good monday morning. right now on "first look," terrible trouble in toledo where the water is still not safe to drink. on the west coast, california is battling torrential rains and mudslides in some areas. in other parts of the state, fire crews continue to battle 14 wildfires. promising updates for the american ebola patient. and controversial comments from donald trump on the whole matter. and rsk jr. ties the knot. and loot stolen from a texas-size closet. and "the guardians" ruled at the box office. a ban on drinking water in toledo, ohio, remains in effect for a third day in a row. moments ago, toledo's mayor

announced that toxins are in the drinking water due to overnight testing. and the scary situation is far from over. anne thompson brings us more. >> reporter: this is no way to spend a weekend. the city of toledo is under a state of emergency, with no usable tap water. >> the individuals are coming from all over different suburbs, different cities. >> reporter: nearly 500,000 people in and around the city, all the way up to parts of neighboring michigan, have tap water tainted from a toxin in lake erie. >> i'm worried about taking a shower. >> safe water rolled into the area. the ohio national guard provided some 50,000 gallons of water. journalists went for a boat ride on lake erie, for what it says is the source of the problem. an algae bloom that one says is

close to the intake valve for the water supply. the bloom is fueled by sewage treatment plants, a problem environmentalists say won't end with this crisis. >> there's a systemic challenge that we face here in the great lakes, that's much bigger than this one crisis. and this crisis could just be the tip of the iceberg, unless we address it. >> reporter: residents are under address not to drink, wash dishes, brush their teeth and not to give water for pets. ingesting the toxin can cause vomiting, diarrhea and disneyness. no one wants to come a lake summer position. >> they're testing the water in case toxins affecting lake erie affects the supply in lake

michigan. the national oceanic and atmospheric administration predicted there would be a large algae bloom in west erie this summer. mother nature is unleashing a fury in california. flash flooding is being blamed for this this morning. crews are trying to reach a campground where 500 children are trapped. and check out this video. the stomp dumped as much as 3 1/2 inches of water and caused the asphalt on interstate 10 to buckle and wash away. meantime, officials in northern california say a fast-burning wildfire destroyed to eight homes and led to the evacuation of a small long-term care hospital yesterday. it is 1 of 14 wildfires burning throughout the state. but more help is on the way. governor jerry brown, who declared a state of emergency

over the weekend, has ordered two specialized plane from the national guard. the fires have consumed 183 square-miles. the second american infected with ebola is going to return to the united states. she will be flown to atlanta's emory university hospital. kent bradley arrived at the hospital on saturday. last night, his wife said he is in good spirits. they both were working in the same hospital in liberia where they contracted ebola. they pose no health risks in the united states. other countries on high alert because of the ebola outbreak, in the philippines, the department of health is monitoring all airports and is prepared to carry out quarantine measures. and donald trump is getting his attention for his tweets about ebola. over the weekend, trump tweeted, the u.s. cannot allow ebola

infected people back. people that go to far away places are great. but must suffer the consequences. he also tweeted, the fact that we are taking the ebola patients while others are fleeing to the united states is absolutely crazy. to the middle east now. and new this morning, a zen-hour cease-fire that never got off the ground. it was supposed to start at 3:00 a.m. eastern. israel called for it and backed it. hamas did not. a call for calm came after a weekend of bloodshed. both sidesing missile for missile. ten died in that attack. >> we told the israeli army there were people at this shelter. >> with international outrage growing over the number of dead, a shift by israel, is starting to reel in ground troops.

and in cairo, the push for permanent peace, is stalled. rescue operationers after a magnitude 6.1 earthquake hit central china. more than 1,800 people were injured by the quake. about 2,500 troops have been sent to the region. and the red cross is sending supplies. power was restored to some 19,000 homes just this morning. and newly released aerial footage shows thousands of homes destroyed by the earthquake. it's unknown how many people could be trapped under rubble. a burglar scores big, pulling off a million-dollar heist on what else? a closet. a huge one. this is a three-story closet belonging to a businesswoman. it was the site of what she calls a professional job. the thief slipped past outdoor security cameras, broke a window with a glass cutter and then left no fingerprints on the

and given that, are there legitimate grounds for impeachment as congressman steve king is calling for? >> congress didn't give him merge money. what the president and his advisers are looking at, is the border crisis. and at the same time, they're going to have to take resources away from other areas. look at the law-abiding, undocumented immigrants, who are living here. maybe their children are u.s. citizens. and maybe provide them some protection to come forward, have their deportations deferred. and republicans say they will stand their ground and oppose such a move. if steve king is talk about impeachment, the president's lawyer saying these are legal moves. they're going to lay the groundwork. people i talked to, say the president has some leeway in this record. >> the do-little congress heads home. five weeks with failure to get a border deal done. in the broad scope of this year, is that an indication of a

divide at its worst that we're seeing? >> absolutely. there's real-world consequences. this is an issue that both parties say is a humanitarian crisis. tens of thousands of children, additional families, trying to figure out what to do with them. republicans want to speed up deportations but didn't provide money to do so. and democrats want to make sure the children are housed and have legal protections. this is a problem. obviously, washington, for now, for a long time, has had a problem getting things done. and the president is saying he's going to figure out a way on his own to do this. >> let's talk about midterms in the short time here. there's some democrats that are distancing themselves from president obama. in the midst of that, mitt romney, who is on demand, in the campaign trail. we're seeing him with the
