after kerry met with arab leaders in saudi arabia yesterday. at least ten countries in the region have vowed to, quote, do their share to fight the islamic terrorist group. the state department spokesperson tweeted out the headline. u.s.-arab coalition vows to crush isis. it's a fight that may be more challenging than some previous thought. the cia said new intelligence leads them to believe there are a lot more isis fighters. more than 31,000, in fact. kerry is stressing it's not a war. >> i believe what we're engaged in is not a full-fledged war like before. it's a heightened level of counter terrorism operation. and it will have its on pace, it's own dynamic, it's counter terrorism. >> as part of the counter troechl mission for the first time president obama has given the approval to target and kill isis leaders. as the u.s. prepares for air

strikes in syria, the military campaigns the bombing campaign of isis targets in iraq. our ally australia raised the terrorism alert from media to high as a result of the growing threat from isis. in germany a crack down on isis with the government banning images and activities linked to the terrorist group. here at home, lawmakers in the house and senate got closed door briefings from the administration on the strategy to defeat isis. vote to authorize a president's plan to arm and train syrian rebels is expected next week. let's bring in former senator. he's a potential u.s. senate candidate for pennsylvania. >> as -- a battle group in the war against terrorism, let me ask you about the president's new strategy. what do you any? >> i think it's correct. and jose, to be honest, i think it was a little bit slow getting there. this is a threat, not today, but other time that if we just let

isis have a a safe haven there in broad areas of iraq, they have the resources, they're the richest of all terrorist groups in the world to do damage against us eventually. by doing surgical air strikes, and being able to have the intelligence, which is so much better today than it was back when we invaded iraq a decade ago. having the training on the ground for the kurds as well as the baghdad forces that eve eventually there will be the troops that roll them out. that's objective one. objective two, then, is putting out the fire. that's in syria. that's difficu different. the isis in baghdad -- iraq. but it's going to be jordan helping us train as we have done the last two years with about 300 special forces the moderate

rebel forces. >> let's talk about those forces that will help take isis out of syria. there are concerns for many about plans to arm and train the rebels. experts tell the new york times their loyalties are all over the map. who are the rebels the president wants to arm and train can we trust them? do we have any allies friends in that area? >> well, it's not a question that sometimes you have allies and friends of the moment. but we would fight with the devil right now to make sure there's no damage to us. we gave radios over three years to these rebels out there. we didn't give radios to them, jose, because it was charity. we put chips in them. we listen in and figured out who was who. jordan's military intelligence organization that gave us the head of the al qaeda in iraq years ago is all the over this. our advisers are there. we have a pretty decent idea who

these moderate rebels are. doesn't mean at the end game they're going to love us all the way. it doesn't mean they're going to be against us. we have pretty good idea, frank my we -- would have been less possible. >> i want to talk about the politics. chuck todd interviewed paul ryan. here's what he said about the president saying there would be no u.s. boots on the ground. >> it's one of the mistakes the president consistently makes is telling our enemies what we'll not do. at this point, i think -- >> can you imagine -- >> if the president is challenging his policy for the better, we should believe supporting it. >> it was a mistake, joe, you think for the president to insist there will be no ground troops? >> i think the president should

have been much more blunt. there's already hundreds of special advisers on the ground. make it clear without them training these moderate rebels, without them advising the sunni militias or forces our surgical strikes couldn't be as accurate. that said the thing often lacking, i worked at the national security policy for president clinton. when people talk about military strategies, they don't set a clear objective and benchmarks the means by which you can accomplish it and measure whether you're achieving them. the president said no safe haven. got it. number two, he says and should make it clear how we achieve it. if we're not achieving it he has to change the strategy and come back to the public. i don't think we need any combat forces on the ground right now. nor in the future. >> i think in the point the president let the american people know it's the policy and the plan.

because, you know, in the past, things can really creep quickly, i think, the president that statement is more for americans than isis. >> jose, that's a wonderful point. because i feel that the transparency and the clearness of what a mission is is absolutely critical in the means to accomplish. it's why i came on msnbc a couple of years ago scene said i didn't support the libya incursion. it wasn't clear what our real mission was. the removal of gadhafi or save 100,000 people in benghazi. we have to be clear. i think we as an administration haven't historically done that well. >> what a pleasure to have you on. look forward to seeing you soon. let's bring in congressman mike turner republican from ohio. a member of the armed services committee. a pleasure to see you. >> i know you and your colleagues were briefed yesterday by senior administration officials on threat posed isis and the strategy to defeat them. what can you tell them. >> the president doesn't have good options here.

president allowed the situation to unfold where iraq has become destabiliz destabilized, isis has a stronghold in syria and as a result essentially invaded iraq and hold a significant amount of territory. with a destabilized iraq the conditions that are in syria, the president is now seeing, i think, correctly so, eye skis has a national threat to the united states, i think his strong statements of a commitment to defeat isis is important. this it a murderous group of people who clearly see the united states as their enemy. and certainly the president cannot allow these events to continue to unfold. >> i think back about the iraq thing about the armed forces and how they ran. there were 200,000 iraqi members of the armed forces trained, supplied, given tons of ammunition and anything they needed by the united states of america and when push came to shove, they ran quicker than my 6-year-old goes to bite ice cream. in other words, the americans can't be doing everything for everybody.

someone needs to step up and say this is my area, this is my country, and i need to fight for it. >> you're absolutely right. the force you're speaking of is not the force they have today. it certainly is the one that was left when the united states pummeled out. if you go back to the president's cairo speech. the president made the statement he was going to withdraw u.s. troops but he said he was going to support a sovereign and democratic iraq in their constitutions and support holding slamtic extremists at bay. unfortunately he only did the first part. the iraq you have today, the destabilized iraq is the result of neglect and the pact that the president turned his back on the whole area as soon as our troops left. so did the united states influence and its continued efforts. >> nbc bill neely spoke with syria's foreign minister who said president assad welcomes u.s. air strikes against syria. let's take a look. >> we have no reservations whatsoever to work together with

any force that wants tomenace. now the united states and syria are facing the same enemy. >> this from a representative of a regime that has already killed 200,000 of its own people by striking isis. are we helping these people? >> certainly, again, becoack toe president having no good options of because of allowing the circumstance to unfold. you have a situation here where because after the president did his rather odd right lane of chemical weapons used only and walked away once the deal occurred. you have syria with this large territory where isis has the stronghold that threatens obviously the entire area and the united states. the fact it's been allowed to evolve puts the president in this situation where there will be those who benefit from his actions we would not want to benefit, those, of course, we will be supporting that need our support. but this is a situation where

congressman luis gutierrez saying the meeting went as well as expected. deportations are, listen to this, on track to be the lowest ever. dropping almost 20% since this time last year. for the latest on the politics surrounding the immigration cris crisis. >> what was the goal of yesterday's meeting? >> jose, the goal for yesterday was important for the hispanic caucus to meet with members of the president's government of the white house they're the closest group to latino voters. it was important for them, number one, to express the disappointment they're hearing from their constituents back home. it's also almost like an accountability meeting. saying, look, you told us to go out there and assure our voters, to assure the latino community you were going to take action by

the end of the summer. it didn't happen. and the process we lose credibility. so in essence, jose, it was an important meeting for them tow express to the white house you're going to have to act. and also, ask what are you going to do next. we understand that hispanic caucus got a commitment from the white house that no matter the results of the midterm election, that meaning if the republicans took control of the senate, that the president would act. and they seem to understand that he will not change his mind again and that sometime after thanksgiving or before the end of the year, the president will announce what executive actions he will take. >> and what should we make over the normally outspoken hispanic caucus not saying much after the meeting yesterday? >> i don't think we have heard the last. they're democrats it's hard for democrats to criticize democrats. we know next week they're going to be meeting to lay out their next steps of what they're going to do and i imagine they're

and have been asking president obama and democrats to come out boldly for our parents, for my mom who is in threat of deportation. we decided to do that action in senator reid's office because he's been standing silent. the president's decision to delay has been shameful. and my mom -- there has been no justice has been denied to my mother because of the delay. i had to do something about it. >> and so -- i want to bring in the human aspect of it. it's easy for people watching at home to hear you and say it doesn't make sense. but you're saying, in your case, your father is not with you anymore? >> no. my dad was deported six years ago. my sister just graduated from college and he wasn't able to see her. every day i'm scared my mom is going to be deported again. and my family just barely made it through, you know, surviving population from my father. i don't know if we can do it again. >> this is why it's important to

listen to the voices. because it's not just about politics. it's not just about republicans and democrats. it's also about families, about kids like the one you're seeing here that can't see her father and that fears being left without a mother. now what do you think that could be done to try and let america know why it's a good thing or it's not, to have immigration reform. because really it's some people say it's about taking jobs that, you know, americans need right now. >> i think the reality is my mother needs an administrative relief today because she needs to stay with her kids. i think every neighbor, every person that i come to understands the need for a mother to make sure her child is safe and has everything they need. my mother is able to work with dignity and drive without fear and be able to visit my sisters without being scared that a policeman is going to come

said that she had read my piece and said she has a friend in syria whose wife was abducted by isis and isis demanded a huge ransom to free her. so the husband paid $30,000, which is a lot of money for that part of the world, he got his wife back. the wife told him that she was raped hundreds of times. i repeat hundred times. she was pregnant then. so this is just one story of the cruelty of these barbarians and there are child brides and women who are sold in the makeshift slave markets. it's unbelievable what it's done to these women whenever isis enters. >> this is a horror of this

story you tell us. yet it happens day after day after day. these people are being brutalized and yet you still find women willing to go >>well, look, i just think that the reason why we have 400 or whatever women who have joined the ranks is just for the same reason that men from western countries join the ranks. i mean, why should men from the west who have grew up in a more -- in a freer society with respect for women and respect for human rights why should they join the ranks of isis for precisely the same reason. it's probably they think they're serving their brand of islam.

everyone women and children. >> absolutely. families are torn apart by this. already, i guess, a lot of us in the media and probably people at home are talking more about the nfl side of it. i want to bring it back to the domestic violence issues. how can we, as a society, continue this conversation that can maybe have a positive impact on those people who are suffering? >> it's a very good point. it starts with awareness and education. there are domestic violence -- 42 here in the state of florida. but hundreds across the country. it begins with being aware, knowing the signs of domestic violence. everyone we know whether it's a person your neighbor, your work mate, is affected, probably, by domestic violence in some way. estimates are one in four women will experience this at some point in their life. so it starts with awareness, education. if we have any hope of breaking this cycle, it is a cycle,

domestic violence often perpetrators have grown up in violent dysfunctional homes. we need to stop blaming the victim or the survivor. we need to turn the focus to the perpetrator and break the cycle. >> and, mary, i'm thinking out loud with you. it's not just when it gets to a point where the person is beaten. there are some things along the way that point to a person that is has propensity to violence. it could be even in words >>well, abuse takes many forms, jose. that's a good point. we think of the physical and it's shocking, emotional, verbal, financial, sexual abuse are damaging, and if someone is told for their self-est steam is destroyed they're told you're worthless. you can never leave me, no one will love you. people begin to believe it or they feel trapped. they're isolated.

through is increasingly fighting the way from american suburbs from coast to coast. there are now some 669,000 heroin users in the u.s. many young adults. joining me mow mark potter has been on the ground discovering the issue since day one. where is the heroin coming from? >> almost all the heroin arriving in the united states comes from mexico. they grow the poppies and the heroin gathers in mexico, make the way to the u.s. border. the traffickers usually the drug cartel, the powerful cartel in mexico, moves the heroin across hidden in trucks, buses, cars, sometimes in backpacks. sometimes people carry it. it spreads throughout the u.s. to hub cities like l.a., chicago, atlanta up to the northeast. it zpreeds far and wide throughout the united states to all areas. >> why this sudden explosion of

heroin users? >> the heroin surge in the united states is directly linked to the surge, the crisis, the epidemic of a prescription pill use abuse in this country. as the federal government cracks down on the opium prescription pills heroin is filling the road. it's cheaper, more powerful, and unfortunately, a lot of young people are now turning to the use of heroin, young people who used to use pills. >> they think it's -- they think it's a cool thing? >> it's taken on a cash shea it's almost a club drug. >> we had the lead story about the explosion of coke being planted and harvested inside mexico. it's no longer in the high end of peru or other places. >> it's a frightening thought. cocaine use and the arrival of cocaine in this country has been
