good morning. i'm tamron hall and this is "newsnation." developing now u.s. officials confirm to nbc news that the u.s. military is flying manned and unmanned surveillance flights over northern syria. president obama authorized the flights for the purpose of selecting potential targets for possible air strikes against isis in syria. visiting afghanistan today joint chief of staff chairman martin dempsey that the u.s. wants to, quote, see more insight into isis in syria as we craft a way forward. nbc news pentagon correspondent joins us now. what more do we know regarding these flights? >> well, tamron. first of all, u.s. officials stress that the president, we're told, has not made any

disdecisions or given any orders for u.s. military air strikes against military targets in syria. but, you know, they're getting ready. it's an effort by the u.s. military to select potential targets should the president give that order. and what they're looking at primarily are facilities, huge facilities, infrastructure, equipment, weapons, and that critical lifeline. that supply line that is constantly fed isis in syria from iraq. mostly with confiscated american weapons and vehicles that isis was able to capture during their sweep through iraq. that's the kind of things they're looking at. u.s. intelligence officials tell us it would probably be pretty difficult to pinpoint those high valued targets. as evidenced the by the failed attempt to rescue american hostages including james foley in july. by the time those delta force

commandos hit the ground, the hostages were already gone. without good, reliable, accurate intelligence on the ground, sometimes those specific targets are impossible to locate and identify. >> absolutely. and, mick, yesterday syria's foreign minister warns it needs to coordinate air strikes. but it signalled that it has readiness to work with united states to coordinate the campaigns. dempsey said that the u.s. has been meeting with allies in the region to develop a better understanding of isis and the threat it poses to the world >>well, in terms of the syria's demand request whatever to coordinate these air strikes, if they occur, with the syrian government. that's not going to happen. what general dempsey is talking about is absolutely critical. there's no way, according to

u.s. military experts and officials here at the pentagon that isis can be ultimately defeated without boots on the ground. without ground troops. but nobody especially the president, is thinking about american boots on the ground. there have to be some very strong, reliable alliances made with militaries in the region. that's going it take time. and the idea that the iraqi forces could do it in any short order is out of the question as we saw when isis came in. the iraqis are not red did toy take on the fight by themselves. even with u.s. military air strikes from above. >> thank you for the new details. breaking news. there are unconfirmed reports of a new egyptian brokered cease-fire seven-week conflict between israel and hamas. word of the cease-fire comes from a hamas official in gaza, but no official announcement has been made. nbc ayman mohyeldin joins us

from live from london. have we heard anything from israel regarding the information? >> no. the israeli side, so far, has not confirmed the news of the size fear. we've heard from two different sources among hamas as well as other palestinian factions involved. there are strong signals coming out at least some type of agreement has been reached. it's coming out right now from one side. the israelis have not made any public comments about it. here is what palestinian officials are telling us from inside gaza and those inside egypt. one of the senior leaders of hamas who was involved in the negotiation said there was an agreement that had been reached and an announcement was expected to come out soon both from egypt swepgs the palestinian leadership in the west bank. details of the agreement have not yet been made public by either side. according to sources close to the palestinian factions inside gaza, they're saying they resemble the agreement put in place in 2012, which effectively

would call for an end of hostilities between israel and the palestinian factions and in exchange there would be an easing of the blockade that has been put on gaza. that's not yet exactly clear to what extend the easing would go into effect. for the time being, palestinian factions are saying at least an agreement has been reached between israel and them brokered by egypt. >> and the news comes amid new escalation in the conflict more air strikes today, right? absolutely. there was a sharp escalation today according to pam sources on the ground including eye witnesses saying israel level a high at least an 18-story high residential building there. that lead to casualties as we have been seeing for the past several weeks. there's no conformation as to the death toll from that specific attack. but the death toll over the past seven weeks at least on the palestinian side stand above

2,000. on the israeli at least 65 israeli soldiers including four civilians with a killing of a 4-year-old israeli boy a few days ago as a result of a palestinian mortar attack. >> thank you very much. ayman mohyeldin live in london. president obama is on his way to charlotte, north carolina where he will deliver remarks at the american legion annual conference that takes place in less than an hour. the president is expected to announce a series of executive actions designed to help veterans including new efforts to improve access to health care. meanwhile, a new report by the department of veteran's affairs found no proof that delays in care cost any death at the va hospital in phoenix. in a written report robert mcdonald said the inspector general, was, quote, unable to conclusively assert the absence of timely, quality care caused

the death of these veterans. he acknowledged that the va, is quote, in the midst of a serious crisis and stressed that veterans are waiting too long for care. peter alexander is at the white house with the latest. what are we expecting to hear from the president today? >> in the words of a senior administration official the white house is on this trip president obama specifically to make sure that this administration it keeping the prompts and commitment to the veterans. you spoke about the executive actions. let's put them up on the screen to give you a sense what they'll be about in the effort to improve access to health care and housing. it will include expanded mental health care, it will include the provision of loan and student debt assistance as well as easier access to education and employment. it was only a matter of 19 days ago president obama signed into

law bipartisan bill $16 billion worth to help in the effort, following, of course a scandal that erupted three months ago. with an report coming out today through the associated press report giving you a sense va found no conclusion between the extended weight time at the va specifically in phoenix and patient deaths. we heard from one of the whistle blowers today. we should indicate that the final report hasn't come out yet. that whistle blower tells nbc news he viewed this release of the document coming out early in his language, as quote, positive spin to try to exonerate the veteran's affairs department from any liability for whereonfwhereon f -- wrongful death. the fbi has the own investigation jurnldway. president obama will be speaking to the veterans at the american legion event. >> we're learning that senator kay hagan will meet the president. she was critical ahead of the

trip saying the administration has not done enough yet to earn the lasting trust of our vets. she is expected to meet the president when he does land. >> yeah. that's right. we're learning as well. there's a lot of politics involved it's a heavily charged topic and divided a lot of americans who feel veterans have not been receiving the care they deserve. president obama himself used the following language he said it was inexcusive misconduct when he addressed it. he said it was wrong and outrageous. the effort by the white house today with the trip specifically and some of the efforts behind the scenes including the announcement of bob mcdonald replacing former secretary eric shin sec key to make it clear to americans they aren't just speaking about making changes but acting on them. >> thank you very much. thousands packed into a st. louis church for a moving

memorial service for michael brown. with no protests or demonstrations yesterday at the brown family request, organizers say today's march is not about picking sides but spreading a message of peace following weeks of tension. city officials in ferguson have cancelled what would have been the first council meeting since michael brown's death. they're looking for a larger venue to host the meeting due to, quote, high public interest. so far a new date for that meeting hasn't been announced. msnbc.com tremaine lee joins us. what has been the reaction from the people in the city who want their voices heard? >> i think after, you know, a couple of weeks of people allowing their emotions to breath. right. they were angered at the killing of michael brown and wanted justice and still want justice. i think we're in a critical pivot point. the marging now i don't get the sense that kind of anger and emotion. it's more targeted.

they want peace and changes and want their voices to be heard. the department of justice the parallel case to the prosecutor to the grand jury being convened. folks aren't finished, you know, wanting their voices to be heard. now again we're at the critical pivot point we're shifting away from the initial anger and toward more targeted and direct action. sen as i understand the grand jury will reconvene tomorrow? >> yes. >> we know just how much of your tax money the gop-lead house will spend suing president. new aftershocks in the napa valley area this morning as the damage estimates top $1 billion. we're live on the scene. the last few hours they've experienced aftershocks there. plus this. >> my god, breaking bad!

magnitude earthquake. there have been at least four sizable aftershocks just in the last few hours. and no reports of new damage or injuries, but officials say damage from sunday's quake could top $1 billion. more than 250 people are still recovering from their injuries this morning. and dozens of homes and businesses in one of the nation's top tourist destinations have been red tagged as uninhabitable. richard lui is in napa with the latest on the clean up efforts. the number a billion dollars. that's staggering. >> reporter: you know why, this is an industry contributes $50 billion u.s. economy. here at the winery it's one of the places that contributes sop some of the dollars. behind me a 5,000-gallon tank. they pulled it out of one of the buildings. they ship it off to the right here. they have a couple of others to pull out. part the damage that resulted from the earthquake over the

dangerous rip currents this week from florida all the way to the jersey shore. what is the latest on tracking it? >> we are seeing the rip currents across the southeast. busy weeks at the beaches. you can see a category one storm not making land fall. we are seeing the effect of the rip currents. here is the latest advisory as of 11:00. winds 75 miles per hour and moving toward the north around 12 miles per hour. it's located about 850 miles to the south southeast of atlanta city. a great distance from the northeast. here is a satellite picture. most of the clouds and the heavy rain and the strongest winds all on the eastern side of this storm. that was good news for the ba baham bahamas. it's not good for bermuda. they're under a tropical storm watch now. this is set into motion. you can see cristobal will

remain category one through thursday. it will give a glancing glow bermuda. on the eastern side -- bermuda is going to be closer to that side. good news for the east coast carolina on the west of the storm. eventually heading out to sea. but will see the rip currents probably into the weekend and busy labor day holiday. take a look at the climb tolgs getting into the meat and potatoes. the peak is starting right about now and lasts through the first couple of weeks of september. and begins to decline in october. we can expect increased activity like this in the atlantic. we're troo tracking a few tropical waves right now after we're done with cristobal. it's the time of year, tamron, we can see the activity spike rather quickly. fortunately, for us, this one is not going make land fall along the east coast.

corporate merger announced in the past couple of hours. burger king buying tim hortons with more than $11.5 million with the help of financing from warren buffett. with reports of being headquartered in canada for lower taxtax. burger king said, quote. the statement goes on to say burger king corporation will continue to pay all of our federal, state, and local u.s. taxes and the whopper isn't going anywhere. warren buffett's involvement in the deal stirred controversy as well. cnbc joins us on the floor of the new york stock exchange. with burger king's statement does it end the critics that were confused? >> it's confusing. part of the deal is to move the

headquarters to ontario from miami, which is where burger king is headquartered. in the statement believe they're making clear that operational headquarters are going to stay in miami. it will be interesting to see what they do moving to ontario. the reason it's not just about taxes. they do need approval from the canadian government for burger king to buy tim hortons which is the largest fast food chain in canada. canada has been pretty protective with their industry before. they're going to need burger king to appease the canadian authorities and perhaps may end up moving their headquarters. you can bet that will ignite a fire storm over the tax aversion debate which is raging on capitol hill. it's been mostly health care companies fop have an american company like burger king, the founder of the whopper, what is more all american than that actually moving for tax purposes, for even just for canadian regulatory purposes to canada is certainly going to heat up this debate.

no question. look at the facts, tamron. 15% is the federal corporate tax rate in canada. 35% in the u.s. that goes twhup it comes to local, state taxes adding to that federal rate. but you get the idea. the u.s. tax code has not been fixed. and that is partly to blame on congress for not doing anything about. you hear a lot of complaints on capitol hill about the deals. if they want to fix it, they have to reform the tax code. >> right. and the president said in july that the tax inversion, which is what he called what these corporations are doing that the administration wants to take action to stop the trend. meanwhile, shares for both of these companies, as you know, surged almost 20% since the deal was mentioned -- the potential deal we know is real. the companies would bring in $23 billion in combined sales. making it attractive and, of course, the name of warren buffett. any kind of deal that neighborhoods money wi, it seem

his name is involved. leaving the united states. >> absolutely. and that's going to be an uncomfortable position for mr. warren buffett and certainly adds a twist to the inversion debate. to your original point about wall street. they love the deal. whether it's to save money in the long-term on taxes or just in term of combining businesses. m and n is a hot theme on wall street and investors like the deals. we should negligence there are other benefits besides just taxes of burger king buying tim hortons. tim hortons, if you haven't tried it has good coffee almost a consult-like following and doughnuts. burger king, of course, home of the whoers breakfast is very fast growing when it comes to a fast food category.

rate for a very big firm like the ones the republicans just recently hired. when you get big lawyers they are pricey often. and democrats are trying to seize that front. >> what explanation are we hearing from republicans who are defending the costs of this? >> i think it's necessary they believe that the institution was not being followed when president obama ended up having the delay on employers under the affordable care act. when the administration acted unilaterally without congress's input. they think it's important to have a lawsuit to be able to see whether that was legal or not. tamron, the administration and other experts ended up saying that executive branch has very wide latitude on implementing laws that delays often happen when you end up having a law and how they're administrated and the rules are made. and the administration wasn't

doing anything we haven't seen other administrations do. >> the house administration committee chairman signed the contract said the $350,000 in taxpayer money is a cap which will not be raised but you know people are saying what if the lawsuit drags on for years and that $350,000 is exhausted. >> we have about a year or so ago when house republicans ended up using a similar tactic to defend the defense of marriage act. this is when the obama administration said they were going to -- house republicans kept that up and came at the price tag of a couple of million of dollars. and democrats wanted to seize on that. it's possible it goes up beyond $350,000. but you see that republicans want to have the cap. the $350,000 is one thing. more than a million is another when it comes to headlines. >> thank you very much. we appreciate you joining us. scott brown in new hampshire flips on climate change.

students are battling sexual assault by letting women take matters into their own hands. they're developing a nail polish that changes color when it touches drugs associated with date rape. women who wear it can swirl their finger to test their drink. >> i think it's a good idea. a white house report reports one in five women have been sexual assaultly in college. only 12% report the assault. these entrepreneurs have gotten quite a response. they have won an $11,000 prize on campus that. say they met an $100,000 investor. the facebook page has drawn more than 22,000 likes. last year another company called drink savvy created a glass that changes color when a drink is spiked.
