roadways into waterways. the flooding was so suden and so severe, fire crews had to pull people from their vehicles. the storm brought lightning and high winds that downed power lines. in western texas we're getting a first look at devastating flooding. look at this after the picos river overflowed its banks earlier this week, cars stuck in the mud and mobile homes simply flooded and more rain expected in the region today. the u.s. military has expanded its aerial campaign against isis targets striking in syria and iraq. the strikes, however, have not stopped militants from advancing in kurdish areas. richard engel has the latest from the turkey/syria border. >> reporter: isis now has copycats. in algeria a militant group claimed it beheaded this french national for revenge on attacks on isis. in the philippines, another group threatened to do the same to two germans.

but syria remains the isis headquarters. these bombings were the work of the syrian regime, yet witnesses told nbc the victims don't know who's bombing them any more. they feel attack from both the assad regime and the americans. the u.s. is in this now and it is not stopping isis so far. the militant are closing in on syria's turkish border sending refugees flooding across. more than 100,000 syrians have fled from isis into turkey in just the last few days. with no where to go, the new arrivals are forced to live in public parks with just the clothe on their backs. when a volunteer brings a box of cookies, you can see how hungry the children are. these ref umgies fear isis but fear the american strategy won't work. "we want the u.s. to strike both isis and al assad" said this well digger.

one-on-one with some of these world leaders trying to get more support. >> the united states of america will work with a broad coalition to dismantle this network of death. >> reporter: president obama's push for international support against isis comes after success on the battlefield. the u.s. with two of its arab partners hit 12 oil refineries in syria. those refineries bring isis $2 million a day, from the u.s., a warning. >> those who have joined isol should leave the battlefield while they can. >> reporter: the pentagon also believes but has yet to confirm air strikes killed the leader of the group khorasan. the u.s. is giving $40 million to the opposition to help them fight isis and set up a new government. >> the moderate opposition remains syria's best hope. >> reporter: support from the outside as president obama got the security council to restrict travel for foreign fighters. >> preventing these individuals from reaching syria and then

slipping back across our borders is a critical element of our strategy to degrade and ultimately destroy. >> reporter: the french are especially motivated after the latest act of terror. isis beheaded one of their own. >> but france will never give in to blackmail, to pressure, to barbaric acts. france is fully committed in this combat. >> and, in fact, the obama administration says 50 other countries are committed, too. betty? >> tracie, thank you for that. now to this, he sped away from police this past weekend, but now the man wanted in connection with missing university of virginia student hannah graham is under arrest. 32-year-old jesse matthew will appear in court early this morning, not in virginia, but, instead, 1,300 miles away in texas. that's where police found him on a beach yesterday afternoon. matthew will answer to charges that he failed to identify

himself as a fugitive and for giving police false information during his arrest. texas police would not go into detail about the circumstances that led to his arrest, but they did say they found matthew under a tent near a parked car after answering a suspicious person call. police in virginia began the process to have him extradited and they will travel to texas today to meet with officials. police in pennsylvania think they are closing in on the man they say ambushed state troopers 13 days ago. officials say they, once again, spotted eric frein from a distance but, once again, frein got away. officials are now doing dna tests on this empty pack of cigarettes and they also released a picture of the cheap jeep a passerby found earlier in the week. meanwhile, investigators confiscated items from his homes they have shoot to kill authority if frein does not

surrender. they ihave until january to wrap up their investigation, but the grand jury in the michael brown shooting case could be done as early as mid-november. that is according to special prosecutor who made the announcement during a radio interview yesterday. for the first time since brown's shooting, president bill clinton discussed the circumstances surrounding it. >> so important that police officers be in a model that favors community policing. most interesting thing to me about ferguson was when the governor put the african-american state trooper who was from that area in charge of overseeing the situation and communicating with the folks in the community, things got better. >> renewed outrage over this bracelet which says i am darren wilson on it to some police officers in missouri are reportedly wearing them. during a press conference yesterday a reporter pressed highway reporter ron johnson

about those bracelets. >> i think that was not a statement of law enforcement. that wearing that was an individual statement. >> you agree with them wearing them or would you disagree with them wearing them? >> i tell you, we will have conversation with those agencies after this meeting. >> hundreds filled a community college auditorium yesterday and told justice department officials about their interactions with ferguson police and other police departments in st. louis. it is the fight of her life. television personality joan lunden, the long-time host of "good morning america" is on the cover of this week's "people" magazine and appears without a wig as she intimately describes her battle with cancer. she was diagnosed with a stage ii triple negative form of cancer and we do wish her the best in that fight. the l.a. dodgers have clinched the n.l. west in a thriller against the giants.

more. we're hoping for the best. the rain itself is now coming down pretty good through much of new jersey, still raining in areas of maryland and delaware and going to watch the rain slowly creep up to new york city as we go throughout the morning rush hour. as far as the heaviest rains go, by about 7:00 p.m. when the game should be starting and that's when the rain should shift over rhode island and new england and gets lighter in the bronx. as the evening goes on and progresses, the forecast will get better and better. they will play the game and possibility it could be delayed or the outfield would be soggy. i would be surprised if the entire game gets rained out. how much will a ticket cost you to a final game at yankee stadium? it's a lot. what the settlement is in this police beating. where can you find the richest single men and women in the country? that's next. 2,700 people, though, are still homeless because of that massive 139 square mile fire in california. it is now the second most expensive firefight this year in california. the price tag, a whopping $53 million in just two weeks. well, the woman punched by a california highway patrol officer on the side of the road, remember this, has reached a settlement. according to the associated press, marlene will receive $1.5 million in a trust. the officer has agreed to resign. scramble politics is next and then richard lui reports from halfway around the globe. stay with us.

time for your first look at this morning's scrambled politics. later today president obama will designate a 490,000 mile area in the pacific as the world's largest marine sanctuary. the largest protector of federal land and sea in the last 50 years. and "washington post" the clinton team is following reporters to the bathroom. here's why that matters. while covering the clinton global initiative in new york city, a "new york times" reporter says a clinton aide escorted her to the ladies room and then waited outside the stall. the article says it reflects, "the dark and frankly paranoid view the clintons have towards the national media." a new poll has tom corbett down nine points.

and according to a new study from a nonprofit, pennsylvania leads the nation in tv ad spending. new on msnbc.com is this how d.c.'s conservative elite view liberals? where i'm joined by bob franken. always fun to talk to you, good morning, bob. >> you're not going to ask me about the all sex comment. >> and i'm not going to call you swe sweetheart. >> you can. >> how effective have they been in the fight against isis? >> at the speech he delivered at the united nations oz one of his better speeches where he laid out the united states world view particularly about isis. now, the question becomes will this coalition which has thus far in its formative stages build, to battle just what about everybody in the world thinks is an outrageous organization, isis. >> what are people wondering what these other countries are doing. i understand british prime minister david cameron is trying to get his country do more. >> mr. cameron has made it very clear that as far as he's concerned, the british air force

and military forces should join this coalition. what's going to be also interesting is what other countries around the world make contributions. >> so, how strong, since we're waiting to see who's going to get in this game, how strong is this global coalition that we're looking at? can it withstand a long fight or is the threat of it unraveling just as big a concern as isis itself? >> well, i tell you what is the most precarious part of this, the fact that many of the countries involved in this normally are at each other's throats. qatar and many of the other arab countries in the mideast and iran, obviously. the ongoing philosophy seems to be the enemy of my enemy is my friend and that seem toosz be holding it together right now. that means it is is a fragile coalition always. >> we'll see how this all plays out. thanks for joining us today, bob, always good to see you. >> good to see you. coming up ahead of this

>> as you look at this, betty, very good morning to you. because they don't have access to computers. let me just give you a sense of the numbers here. the numbers for every four men that have access to the internet, only one woman does. this starts very early in their life span as we were just discussing in that piece that you saw there. and then later on in life, that translates to jobs perhaps. at least partially because the numbers here in india also show for every four men, roughly that have a job, only one woman does. so, long term, that can affect the perspective of how much they will earn. the good thing there are some solutions. ngos getting out and educating and saying we need to give more access to girls aswdl you see this picture. they have a new program being put on by various large computer companies that are educating them. also a cultural change. that, when parents start to accept that, means there will be esome difference. betty? >> absolutely.
