about creating jobs. if he cared about jobs, he would work with the president on some dined of infrastructure bill that would rebuild bridges in the country and create a million jobs. if boehner cared about jobs, he

poll. do you think republicans will eventually move to impeach the president? >> well, ed, i think you got a preview of the answer to that this weekend when as you pointed out xol lease had an opportunity to close the door on the impeachment situation just as nancy pelosi did cloelgs the door in 2006, he decided to keep the door wide open. we know many of the tea party constituents are clammering for i impeachment. when speaker boehner says he's not going to do something, we see soon after that his tea party caucus roll over him. he said he wasn't going to shut down government and ended up shutting down government. you're right, the lawsuit they are going to be voting on this week, may just be the opening salvo in what becomes a demand from the tea party to impeach the president and demand which at the end of the day speaker boehner will not be able to

resist. >> congressman, maybe i missed the news story here or sound bite. what's the legal basis for impeachment? what executive orders has president obama done that exceeded his authority to put him in a position to be impeached? >> you know what's crazy about this, ed, right? we've seen the statistics now, the reality is that ronald reagan had many more executive orders and george bush had more executive orders than president obama. when it gets down to it, we've got this really weird argument that republicans are presenting. on the one hand, they want to totally repeal the affordable care act and get rid of the protections we've got under the affordable care act and they are claiming they want to impeach the president because he delayed a portion of the act that relates to some of the things businesses have to do. so they are suing the president saying, you know what, that executive order that provided some relief and some delay to

businesses in terms of affordable care, we're going to sue you for that even though we republicans want to get rid of the entire affordable care act. it's a nonsensical approach on policy grounds, on legal grounds. the reality is, this is the only thing, ed, that they got to appeal to their base. when we know that the american public cares about focusing on jobs, on the minimum wage, and all of those things, which is why the democratic agenda for the first 100 days of the next congress, if we have the opportunity to implement it is focused on jobs and trying to make sure we open more doors of opportunity. >> so you expect this lawsuit against the president to move forward this week. everybody is it going to go home for the month of august and republicans play up the 57% of americans want to see some kind of action taken against the president. we can only imagine what we're going to hear from them when they come back after labor day.

are republicans more concerned about america's infrastructure or this lawsuit? >> well, let me answer it this way, have we had a vote on the minimum wage? we haven't had a vote. have we had a vote on the president's plan to invest in our infrastructure? we have a plan to shut down tax breaks that encourage american companies to move overseas to shut down those and bring jobs back and invest savings here in our american infrastructure. have we had a vote on that? no. on the emergency employment compensation? no. what's one thing we are going to have a vote on? suing the president of the united states. that tells you, ed, where the republican priorities are. they are on process and lawsuits and talking to the base about impeaching the president. not about jobs and wages. again, i want to stress the fact that elections have consequences

and we democrats in the house have laid out our agenda for first 100 days. if the american people give us the opportunity to move forward, we will vote on the minimum wage and vote on that jobs plan and vote on closing the tax breaks that encourage jobs overseas and invest moneys on infrastructure here at home and invest on when women succeed america succeeds. that's a positive agenda. all the republicans got is suing the president and talking about impeachment. >> chris van hollen, great to have you with us. i appreciate your time. >> you too. >> interesting week, no doubt. >> you bet. let me bring in dr. michael eric dyson. 57%, is that a high number? >> certainly among the republican faithful we would expect the tea party inspired towards the president to full meant in kind of resistance. 33% of want to impeach the

president and 30% wanted to impeach george w. bush and 29% wanted to impeach bill clinton. so for the past two presidencies this has been par for the course. we know it has an ugly cast because of barack obama standing as the first african-american president but the polarization going on in washington, d.c. now and determination not to do anything to help the president and to do everything to undermine his presidency and beyond that as the congressman just pointed out, the contradiction at the heart of the republican ideology. on the one hand they want to sue him for overextending his, if you will, presidential authority through executive orders though heish yoo youed far fewer than many others and on the other hand they want him to take the same kind of executive action in the midst of the crisis of immigration going on in mexico and texas right now. the border there. this is the contradiction at the heart. what they really want to do publicly hate the president and find legitimacy legally speaking to do so.

>> is it based and just how much disdain they have for this man? >> there's no question that the hatred, the disdain, the feeling that he is tearing the country asundayer. we know this is not necessarily only a racial matter because the same kind of feeling was directed towards bill clinton at the height of the presidency, but we must say there is an extra layer of resistance that is attached to barack obama that because of how he operates in this country and because of the kind of love he gets on the one side, there's a kind of corps larry disdain for him on the other side. beyond that, the kind of plitization of his presidency with a narrow focus, that he's attacking the constitution, undermining the presidential authority. these are all troeps and metaphors and dog whistles for the fact he's not quite legitimate, doesn't know quite what he's doing. as a result of that his

incompetency and inefficient converged and now we have an illegal president that needs to be stopped. >> michael eric dyson, let's say you are an adviser in the oval office to the president, would you tell them to stay the course on executive orders? would you tell him to ignore this chatter and lawsuits and impeachment talks and move forward and do whatever you have to do? >> i would absolutely say that. one of the strengths of barack obama, which is why many black americans voted for him, he's not perceived as a racial cry baby. the kind of comments i'm making to you, barack obama himself would barely admit. let me go about the people's business and take care of it, yes, he's not dumb. the people surrounding him are, if you will, fund raising on impeachme impeachment, no on the negative sense but in anticipation of the fact that these republicans have shown they will have little restraint in the face of their an mouse to him and two-pronged strategy, continue to mobilize

>> congress works towards a va deal. >> give and take on both sides. >> this agreement will go a long way to helping resolve the crisis. >> it strengthens the va so we can put a permanent end to long waiting list. >> the plan is expected to authorize billions in emergency spending. >> planes and tanks and guns so is taking care of the men and women who use the weapons and fight our battle. >> joining us now, john sults, good to have you with us tonight. what is your reaction that a deal has been struck in the midst of this inaction in washington, they did not leave a lot of veterans behind on this one, your thoughts on it? >> it's a little bit too late to be honest. we've had this fight for a long time. there's a $21 billion package senator sanders brought up for a vote three or four months and

then we had the debacle for the phoenix va and wefl a compromise but still not the 21 billion. it's a good first step to helping with waiting times and college students get in-state tuition and it only happened because of political pressure and fallout over at the va that forgsed the house republican and senate republicans' hands to pass such a bill. >> your analysis is this falls way short of solving the major problems that unfolded at the va. >> one is the backlog, veterans are waiting a long time to get a disability claim. then there's the issue of wait times, they can't get in to see their doctors, you have veterans who didn't have health care but gone to the va to opt in. the system got overwhelmed. the congressional budget office thinks this could be a $50 billion operation, not a $17 billion operation. so this is sort of the tip of the iceberg probably and veterans care lasts forever, people come home with injuries

that last a lifetime. casualty rates only one of every eight troops dies and in past wars, one of three. these are people that need lifelong care and there's a debate what the cost will be. >> this still shortchanges what the va needs and what veterans need. $17 billion and they are looking for $5 billion as reported in offsets. you can only imagine where the republicans are going to go on that. but it is going to expand facility operations to see more veterans. how do we know -- what is magical about 21 billion? >> that's a senator sanders number and a variety of issues. some of that was to offset collection tuition for students -- some was to hire doctors and nurses at a higher wage. if you get underpaid as a doctor at the va, all kinds of creative things they do. if you join active military as a

doctor, they pay for your medical school but we don't see that loan forgiveness. the big issue is the wait times. the fact right now there's a stat that 10% of veterans feel they are waiting too long at the va centers but that's totally because the system is overwhemed. when we see wait times go down, you'll have a better idea how much more money is required. when someone gets in the system, they are there for life. the cost is a lifetime cost. a lot of veterans feel the 17 billion is great but it's not -- it's just the beginning of the conversation, not going to be enough. >> john, what's your reaction to the new authority given to the va secretary with regards to staff eer who are not performin properly or not performing to the level at which the va expects and there's going to be able to be some more administrative moves a lot faster. what about that? >> that's a compromise senator sanders had to make.

that's a house republican bill to be honest. i happen to like and respect the workers at the va. they are government employees and worked hard for 20 and 30 years. are there bad apples in every group? absolutely. that was part of the compromise to be able to fire people who have worked at the va as if that's the sole problem. it's a labor argument versus a findings argument and i think that's not the issue the va faces and solely an attempt to weaken the american labor movement and afg unions involved over at the va. it's something not that i believe is decisive here. >> john soltz, appreciate your time. thank you. still ahead, denial, is it just a river drying up in egypt? the rapid response panel takes orn america's growing trend of climate denial. a florida tea partyer shows his

>> no. >> miss grant? >> no. >> mr. brandon? >> no. >> mr. tillis? >> no. >> well, the climate issue is becoming a point of discussion in political races nationwide. in fact over the weekend two virginia senate candidates debated the issue. democratic senator mark warner asked republican candidate gillespie about his views on global warming and whether he sided with a majority of congress who remain skeptical of the science. gillespie said i believe there is ample evidence that contributes to climate change but i'm not entirely dismissive of those who have a different point of view. what? this is not a matter of points of view. republicans need to realize there are scientific facts out there, climate change is real. our environment is changing. joining me now on a rapid

response panel, jane cleb, executive director of bold nebraska and former democratic party communications director, great to have both of you with us. let me ask you, how can the rest of the world be so wrong on this if we're number one? >> look, the reality is -- we're going to start to lose standing in the world, right, ed? people look to america to be leaders, to be change agents and innovators and we are. there's a hog farmer in nebraska turning hog waste into clean energy. so we should be lifting up those stories. instead we have crazy republicans who are -- only wanting to side with the tea party, aren't siding with scientists and not looking at the reality. i'm starting to get concerned on how other countries are viewing our world leaders. >> jane, how do democrats take advantage of this total denial in the fact that the rest of the world sees it one way and we

happen to see it a different way in the country influenced by big oil, no doubt? >> democrats should stop telling stories of americans creating clean energy and start telling real stories about what climate change is going to mean. in nebraska that could mean 10 to 20% of crops will go away because of the extreme weather changes that will happen. so -- and you can talk about projects like key stone xl, they should be standing strong on it and starting to tell stories. >> what about that, can democrats do that? is that a winning strategy? >> i do think it's a winning strategy. look, ed, 97% of scientists, you know, agree on the human causes of climate change, but you have republicans who really are bowing down i think to the koch

brothers and chamber of commerce. i'll give you an example, the koch brothers started their political advocacy in the 70s because they didn't like having to deal with pollution regulations. and now they are funding all of these campaigns, you played a clip from north carolina, tom tillis, denies climate change exists much less that climate change is caused by humans. i think the republicans are really on the wrong side of history here, they'll look back on that reand regret it. they have a political problem i think this year but particularly going into 2016 where these issues will be more prevalent. >> this is a bought and paid for political position by the republicans, no matter what facts you throw out there and what the science is, they are so bought and paid for on climate denial you don't see them changing any time soon? >> i don't. this really is a function of how their campaigns are funded and who's behind their campaign, the

koch brothers and their interest in oil and refineries and chamber of commerce, the big oil as you mentioned, they don't care about what the climate -- what the earth looks like 100 years from now. they care about what their quarterly profits look like next month when -- when the third quarter ends or third quarter begins. that's what they are concerned about. look, i think that has real implications electorally for them. >> jane, you were talking about what democrats need to do and there is a new poll that shows nearly 8 in 10 voters want limits on carbon pollution from pow power plants although the governor down there rick scott in a hotly contested race with charlie crist claims he's no scientist when it comes to climate change impact. what's the opportunity here? i mean, what kind of number do the democrats need that would swing the pendulum?

is this something that could go against a sitting governor in an election for his career? >> i was born and raised in florida. floridians know that the extreme weather, we can actually start to see parts of florida disappear if we don't start taking climate change seriously and listening to scientists. i do think that charlie crist should be using this to his advantage. i think politicians have not been talking about climate change because they think they need to dumb it down or americans don't understand it when reality is, it's one of those issues that we need to be talking about and want to be talking about. as a mom i want to see politicians talking about climate change and taking it seriously and more importantly hear the solutions to how we're going to diversify our energy base. i'm tired of hearing politicians talking about drilling and fracking. i want to hear about solar and innovative clean energy and growing more energy and renewable fuel standards. we're smart as americans and politicians should be treating us as smart. >> brad, if this is a bought and

paid for position by republicans, there's nothing that's going to move them, i have to say that i think that there are a good number of democrats who don't feel the passion for this, who accept the science, who understand the change much what is happening with the environment but don't seem to have that ferver and have that pulse that they are going to take this and run with it and make it an issue. i personally think a lot of it has to do with they don't want tosh to be a political target. is this a dynamic they have to balance? >> it is a dynamic you have to balance. you consider the amount of money the koch brothers are putting into this election. the amount of money they get someone like kay hagen supporting the climate, denier like tom tillas. i'll say this, i think the president helped find the right formula here. you have to talk about -- you have to talk about parts of
