secretary jay johnson and jay comb my set to testify. in the middle box, members of congress and witnesses filing in for the benghazi select committee that is just getting started. at the bottom, a house committee on the worldwide fight against ebola. we start with the fight against isis. a fresh reminder from the terror group which put out a hollywood style propaganda video called flames of war threatening the white house and troops. it comes after a update new york man was indicted on charges he tried to aid isis. hours ahead of a crucial house vote on president obama's plan to train and arm syrian rebels. the president right now discussing the isis strategy with top military commanders in florida at us central command. let's start with the first of our two lawmakers who will vote

this afternoon on the president's isis strategy. congressman jeff from california. >> good to be with you. >> thank you. do you plan to support the president's strategy to arm and train the syrian rebels? >> i do. you know, i believe this is something that not only has american interests our concerns about our homeland but christians abroad. we cannot afford to sit back and watch the ethnic cleansing in the iraqi area or anywhere else. >> i know you've heard the concern about arming the syrian rebels that weapons could end up in the hands of isis. how can we make sure it doesn't happen going forward? >> i think it's up to the president to define. our job is to support our commander in chief of in a time of war. making sure we're combatting the terrorist threat. i expect to see the president laid out. he said he's going have a comprehensive plan. i'm waiting to see the comprehensive plan. right now i believe we have to show the rest of the world that

we are ready to standby and support an effort building coalition. what i'm looking for is a plan, a set of goals, something that we can mobilize to make sure that we're addressing this from a strategy. when i was serving in desert storm. we had a strategy, plan, and exit strategy. we have to display it for the american public but build a coalition we have to show we have a strong plan to build coalition with other countries. >> you have attended classified briefings on the threat posed by isis. what was your take away? >> there's a great deal of concern. we've heard mixed messages on the administration from syria on who we can trust, who we can't, who we can support and who we can't in the future. it's a mixed bag of challenges with syria. what is happening in iraq, we know we cannot standby. so we're supportive of the air

strikes, but ultimately as we reduce the forces and continue to reduce the threat of isis right now. we need to make sure that before we put boots on the ground we actually have a strong plan build with a coalition. >> you know, the big headline in today's papers coming from yesterday's testimony from joint chief chairman martin dempsey. specifically speaking about the issue on boots on the ground. he would recommend u.s. ground troops it the current strategy doesn't work. would you support that? >> i think there are a out there. our main concern right now and the immediate concern is reducing the threat of isis. we know we can do that through air strikes. ultimately, i believe, as somebody who served in the military, served in the air force, you have to have some type of ground support to show you you are hitting the right targets and we are reducing the forces. ultimately, as it moves into a threat within cities we've got make sure that the armies in those communities are able to fight back and defend their own

people. >> congressman, appreciate your time. >> thank you for having me again. let's to kristen welker at the white house. good morning. the president will be making remarks from sent come next hour. is it part of selling the war strategy? >> it is. i'm told by senior administration officials you can expect president obama to reintegrate his strategy when it comes to defeating isis. he's going to be talking to the troops there and saying those are some of the service-members in trying to defeat isis. he's going thank them for their service. they played in a role in iraq and afghanistan. it's a part of the white house's full court press to get the public but also congress on board with this strategy. as you know, right now the house is debating, as you discussed a measure that would arm and train the syrian rebels. president obama has been reaching out to lawmakers individually. so have senior administration officials. i spoke with aids on capitol hill today who tell me it is

expected that the measure will pass with bipartisan support through the house and also through the senate by the end of the week. of course, congress is going to go on recess. the white house's priority is to make sure that the president gets the authorization by the end of the week. it will be interesting, though, jose, to listen to what the president says today. in part because his remarks are coming on the heels of that statement made by chairman dempsey yesterday. which he said he could see a scenario in which he would recommend putting troops on the ground. of course, president obama has said that is something he is ruling out. yesterday senior administration officials down played the remarks. will president obama reintegrate the statement no u.s. combat forces on the ground when he speaks today at centcom it's one of the things we'll be listening closely to hear. the white house continues to down play the comments made yesterday by chairman dempsey.

>> kristin welker, thank you. we'll be carrying the remarks from the president here on msnbc. stay tuned. we just recently spoke to a republican just minutes ago, now let's bring in a democrat. joe garcia. good to see you. >> good to see you, jose. >> thanks. and congressman, democrats are increasingly divided on the president's isis strategy. what is the main concern? >> well, obviously we don't want to find ourselves sort of on a slippery slope. the idea to see the threat and to, you know, you begin with a small commitment as we've seen in american actions abroad, and it turns into, for example, iraq $2 trillion 6,000 lives, thousands of soldiers that are going to be hurt for a long time. in essence a quagmire we getting out of and it brings us in. let's be clear. these folks are enemies of our country. we should kill them. they are brutal.

we should punish them for hurt americans. but we also have to understand that we've got have a long-term strategy to deal with the instability in the war, and that the reality is it's a 1400 year conflict we're not going to solve between sunni and shia. >> congressman, how do you plan to vote on the strategy this afternoon? >> well, look, we're weighing all the options. we're talking to experts. i'm leaning to vote for it because it is not a declaration of war. it does -- it limits to training. it's very specific. and i obviously think if we see a threat to our allies in the region, we have to have a presence. but i will tell you this, jose. i'm very weary of this as a long-term strategy. yes, we have enemies. they have killed americans and we have to visit justice on them. and these folks who have done the heinous acts should never sleep another night of comfort until we get them. but we also have to have a long-term strategy that makes sense. and to be honest, the policy

that we're describing in that region long-term i don't think this is going to be where we end up. >> so, congressman, what specifically would you like the president to do that he hasn't done so far? i think he's been very clear. no boots on the ground even pushing back on what general dempsey said yesterday. he says -- it's going to be very limited. to degrade and destroy isis. what specifically would you like to see in the future being done that is not already been on the table? >> well, jose, you know what we spent in the past. $2 trillion the impact it could have had on the u.s. economy. it was sent abroad. my belief what the president is laying out is a doable strategy now. my worry is it becomes something else. right. americans get involved, they get pulled in further and further. it becomes a larger and larger financial commitment. then becomes a human commitment and you get the natural response that general dempsey gives. which, of course, makes all the

right now on capitol hill the benghazi select kcommittee s holding the first public hearings on the attack that killed four americans in 2012. officially the focus supposed to be on how the state department implemented recommendations made by independent review board. let's take a listen to what they're saying now. >> some question the need for this committee, and i respect their right to dissent. but the markup of character is to do a good job. >> that was ben gbenghazi

chairman trey gowdy. let's really get some issues out of the way. this is officially supposed to focus on how the state department has implemented recommendations made by an independent review board two years ago. some signs pointed to be possibly becoming more than that. luke russert joins us from capitol hill. what do we expect out of the hearing today? >> as you mentioned, jose. today's hearing is technically supposed to be about the recommendations the accountability review board put forward in terms of diplomatic securi security. expect it to move forward in that type of direction. the idea of how can we as a country better protect our diplomats overseas so we don't lose another ambassador. this issue has been politically very radio active for some time. there are folks on the right that say that is a cover-up.

the degree of watergate and richard nixon. folks on the left say it's nothing more than the gop trying to pad the numbers and throw red meat to the base. there's an press conference yesterday from democrats and they said, look, we've had no meeting regarding what the long term strategy of the committee is and planning in terms of the rules of the committee. we're lost in the wilder right now, so to speak. that's something to keep an eye on. what questions will the committee seek to answer. the question they want to get at were the talking points susan rice and the sunday shows. were those cooked for political purposes. so far there's no clear evidence that's the case. they want to investigate that. again, was there a stand down order given to the security personnel in benghazi, protecting the ambassador. so far there's been reports but nothing definitive.

these are the types of questions they want to answer. it comes $3.3 million cost to taxpayers, jose. >> and politically, luke. we have to talk about hillary clinton. there's a lot of talk about what might happen in 2016 and whether it's being utilized by the republicans to hit her image and affect her possibilities for future run. >> there's no doubt from high ranking aids i've spoken to and republican elected officials i've spoken to that they understand it's being done to some degree in order to try to put the mud on the tires of hillary clinton. as one said to me a few months ago. there's a lot of, shall we say, skepticism from the republicans that hillary clinton was not involved directly in what happened in benghazi she was part of an active cover up. we've seen a a lot of the media reports about that regarding the one official who said she was basically sledding documents.

that minuhasn't been substantia so far. it's something at play here. remember, the committee, it does have some jurisdiction heading into next year. they would like to see john kerry and hillary clinton go before them and perhaps inflict some political points. honestly, it's being overshadowed by isis. a few told us it wouldn't be the main story on capitol hill, we would have said you're wrong. i think it's starting to show. >> thank you. and luke was talking about this becoming and being a very hot issue politically. what do you say? we just heat things up a little bit by framing the debate on the politics surrounding this morning's hearing that we continue to watch with political strategies angela rye and republican strategies. thank you for being with us. over 25,000 documents, 13 congressional hearings, 50 special briefings. what more do we expect at this

point to come from the hearing today? >> i hope the truth. even though there have been 25,000 documents. head of the bowureau said that secretary clinton and her aids were destroying documents. they were shredding documents. we need to get at the truth. that's been the problem throughout the problem. hillary clinton said something, jose, what difference does it make? it makes a lot of difference between the truth and a falsehood. the fact is we know eight months after the fact through a court order that ben rhodes at the white house provided susan rice with talking points that said focus on the video when they had denied that previously and she said it was based on intelligence. this has been the piecemeal process of getting to the truth. and the only way we'll get diplomatic security right in the future is if we know what really happened in benghazi and who dropped the ball.

the southwest is getting ready for record rains from tropical storm odile. it's already started to rain in arizona. odile is still more than 100 miles away. sandbags are out as residents trying to prevent water from getting in the homes. tucson expected to see the worst. people could see up to 9 inches of rain. odile caused major damage when it hit mexico's baja peninsula. local airports closed following the storm. the mexican government is using military and private planes to evacuate 30,000 tourists. mostly americans, from the resort area of loss cabos. coming up a 30-year-old man

correspondent pete williams. good morning. what do we know about the summit? >> he was arrested in may. he was a naturalized u.s. citizens from yemen. he was accused of buying hand guns from who men who turned out to be undercover informants from the fbi. prosecutors said he told them he wanted to carry out mass shootings targeting u.s. military personnel on the way from back from the middle east and in the rochester area shia muslims. he said he urnged the same two undercover men, obviously he didn't know they were undercover, to go to syria and join up with the terror group isis. he helped one of them get a passport unaware they were informants. they never intended to go to syria because they were informants. he sent $600 to a man he knew in yemen urging hem to go to syria. he'll be back in court for a court appearance on thursday to

face new charges. >> and, pete, i'm wondering for officials know if he had any real relationship with anybody in isis or if he was acting on his own because he was a follower from a distance. >> it appears to be more the latter than the former. he was in touch with people in yemen, which is where he's from. court documents said he carried on communications with people in jordan. it's difficult to tell whether they were actually people who were truly involved in isis or not. it's also unclear whether the person he helped in yemen ever got syria. there were indications he tried to get the visa, the man in yemen tried to get a visa to go to turkey but couldn't. he had a lot of -- there was a lot of talk here and the fbi had him under close observation for several months. >> nbc news justice correspondent pete williams. thank you. you bet. i want to bring in

christopher dicky and colonel eric rojo. thank you for being with me. i want to start with you colonel ro rojo. as we watch the hearing on homeland security. the threat of isis fighter possibly crossing the border into the u.s. from mexico is coming up with some frequency. the white house obviously pushing back on the narrative. but is there, do you think, a threat of that in the future? >> jose, good morning. i don't think so. this threat of terrorists coming across the mexican border is something that has been a political football since 9/11. but if we discuss this in length there are many reasons we can show it's not a practical action on a part of the terrorists but mainly the probability of failure is too high and the possibilities to come through the canadian border or on an airplane are not easier for them than trying to crossing through

mexico. >> why? why would it be easier? >> well, because, number one, as we know the 9/11 terrorists came with regular visas. the canadian border is much more porous than the mexico border. the only terrorists ever crossed foot on the united states came through canada. we know undocumented workers, drugs cross the mexico border. cultural difficulties the threat to be the trafficker if ever a terrorist goes through. they have no idea of the terrain. they have no idea of the environment. they would have to have a network that doesn't exist in order to do it successfully. >> mccain asked hagel about it yesterday. do you think the cartels in the businesses of making money off american drug consumers would want to get involved with isis? >> no. of course not, jose.

that's i think colonel rojo is making an interesting point. he's saying the cartels will police the border on this kind of thing. the last thing they want is a bunch of lunatic islamic terrorists using their networks to get into the united states. and to bring more heat on them. they have enough heat on themselves already. so i think that is exactly right. >> but, chris, on the other hand. these guys aren't really working for charity. i'm talking about the cartels in the business of making money, and with isis having almost unlimited funds maybe a new source of income coming in from isis would be seen as a positive thing by some of the cartel. >> maybe. but this would wind up making a bigger dent in the regular sources of income. i think, jose, maybe it would be a good plot for my next thriller. the fact is the real risk that we face is something like the case here in new york where so you a guy inspired by isis and thinks he's going get involved with this new caliphate. actually, the most important

thing about that case to keep in mind? he was doing all that before the declaration of the caliphate. before the momentum we've seen from isis. there are many more people like him. not all are in touch with fbi informants. >> and colonel rojo, you're an excerpt on terrorism. do you see the proposal or plan by the obama administration to deal with isis is that a, do you think, a good step on dealing with with this very dangerous terrorist group >>well, jose, it's a good baby step. the necessary elements are still missing. they're building a coalition of air power. we need infantry. i know, there's no commitment. there should not be a commitment of american troops on the ground. maybe advisers but the coalition of the region has to provide the ground force to actually go in and push back isis into its own

homes air power alone will not do it. >> chris, do you think these countries that surround the area will be willing to really put some skin in this game? >> not so far. the big question, is turkey. it has 650,000 men and women under arms. the border is not just with syria and iraq. the border is with isis. the turks are pretty much crossing their arms and saying we're waiting for you to do something about it. >> chris dicky and colonel eric rojo. thank you. a pleasure to see you. more than 1600 homes are in danger as california's king fire burns east of sacramento. the flames have grown taking over nearly 20 square miles. the king fire is just one of a dozen wild fires raging throughout the golden state right now. another fire ravaging the small town of weed in northern

california. the number of homes damaged and destroyed is now up to 150. that's exactly where nbc miguel is live this morning. >> take a look at the damage and destruction here in the community of weed. there are plenty of other subdivisions where the scene is repeated over and over again. well over 100 structures were destroyed in the fast moving wild fire that broke out monday. it was fanned by 45 miles per hour winds. the concern today is, again, those winds are back in this region. the fire is relatively small some 350 acres, crews are making progress. it's more than 25% contained at this hour. as you mentioned, the winds and the conditions here that are effecting the fire are effecting places across california. more than 12 fires are ranching the state. crews are working across the region. 90,000 acres have burned so far

this summer. some 60,000 firefighters on the front lines from northern california to the southern end of the state. they're also on high fire alert, jose. >> and, miguel, you were in the air yesterday overlooking much of the destruction. what did you see? >> it was incredible. the community here is fairly compact. where there are homes they are in clusters like this. you see pockets of moonscape from the air. i can tell you from the aerial tour, we were with some of the top fire officials in california. what we saw over and over again was the parched terrain what they call land that is, quote, ready to burn. it's such dry conditions you see where y a small fire like this will explode and take off quickly. consuming not just thousands of acres but hundred of homes in the situation. >> and, miguel, add the heat wave. how hot is it expected today? >> today we're expecting temperatures in high northern

california to reach 80 to 90. in southern california the temperature already is going to top 100 degrees in places in the desert areas at 110 degrees plus. so those conditions are slowing firefighters down dramatically. remember, they're carrying up to 40 pounds of gear plus their fire protective gear. in addition it's drying out the fuels here what turn the fires so explosive. essentially what you have is hot conditions and gasoline on the ground that are making for the explosive conditions. >> thank you so much for that live report this morning. intense council meeting. a suspect named, and scottish independence. let's zoom through some of today's top stories.
