good morning, everyone. i'm tamron hall. this is "newsnation." we begin with breaking news out of virginia where a military fighter jet has crashed. the massachusetts air national guard fighter jet was heading to new orleans when it went down 115 miles southwest of washington, d.c. let's get more details from nbc news chief pentagon correspondent. what do you have for us? >> it was an f-15 c fighter bomber jet that was headed on a training mission from there national guard base in barns, massachusetts to new orleans when the plane just suddenly dropped out of the sky. it's not clear exactly what happened, why it happened, or at this point the status of the pilot is even unknown. it's not clear whether he was able to safely eject from the airplane. now, according to air force officials we're talking to, that plane on a cross country trip

like that would have had at least one more plane with it or probably a formation of at least four planes to go to that training mission in new orleans. so there's got to be some chatter back and forth between the pilots back to their base and still trying to gather more information. but at this point, local law enforcement and rescue teams are headed to the blue ridge mountains there near deerfield, virginia where the plane is believed to have crashed in an attempt to not only locate the wreckage, it's mountainous, very rugged territory. and according to officials in that area, it may take some time to actually get to the actual plane itself or reach the pilot, presuming he would have ejected safely. >> thank you so much, mick. we'll keep the audience up-to-date. it's not clear why the plane

went down. we're learning new details about an american who joined isis militants and killed sunday fight alongside them in syria. 33-year-old douglas macarthur mccain he attended high school in minnesota. his cousins reacted to the news. >> when i'm hearing that he was a jihadist and with the terrorist group. that's news to me and our family. like, we would never believe him to be involved in anything like this my cousin wouldn't support a terrorist like that. any group like that. you know, he's a very humble, caring man. like i don't -- this is crazy. >> we are also learning new details today about another american being held hostage by isis in syria. a female aid worker abducted a year ago. and in just the past hour, we

heard from american writer peter theo curtis who was freed sunday by an al qaeda affiliate after being held in syria for two years. he gave a statement from his mother's home in cambridge, massachusetts where he arrived last night. >> in my days following my release there are been literally hundreds of braving with determined individuals. i had no idea when i was in prison. i had no idea so much effort was being made on my behalf. and i'm overwhelmed with emotion. >> nbc news chief foreign correspondent richard engel is with me in studio. thank you so much for joining. you did an incredible piece about these so called self-recruits. similar to what we're hearing about douglas macarthur mccain young man from minnesota.

people who join isis-affiliated groups on their own. >> this is a long phenomena. people who have trouble fitting in, who are angry, maybe they've had some run ins with the law. maybe so or 15 years they would have joined a religious consult. in this case, they are joining, in fact, a religion cult and finding it in syria. and it is -- it's not it calls itself islamic state. islam is it's a death cult. they're able to carve out a ministate. they get to go there, kill people, you have the power of life and death over captives.

you get to play bad guy for awhile. the world thinks your a terrorist. there is a certain personality type who finds this very appealing. >> to your point, you know, in this case, this young man went to twitter and some of the tweets that he would send out speaks to this desire, as you point out, to be this killer, this character. created in many cases because they feel rejected. mccain left the u.s. for turkey, which is a point of travel for so many of these joining isis in turkey. for a long time the turkish authorities didn't have a great sense of who was coming across the border. that was traditionally the path people chosen. iran had the own host of issues. it's not easy to get into iraq.

turkey is a tourist campaign. turkey is a great place to visit. i live there. but if you have an open tourist society and want visitors, it means you get other people who are going to take advantage of the openness to sneak across your border. >> you reported isis is calling on americans and europeans to join their group. let's talk about the threat that some of these individuals who are able to return to their home countries post who are americans and others >>well, isis is a dangerous group. it's a terrorist group. it wants not just attack united states. it wants to establish this its own vision of an islamic domination across the world. and, again, it's not islam but it's its own consult. it's well armed. they're gets experience fighting

every day. fighting against over syrian rebel groups. fighting against the regime. >> and they're well financed. >> once you control territory, they collect taxes. somebody e-mailed me yesterday a receipt they got from an isis fighter because they'll stop your car and since they're now calling themselves a state, they're charging customs. it's highway robbery. but it's customs. so they'll stop your car, they'll be polite, they'll look at your equipment and say, okay, there's a $500 tax on whatever cargo you have. and they give them a receipt. stamped the islamic state. he sent the picture because they thought it was bizarre. they have the ability to collect money because they control territory and people. >> you know the question is whether or not the united states will expand its air strikes and how far the u.s. will go to stop the global threat.

what do you see happening here? >> i think there would be air strikes against syria. i would be surprised if not. the u.s. is attacking this organization in iraq, but it also crosses the border into syria. so just attacking half of it while it has a sanctuary in the other half it doesn't make much sense. it doesn't have a big impact. and right now we're conducting surveillance flights into syria look for targets. surveillance flights will find targets. if you ask someone to look for target and they find them -- >> what do you do? on that point i'm going to bring in -- thank you very much, richard. let's bring in adam schiff of california. thank you so much on your time. i want to pick on what richard said. we have surveillance flights manned and unmanned. if there are targeted found, what will the united states do? >> well, it's a good question. i'm concerned about it.

i don't think the case has been made for air strikes in syria. there is that pressure that when you develop a target list that you want to hit the targets, but we don't have the same ground capabilities as we do in iraq. i think it would be far less effective in syria and pose a great risk of dragging us in iraq we have capable fighting force in the kurds. we have are regime in baghdad we can work with. none of those ingredients are present in syria where you have isis fighting al qaeda, fighting hezbollah, fighting the regime. in that toxic mix, terrorist not much for us to work with except for the loose confederation moderate rebel which is are not moderate or cohesive. i'm not sure what will be li accomplished by the air strikes.

let me play what the president said yesterday. warning isis militants who executed american journalist james foley the u.s. would not let it go without action. let's play it. >> america does not forget. justice will be done. we have proved time and time again. we will do what is necessary to capture those who harm americans. the president went on to say it won't be easy and it won't be quick. but action will be taken. your sbons to that, sir. i think he's right. i think that's precisely what we'll do. that doesn't mean we're going to invade syria or even that we're going to strike syria from the air. we're taking the fight to isis in iraq. we are trying to determine the identity of those who had their hand on the knife and on the camera that made the gruesome video. we'll hunt them down however it takes. i'm confident we'll succeed in doing that. those are immediate responsible.

we're tracking two hurricanes that are greating dangerous conditions. in southern california high surf advisories are in effect from los angeles to san diego. huge swells are expected to peak day. officials are warning people to stay out the water. the east coast it's experiencing potential life threatening surf and rip currents. beaches from florida all the way

to cape cod will be impacted covering it all for us is the weather channel's karl parker. karl, what is the latest? >> tamron, we're hearing an 18-year-old man has been killed by rip currents in ocean city, maryland. it's a very serious threat. let's take a look where the storm is right now and where it's headed. it's an 80 miles per hour storm moving north at 12 miles per hour. there's the forecast track. it's going to take it well off the east coast and well to we are bermuda. and the northeasterly winds driving it across florida, georgia, south carolina, north carolina, and into the mid atlantic region. you can't always see a rip current. what you are look for are narrow channels of sandy or muddy water. usually the waves are not breaking on those channels. this threat will probably

continue right through the end of the week. here is hurricane marie at 75 miles per hour hurricane. generating huge waves offshore because it was incredibly strong at one time. a category 5 monhurricane. wave heights 10.2. seal beach being flooded by the waves. there's a very serious rip current threat here as well. and one more thing to tell you about, tamron. it's an invest area given a 20% chance of developing in the next five days. right now we're seeing a little circulation in the western part of the gulf. some thunderstorm associated with that. it's probably not going to develop very much. we'll likely see the circulation along the western gulf and rain and wind being driven in. at this point, it doesn't appear it's going to become a significant storm. new reaction to the 9-year-old girl who accidentally

shot and killed her gun instructor with a semiautomatic uzi. many people are asking why are young kids allowed to shoot at gun ranges. here is a look what is happening today. wednesday, august 27th. a st. louis grand jury hearing evidence in the michael brown shooting death. it could take until mid october to present all evidence. right now at the white house the vice president and president are meeting with members of the president's economic team behind closed doors. developing in chicago fans are lining the streets for some good news for a parade celebrating the american league little league championship team! these are live pictures. jackie robinson getting some love from chicago! the parade will end with a rally at the beautiful millennium park followed by fireworks later today! there you have it. love for the little league!

investigators in arizona are trying to determine what went wrong when a 9-year-old was learning to fire an uzi at the gun range and accidentally shot and killed her instructor. the mohave county sheriff's department released video of the moments leading up to the incident. the manager of the shooting range telling nbc news that children 8 years old and up are allowed with parental supervision. katie joining me more. katie, this family, they were on vacation. >> yeah. they're from new jersey. the video is horrible to watch. even when you watch it just leading up to the moment. >> you know what happens. >> you know what is going to happen. the instructor was trying to teach a 9-year-old girl to shoot

an automatic weapon. it recoiled and unfortunately she ended up killing her instructor. >> keep it held in. otherwise the gun won't fire. okay. >> this chilling video captures the last seconds before 39-year-old instructor was accidentally shot and killed by a 9-year-old girl. the young student successfully fires the sub machine gun while it's set to single shot mode. >> give me one shot. >> he sets the uzi to fully automatic. the student can't control the recoil and she's struck in the head but by at least one. he was air lifted to a las vegas area hospital where he was pronounced dead. the incident occurred monday at the bullets and burgers shooting range in white hills, arizona. the range's website listed minimum age as 8 years and all

minors 8 to 17 must be accompanied by an adult. the girl involved was with her parents at the time of the shooting. >> put this forward. >> many are questioning even with supervision a 9-year-old girl should be handling a fully automatic weapon at all. >> i think it's irresponsible decision. it's another one of these decisions where guns we treat guns differently than we treat everything else in this country. people refuse to acknowledge they're dangerous weapons that kill people. >> others assert the incident is merely an unfortunate accident. >> from what i understand of the incident, it's seemly unusual. i've been at this now for 40 years. i've never heard of any of this happening. >> now the sheriff's department said they're not going to be filing any charges. we should note that both the gun range and the instructor had a clean record prior to this incident. but a lot of questions about why even give her a gun. but why such a powerful gun.

an automatic weapon. teaching your kids to shoot at the range with a pistol can show how dangerous it is. to give them an uzi and put it on the automatic setting. i think that's what is getting a lot of people out there right now. >> thank you very much. meanwhile the arizona department of public safety is not commenting on the incident. instead referring questions to the bureau of alcohol, tobacco, and firearms. the atf. joining me now is msnbc law enforcement analyst and retired atf special agent in charge. jim, thank you for your time. >> good morning. >> let's start with what katie pointed out at the end. the question about such a powerful weapon being given to a little girl, a 9-year-old child on an automatic setting. when you look at the video. it's not to blame anyone.

this man lost his sure. we are sure he has family members grieving today. with that sensitivity in mind, in your analyst, what do you see here? >> right. i don't see any bad actors. he's a good man, apparently and a military veteran and range instructor. it's a tragic accident, just like you said. small children cannot reliably safely-- submarine guns. it was made for military and law enforcement purpose. it's a sub machine gun. children shouldn't be firing those kind of weapons. they need to be older. their wrists need to be stronger so they can handle the recoil like katie described. >> do your point, listen, this is not about the debate over

guns. so you children who hunt and grow up with their parents teaching them to hunt. they're not using semiautomatic weapons. the strength and the power that you need to control a weapon like that, you know, jim, i talked about being a gun range and i shot a smith & wesson and the kick back startled me. should the children be allowed to shoot weapons at the granges. are they capable of handling that? >> that's the point. let's look at why children would be instructed at the range. there's a purpose for that. the safe handling of firearms when they go hunting with their parents or as members of a scout hunting club or whatever they do. their recreation in the field, all that is great part of american life. but does the 9-year-old need training to fire a sub machine

gun. it's just to show them. but there's no purpose for them. the 9 year-old doesn't need to know know. a rifle for hunting, sports shooting, certainly that would be used. >> i've had calm of people say their firearm experts who say in training in teaching someone to fire off that instructors usually hold on to the weapon and not let go as seen in the video. again, i don't want to get into whether or not the instructor did right or wrong. that's under investigation. we're seeing this image. we don't know all the full details. but with that said, are there, you know, guidelines in handling a situation like this from what we see, jim? >> well, tamron, that's exactly right. 9-year-old children, for example, don't have the wrist strength the lower arm strength necessary to hold a sub machine gun safely and reliably. they're just not physically strong enough. there may be some that are.

but most probably are not to do it safely. that's why a range instructor would hold on to the gun. that should be fetelling you it doesn't need to be done. the person can't do it on their own. then it shouldn't be done. i would recommend range instructors across the country look at this and certainly as the children grow up and get older, if their parents want them to shoot these legally registered by the range the sub machine guns. that's what they want to do they can legally do it. >> i know that the gentleman featured in the piece said it rarely happens. a freak accident. there was a similar case in connecticut there was a tragic accident in october of 2008. a boy from connecticut was firing an uzi at the gun show. we know that there some states that enacted child excess prevention laws. arizona has no laws on the books. when people say this is a freak accident it happened once. i say, listen, let it be your father or let it be someone you

jury. closing arguments just finished, and wrapped up in the trial of david -- janet has more on the case in texas. >> it is the picture of heartbreak. david with his 11 and 12-year-old sons who were quillquill -- killed by a drunk driver. he gunned down the driver in a fit of grief and rage. he pleaded not guilty. >> you wake up every day thinking, you know, it was just a nightmare. and then that's your reality. >> this is the roadside memorial where the boys were pushing the family truck along the side of the road when they were hit and kill eed by a drunk driver. prosecutors allege after his children laid dieing in the street he returned to t.

no weapon was ever found. but investigators told jurors they found a holster and ammunition in his home. he denied owning a gun. his lawyers argue the ammunition wasn't a match for a bullet fragment found in his car. >> i don't see anybody coming out a winner at all. i just -- i feel for both families. >> her son's drinking and driving is wrong but i had day should have been decided in court. >> two families, three deaths, and suffering all around. >> there's no bringing back. we've all lost. the only thing we can do is move forward. find peace. >> that was northboujoining me . as i mentioned closing arguments just finished.

the court is taking 10-minute break and it will be in the hands of the jury soon. the burden of proof obviously on the prosecution. >> it's an interesting case. it's drawn our attention because of the incredible emotion. who doesn't feel sorry for the defendant. not just a tragic loss but to witness it. and the burden the legal burden on the prosecution in this case was to try to get the your to separate out the emotion and present a case beyond a reasonable doubt. beyond all measures they don't necessarily have enough evidence to bring a conviction in this case. you mentioned the lack of witnesses. you mentioned the lack of a weapon. and jurors who even under objective terms might be skeptical here. how can they leave their emotions at the door? >> they did find ammunition and an empty gun holster in the home along with a dismanned security

came camera. it wring -- brings up the issuee justice if he did murder the drunk driver who killed his two boys. >> that's right. and the prosecution, the state's obligation, of course, among other things is to send a message. we do not live in a vigilante society. that said, we saw in janet's piece some of the buttons people war to court. the judge asked them to take them off. so fraught with emotion. i think it's possible the jury will look for opportunities to acquit. the lack of consequential evidence gives them the objective reason to. and of course, we don't know what goes on in the jury room. >> to your point about the jury, in these days in the high profile hearings, they become the stars and we cannot wait to speak with them after the verdict to see what they were thinking and see how they came to the decision. in a case like this, you're

back but i do tilt it because it tilts for a reason and you pay for the seat. but some folks feel that it's bad etiquette to even recline your seat. what do you think? >> not across the board but some courtesy is in order. try not to recline during meal service. if you're on a flight long enough to get meals because the passenger behind you is trying to eat. similarly, if you know that they are working, if you're going to recline, try to recline a little bit. if you really need to recline, it certainly is your right but the default situation shouldn't be to take up as much room as you possibly can at the expense of somebody else. it's not that you don't have a right to do it. it's just that it's not the polite thing to do. >> that's a good point. i wish we had more time because when people use your stowage
