the president is cagey as world crisis escalate in syria, a dozen americans fighting for isis. inside ukraine, the draft is back as russia amps up the invasion. tra tra tracie potts is in washington. >> reporter: we has to decide what to do and when. isis in syria is very dangerous. experts have said this is bad news. but president obama says the u.s. is not ready to act, not yet. >> i don't want to put the cart before the horse. we don't have a strategy yet. >> reporter: the u.s. has hit more than a hundred isis targets in iraq, people there, military within diplomats. and in syria, president obama says it's too soon to order air strikes. he's asking for options and sending secretary of state john kerry back to the middle east to

get other countries on board. >> right now those structures are not in place. >> reporter: with congress still out of the town, some lawmakers feared that president obama would order air strikes in syria without congressional approval. >> that's not going to happen. it may cost some money. >> reporter: experts wonder if they would work. >> it's not going to be enough to push them out of areas where they currently are well-established. that's going to be a longer-term challenge. >> reporter: another challenge? ukraine. nato says russia has sent a thousand soldiers in to fight the government. the u.s. may consider more sanctions, the president says, but no troops. >> it is not in the cards for us to see a military confrontation between russia and the united states in this region. >> reporter: and we will likely hear a lot more about strategy, perhaps on both of those fronts, when the president sits down with his nato allies in wales

next week. >> and when it comings to the global crisis, americans are worried. a new poll show that 71% think islamic extremist groups are the biggest threats, but 53% say russia. and the u.s. as problem-solver, 39% say too much, 34% say too little. and the president's job approval, 39% disapproval, and 17% approve. americans are also weigh manage ing in on a matter of much lesser importance. and that is president obama's choice of attire. namely his tan-colored suit. esquire magazine said you are not the president of sears. jake tapper wrote the audacity of taupe.

about, especially heading closer to 2016. you had this interesting dynamic within the republican party, with folks like senator rand paul who would argue that perhaps america is doing too much. as you know, he is a rising star in the republican party, libertarian leaning, but then more centrist, such as hillary clinton, that america should be more aggressive in the world. so i think it's going to be a really interesting dynamic as we get past the midterms and head closer to 2016. >> talk about dynamics. when it comes to isis, the president said there's no clear strategy. that shocked a lot of people, perhaps including press secretary josh ernest who tried to clarify, there is a comprehensive strategy, but not in syria. is there a strategy? >> is there a communication
