that it was israeli artillery that hit our school. in which 3,300 people sought refumg. we condemn in the strongest possible terms the serious violation of international law by israeli forces. >> at least 15 people were killed and 90 others injured when the shell slammed through the wall of two classrooms early this morning. women and children were sleeping inside. israel is saying it's investigating the strike and claims mortar shells have been fired near areas of u.n. schools and militants hidden inside them. ayman mohyeldin joins us with the latest. what new information have you been able to obtain on this? >> well, tamron, we had a chance this morning to go out to the u.n. school for ourselves to speak to eye witnesses and u.n. officials on the ground. and speak to those that are in charge of what this investigation really is about. according to them, u.n. officials, the director of

operations told us that the evidence they've collected including the shrapnel they found at the scene indicates or suggests to the u.n. in the initial investigation there was an israeli shell. we went to speak to palestinian eye witnesses. many who survived the attack. all of them told us there was no fighting taking place at the time. it was about 5:00 a.m. local time people were sleeping or praying in the morning hours when the shelling began. they say about seven shells landed in the vicinity of the school including the courtyard as well as the outer lying areas. that lead to the killing of at least 15 palestinian. the israeli military is saying it was in response to fighting and shooting that was coming from the vicinity of the u.n. school. they say they are launching an investigation but they have not yet claimed or denied responsibility for what happened today. and frankly we've spoke ton u.n. officials here and others who say that in the past similar incidents that have been investigated by the israeli military usually have little

success rate in producing any kind of justice for the victims or accountability within the israeli military if it was an air strike or intentional strike. on the ground here, the situation continues to be very dire for u.n. officials trying to keep these people safe. about 200,000 palestinians now staying in these 80 or so schools across the territory. many of them coming under regular increasing attack. so much so that the u.n. said about 90 different installations belonging to it have been damaged as a result of the ongoing fighting here in gaza. >> there is a great concern regarding the video released by hamas. i know, you've seen it showing militant s sneaking through the tunnels that israel said is a threat to their stability. firing on israeli army troops as well as in the video you see them attempting to capture or kidnap a soldier. this video released via hamas showing how they were able to enter the region.

>> that's right. that highlights the concerns that the israeli government has been talking about for some time. it says why this is such a major security threat for not only soldiers on border but israeli civilians in towns and communities on the other side. the video released by hamas's military showed several of the fighters crossing through the tunnel into israel before carrying out the brazen attack on a watchtower. it's not sure the timing of the incident or when it was filmed. a lot of evidence we have from either the israeli side or hamas's accounted self suggested it happened within the past 48 hours. that is significant. it shows that hamas's military wing is operational. it's chain of command is functional. it still has several tunnels that are still operational and could be used by the fighters to carry out attacks inside israel despite the ongoing military operation now that has entered several weeks and still has not been able to entirely put an end

to these types of attacks. that is after all the stated military objective by the israeli government to put the end to these types of attacks and at the same time diminish the rocket fire coming out of ga gaza. neither one seem to have succeeded in stopping the attack that hamas broadcast last night. joining me now former new mexico governor and u.n. ambassador during the clinton administration, bill richardson. ambassador, thank you for your time. governor, let me get your reaction to this latest attack. the u.n. spokesperson saying they informed israel 17 times that the building that was hit was a u.n. school. at least 15 people killed. children and women inside. israel said it's investigating this strike. but that mortar shells had been fired from areas near the u.n. schools. your reaction, sir >>well, look, this should be investigated. this is in the horror of a war. i would like to see the u.n. be a little more even handed. why don't they talk about hamas

shooting rockets and israeli cities harming noncombatants. why does it point out that hamas rejected all the jiegyptian cease-fires or shooting in harm's way of israeli noncombatants? this is the horror of war. this is why a cease-fire needs to be pushed extensively right now. >> so let me get clarification on what you're saying. you don't believe that the u.n. has been equal in its comments, in its concerns here regarding these strikes and not showing concerns regarding israel? what are you saying, sir? >> yeah, i am basically saying that, tamron. when i was an u.n. ambassador, i remember dealing with votes 180 to 3 against israel in the general assembly on israeli

palestinian issues. the u.n. human rights council pointing out israel and not focussing on some of the hamas atrocities. i think the palestinian moderates here are the good guys that need to be brought in to reign in hamas. what is encouraging it that in egypt, soon, there will be a conference between hamas, the palestinian moderates, and egypt in a way to promote a cease-fire. >> let me ask you about the criticism coming from israel directed at secretary of state john kerry this morning. ambassador ron determiner was asked about the recent criticism and here's what he said on morning joe. >> you have to understand who is making this criticism and where it's coming from. there were two journalists, i think, had the most withering criticism of the secretary.

it's like thinking president obama is writing talking points for han fip one of the reasons the secretary had a problem not from the prime minister but the public he was trying to advance a sustainable cease-fire and we appreciate his efforts to do so. the prime minister appreciates both what president obama and secretary kerry have said and done. >> that is israel's ambassador to the united states. what do you make of the criticism even if it is as noted from two journalists they had unnamed sources and several of the articles that were published >>well, look, tamron. the israeli public is supported by 90% of this israeli effort at stopping the situation with hamas. the prime minister is at 90% favorable with his actions. obviously the israeli public and the press, of course, they see a cease-fire right now as not being able to advance military

goals of israel, which is to destroy the rocket launch, the tunnels. there's criticism. as long as the prime minister, the israeli leadership know that's united states is backing israel, that secretary kerry is in a no win situation. he's trying to get a cease-fire. he's trying to push for a brokered deal sponsored by the egyptians. what we need to do is get the qatar i ares and get the entire region behind a cease-fire effort. i think that is a essential right now to stop the killings and stop these bombings of the u.n. schools and israeli civilians that are happening right now. you know, the israeli defense force have said they're concerned about the deaths on both sides. the hamas leadership, i saw the military commander say we're glorifying the death of israeli bodies. i mean, let's look at who the good and the bad guys are here. >> ambassador, thank you so much

in richmond, virginia this morning testimony just resumed in the trial of bob mcdonald and his wife maureen. coming after shocking revelat n revelations where attorneys for maureen laid out embarrassing personal details about the form are first couple. according to her defense the governor and his wife were struggling through the marriage for years. and the crush is partly to blame. the trial centers around accusations that the mcdonalds accepted $165,000 in loans and gifts from williams in exchange for help in promoting one of his by ventures. . it convicted they could face decades in prison. joining me now is politico. thank you for your time, katie. >> thank you for having me. who saw it coming? >> that's right.

welcome back. in a few hours the republican controlled house of representatives is set to begin debate on a bill authorizing a lawsuit against president obama over the use of executive orders. a measure specifically accuses the president of exceeding his powers by twice issuing executive orders to delay the so called employer mandate in his signature health care law. it's expected to pass a party line vote after plenty of sharp partisan rhetoric. this is within the past hour. >> americans are tired of a do nothing congress focussed on partisan divisions republicans are wasting time on a partisan lawsuit. when instead we ought to be taking action to support job creation and expand opportunities for the middle

class. >> joining me now live nbc news senior political editor mark murray. i cannot wait to see the new nbc wall street journal poll after the congress goes on their break. some of the things that will not be done here. nevertheless, as i pointed out sharp rhetoric on both sides. >> that's light. the polls you have referred to had congress's approval rating around 10%. sometimes a little bit lower. i wouldn't be surprised if our future polls will be in that same type of territory. just given's productivity given the partisanship and the lawsuit against president obama is the cherry on top here regarding that. and, you know, it is worth noting, tamron, this is energized democrats. for every action there's an opposite reaction and we've seen the democrats take this lawsuit, mention the talk about impeachment, and to raise money and get their side fired up for the midterm elections.

right now the senate judiciary committee is holding the first senate hearing how to better protect women from gun violence by abusive partners. it comets a day after the gun control group founded by former new york city mayor michael bloomberg released new ad. calling on republican senators to support legislation proposed by amy klobuchar to close federal loop holders that allows many domestic abusers to purchase guns. >> open the door! >> he just broke in the door.

necessary to give the blunt truth in all of its painful details to people watching and people who are at that senate hearing today? >> it's really simple. there are so many people that just don't realize what is going on behind closed doors in our neighbor's home. there's so many people that don't understand about domestic violence. my own family, the older generation in my family, i don't think they still, to this day, get the degree of domestic violence that i lived through and others lived through. it just seems like it was not happening in our own home it's not happening. that's just simply putting our head in the sand and moving forward. >> a big focus of the hearing relates to gun violence. you pointed out in your story the gun used against you was your very own weapon. the national rifle association is fighting senator klobuchar's

bill that would bar persons who have been convicted of domestic abuse from being able to go in and get these guns without background checks other issues there. as gun own are, you pointed out your gun was used against you. what are your feelings on the legislation? >> i'm still a gun owner and i'll continue to be a gun owner. we don't need to take guns away away from people that deserve to have guns that are or just hunters. my family, they're all avid hunters. there are so many people across the country that want to be gun collectors, want to shoot for practice. want to hunt. we have to get guns out the hands of the people that have dangerous thoughts and feelings. domestic abusers, stalkers, people with severe mental illness. these are the people we have to get the guns out of their hands. >> and last before we go, i have to ask you, how are you and your recovery at this point?
