military exercises. they were last seen at a mall in hyannis. soldiers were at camp edwards as an exercise designed to strengthen relations between the u.s. and participating countries. the chief pentagon correspondent joins me now, people say pete williams said there was not a high level of concern. why isn't there when we know how many attacks there have been against soldiers against u.s. soldiers and nato troops. why wouldn't there be a concern when three soldiers were missing. >> first of all, according to the u.s. military officials and state department officials, all of those foreign military officers who come for training are vetted for any possibility they may even be remotely connected to any militant organization and in the case of afghanistan, the taliban. they were cleared of that.

second of all, the exercises they were taking part in were command exercises. table top exercises. no kinetics and weapons involved. they no weapons and history of being connected. they don't consider them a threat. mostly of all, over the years, this happened often. everyone from afghanistan, pakastanis and iraqis who come to this country and according to military and law enforcement officials, they get a taste of america and want to stay. that doesn't mean this is not serious and they are pursuing this, but at this point they do not consider these three to pose any kind of serious or imminent threat. >> i get it and calling me skeptical, these colleagues of these types are vetted before they are on the air base and

other plays where they have opened fire on americans in the past. we never expected it to happen. >> in that case. in this case these individuals have no history of any kind of militant activity and i get it. i believe this is serious, but don't believe these three individuals pose a serious threat. >> thank you very much. jim miklaszewski and the secret service has a lot of explaining to do after an unprecedented security breech at the white house friday night. they got inside the front door after a fence jumper. president obama and his daughters left from the backdoor. the first to actually get inside the executive mansion. he is scheduled to appear in federal court this afternoon. omar gonzalez jumped the fence and was not stopped by the secret service or highly trained attack dogs. the veteran was carrying a 3 1/2

inch pocket knife. the white house went into lockdown as visitors watched. >> honestly, i didn't think it was real. the agents were yelling sir, sir, sir, get down! >> gonzalez will be charged with unlawful entry while carrying a deadly weapon. they investigate how someone was able to breech what is supposed to be the most secure place in america. clint hill is the agent for mrs. kennedy. author of mrs. kennedy and me. great to see you. you know what current procedures are and this is the worst breech that any of us can recall, a fence jumper getting inside the front door. how can it be unlocked? >> it really is open to people coming in and out that use that for a pathway once in a while, but the problem is that he shouldn't have gotten that far and that close. there have been incidents

similar to that over the years where people scale the fence frequently. in 1972, we had a gentlemen with a vehicle come through the gate and knock the gate down and get close to the front door and get out of his vehicle and had what appeared to be explosives strapped to his body and eventually we were able to talk him down and arrest him and he went into a hospital, i guess. the problem is you are never going to be able to prevent people from at least attempting to get over that fence and get into the white house. >> the argument seems to be why weren't the dogs let loose? they are trained and supposed to be the best in the world. they are supposed to be unmuzzled and let loose to stop someone from getting close to the front door. >> i don't know why in this instance, but i can give you an idea of what might have happened. a few minutes or four minutes

before this incident occurred, a helicopter left the south grounds containing the president and two of his daughters flying to camp david, maryland. when the helicopters are on the south grounds with the president or member of the family on board, there is a great deal of security moved to that location. not just the south grounds, but around the south perimeter on to the ellipse and the washington monument area. in this instance, i would just guess that the dogs were not in the position to intercept on the north ground. >> one of the things that people have been saying is that the secret service had budget cuts as have everyone, but there have been redeploymented where they were short staffed of the uniformed officers and some came in from other city who is may not have been as familiar with the procedures. >> that could be. i know the situation is under

investigation. they are completely reviewing exactly what the procedures are. i know they will make adjustm t adjustmen adjustments. from now on i don't think you will find anyone getting anywhere near that close, although i would venture to guess somebody will try to come over that fence within the next week. >> there was somebody and tried to get through one of the gates within 24 hours of this. that's one of the concerns is copycats. do you think they have to station uniformed officers along that perimeter inside the fence or outside the fence at more frequent intervals. >> that's the jurisdiction of the park police and inside is the jurisdiction of the secret service. there is an effort that will be enhanced to ensure that people are at least under surveillance and watched what their activities are along that fence

a fence jumper get inside the executive mansion? >> andrea, it is extremely upsetting to me and it should be upsetting to every american. this is a national security issue. i hate to even imagine somebody getting close to the white house. we are going be holding a hearing this coming tuesday for the oversight committee to look into this. what i'm worried about, andrea, when i see things like this happen, it makes me wonder about what i don't see. keep in mind, two years ago in 2012, we had columbia, south america, where we had secret service folks being involved with prostitutes and getting drunk. back then our committee looked into what we talked to the head

of the secret service and we were worried about a culture of mediocrity. last spring we had a situation where we had a secret service person who was set back because he was drunk. now we had these episodes and this was supposed to be the highest security firm in the entire world. and to be able to get inside the white house to me is a major, major problem. again i hope it's not symbolic of other things. we are going to find that out. hopefully on tuesday. >> i have covered the white house for a long, long time. many, many years and they are extraordinary men and women. >> they are. >> i want to give them a shout out, but obviously there is a problem here. something went wrong. your republican colleague had this to say this sunday.

>> the fact that they said he was not brought down because they didn't think he had a weapon. he could have had a bomb and he did have a knife. there is could be assassination plots. this is the most simple type of procedure. especially in the in the days of isis. we are concerned about terrorist attacks. someone can get into the white house without being stopped is inexcusable. >> you have sharpshooters on the move. you have dogs who are trained to be unmuzzled and go for whatever is running. that's what a lot of people are asking. >> and the whole issue of whether they had to budget. andrea, we can never let our syria be an excuse for not properly protecting our presidents and their families.

we are better than that. we are going have to look and try to figure out what's going on. going back to something you said, i agree with you. the secret service is a great organization. they work very, very hard. as a matter of fact back in 2012 when they were going through the problems with the guy in columbia south america, they asked me to address the top people. maybe 150 of them. what i said to them is we must always maintain excellence in everything we do. we have to continue that. we cannot let down our guard. there were those who would love to do harm to our president. >> as a baltimore resident, i have to ask you about the ravens. why does the nfl still have this tax exemption? why does this multibillion group

sooner. take a look. >> i think the president's concern and i understand it, was that he had a fear that if we started providing weapons, we wouldn't know where the weapons would wind up. we have to begin somewhere. >> was it a mistake not to do it sooner? >> no, andrea. the secretary and his comments pointed to what the president's concern was. if we moved precipitously to provide arms to the syrian opposition without being able to vet them, they can fall into groups like isil as well. you heard concerns and even the debate over the last couple of weeks. over the course of the last year and a half, we increased the systems and we did build the relationships and we did provide military assistance and now as we were scaling up by the train

and equip, we know who we were dealing with. >> do you believe that the syrian opposition or the iraqi army will be able to be the ground troops needed? don't you have to have other regional partners. >> yes, we agree. when people say there need to be ground troops, we agree there need to be forces, but they need to be indigenous. syrian opposition forces. that's a better model. you have people fighting for their own communities and countries with our support. that's in training and equipping and intelligence. we can make a difference, but the forces who will fight against isil on the ground are the people who know their communities and fighting for their own countries. >> what neighboring arab country is willing to do that? >> when it comes to the training mission, we will have a broad coalition to provide that support. >> on the ground or air strikes? >> well, andrea, again when we ship to additional air strikes,

i am confident we will be joined by other countries. we will make the announcements as we take action in other countries and they will make their announcements as they take action. we will have a coalition such that it's just the united states that is taking action. >> when are is turkey going to close the border or stop the smuggling or be a partner or let us use a nato base that they are putting off limits to us against isis? >> there are a couple of questions here. we have seen a lot of foreign fighters pass through turkey. what we are doing and working with turkey and other countries is having a coordinated effort. we are monitoring the people who are trying to get in and there better protocols in place to catch people or exit into western countries. we will work on that. beyond that we want them to be a part of the broader effort. i think we have an opening with the turks having to cover that.

we are going to be in discussions with them about the additional steps we can take as allies and in coordination to work to combat the threat. not just the u.s. and the arab world, but turkey as well. >> how long are we going to support militant groups while still claiming that they are allies? >> what we have seen is a shift from them, an understanding of the danger of weapons and money flowing into the wrong hands. they have been with us at the table when secretary kerry had that. they are on board with that and we have to channel support to opposition and keep it away from the extremist groups. we want qatar to be a part of the solution and believe they can be and will be. they put it together in the effort against isil. >> there is nobody jumping the

fence and running behind them, but how could that happen that they get inside the front door. is the president upset about this? >> they do tremendous work and traveled all over the world with them. we had incidents in columbia for instance. they move quickly to determine what went wrong and what we can do to fix it. that is the case with somebody coming over the fence. we are in agreement that nobody should be able pose that threat here at the white house. that's the mission of the secret service. they are taking this seriously and as with any other, they will take a hard look at what went wrong and what they need to do to fix it. >> that's one thing i don't have to look at. they were looking at this closely. we had people who jumped the fence in the past. this clearly was an aberration,

but it's one that we can't tolerate when we talk about the security of the white house and the president of the united states. they get that message and they will be on top of it. >> do you think the front door will be locked from now on? >> the front door is always locked. from having come in here, you have to go through multiple layers of security to enter. what we have to keep an eye on is when people try to go around the security protocols and come over the fence. as i said, in the past i'm aware that they had many cases where they can apprehend somebody quickly. they want to make sure they have the protocols in place going forward. that's the lesson they will draw from the incident. >> any word on what happened to those afghan army soldiers who went missing in hyannis port at the mall? >> we are looking into that. in the past we had occasions where there have been afghan security forces. they have gone missing and we will run this aground.

i want to echo something you said earlier. we had a major breakthrough in afghanistan over the last several days and dr. begany and abdullah coming together that will be led by the president and this put the crisis behind us, but does two additional things. it allows us to complete the bsa. they said they would sign so we are confident we can put that to rest. >> the american forces can stay in whatever role rather than having to leave the country. >> that's right. we are ending at the end of this year and we said we would keep the troops for an additional year and coming down to 5,000 to train and equip afghan forces. with the unity government, that allows us to solve the election crisis, but brings together the afghan political factions. in many respects it's a good out come where you have different ethnic groups and leaders and putting aside the personal agendas for the national unity.

this could be a breakthrough to hold the country and give them a shot and training and have the consensus needed that can allow for the stable transition. >> despite the clear winner? >> i think he recognized it was in the interest of afghanistan number one to address the questions of fraud. the un did an audit and to have a unity government. as we have seen in iraq, when people are isolated from the central government, you can have abdullah abdullah who has been a credible partner in the united states and his supporters in the government. i think he gives a better chance to succeed. supported by the united states and the national community so that afghanistan can move forward with the first peaceful transition of power in their

as his secretary of state. what conflicts could that create to have her husband globally raising money for his operation while she was secretary of state. >> no issues cropped up when president obama was first naming her. now you have the former secretary beginning to separate herself and bill clinton, the former president speaking about syria and the controversy about whether the rebels should have been armed. >> i agree with her and could have taken the chance, but we couldn't have known whether it was going to work. since isis has plenty of money, this was one of the great bank robbers among other things. they were going to get the

so much for being with us. let's talk about this. do you think any of these countries will thrive? >> they have delivered in terms of public statements that have gone beyond what we have seen. the senior figure was outspoken and often was held back from criticizing extremists. they have been more open and i was struck by the ability to gather the coalition to the jeda communication that the secretary worked hard on and it's interesting that iraq was part of it. explicitly saying we would be

it's interesting that you said it. >> we have a lot on the agenda. you made a fascinating discovery. what we didn't do is predict the will to fight, you wrote quoting him. we under estimated isil. we both know he worked for his father who was in charge of military intelligence and acknowledges an error there. is he saying they overestimated. that's a failure to not understand how decimated they were under the maliki regime.

>> it was a failure. he said we saw the emergence of isis and saw them growing and understand that the army had difficulties. then he stopped and became more self critical and overestimated the fighting spirit. they had the reference to vietnam where theus simply did not understand how determined they were. i took this as a sign that many senior officials in the community are trying to make sure they say everything that they think the president needs to hear before we get any deeper into this and push back a little bit and not make the mistake

that people made in iraq. >> that goes for martin dempsey. if there know contingencies, we won't be able to say he was not warned. >> they are all saying publicly for the most part and sometimes privately they limit their ability to use ground forces as they try to take the fight to isis. my sense is that this question of how forward the u.s. advisers can be, how engaged in the combat the advisers will end up being is being harshed out right now this week. it's the key question. >> the president is arriving and some of us will be seeing him in the next 24 hours.

how much authority does he have or is there this division pulling him back from agreeing to the yuk leer agreement or others? >> as you know, the answer is we will find out in the next few months. this week's conversation is crucial in testing that issue. huch movement does he have? it's clear that the ayatollah by talking about the civilian nuclear power plants, he gave an enormous number, 100,000 and he was setting a very, very high marker, one the u.s. could never accept. that was to top him from negotiating the deal he wants? we don't know yet.

why hasn't he thought about it. that performance was widely panned at his news conference. the fact that he is saying he won't be making the changes until after the super bowl, after the season, people will have to wait a long time to get change in the nfl. >> you are exactly right. what i was struck with is i left the news conference on friday and the minute he finished talking we were no more clear over what would happen if a player was arrested right then or right now. would they be deactivated and on any one of the unique lists we are learning about that means they can't play or show up to practice or can't be participating in any form whatsoever. the circumstances are no more clear now than then. his league officials are going to be meeting with the members of the nfl player's association to have conversations about fixing that conduct policy.

right now i think the sense that that would be fixed by the super bowl which is not until february 1st is not satisfactory. >> this is raising a lot of questions. i was talking to congressman cummings earlier about whether or not the nfl should have their tax exemption. this is what they said on "morning joe." >> they spent $1.2 million from their pack in the last two election cycles and employ 26 full time lobbyists to preserve something that goes back to 1942, but was concrated in the 60s when pete wanted an antitrust exemption for the afl, nfl merger and two politicians from louisiana by the names of long and boggs, two very infamous names in politics said we will stick your tax exempt status in a foreign aid bill if

officials held a news conference with an update on a manhunt for the suspect wanted in ambushing two troopers. they are closing in on eric frein. >> i do believe we are close to him at this point. we are following up on tips we received and police found a rifle and a magazine. both believe to have been used in the attack. children in his neighborhood are returning to school for the first time since that manhunt began. >> virginians are mashing ten days since a student and her parents spoke out for the first time since their daughter's
