that. in pennsylvania tom corbett and officials held a news conference with an update on a manhunt for the suspect wanted in ambushing two troopers. they are closing in on eric frein. >> i do believe we are close to him at this point. we are following up on tips we received and police found a rifle and a magazine. both believe to have been used in the attack. children in his neighborhood are returning to school for the first time since that manhunt began. >> virginians are mashing ten days since a student and her parents spoke out for the first time since their daughter's

disappearance. >> did you see hannah? did you see hannah? who saw hannah. somebody did. police are begging anyone to call him who saw this car. there was a man following her just before she vanished. they did let him go. hundreds of volunteers combed the area for any clues. we have new reports about how ray rice plans to fight his indefinite suspension. he will claim that the security video was edited and there were circumstances that provoked him to attack his then fiance janae. robert muller will get a full copy of the tape as part of his investigation into the incident and into the league's response. we will keep a close eye on that.

the news that got everybody talking, an iraq war veteran was in court for a breech of white house security that no one thought possible. cell phone video captured omar gonzalez jumping the fence friday. the extraordinary video that reached an unlocked door into the first family's residence. gonzalez was carrying a knife. this happened minutes after the obamas left for camp david. josh ernest commented a couple of minutes ago. >> the secret service has the challenging task of balancing the need to ensure the safety and security of the first family while ensuring that the white house continues to be the people's house. >> today the secret service is considering an expanded security around the perimeter. luke, what's the reaction to this proposal that the check points be moved so far away from the white house?

>> it's interesting. it depend who is you speak to. there folks who say that the white house really is the people's house. people should be allowed to get the iconic photographs taken in front of the fence and even stick their hands through the fence to use the zam angle on their phone. others in the security community who said this has always been a point of contention that people have gotten too close. there bag is not check and they could have a firearm in them if they got that close up into the possibility of hitting the white house. i suspect you will see from folks i talked to, some sorts of changes that would extend the perimeter back from the white house. you could have bag checks for tourists walking in. maybe you have instead of being able to get up to the fence, maybe now it's 10 feet and a buffer zone in between. remember back in 1994 after the oklahoma city bombings in 1995,

the white house closed down pennsylvania avenue so that cars could no longer drive there with the threat of a car bomb. there is precedent putting in new security. there have been white house jumpers before. the fact that he got so far and got into the residence. that was alarming to people who had a new security review to make sure the doors are locked. it's an idea do you shoot right away and should they be carrying hazers to limit the ability to run that far. a lot of questions have to be answered, but there will be changes after this. >> a lot of controversy after the proposal to move back the check points, but it's more and more of a fortress of solitude. luke russert, thank you for following that. >> fence jumping is not a new

phenomenon. just recently a man wearing a pokemon mask made it over on september 11th. he was captured with incredible images there. there he is, a pokeman mask. a thing that happened with the latest black eye for an agency that is battered by scandal over the last few years. including the incidents with secret service agents, we will definitely in right now. a former secret service agent with the presidential protection from the ppd. we wanted to get an inside take and there is his book within arm's length. what is your reaction to the latest news that he made it all the way to the residence. >> the fact that he got over the fence was not a surprise. this happened many, many times in the past, but in the history of the secret service and the white house, no one made it this

far. it came as quite a surprise to me when i read the report on saturday morning. an intruder had made it all the way into the front door of the north doors of the white house. >> dan, is it surprising that the door was not locked? >> it should have been locked or there should have been an officer squared off standing in front of it. it is one of the main entrances into the white house and relatively a short distance between pennsylvania avenue and that door. whether it was closed or whether it was not closed, there should have been an officer there to ensure that no one could enter. >> you have been on the grounds yourself. you worked in the context. is an expanded perimeter the answer some. >> it's one of the answers. there a number of things i'm certain they are looking at. expanded buffer zones being one of them. probably also different types of fences. if you look at what surrounds

the white house, it has been there for quite sometime and it's very easy to get over. perhaps a different fence or addition of another fence so that you have a buffer zone between the two. you have to balance the security issue with the access to the white house. it is the people's house. it seems like it's becoming much too easy in this date and time to get someone inside there. they can use this to their benefit. >> this is the people's white house. for all americans to see. for people who are actually responsible for the president's security. is that something that weighs on them and a debate that is prominent with the minds that deal with the consequences that looks nice, but it maybe not as

protected as it needs to. >> it was not unusual to have hundreds of tourists filing through the white house early in the morning when the president was still up on the second floor. the secret service preference would be that no one ever enters the white house, but of course that's not a practical thing. they simply do the best job they can of keeping out unwanted intruders and that didn't happen to work out in this case. >> other than the perimeter question, what other measures could or should have been taken differently? in that september 11th picachu incident. >> this would have been a perfect example of when one would release the canines on this individual. the pokemon incident was text book. that was exactly what was

supposed to happen when someone jumps the fence. why the dog was not in position or why the handler did not release the dog, i can't say. only the handlers could consider that question. it would have been a scenario where the dog would have been useful. >> under what circumstances should force be use and what kind of force. there were not tazers and only guns available. should there be intermediate steps? >> the officers do carry a type of pepper spray that is widely known. they carry night sticks or impact weapons. that is also obvious from looking at the equipment. they have choices between them. there is an expanse between shooting someone and merely letting them run past. they are all trained and very well trained in how to take people down and handcuff them. the last resort is deadly force. you simply cannot allow an

intruder to get through the front door of the white house. you don't know what he has with him and whether he's a suicide bomber and has weapons or a number of other weapons on him. >> we mentioned that this is an organization buffetted by scandal and they were implicated and have been strings of breeches. two years ago. we have a great deal of respect for the agents and all they risk to protect our leadership. what would you tell the public as a former agent yourself about these men and women who served in the role. what's it going to take for them to recovery their image? >> in terms of personal conduct, they are working on that. the secret service has been part of the image with the public worldwide. the amount of respect that has come their way. they earn that through the years. the personal conduct is certainly being worked on and now we have the operational

tactical issues to deal with. what the american public needs to know is that the men and women who are the agents and uniformed division officers are outstanding young men and women prepared to give their lives if necessary for the office of the presidency. they simply i think are looking for strong leadership to point them in the right direction. >> thank you for your own service and it's a message well received. someone who know this is from the inside. >> welcome. >> the three afghan army officers have been found. they were locationed trying to cross over into canada near niagara falls. they were in massachusetts for a training exercise in cape cod. they were last seen at a mall saturday night, but the breaking news is those three officers from afghanistan have been found. we will be keeping an eye on that. up next, as world leaders gagger for the un general assembly, i sit down and talk about the

a former isis fighter is pulling back the curtain and the root causes of the group's rise. it's not what you would expect. one said the bottom line is poverty. they gave us the best food, clothes, and weapons and we enjoyed the friendship and brotherhood. to be honest, staying felt like a moral obligation since they spent money and gave ugs food, clothes, cars and respected us so much. food before anger and ideology. in syria, 6.3 million people are what's called food insecure.

the desperate mission to fix that is facing alarming setbacks. funding shortfalls will cause it to scale back activities in that country. the head of the world food program, thank you. >> do you think food insecurity is playing into the hands of groups like isis? >> definitely. when you have an organization like that that has access to so much cash and now with their rise in iraq, they have the access to two of the largest food silos in iraq. if we can't feed those in need and they can, that is a direct impact on their ability to recruit additional fighters. >> clearly the problem with food insecurity affects the rise of terrorist groups. does the solution of food aid help the problem of terrorism?

>> it addresses the needs of a mother who can't feed her child. we give her options. we give that father options they otherwise don't have when you have a political crisis that expanded over the last three years and limited their ability to feed their children. it was gandhi who said a piece of bread is the face of god to a parent who cannot feed their child. the reality is that still is very true in these situations when you have no political interest, but you have a family interest in ensuring your child doesn't go hungry. we must provide food assistance. >> that are mission is going on the rocks and there is not enough money to continue in syria. how bad does it get when you run out of funds? >> we cut rations in half. >> these are not people receiving a great deal of food. >> we never had the ability to provide what we would like.

we have been doing 1900 kilocalories per day and if we reduce it by half, we are around 900 to 1,000 kilocalories per day per person. think about that in your diet. if you were reduced to only 1,000 kill calories a day. if you are a pregnant woman and you are limited in the amount of food you can intake each day, if you are a child and you are trying to grow and you need the micronutrients that provide the opportunity for to you grow, but we are reducing the rations, you have isis coming in with food for those families when we can't. that's not a message we want to send. >> in december there is no money left for activities in syria. >> i wash it wasn't. what we are talking about is in october. in october we are looking at cutting rations in half. >> this is in a hot bed where terrorists are exploiting that.

>> very much so. >> explain why they should want to give the taxpayer dollars. >> the united states has been extremely generous in supporting our activities in syria as well as in the countries outside. just as important that we meet the needs of the refugees who left to find safety and security for their families. the challenge of food security is related to security. we live on a very small planet. just as we recognize the need to ensure that we are addressing the political challenges of the region, we must address the challenges of the region. 140 heads of state are convening for the general assembly. one of the things is tackling the problem. what do you want to see come out? >> a recognition that even

though the international community has been extremely generous to others providing this need for those who are the victims of the crisis, we can't address the political challenges without addressing the humanitarian challenges. >> who are the world leaders you most want to appeal to? to be specific. >> i will be as specific as i need to be and say every single country has something they can provide. the u.s. has been extremely generous and the uk has been. unfortunately we need more. we need every country to recognize that this is not the responsibility of any one country or one set of country that is the entire global community should step up and provide the support that is necessary to the world food program and other organizations that are meeting the needs of the victims. >> as you so eloquently made the case for, this is not a side issue, but at the crux of the

>> welcome back. we have breaking news for you. that massive manhunt under way in massachusetts just ended. a top law enforcement source told us that the three missing afghan soldiers have been found trying to cross into canada at the rainbow bridge at niagara falls. let's check in on the latest with the chief pentagon corresponde

correspondent, jim miklaszewski. >> from all appearances these three soldiers, the two captains and the one major had a plan when they disappeared from the mall in cape cod on saturday. because they were attempting according to u.s. officials to cross the border into canada. a well-known haven for many muslims over the years. it appears that they would have at least had to have rented an automobile, driven to buffalo and tried to cross the rainbow bridge into canada there when they were abducted. the military officials told us indeed all three of the afghan soldiers had their passport when is they disappeared on saturday. can suspect now that all those border crossings were probably alerted to the possibility that these three may be heading in that direction. intelligence and law enforcement and military officials said that

none were considered an imminent ultimate threat to americans. they were not armed. they were well vetted before they got to the u.s. for that training mission. they were not considered a threat. but now that we see that they were arrested or taken into custody, not clear they had been arrested. taken into custody at the border. that may have been their plan from the very get go. >> put this into context of this larger relationship with forces. so important now in the larger strategy against isis. how many soldiers come to the united states for training? >> that number varies from year to year, but the training missions have been going on for years. not only with afghans, but a rocky military and pakistany and sau they end up sending many officers primarily here in the united states for training. over the years, many of these

have taken flight. as one u.s. official sold pete williams, they take a bite into a hot dog and never top the leave america. when you think about the living conditions that may present themselves here in the united states and there many muslim and afghan communities in the united states as opposed to going back to afghanistan, the uncertain and violent future there, you can see where this is a tempting place to try to hide. >> aside from security implications, a lot of personal reasons to understand. are you being told anything about what could come next for the individuals? >> well, it's not clear that they would be charged with anything here in the united states. in previous incidents, there was in washington a couple of weeks ago in which two afghan soldiers left a training base in virginia and they were found wandering around in washington, d.c.

they were bundled up and sent back to afghanistan. i suspect that's what's going to happen and whatever justice is to be meeted will happen in kabul. >> thanks for the update. coming up, isis released a new tape with a troubling new appeal. we have news of another group that may be more of a direct threat as well to u.s. soil. all when we come back.

entry while tearing a deadly weapon. today world leaders are reacting to new audio released by isis urging muslims to kill civilians in u.s. countries and warning americansa as well, you will not feel secure even in your bedrooms. the french minster of the interior responded that france is not afraid and it is taking 100% precautions after isis released a propaganda video over the weekend. on "morning joe," john kerry suggested that the threat is much more than just talk. >> they are plotting and a group of people were alleged to that and we have over 100 fighters in america. they have passports that. i can come back here.

>> intelligence is also pointing to new threats beyond isis. the times is reporting that a group may have an even greater capacity to strike inside the united states. joining me now is eric schmidt, a senior writer covering terrorism and national security. the president is preparing for a council meeting just this week where he will press countries to adopt laws against citizens who travel abroad and join the groups. that kind of foreign recruiting being a feature of what we are seeing with isis right now. you read that the resolution would establish standards for nations to suppress the recruiting by terrorist organizations and bar the entry across the territory of suspected foreign terrorists. is he going to be able to sell that to the council? >> i think so. it might have been a tougher sell, but what happened with the rice of isis sweeping into northern iraq and taking over about a 30 of the country there, the gruesome besidings of two

americans shocked a lot of countries who thought they were immune. what you will see is the president making a strong appeal on wednesday for the new international standards. many are being adopted by the countries. many countries are doing so now. this will put pressure on countries that haven't been doing as much as others should have been doing. >> your paper is reporting that some intelligence officials are more concerned with kor zon and the capacity to strike in the united states. >> it's a splinter group or a faction. this is the group that is in syria and they sanction in opposition to isis. this is a small group that not much is known. the leader is a guy from kuwait who was a very close aid to

osama bin laden and actually at the last couple of years the leader in iran and individual who is ran after the 9/11 attacks. what makes this group dangerous according to intelligence officials is it is focused not on gaining territory like isis is doing or fighting the assad government, but actually plotting attacks against the west including the united states. again, shadowy right now and we don't know a lot about them, but this poses a more immediate threat to the united states in the homeland. >> we will keep an eye on that. the proliferation of the groups depends on money. the cash flows into these groups. the king address that on 60 minutes. take a listen. >> could the rise of isis have been prevented? >> they could have been prevented if the anymore community worked harder to make sure that funding a support to the original groups in syria

were not allowed to get to the extend they were. >> the international community, the united states intervene too late? >> we could have done a better job to make sure that earlier on it was identified who the bad people were and action by the committee did not allow that to happen. >> king adbbdullah of jordan there. are any policy changes in the works as you see things in the international community that would stem that flow of funding? >> one of the major things that is happening is all the countries are now in agreement that they can't just back their own favorite group or opposition group within syria. this is part of the problem. the countries like the saudis have backed certain groups and qatar and turkey have backed others financially.

that allowed in many parts the rise of the groups including the front and isis. there has not been as the sing just said, a unified effort to try to combat all the groups and try to understand that they may pose a greater threat to the western countries than the president itself. that was the focus of the groups. i think that will be another call the president makes when he makes his speech at the security council. >> let's turn to the solutions for the on the ground side of this. still a lot of questions about how safe it is for us to be arming the free syrian army. let's listen to john kerry on that subject. >> so let me ask you about the overall strategy, especially as it pertains to the free syrian army. nobody has gotten enough in terms of why we should trust them and can we trust them and the information we have that this can be effective. >> we have been working now with the free syrian army for several years. the fact is that we have gotten

very good at knowing who they are and vetting. we have been doing 20 years of vetting now. >> 20 years of vetting and a lot of confidence in the forces. this is a different message from what the president was saying about a lack of confidence in recent months. >> i think the secretary may be putting a gloss on this one. the problem is of course they learned more about the army over the last several years and providing nonlethal aid. what you see is a lack of command and control. that is a lack of these various groups and they are numbering in the hundreds banding together as a force against the assad government. continued fighting and they have been ineffectual on the ground and they have not been able to retake the territory. they lot of territory. to say they have confidence in the free syrian army or other more secular factions, that's

he is no longer and i am confident that he will be apprehended. >> here with me now is sarah who is following the story. why are police so confident they are close to finding him? >> they are finding clues. items that he has either abandoned or hidden for later use. some of those include an ak-47 assault rifle and ammunition. there have been several reported sightings of him which police think may be credible. this is all happening about 15 to 20 miles from where the attacks occurred. they believe frein covered that on foot and don't believe he received any help. they believe he has been lieding in bunkers near the area where he lived with his parents, he did have the upper hand since he was so familiar with the area and put planning into play, however after days after and

hundreds of law enforcement on the ground, it is only a matter of time. people are encouraged to stay inside and classes in that immediate area and schools have been canceled for the day. however authorities are so confident that he is in this area, some schools have been closed last week out of concern and reopened their doors. mother is confident in the ability to catch this guy. yet at the same time she cautioned her son to stay alert in school today. the governor of pennsylvania visited and he expressed confidence in law enforcement and they thanked them for the job they are doing. he also believes it's only a matter of time before he is caught. >> you mentioned the conversations with parents. what are you hearing in general? how are they reacting to this? >> they are tired of him not being caught. they are tired of hearing all this action and movement and waking up and the results are not there.

the three afghan men who went missing from a national guard base in massachusetts over the weekend have been found attempting to cross into canada at niagara falls. for more, we go to jim miklaszewski. so what happened and how were they caught? >> well, it appears now that these three afghan soldiers, two captains and one major, clearly had a plan when they walked away from a shopping mall in cape cod on saturday night. the three were in the united states as part of a group of 14 that were there for an annual training exercise with the u.s. military and national guard. they were taken on a tour of the shopping mall saturday night and they quietly and undetected slipped away and they weren't again found until they allegedly attempted to-to-cross the border in to canada. for years it's been money that can that today has had a more lax asylum policy.to canada.
