goal is to destroy isis. well, it is a decision day in scotland, where voters are casting ballots right now on a historic referendum. now, the question, should scotland become independent as a country and leave the uk after more than 300 years? there are more than 2,600 polling places across the country, and strong turnout is expected with more than 4.2 million people registered to vote. polls over last week shows growing support for scotland to become independent, but the issue is still considered just too close to call. today's "the new york times" features an op ed from scottish actor alan cumming, who has campaigned in favor of independence. and in the op ed, he writes "it is time for scotland to take control of its own destiny." president obama is opposed to scottish independence and says he hopes the uk remains strong and remains united. or tall right, we're going to london and cnbc's steve sedgwick. this is a big day for the uk and british prime minister david

cameron's legacy. let's talk about this, the polls just too close to call, but there is a tipping point, so to speak. >> reporter: yeah. i mean, look, for cameron himself, this is extraordinary. you mentioned the active union over 300 years ago, 1707. if he's the man who loses the union, the ramifications from this could be enormous, not only for the country but for him personally as well, because he's the man who actually agreed to have this referendum back in the autumn of 2012. he agreed with the scottish nationalists we would have a vote, but he also agreed on the terms of it as well. there could have been a third option in here as well, which was to give the scots more power within the united kingdom, and he wanted a straight yes or no. he thought he would definitely win that on that basis, i.e., scots would vote no because of the uncertainty economically if they went forward as well. so, he took out the third option, and that is where many people say he may have made his biggest mistake as well. but even if the conservatives and the rest of the british political establishment down south of the border get what they want and the scots say no, that still leaves about 48% of the scots, a minimum, who

actually are saying we want to be some form of independent. that could cause all kinds of disruptions for cameron domestically in the united ki kingd kingdom, in england. he has a bi-election coming up next month and the united kingdom independence party want outside of europe, and there's a very good chance they will take a seat from the conservatives, which mr. cameron is part of, and create all kinds of problems for him, even if this scottish referendum is a no-vote. so, cameron has enormous pressure on him personally on the back of this, and indeed, the bid from many to pull out of europe from the british. >> it's been amazing to look at this as scotland separates in generational opinions about this as well. i want to get your take, steve, quickly as well. the banner day, another record day, wall street, the dow. the fed now talking about what investors really wanted to hear once again. look, green arrows across the board. so, another strong, strong day. >> reporter: yeah, it was a good day for the market, but i mean, what is interesting is janet yellen is walking a tight rope. this is the chair of the fed, of
