okay. that does it for the cycle. "now" starts right now. >> america anty isis coalition faces a new threat, his name, joe biden. >> joe biden's apology tour. >> vice president joe biden suggesting they cover some of the blame for isis. zblrz there is great truth to much of what he says. >> the problem is they need the turks and others to fight isis. >> why apologize to turks. turkey should be apologizing to us. >> i think joe biden forgets the

cameras are on. >> i truly regret the words i spoke offended people very much. >> men marrying men, entitled to same exact rights. >> it's tough for me to say joe biden could do that job, hillary clinton, i know could do the job. >> sorry. not sorry. catch phrase, twitter hashtag and maybe the mantra for joe biden. he is privately behind the scenes busy begging pardon among a host of fragile alliances in the middle east. saudi arabia up next after united states apologizes to surky over turkey over the

weekend. >> our biggest problem is our allies. oural our. >> he doesn't stop there. he offered a brief history lesson about the gulf states. and their determination to take down bashar al assad. >> what did they do, they poured hundreds of millions of dollars into anyone who would fight against assad, except the people who were being supplied, al qaeda andú[u the extremist elems from jihad coming from other parts of the world. >> so the saudi and u.n. funneled cash to the area.
1:03 pm
but wait he's not done. >> the turks said you're right, we let too many people through, now they are trying to seal the border. >> his old friend demanded an apology or else he will be history for me. as for the coalition, the administration set as a center piece of its anti isis mission, at the white house, forced to do damage control. >> the vice president has enough charkts character to admit he made a mistake. >> what he didn't say, was that the vice president was wrong. joining me now is bbc's correspondent, kim, perhaps josh didn't say the vice president was wrong because in fact he was right. sfrz zbl well be
1:04 pm
. >> well indeed, i think what mr. biden is at fault hereç!u for being undiplomatic but factually he's not actually wrong because there has been a problem with america's allies in the region funding groups like al-nusra in the hopes they can bring down president bashar al assad in syria. the problem is, they feel they have been let down by the u.s. over the last three years because they have been begging washington to step into what is in essence a vacuum in the region and when the u.s. did not do that they decided to do it themselves by funding groups which they thought would serve their agenda. if wha so what is missing from vice
1:05 pm
president statement is also mea clulpa about washington's own sins regarding seer. syria. >> isis is at turk's doorstep. we have colleagues just on the outskirts. bbc colleagues on the outskirts of the town of kobani. there is now more coordination between the curdish forces on the ground and the coalition troops conducting air strikes to help stem the advance of isis. we will see how it unfolds over the minute by minute development. there's a lot of pride with their prickly leader. i think factually he's not wrong either when he says the turks
1:06 pm
have not : allowed any armed fighters to cross from turkey into syria. because a lot of these people w who are joining isis are getting to turkey on tourist visas and the turks are arguing they don't have legal reasons to arrest some of these people. that's why the u.n. resolution passed ten days ago was so crucial to stem the flow of foreign fighters, because itf(c allows people like france to come and say we think these people are joining isis and you have to arrest them. >> what is the likelihood of this fragile coalition to hold together, the persia states and western states, the likelihood of boots, someone's boots going
1:07 pm
on the ground get higher as this progresses, what's the likelihood the coalition stays together. >> it's a very fragile coalition and i think one of the key problems is conflicting agendas and conflicting goals. we heard from the 19?]uturkish minister who just said the turks are willing to do more if the u.s. agrees, that there needs to be a no-fly zone to help protect civil yaians and if the u.s. ags one of the goals should be to bring down president assad. for the moment, the u.s. administration is simply focused on trying to roll back advances of isis. i think that is what will start tearing at this coalition. >> thanks as always your your time and thoughts, kim. this is of course not the first time the vice president
1:08 pm
has gotten out ahead on a sensitive topic. joining me now to discuss biden and his bidenisms. it's always a rock and roll time when it comes to the vice president but this week in particular, referring to loan sharks as shy locks and referring to sing kw you -- these latest gasps pertaining to the middle east are most serious. how much do you think is an issue fora4r the white house. >> i think his wild and craziness has been wilder and crazier the past two weeks. when a politician says something is true, programs a little bit inconvenient. that's what the vice president
1:09 pm
has said in the past few days. that's what the vice president has said about the coalition and theal y alleys in the region. the allies in the region. he made it sound like turkey purposely allowed this. it's a sensitivity question. not a question of accuracy. i've watched biden for decades, hate to admit that, but he has a reputation as a bit of a goof ball but he really is one of 9 smartest guys policy wise on the hill or in the white house. even if i don't agree with his ideas. they are always well thought out and he's a creative thinker. but he has this way. >> yeah there is something about joe. >> maybe he is just a3;fí exubt

fellows. >> he is also one of the fiercest of this the white house. at that same harvard event heu chastised certainkkdz secreta that was pinetta and has not been charitable about 9 the president's decision not to take action after assad crossed the line. i want to play a bit. >> it's tough for me to say joe biden couldn't be the president because he has a lot of experience particularly as vice president. hillary clintor -- clinton i know could do the job.
1:11 pm
>> who needs enemies with friends like that. squl he is taking the mitt romney line if you really wanted to cut a deal, you could have. it is very easy for panetta to come out and say he should have made malaki do something he wasn't going to do, maybe, but that strikes me as a cheap shot. in washington it's all for one and one for one. >> that's true. in his book he writes the eltz president relies on a law professor rather than a passionate leader. that combined with the distinction of of him and clinton in 2016, makes you think panetta is gunning for a spot on
1:12 pm
republican ticket or clinton ticket. >> i don't think blind loyalty serves the public discourse too well but there's something unseemly about a guy given two very good positions by this president taking cheap shots from the side. >> david it is always good to see you. >> thank you. after the break, the world health organization is warning more cases of ebola in europe are likely. we will look at the global containment efforts coming up. plus some signs of evolution on the issue of same-sex marriage. and later a new poll shows grimes ahead of mcconnell. ahead on "now."

1:21 pm
we have breaking news this hour, the associated press is reporting the ninth circuit court of appeals struck down two more same-sex rulings. expected to bring the grand total of states allowing same-sex to 35. one would expect the party would be up in arms, theirs is a party that delivered eleven state constitutional al mendme banning in 2004. a law to make it illegal to fire people on their identity. what is the reaction across the u.s.
1:22 pm
well, it's been kind of hard to hear. as buzz feed reports, the reaction from gop leadership has been virtually nonexistence. silence remaining the most popular position among republicans. among the few who dared the discussion, the attitude was largely, keep moving, snnothingo see here. >> for the fall it will be about what republicans will do to put our spending under control in washington and how to get state budgets under control around get people back to work. so i don't think it isaú@tz a top-tier issue. >> it's about everything about gay marriage. after all these years is there no one less in the gop who will claim the mantle to basic opposition to civil rights.
1:23 pm
turns out there is. his name is raval cruise calling the statement judicial activism at its worse. >> joining me now is correspondent at the new york times and senior republican strategist. hogan, it's been a long time, my friend, i'm happy to see you back to talk about this very pressing and topical issue given your experience in politics. what do ted cruise and mike and rick have to say to the rand pauls of the republican party. >> well, they understand a large portion of the republican base
1:24 pm
y they believe unstaunchly that marriage should be between one man, one woman. they expect their candidates to hold dear to that. it sounds great to say let's the states decide, people like your favorite person, rick perry, and people like ted cruz, you understand you can't have 50 different definitions of marriage. sooner or later the supreme court will have to make a ruling and tell us what they think marriage is, otherwise this fight will never end and get more ugly a krcross the country >> 35 states, clear precedence, the supreme court saying this is where the country is at, we're not going to get involved. >> it wasn't like that 12 hours ago. it all of a sudden changed on a dime. don't tell me this huge thing is
1:25 pm
occurring overnight and we all need to get on board. it will still be fought at the state level. this is one of the issues in the presidential campaign, who is your favorite supreme court justice. who would you like to appoint to the bench. those are one of the most under valued questions and now we are seeing why. these are the kind of activists that change policy and change a nation. and republicans don't like that. >> judicial activism, tweeted yesterday, ted calls today's niles of judicial activism which is a synonym for court action i oppose. >> what he wanted them to do is take up this case and then over turn all of these various circuit court decisions.
1:26 pm
so judicial activism has always been a phrase. but we are having a debate over we should have gay marriage. no one cares if the court is active. this fight is getting less acrimonious. this was a topic of hot debate. now it's become something there's only one position you can take on it in polite society. this is why republicans are uneager to talk about it, they know this is not an issue that doesn't make them look good when they talk about it. their children will look at them funny when they take the positions the republican base wants them to take. the ground is never going to get more favorable for republicans to oppose gay marriage. it will only get less favorable.
1:27 pm
it will go out with a whimper, the process we don't know how it will go out. we don't even have circuit courts upholding. >> that's the question, which circuit court wants to go against the grain. seems if you are a circuit court judge the road is paved for you. >> right. i think we will get a circuit from the south, it looks likely, that's what republicans who are running for president are hoping for. >> let's talk about that a little bit. josh's contention, or scott walker's contention, for us, it's over. there are prominent republicans, the head of the republican national committee doesn't seem eager to talk about this at all. scott walker, doesn't want to talk about it. is ted cruz the last guy at the party after the kegs run out. >> look, the popular sports
1:28 pm
comment, it ain't over until it's over. the ruling on life, roe v. wade was decades ago. so look, it's like 49% people supporting gay marriage. most people are told, this is about two people who love each other. now it is trickled into religious liberty and first amendment rights. >> don't you think it is a convoluted argument to say it is denying religious liberty to let others into marriage. >> if you're going to tell me you can force a -- a -- a -- people who take wedding pictures to take pictures of a gay wedding, you can force them by law, then why can't i force an african-american bakery to bake a cake for a white supremist group.
1:29 pm
it just doesn't work that way. >> if you want special carve outs for bigotry we can have that discussion. but josh i'll let you get in in. >> hogan if this is the advice you're giving your clients you're doing them disserve. there is no generational divide on abortion. there is a huge divide in favor of gay marriage. people are dieing literally every day. so that's why it is not going to be like roe v wade. >> moorely on that level . >> poorly on that level, in terms of 2016 do you think this is something republicans will want to litigate in the primaries. >> they will have to because
1:30 pm
voters will demand it. it's not their personal view but now they will have to address the courts and talk about how they would get rid of decisions pushed out by circuit and supreme court. those are things they will have to talk about now. that's convoluted for sure. if someone doesn't take a stand, they won't get votes. people want to know where they stand on the issue. >> obviously this is something we will be talking about a lot in the next months. thank you both for your time. >> thanks. god bless. >> good to see you both. >> thank you. just ahead, the man who was blessed with hope trying to hang on to the hope the democrats can keep the senate. next on "now." woman: what do you mean, homeowners insurance

and for many, it's a struggle to keep your a1c down. so imagine, what if there was a new class of medicine that works differently to lower blood sugar? imagine, loving your numbers. introducing once-daily invokana®. it's the first of a new kind of prescription medicine that's used along with diet and exercise to lower blood sugar in adults with type 2 diabetes. invokana® is a once-daily pill that works around the clock to help lower a1c. here's how: the kidneys allow sugar to be absorbed back into the body. invokana® reduces the amount of sugar allowed back in, and sends some sugar out through the process of urination.
1:37 pm
and while it's not for weight loss, it may help you lose some weight. invokana® can cause important side effects, including dehydration, which may cause some people to have loss of body water and salt. this may also cause you to feel dizzy, faint, lightheaded, or weak especially when you stand up. other side effects may include kidney problems, genital yeast infections, urinary tract infections, changes in urination, high potassium in the blood, or increases in cholesterol. do not take invokana® if you have severe kidney problems or are on dialysis or if allergic to invokana® or its ingredients. symptoms of allergic reaction may include rash, swelling, difficulty breathing or swallowing. if you experience any of these symptoms, stop taking invokana® and call your doctor right away or go to the nearest hospital. tell your doctor about any medical conditions, medications you are taking, and if you have kidney or liver problems.

using invokana® with a sulfonylurea or insulin may increase risk of low blood sugar. it's time. lower your blood sugar with invokana®. imagine loving your numbers. ask your doctor about invokana®. a stir. showing grime as head of mitch mcconnell by two points. a six-point swing since august. they have been disagreeing for months but do agree on coal. the president apparently doesn't bl we want an american that celebrates success. gets jobs for people who are

hurting and stop the war on cole n -- coal now. >> he's attacking me after losing thousands of coal jobs. i'm not barack obama i disagree on the epa. >> coal has been in a tail spin for some time because of employment has dropped 52%. coal is also suffering as a result in the explosion of cheaper natural gas which has resulted in coal providing less than half the electricity it did just a decade ago.
1:40 pm
some coal miners talking about the real truth about coal. >> i watched my father die, choked to death, smothered to death, no, coal has not been good to me or this county as far as i'm concerned. is it paid me a wage. >> right. >> it paid me a wage. and thank god for the union or i wouldn't be sitting here in the first place. that's all it's ever done for me. >> tonight chris travels to north carolina and west virginia to investigate the similarities between big coal and big tobacco another powerful industry that puts itself ahead of health and safety.
1:41 pm
the coal question is a riddle. why can no one say the truth about coal. >> it has an importance in kentucky. it is something more than an industry or compact form of carbon you can burn for electricity. it is something symbolic about what the state is, what it could be, it has a myth quality that hangs over the state. it is in part hundreds of years about brutal battles about mine safety. folks sacrificing their life. eastern kentucky it does feel like you're in a place in which the sense of place is profound and powerful and deep and inherited and passed down and that specialness gets woven together with this policy question, what will we burn for
1:42 pm
fuel. it happens when people have strong feelings. that's what is happening in kentucky. it is so untethered. we're down to 16,000 jobs in coal. in reagan it went way down 37% jobs loss in last three years. natural gas is a nile ating it. so you have these conversations about we're going to restore coal, people on the ground are like what are you talking about. >> right. that begs the question, what point do we get to have the honest conversation about where the jobs are going to come from. it sounds like coal is associated with livelihood. this is the thing that has supported generations upon generations. coal miners and coal miners

1:44 pm
obama. how realistic is it being on the ground there is a change of guard at this point going from mitch mcconnell land to alice. >> i was surprised by the poll. the last month we seen steady lead for mitch getting away from grimes. she has run a very good race. do i think she's right on coal? no absolutely. she's wrong. is that the position you would smartly tell someone to take or to take if you're running? yeah, probably. and i think all the gun stuff, and i don't agree with barack obama on coal, i think they are smart politic moves but is it going to be enough. mitch mcconnell has been incredible in that state. >> there's a reason he's gotten reelected several times. >> and not at an ideology level. he brings home the bacon.
1:45 pm
and buries $20 million in an appropriations bill and $50 million here. this is a part of the country massively dependent on that kind of thing. 52% of all the income that comes into their county is coming from a government payment, ssi, disabilities or medicare. he's not an idiot saying let's get rid of that. you look at his ads they look like ads from if democrat. >> the irony. >> exactly. they are running in the opposite direction. grimes is making 4her look like republican, shooting stuff. mcconnell is saying i care, there's a guy medical benefit from a:jpy guy passed from mcconnell years ago.

soilt. >> society. >> it is not just ferguson. another man in indiana was tazerred in his car. do you think this video, proof, almost uncontestable proof of police brutality and possible racial targeting. this is enough to change the direction regarding race in american. >> absolutely not. this ain't going to change your mind. rodney king didn't change people's minds. having evidence visually of so many other stops of police brutality has not changed the fundamental structure of people's belief. if you are already convinced the people are wrong somehow, even
1:57 pm
if the police get a little extra that's all right because you are dealing with people who are sub human, so then all things are possible, legitimate and a go. even if you step outside the bounceriy boundaries of what is appropriate you feel the justification is on the side of the police not the people. so it's an inability to see other human beings as human and african-american people are not seated the same kind of rights as many other americans are. >> perhaps the solution lies in taking back rights. voter registration in ferguson is up 30% since53ñkñ august. >> absolutely. >> it's a great silver lining. over 129 city halls in america under represent the african-american communities that they serve. >> no doubt. >> are we going to see more of

1:59 pm
at the same time th th is not just a black or white or red or brown problem, this is an american problem. we invite all americans to say this is wrong. i was enkourcouraged by seeing of the protesters are not simply african-american. >> yeah it is an issue of democracy in america. virginia court has over turned the states of redrawing the gerrymandering, the fact those maps will have to be redrawn is another silver lining. >> we know these things are wrong and injustice prevails if we are willing to say we are not going to take this lying down. we can use social media,
