not yet done. >> it's not great. it's better. but girls in high school are exactly where boys were in 1971 and 72 and everything we have caught up. we haven't. good day. i'm andrea mitchell in washington. president obama previewed the battle plan against isis he will unveil to the nation wednesday in his interview with chuck todd on "meet the press" ending any confusion about whether ground troops will be involved. >> we have to have a more sustainable strategy meaning the boots on the ground have to be iraqi and in syria the boots on the ground have to be syrian. >> why? >> we have a free syrian army

and moderate opposition that we have steadily been working with, but we vetted. the strategy both for iraq and syria is that we will hunt down members and assets wherever they are. >> after years of refusing to robustly arm the moderate syrian opposition and the iraqi army against isis, can the forces really do the job? i am joined from northern iraq by richard engle. there is question about the iraqi forces. the government is supposed to come together today. can that clear up the command and control that damaged. iraqi army? >> maybe. the government is still very much in formation just a short while ago. i was talking to a senior adviser involved in the negotiations and it's unclear who is in and out.

maliki's role is unclear. we are hearing both that he could have a pivotal role and perhaps even a vice presidency or he will be out completely. it's viewed by many in curd stan and many across iraq as shameful as there were mass kerrs going on and a large portion of the country has been taken over by terrorists that they are spending months fighting over positions that have yet to put together a government. that paralysis has been incredibly harmful. i have seen the list of potential names that are going to come out. the new ministry and new portfolios and they are the same names we have seen cycling through and rotating through previous iraqi governments and it's hard to believe this new government once it gets settled if it gets settled is going to be significantly different than

the last one. one can always hope and if it is, it would do a great deal to strengthen the iraqis. after spending tens of billions of dollars and thousands of lives and so many people's time, so many years of people's lives working in iraq and training the iraqi government and training the security forces, they didn't hold together and need to be rebuilt again. >> and rebuilding that government is critical in terms of getting the buy in from the saudis, the uae, jordan and turkey. the other sunni governments want to see that a shiite will be more incluesive and maliki will not have real power. if maliki has power, john kerry when he goes to the mideast is not going to get a lot of support from the saudis and others. looking at syria, after years of

not giving the free syrian arm the arms they wanted and expected and permitting, some would say, the metastasizing of isis, what now can the moderate syrian rebel forces do to go up against iris in terms of the fight against assad? >> i read the transcript of chuck todd's very interesting interview with president obama and starting off his role on "meet the press," when i read the president talking about how there is going to be this moderate force, syrian boots on the ground who will back fill in once u.s. air strikes start taking out isis positions there. i had no idea who he was talking about. the moderate syrian opposition at this stage no longer exists. it did exist in the beginning,

but for the last year, it has been decimated and easily pushed aside and never had been adequately armed. they quit in frustration and disgust. it's again a situation where we are starting again. there millions of refugees and angry syrians who want to go back and fight for their country. that is an enormous commitment. at this stage of the game is going to form an opposition rebel army or help them find leaders for themselves and equipped them and send them into a ground war against isis while the u.s. is from the air. i don't see it happening. >> thank you for your expertise. thanks so much. good to see you there. the other main headline out of that interview. president obama's decision to delay action on immigration

after the election is being denounced by reform advocates as purely political. here's how the president justified it. >> i'm being honest about the politics of it. this problem with unaccompanied children where you had from central america, a surge of kids showing up at the border, it got a lot of attention and a lot of americans started thinking we have this immigration crisis on our hands. what i want to do is take executive action and make sure it's sustainable. >> with the summer border crisis to blame, let me bring in chair michael steel. the center for american progress, welcome both. michael, the president said in response to john boehner punting-not kind of, but punting. he said he would have a plan. he was going to have it by the

end of the summer. >> yeah. what happened to the plan, right? >> is this about the mid-term i lection? >> absolutely. for the president to sit there and say this was a crisis born out of kids coming across the border, they were coming across the border last year. last fall. this was not something that they woke up and all of a sudden they were right there in front of them. they have been aware of this. the politics are real. red state democrats in louisiana, north carolina and elsewhere in the effort to get the senate and hold the senate have been saying don't do this. we don't need to have this in addition all the other stuff you put on our plate. we have to deal with this as well. republicans rightly baited the president. we double d dare you to take the action. i think the president smartly punted for political reasons. it's not something reported by the party right now.

it just isn't. >> let's look at the numbers. when you look at the southern states, the red states where democrats are in play and are trying to hang on to the senate and the seats, in most of the states, you have 5% hispanic population. if you look at the map with the exception of colorado which is a state in play where you have mark udahl pleading for action because you have more of a hispanic vote. it was a factor in 2016 and for 2014, the politics mitigate against doing something big and bold on reform before november. >> ad >> advocates cap itself, but it's disappointing and angering is over the summer, we saw republicans started running aspect immigrant ads. tim cotton in arkansas and i think it was because of the

border crisis numbers shifted because of what i consider the heart breaking issue of children coming across the border. that was exploited and even scott brown in new hampshire is running really vicious ads on the issue. it was pollerized and i have to say republicans criticizing the president for what he did or didn't do is like arsonists complaining about the timing of the fire department. the reason why we are in this situation to begin with is because the house has refused to take action on the senate bill. a year ago. we really should recognize that if congress was doing its job, they wouldn't need to take the actions. it's not his 50 step. it has been passing immigration reform. that's what we should focus on. >> they are gaining because of that. it's hard to determine cause and effect, but after running the ads, he is up five points in the poll that we did.

>> that's unfortunate. >> over the incumbent senator. >> yeah, that's the politics of immigration. the politics of immigration has been in play for well over two years now. i agree with neera. it's a good jump off negotiating point for the house and the senate along with the white house to come to a conclusion, but no one benefits. >> except for a lot of people who might get deported. >> the political benefit is for those people in power. they want po keep what they have. that's the yin and yang. who is getting squeezed or the immigrants with respect to security at the borders. largely created by both the house and the senate and the white house. >> the senate did pass a bill. we should recognize a bipartisan

vote. a number of republicans have voted for it. you should get the airing in the house. they refused to take it up is a problem we are facing. >> what was striking to me was coming out of the interview of the battle plan was the president acknowledging the theatrics and the optics that he didn't get right with the golfing. you can ask whether it's the substance and the optics. let's look at another part of the interview. >> it's serious business and you care about it deeply. part of this job is also the theater. part of it is how are you -- it's not something that always comes naturally to me, but it matters. i am mindful of that. >> some people would say lack of an emotional connection. i'm sure the president was

deeply affected. just the fact that right after giving that announcement and having talked and cried as he said with the faamly, he went four minutes later to be out on the golf course. >> the president's comment was disingenuous. he got it when he was running for office. he understood the theatrics of running as the first african-american, putting the coalition and strategy together to win the office. to sit there and say you don't understand the theatrics that go along with it once you are inside is disingenuous. a lot of it was staffing and advice that was not given to the president. either he turned a tin ear to it or people were not forceful enough to impress upon him. >> does he have a grown up around him to say don't do that? >> i think what happened is the president compartmentalizes. it's part of what makes a president like this be able to

make a decision on osama bin laden and striking and going to the white house correspondent's dinner. i'm glad he owned up to the mistake. it's a mistake that was not easy to defend and it communicated the wrong issue. unlike a lot of politicians, he owned up to it and i hope we can move on. >> thank you as always. now to a dangerous situation in yosemite. a raging wildfire forced the airlift of 100 trapped hikers. seven helicopters and an army of firefighters were battling the blaze that flaired up expectedly. it cutoff access to popular hiking trails. smoke rising behind half dome in the iconic peak. >> raging and the opposite side of the mountain. the flame were so high, it was

pop will be briefing members of congress and a strategy could take years to implement. stretching beyond this term. the former chief of staff with the pentagon and cia and managing director at beacon general strategies. i was just interviewing richard engle and he doesn't know who the president was talking about when he said moderate syrian forces's boots are on the ground. they don't exist anymore. we didn't arm them in a robust fashion and they have been

squeezed as isis expanded. who are we talking about? >> that's the longest part of this. this is urgent and long-term. i think the president sequenced this in the right way. he put surveillance flights over iraq and conducted limited air strikes. more than 150 to protect the u.s. personnel and also to protect and the deteriorating more. he embedded a lot of advisers and with the security forces, what we will see unfold as he talks to the american people with the strategy where boy we have advisers with power and strikes and overwatch and in iraq, this could be the iraqi military. in syria, over the long time we will decimate the leadership the same way we did in pakistan. >> they hoped the moderate

syrian forces evolve? for years they have been pleading with us and going back and forth about how much to arm them. in terms of being forceful with them after giving me the kind of arms. can they build up. >> hope is not the option here. the option is to try to decimate the leadership in syria with air strikes. number one is as you mentioned, no ground component. in pakistan, we were very successful. in yemen, it has been air powered. we had teams working in yemen. we had done this successfully and the second thing that makes it challenging are the assad regime. that's something the planners are going to have to navigate. i don't think that's the kind of thing we can take care for the next three to six weeks. they will have to talk to

congress and the american people. it's long-term and will require a lot of patience and buy in from the american people. >> another thing is that things are messier because of isis's use of social media. take a look at this. >> one of the things we have seen about isis is they're good on social media. they understand how to message to disaffected youth throughout the arab world what they are doing. this is the way the recruiting particularly among foreign fighters and we need a much more effective counter merit. >> is it messier because of social media? there were other problems before social media. >> the propeganta they have been able to do including the gruesome videos they have put out. to their mind, it maybe attracts

followers and shows they are challenging the united states and boldens and stiffens our spine. it enraged people of good will with the european allies that will have to fight the fight over the long-term. >> thank you very much. >> for the second time in as many months an owner is staking in the team for his remarks. he said he is going to sell his share of the team after he self reported a 2-year-old e-mail he sent to executives suggesting that the fan base was too heavily african-american. he suggested that the predominantly black crowd scared away white fans. he criticized clippers owner donald sterling's racial remarks that forced him to sell his own team last month. but the energy bp produces up here creates something else as well: jobs all over america.

what does this mean in terms of the likelihood? we are talking about a bet now. it is still early, but does it make it more likely that the republicans have a shot of taking over? >> i think for the last month or so -- the whole election cycle the map favored republicans. the retirements in places like montana and south dakota and west virginia of democrats helped republicans. it is not new that republicans are pretty well positioned to hold the senate. what you are seeing is the individual races becoming clear. arkansas now looks like a more uphill climb. we said it would be tough, but he hung in there for quite sometime. i think the number i would point to, look at president obama's number. he is at 31 in your kentucky poll. in colorado which he won twice, 39. tough to win when you are at that number.

>> kelly o'donnell, they are worried about kay hang in in the north carolina race and mary landrieu in louisiana. her brother, the very popular mayor can pull together for her. other democrats are in danger now. >> absolutely. when the question to the president from chuck was about would it make a difference? from this part of pennsylvania, who is in control makes an enormous difference. it's a difficult map and always the texture of how the campaign flows. there news events that take hold and there have been challenges to the residency which is a new weapon in politics in the cycle. also we expect when senators return in a couple of hours, it will be a short sprint to getting back to campaign. we expected that with the house. every seat in the house is on

the ballot and only a 30 are up. what we expect is by the end of september if they can get a limited callentar of business done, they will leave washington and focus 100% of time on trying to win the races. democrats wanting to hold and republicans wanting to take control. a few things on their must do agenda so it is possible they will just have a short september here, meaning october will be full on campaign mode for all members and candidates. >> in terms of theis sis challenge, the president is going to have to endure tough hearings on the hill about the foreign policy agenda. they will debate clearly, but may not want a vote. >> that was unclear about even the president's response to chuck todd's question. about whether or not he would be seeking authorization. the president said he felt like he had. >> under the war power. he asked for it.

>> congress men and senators. about whether or not he should get it. whether or not that's a vote, but does he want skin in the game. that's something he is going to ask congress for. >> i'm hearing that hoe has a lot of support that he laid out a more muscular strategy and going to take shots from critics on both sides. particularly from someone who are thinking about running for president. or in the wings of the party and don't want to see any military action. >> this is the danger and difficulty of being a second term president with your popularity at home struggling. everybody's ambitions whether it's on the democratic or republican side look to the next race and many of people are in the congress you are trying to

persuade in this present moment. i think you rightly point out the more muscular reaction to isis, interestingly they have the more likely passage in a congress despite the fact that the american public to date has been somewhat divided. they support limited strikes, but divided on any broader involvement. if he goes stronger handed as it relates, the more likely he gets support. the john mccains of the world rallying as many as they can behind such a strategy. >> in the words that we have left, they may have to vote on money for this. >> i'm hearing from people in both parties they are not expecting a big ask from the president, putting more pressure on the meeting with the white house tomorrow.

billy jean king was on the court sunday at the tennis center named in her honor to do the coin toss for the finals match. the winner earned more than $4 million for the victory over the payday inconceivable more than four decades ago when billy jean fought for equal pay. still going strong, she is launching another fight for equality and inclusion. her motto, never stop moving. >> billy jean king, 25 years after you first started fighting for pay equality for women in tennis, how are things changed? >> i think it's fantastic. back in 1970, there were nine of us called the original nine that signed a $1 contract. that was in houston, texas. it was a very scary time. what we talked about was the future generations.

things are going to really happen in a great way. you and i being women, we can honestly say, i know it has been a tough road because of my gender. i'm gay and that made it tougher. you can imagine women of color and all the stigmas that go and people don't feel comfortable. when they don't feel comfortable, they can't speak up. >> the evolution of gay rights, lgbt rights, you were appointed by the president to lead the delegation to sochi. that really was sticking it to vladimir putin and saying you can't impose your backwards views upon the rest of the world. >> i was so pleased that president obama named me. i was very proud, but with that goes responsibility. i felt a huge amount of responsibility going to sochi for a very short stay.
