new cease-fire deal would end the violence between israel and hamas. however, that's already fading. a short time ago. two hours after the three-day truce went into effect, hamas accused israeli tanks of killing four palestinians. john kerry and the u.n. chief announced the deal after another day of fierce fighting. 17 palestinians were killed on thursday in clashes between israel and hamas. one israeli air strike is being blamed for the deaths of ten members of a family in gaza. five israeli soldiers also killed in a bombing. and officials say militants fired nearly a dozen rockets into israel an hour before the cease-fire went into effect. the crisis is being blamed for the death of more than 1,460 palestinians as well as 61 israeli soldiers and three civilians. the cease-fire will receive humanitarian assistance. egypt plans to hold talks and negotiate a longer agreement.

secretary kerry cautioned there's no guarantee it will end the conflict but hopes both sides take advantage of this new opportunity. >> israel has to be able to live in peace and security without terror attacks, without rockets, without tunnels, without sirens going off in the day. and palestinians need to be able to live with the opportunity to educate their children and move freely and share in the rest of the world. >> so back in washington, congress is kaukt between beginnings and endings. a new leadership team has stumbled out of the gate on its first day. and the session can't yet end. now, house republicans are going back to the drawing board this morning after failing to bring their own border bill to a vote. they even had to call back some members who had already left for the recess. let's start from the beginning here. yesterday was congressman steve scalise's first day on the job

and eric cantor's last. with the house border security bill seemingly headed for passage, john boehner took democrats to task for failing to put forth a viable plan to deal with the border. >> instead of addressing the crisis at hand, senate democrats are talking up some nutso scheme to jam through the senate immigration bill. even though they know it will never happen. doing something is better than doing nothing. the crisis on the border is going to continue until the president acts, but he's clearly not going to act. that means the congress has to act. and so i believe it's important for us to act and hopeful we will. >> but they did not. the leadership was forced to pull their border security bill at the last minute as the support evaporated. >> nobody in that room believes that this bill that passed would make it into law. so what is the point of having a piece of show legislation? >> we'll get the votes. >> how? >> we'll get the votes.

>> what changes tomorrow, though, that wasn't there today? >> oh, i hope some people grow up. i think this is a good bill. if others don't, that's okay. but we were sent here to vote and not to dodge issues. and the bottom line for me is if we don't act, the president will. >> house members convened an emergency meeting, but it's still not clear whether their bill or a version that is similar can pass. but there are external factors in play. when asked why the bill died, peter king bluntly said because of ted cruz. the senator reportedly huddled with some house members praising them for not passing the bill but denied being responsible. meanwhile, rick perry blasted the house's inaction saying, quote, it's beyond belief that congress is abandoning its post while our border crisis continues to create humanitarian suffering and criminal aliens represent a clear threat to our citizens and our nation. also, yesterday, the senate blocked an emergency border funding bill in their chamber backed by the democrats. so this brings us our twitter

question for you this morning with so many issues to tackle and congress getting ready to leave on recess, do they deserve a summer vacation? tweet us your most creative answers, we'll put the best ones coming up later in the show. and while you were sleeping, there was a big shocker from former majority leader eric cantor. the republican congressman told the dispatch, he will resign from congress august 18th. cantor says he'll ask the virginia governor for a special election that coincides with the november 4th general election. he says he wants to make sure that voters have a voice during the lame duck session of congress. the surprise announcement came hours after lawmakers gave cantor a standing ovation that was believed to be his final speech as majority leader but now appears to be more of a farewell speech. >> walking into this building and walking on to this floor is something that excited me every day since i was first elected to congress. as it should. not one of us should ever take

for granted the awesome honor and responsibility we have to serve our fellow americans. >> as you'll recall, cantor was upset in june by dave bratt in the republican primary. for months, john brennan has denied claims that his agency spied on the senate. now, an internal review proven him wrong and at least two senators are calling for his resignation. the report found that five cia employees broke into senate intelligence committee computers they were apparently trying to access information on the senate's investigation into the agency's interrogation tactics. brennan has apologized and is now looking into whether any cia officers should be disciplined. an atlanta hospital is now prepping for the arrival of the first ebola patient to be treated in the u.s. emery hospital says it's collaborating with the cdc to create a special isolation unit for one of the two americans infected while working in west africa. not clear which patient the hospital is treating. but the state department says

it's working to evacuate all u.s. citizens affected by the virus. since february, the virus has killed more than 700 people in west africa, making it the worst ebola outbreak in history. business news where in just one day of trading, all of wall street's yearly gains were er e erased. steve, let's talk about what happened yesterday and what the expectation is for today. >> yeah, look, for sure it was a terrible day. 2% declines for the dow, 317 points off the s&p 500, nasdaq, russell 2000, is it the concern that the economy's so strong we're going to get rate hikes? don't forget, earlier in the week, 4% increase in gdp for the second quarter. and that was a great number for the first quarter. was it concerns about argentina, ukraine or the rally from 2009 and actually it was time to give back a little bit of money. we'll get more evidence on the economy later we get the payroll data, which is expected to show

230,000 jobs created last month. elsewhere, go pro shares, they were down. this is the wearable camera which sky divers use and skiers and what have you. had the really bad day. ipo in june, 11% down, the numbers were good, it's just the costs and a lot of money on research and development on the next generation of products. >> another company i find really interesting. tesla motors, steve, what's the outlook for them? >> tesla really good figures. they just came off a little bit in line with the broader market. really selling a lot of cars, they made a record 8,763 cars in the quarter. they delivered 7,579, way ahead of previous guidance. and the mystery continues about where the next giant plant is going to be. they broke ground in reno, nevada. it could be arizona, could be california, new mexico or texas. they're not saying, but it could be this new plant where they've broken ground in reno. >> most any state would want them, steve.

earlier in the show, we told you after failing to advance an emergency funding bill to deal with our current border crisis, the senate officially left town yesterday for their five-week summer recess. if you want to sound smart today, tell your friends the current congress enacted 142 laws so far, that's fewer than any congress in the past two decades at this point in the term. in fact the 113th is on track to beat its predecessor as the least productive since scholars began tracking productivity in 1948. okay. let's check in with lewis who has a great update on a kid from texas. >> happy friday, thomas. he doesn't seem to have the friendliest relationship with the media. he wants to be a great teammate. he returned to camp after an
