number of player abuse cases grows and calling for roger goodell's resignation are getting louder. ahead of tonight's monday night show down between the eagles and colts. ultra violent is planning to take their message to the sky. flying banners over the stadium reading goodell must go as it did over the game yesterday. meanwhile ray rice is facing a deadline to appeal his indefinite nate suspension by 11: 59 tomorrow night. they're not commenting until after an appeal is filed. peter alexander has more. citing multiple sources nbc sports is reporting ray rice will appeal his suspension today. there's another game scheduled for tonight. and right now the nfl is dealing with four high profile domestic abuse cases that are overshadowing the game. >> he will kick off the 49ers

won the toss. >> with the 49ers debuting a brand new billion dollar stadium sunday night. t he's not been charged with a crime. the nfl's em battled commissioner promised in 2012 he would attend the game but no show sunday night. nbc news check of the irs filing shows the league rewarded goodell with $97 million in compensation from 2008 through 2012. 44 million in 2012 alone. this weekend a reversal by the carolina panthers who benched their star defensive end who was convicted in july of assaulting and threatening to kill his ex-girlfriend. a decision hardie is appealing. he didn't play but he got paid $772,000. also out, minnesota vikings star

group tells me they plan to be back next week. >> joining me now president of the national organization for women terri o'neal asports illustrated. let's start with the news that ray rice plans to appeal at 11: 59 p.m. is the deadline here. i've heard a couple of fans say it was double jeopardy. he was given the two game suspension and after the video the league repunished him. do we believe that's what he plans to state in this appeal? >> i think that he does plan to state that also point out the inconsistency. one of the amazing things about this about the nfl the various cases there is a great deal of inconsistency. the nfl came out with a policy saying a six game suspension for first offense then a lifetime one year to lifetime ban after wards. and they were horrified by the video. they are reacting to it. that makes sense i parentally but it doesn't hold water in a legal sense.

i think he has ground to say i'm being treated differently than other people. it doesn't mean we forgive or think anything well of what ray rice did. he has some ground. >> the nfl player association said they won't comment until the appeal is filed. it said in apart a spokesperson said they will not comment, as mentioned. if the union believes a player's rights were violated we're obligate to pursue the game. it doesn't mean we agree but it means we have to protect the rights of our members. what rights as far as keeping his job are they referring to with ray rice? >> well, the personal comment policy is very vague. >> explain that to people who don't understand. >> basically a policy which said that -- i should say that the policy applies to players, coaches, officials, and the commissioner that you have to maintain a certain personal conduct that doesn't stain or violate the integrity of the

league. it gives pretty wide berth for what the commissioner can do. that said, there has to be reason he hasn't been charged with a felony ray rice. and you have to make a case that said you can enact the punishment you want to act. other players playing such as greg hardy not suspended it was only the team that stopped him from playing. that's what rice is going to harp on. >> terry, let me bring you in. one of the stories that was filed women who attended the ravens game and supported -- some of them, supporting ray rice. i've heard from people today that support adrian peterson. we'll talk about that in a second. for those watching the image, obviously, women are not -- we have our viewpoints. we see life through perhaps our prism of travel on our life's journey. with that said what is your reaction when you see female fans especially who say, you

know, cut some slack here. i just don't fault female fans at all. football is a wonderful sport. and the fans want to be able to watch great football. it is not the responsibility of any fan to respond appropriately to domestic violence within the nfl. that would be roger goodell's responsibility. so goodell has had 50 opportunities to respond appropriately. the first thing that he should say whenever an incident of domestic violence is reported to him is what are we doing to keep her safe? is she safe? is the victim safe? you can sort through the accountability in due time. there's a legal process for that. clearly everyone who commits an act needs to be held accountable for their act. where is roger goodell's concrete steps to keep the victims safe? i'm not seeing it anywhere. >> what do you say concrete steps to keep the victims safe. what do you mean?

what should he have done? >> you can have safe plans. there can be counselling for a victim. there can be supervised visitation if the victim is young. there's a lot of ways to keep -- >> is that appropriate for the informal to get involved that degree? you have child protective services in the case of adrian peterson allegations and you have prosecutors, police, and lawmakers who are supposed to follow through and protect victims. is that the nfl's responsibil y responsibility? >> i think it is. the nfl is a different employer from most employers. wives and families of the nfl have are expected to participate in the success of the enterprise. that's just great. there's other employers where it's true as well. for example, the united states military. in both cases you have people within the nfl community, if those people in that commune try at risk. the leader of that community,

roger goodell has a responsibility. >> let me ask you about the prosecution involved in re rye's case. there was a report in the state of new jersey somewhere around 3500 cases have been filed. fewer than 1% receive the probation program. i think it was around 30 cases that received the deal. it wasn't a plea agreement the deal that rice was offered. are you calling for the prosecutor or the police who investigated this to speak up and perhaps face repercussions. let's look at the prosecutor's history. does the prosecutor have an uneven response to domestic violence that comes across the way the nfl has a hugely uneven response? the other questions i would want to know is what were the prosecutor's interactions with the nfl's defense lawyers, other

lawyers, with the pr people. what were all the interactions on the part of the executives within the nfl with the prosecutor. what did they talk about? when did they meet. did anybody -- was anybody in the meetings who was advocating for the safety? who spoke to janay palmer-rice's doctor. were they doing anything to prbl protect the victim or were they in defense lawyer mode just protecting the perpetrator. >> i have to switch to chris carter's reaction to peterson's case yesterday. let me play and get your thoughts. let me play what chris carter said yesterday. >> it goes across all racial lines, ethnicity, religious background. people believe in disciplining their children. people with any type of christian background, they really believe in disciplining their children. my mom did the best job she could do.

>> i think it was a powerful moment. it was an honest moment. i think people who -- for many people who saw the accusations against pettersson and he admitted what he did for 4-year-old child that strikes you in a certain way that as it struck chris carter that goes beyond any sort of thinking about it and, you know, one disapproves and revolted by that. the core of what is happening in all these cases is the people are responding in a very visceral, emotional way as we should be. there are lives being affected. we talk about what will the legal team co. what will their option. of course we talk about that. but what is at the core here is people's lives are being affected by men who have made serious mistakes and violent mistakes. and they happen to be they represent the nfl. again, we should point out we're not just talking about the nfl is 2500 players more or less.

a developing now secretary of state john kerry is in paris for an international conference on how to confront the threat from isis. in all 30 nations are attending the one-day meeting including some 10 arab states. in a statement issued several hours ago the country's taking part pledge to fight isis by, quote, any means necessary. the conference comes after the terror group released the video of execution of british aid worker david hans who had been held hostage for a year and a half. his brother said hanes was most

alive in his role as a humanitarian. >> we hoped, we prayed in our own way. unfortunately it was not in our hand. it was not the hands of the government. it was in the hands of terrorists. my first reaction could be one of hatred. my brother's life wasn't about hay tritd. it was about love for all men. >> more on the international effort to combat isis and the u.s. battle plan chief correspondent richard i think gel has the latest from turkey. >> secretary of state kerry said the coalition is working. it's being built and that dozens of nations are signing up to join. the iraqi president today calls directly for air strikes in syria. france launching surveillance missions with flighter jets over syria. so something seems to be afoot. the question is what happens next? we are not hearing a lot of

clarity about that. there are many different visions for what syria and iraq are supposed to look like the morning after the air strikes begin. right now, tamron, if were air strikes were to start targeting isis militants in syria in particular, the strongest force on the ground to move in and take territory is not the rebel army of the free syrian army. the so called moderate rebels the u.s. is promising to support after not supporting them for three years. instead the strongest force on the ground take territory after air strikes would be the government of assad which is backed by iran and hezbollah. that is not exactly the vision that the united states is selling at this peace conference at the isis conference maybe even a war conference you can describe it in paris. joining me now washington post correspondent in paris covering the international conference on isis. thank you for joining us. as you heard richard describe it, it can be called a war

conference that is taking place there. we know it's the arab nations that are critical here. what is the tone coming from them right now? >> well, this conference actually is -- was it comes at an interesting time. it's in between the start of kerry and president obama before and beginning to line up the coalition publicly, and before many of these countries meet again the united nations general assembly starting next week. it was supposed to be a launching off point for what might happen at the united nations they will be discussing the issue of foreign fighters primarily among other things. what is come together here today is a better look at the division of labor among the nations with sunni arab states stepping forward and saying if not publicly at the conference then to u.s. officials privately they would be willing to run air strikesed in iraq. as richard alluded to, the more

complicated question is whether any of those countries would be willing to do so in syria. the united states is expected to expand to syria, but hasn't announced yet when or technically if they're going do so. >> and ann, these talks take place as we know with the new video released by isis over the weekend. some described it as a taunt against the world. egging on or beckoning the world to act here. what has been your reaction, at least from the leaders and their representatives there? >> well, there's a, you know, there's horror, sk and the british foreign secretary is here with many of the colleagues and will join them next week. as the british prime minister said yesterday it's an astault on the legal and moral norms of the world. and that's the stance that all

countries are taking including many countries that don't ordinarily see eye 0 to scato e. they're patching things over in common opposition to the islamic state militants. >> in prior reports over the weekend, richard engel noted concerns regarding turkey and that key ally because isis currently holds turkish diplomats and the fear is they will start executing those individuals to send a message to turkey of the dangers of aligning with this group or this coalitio coalition. >> yeah. turkey is in a terrible position. it's a border state to syria. almost 40 of its diplomats are being held in iraq by militants who overran the turkish

consulate in june. it's not clear what the militants plan to do with them. clearly the beheading everyones have everyone nervous. we'll remember that turkey denied u.s. requests to use the major air base and other military infrastructure for the iraq war, and the big question now is will or can turkey be a military participant in this coming military expansion inside iraq and potentially in syria. >> thank you so much for your time. congress is expected to vote as early as tomorrow to authorize $500 million to train and support the syrian rebels to help in the battle against isis. defense secretary chuck hagel and joint chief of staff martin dempsey are set to testify before the senate armed services committee on the threat from isis. and thursday secretary of state kerry is expected to testify before the house foreign affairs

committee. elliot engel is the democrat joins us live. thank you so much for your time. >> my pleasure. >> what are the key things you need to hear from secretary kerry? >> i think he has to lay out a compelling case for u.s. intervention and tell the members of the committee how he sees moving forward. i think president obama made a compelling case when he spoke to the american people. i personally am in favor of aiding the free syrian army for a couple of years now. i'm glad we're doing it. i think it's the only choice we have. there are bad -- only bad choices left, but the worst choice would be to do nothing and i think we're doing something. i support what the president is trying to do. >> let me play what lindsey graham what he said regarding the president's plan for defeating isis. he said it's not good enough. here is what he said. >> we're fighting a terrorist

you know, forget about it. i'm not running at all. she's given everyone every indication she's going setting up a residential campaign but not certainly done so. because the campaign doesn't start in earnest until next career. >> talk about the comments from what we call the younger voters out there. particularly those that are fascinated with elizabeth warren and what she can bring to the conversation. some of the chinks in the armor may be exposed regarding her thoughts on wall street as they relate to hillary clinton if she decides to run. >> one of the challenges for hillary clinton there's those types of voices. even the minor tip. there was one of the poll shows hillary clinton with a big lead. our nbc poll in iowa in july showed that in iowa hillary clinton had a 50 point advantage over the sitting vice president joe biden. 70% to 20%. even 89% of democrats had a favorable view of her. just 6 percent of democrats of iowa had an unfavorable view.
