roger goodell was aware of the tape? >> no, i don't believe that story. he was there to protect you. if they can get information to help any player, especially in the system that allows these things to pass back and forth. everybody can have an understanding of what the situation is and make a decision of moving forward. i don't believe the story. i think the nffl is too powerful to not be privy of this information and there was negligence on all of their parts. >> seeing the video was hair raising. i think it was great for all of us knowing how horrific and

brutal domestic violence is. goodell did the right thing, but the real problem i have with the nfl, even if there was no video, they knew he had knocked her unconscious and they saw at the least dragging her out of the elevator, who else do you need for the is you spegz. the evidence was graphic, but it was there. >> that's what is directing the outrage. even if the visuals were not there, you have a different take. >> if he did know, i don't think he knew, that's to know this kind of stuff. if he did know, it's not just that. it's the washington slur name. how he mishandled that.

the idea of violence that he dealt with yet. it's a culmination of things. my big problem with that is his first instinct is to protect the shield. that's the big problem. what people are saying, the institution is more important than the victim. that was their first instinct here. that's the bigger problem. if we find out that that his lieutenants knew this, i think there will be a serious argument for him stepping down at some point sooner than later. >> it seems like they show want to lead. >> i agree with bill if in fact he knew it. he definitely should be fired. it is a cover up. no one is talking about the prosecutor's office. this idea that you had diversion for this offense is complete bs.

you do not give the version to people who have committed a crime of violence. they didn't see the video and the nfl wrongly relies on them. if you are drafting a player, your security guys on a team know everything about you. they get tons of information from law enforcement. if they wanted to see the video, it was there for them. >> i want to talk about the tape itself. we have been looking at angles on this. the sports columnist wrote this. everybody loves hot dogs, just don't show us how they are made. the introduction of the video changed everything. that's a scary notion they are being lenient on heinous crimes for the year. nobody knew because there was no video. as a former player, how often do you think this occurs and a

blind eye is turned? >> there incidents all over the country and not just relative to professional sports and where domestic violence is displayed. this is one moment where it was displayed in the world and got an opportunity to see it at the worst possible situation and make a judgment call on it. >> it was surprising in the community. very forth coming and stand up and what he does and very emotional towards these kids. a heart warming guy and to see the video and the worst possible moment displayed right there on national television for public opinion. he put it out there to relive the situation over and over again. their family is in a world of turmoil right now. these things happen more often than we want to acknowledge as

one particular situation it happened to a superstar athlete and we are able to see it for what it is. i don't think ray rice has alienated anything. he has been forth coming and he has been telling everyone in baltimore about what happened in that elevator. as far as everybody knew here, people have opened their arms and invited them back in including the ravens management up until yesterday. a little confusing on how at one point everybody was shaking hands and we will work together and a videotape comes out and ray will make the decision. . >> ray rice came to training camp and did his normal routine years here in baltimore.

he had to reassure everybody in the right path. >> you make the point that this was the bigger problem in the sports world. don't they have an obligation to create account abld that they have such a profile and they are role models. >> i think the sports world has an accountability in that. here's what played out for them with that opportunity for the sports tworld handle that. it moves on from the league and the black eye. i don't know the remedy. it will take time for everybody to kind of get back on the same page and move forward. mind you, there were two other players charged with domestic violence who started the nfl

games over the weekend. >> does that reveal a systemic problem in the sports world. this is a large problem. one thing i like to say is all the stuff about ray rice being a good guy, i run a corporation. this happens and you know what, this is not part of the corporation. i don't know what kind of guy you are or whatever, i run a corporation of multibillion corporations, you cannot be part of this corporation. that's not what i stand for. that's why we have a problem with roger goodell. the stakeholders should have an issue. >> there is a moral duty and a fiduciary duty. >> i'm not sure who said it, but this could be a tipping point.

leaders of congress later on this afternoon. this is an important opportunity to communicate a very important message about priorities and the national security to the american public and the president is looking forward to the opportunity. >> does he plan to lay out specifics of his plan to the lawmakers this afternoon and does he have something he wants to take back? >> he believes strongly in robust consultation. and i am confident. we are going to work at the meeting to provide you a read out and give you a sense of the issues and priorities that were discussed in that meeting. >> he doesn't think there is time to have a robust vote on the hills and a few days they are meeting before the election. does the president think there

is time to weigh in? >> it's hard to respond directly to the comments, the president believes in cobust consultation and she convening the meeting with the leaders thea the white house today. i would note over the august recess that that has not prevented them from consulting with members of congress about the dynamic situation. he met the staff and dozens of members of parties about the situation. >> all members of the house and senate of the administration on thursday in a couple of days.

i know that the armed services and foreign affairs committees are here next week. i understand that secretaries hagel and kerry will be testifying before those committees. that is an indication and gives you a snapshot. the commitment to robust consultation with congress. they he believes that's important and they believe congress should have the role being made. the president would welcome support from members of congress. >> this is a priority when you have the executive and legislative branch, democrats and republicans, bridging divides to present a united front both to the enemies, but also to the international

community. it only strengthens the hand of our country as we confront the threats and makes it easier to build the coalitions. and we take the step that are necessary to confront the threat. a buy in is very important. it's a priority. the president would welcome the opportunity to have it. roberta? >> what's the status of the $500 billion they requested for aiding the moderate syrian opposition? is the administration still seeking that $500 million or has the amount changed? >> we will be taking track of this out lining what president obama hopes to accomplish in his address to the nation on wednesday. as he mentioned, the president is beginning to roll out this isis strat je and he is focusing on one of the toughest audiences. congress. he stressed repeatedly that he values congressional consultation.

thursday. what do you hope to hear from the president and his team? >> well, i help that the president has taken effective action. i think his caution is wise. we should be taking and using reports against isis and we need to be mindful of the fact that not only is the isis evil, but most of the enemies are also evil including the assad regime and the front which is a part of al qaeda central. i like to hear that the president supports the u.s. constitution and the act that would say that if you are going to conduct military activities for over 60 days and in some cases 90 days that you get congressional approval for the action you are taking. if you are wokking for democracy, we have to respect the constitution. >> the president has not said he

will seek authorization. is that the wrong tact here? >> value and consultation, he confers with foreign leaders and professors and experts. congress is in a different role than a secretary who might have insight into what the congress has to vote on for over 60 or 90 days. he has the authorization. are. >> we may need congressional

relationships as are many. it's common for the abuser to make amends. >> saying so over and over again. >> what do you say to those who are angry at rice for setting a poor example. >> it's not appropriate to judge her. the only attitude we can have is compassion. unfortunately she issued a statement today, not ray rice. all the focus is on her. it should be on him and all of the people who support and protected him and covered up for him. i would say to women, we have to stop apologizing for things that we didn't do anything wrong. i talk to my female staffers about this. don't apologize unless you have done something wrong. we are so ingrained to do.

>> we are ingrained to apologize. i think there issues that ray needs to address. we never know what a person's journey has been like. i think that is something that should be taken into consideration. you look at a person and they wear the market and you don't know what's going on in their lives. just to understand the complexity of human relationships. for them as a family unit, what happens next when everything has been taken away and that's the 50 that keeps on giving. to take everything away was a little a little -- >> this is a family that is suffering. that's a point you just made. to the point that it's not appropriate to blame the victim

and jenay rice is not at fault. she shouldn't be apologizing yet she is under fire today. how do you strike the balance talking about the issue as so many are now to condemn the notion that a woman should stay in a situation like this? certainly that a woman should apologize and encouraging women to leave relationships that could be a threat to them. >> it's about self esteem and a major, major issue in the lives of so many people. i think that the only way that we are going to begin to heal this nation or heal individuals is to talk about what happens. more women are dealing with domestic violence. there also men who deal with domestic violence. that is also an issue.

>> very important point. >> what are we saw was horrifying. >> the white house is highlighting the 20th anniversary of the violence against women act. an important piece of legislation. they toughened laws on the subject and expanded services to victims. even as a law student when i worked on amnesty issues, cases where people would be provided amnesty based on threats of a domestic nature. >> that's a good thing. >> is it enough? >> it's not. the problem is that local prosecutors have a tremendous amount of unfettered power. i have to assume that law enforcement saw the video. they allowed this to go into the jail time. what message and if you are a professional athlete and commit an act, it's okay. unless there is a video and that

changes everything. >> as long as you are producing and generating money for said company then you get a pass. >> the nfl was publicly shamed. none of the facts have changed. >> let's look at that element of it. people are bringing in a lot of money and sometimes a blind eye is turned. sometimes that happens in sports and perhaps repeatedly. an interesting comment from where rice used to play. he was a star player at rutgers. their coach weighed in. listen to this. >> ray will be a part of our family. the video i saw this morning was difficult to watch. as a husband and as a father,

there is nothing that can justify what i saw on that video. this is a sad day for ray and a sad day for rutgers. >> clearly outrage in the sports world including those who worked with ray rice. >> and i'm sorry, why is jenay not? >> the focus is telling. equally that it took the video emerging for that outrage to be triggered. what does that tell us about the sports world? >> we are all in a massive selective denial. even when the nfl saw him traging his fiance out and he conceded he hit her, it didn't sink in that this was a terrible act of violence until they saw the video. we have a vail over our eyes that it's not that bad. we are going to imagine it better than it is. anyone who is still in that denial needs to watch the video as awful as it is so we can wake

a little over an hour from now president obama will sit down with top congressional leaders to outline his plans to fight isis. lawmakers will be briefed on the president's plan. on wednesday ahead of the president's speech to the nation. many are already weighing in on what his strategy should be. >> if the goal is to destroy isis, let's destroy them. let's do it as quickly as possible. right now we have to ask. this president has dithered for

far too long. >> we need a multi-pronged approach. >> i've heard rumors of a three-year campaign. it should not, i don't believe, involve combat troops. we learned in iraq that really doesn't work. >> i'm joined by nbc news capitol hill correspondent luke russert. good to have you here. >> thanks so much. >> the senate is expected to be briefed by the administration. tomorrow the house on thursday. a lot of these consultations going on. however, the administration hasn't said it's going to bring this to a vote and actually seek authorization. they've used this careful language of, we value consultation. is that a sign that he, indeed, won't seek authorization? >> well, it's tough to read the tea leaves too closely right now, ronan. what you're seeing within congress is a few interesting things. number one, house speaker john boehner today was given an opportunity at his press conference to say publicly that the president should put this to

a vote through congress. he declined to call for that at his press conference. that's quite unique because john boehner is someone who has often spoken up for the legislative branch, especially in terms of the health care law and other things. he declined to go down that right. he said he wants to hear what the strategy is to confront isis from the president at his meeting today. if you talk to rank and file members, they say, we trust the president on this. we think he's been briefed better than everybody else. quite frankly, we don't want to get involved with this type of vote so close to midterm elections. you then have an entire other part of members on both sides who say, you know what, we to want have our voice heard on this. this should be put up to a vote. what you're going to see, though, is how is this action that president obama will, perhaps, under take, how is it going to move forward? we don't know quite yet. until we know that, we still have to see how it would move through congress, ronan. >> we'll watch as he conduct this is difficult rollout of the
