news out of dallas and the growing confusion and the latest confirmed ebola case in the u.s. a top official from dallas will testify on capitol him. the front page of the atlanta journal constitution sums up what many americans are asking, can hospitals handle the ebola crisis? the second dallas nurse is being treated. amber vincent treated duncan. she took a scheduled flight on october 10 to cleveland. she did not have symptoms when she took the flight from cleveland to dallas, but did have a slight fever of 99.5 degrees. she called the cdc before boarding the plane to see if she could take a return flight. in a carefully worded response, quote, vincent was not told she

could not fly. cdc director said earlier yesterday that she should have never boarded the plane because she treated duncan. the agency is tracking down the plane's 132 other passengers, but says they are at very little risk. we have learned of an incident involving a passenger that flew on the plane after her flight. the passenger called the cdc and was told to contact the airline. the airline representative said the cdc was in charge. today on capitol hill, a top official from texas health presbyterian hospital will admit mistakes were made in the treatment of duncan. they include leaving duncan in an open area of the emergency room for hours and nurses working without proper protective gear. today will be the second day in a row that president obama is cannesling plans to attend democratic fund-raisers. he met with members of the

cabinet wednesday. he's vowing to take a more aggressive approach including an ebola s.w.a.t. team. they struggled when asked if lisa monaco or anyone else is in charge of the federal response. >> i hate to be nitpicky, but she's coordinating the activities of all the government agencies who are responsible for responding to specific areas of expertise. she's not overseeing -- >> in charge? who is in charge? >> she's not overseeing ebola in south africa. >> the overall response. >> she's not responsible for coordinating the activities of the international communities as they interact. usaid is involved in that. they have the area of expertise. she's not diagnosing people. >> you feel like you have a point to make, but you understand my question. >> the point i have to make is

latest health care worker flew on a commercial flight the night before showing symptoms. the dow plunging 460 points. that's the biggest dive in three years time. there was a rebound, but not enough to bring stocks back into the positive territory. at the closing bell, the dow was red in the 173 points. we are joined be cnbc. the growing fears in the u.s. and internationally is one reason. let's talk more about the global economy and the major factor it's having internationally. >> yeah, you are right. ebola is in there. one fact can hurt confidence more. despite the consumer side, things are okay. a triple whammy. new york manufacturing, retail sales. yesterday, great numbers, but not terrible. they went 460 down kind of numbers.

volatility was extreme. we were down 368 after the first hour. then we rallies up. we had seen 600 points trading range. then we went down to 460 points and rally down to 173 points. 1300 point range on the dow. we saw 50 on the s&p. we haven't seen that since 2011. it is confidence and people concerned about the growth story. a lot of people, we understand, throwing in the towel on the short bond positions and long equity. that is what added to the volatility in the markets. elsewhere, if you can call this good news, kind of good news out of italy. they have a little debt, 2.1 trillion euros debt. their economy didn't go back into recession for the third time in six years because of drugs, prostitution, black market cigarettes and alcohol. yes, the prime minister had a little bit of breathing space because they revisited the numbers. because they added in the sin

taxes, they are not in recession again. a lot of us believe they will continue for six years. >> whatever it takes, steve, whatever it takes. thank you, we appreciate it. it is a huge blow to the traditional cable tv model. hbo announced the streaming service, hbo go will be available without a cable subscription next year. it is considered a huge announcement to make "game of throne" available to as many as 80 million new customers. of course, this move targets millenials more likely to participate in cord cutting and watch content online. hbo grow joins digital content providers, netflix, amazon, and hulu. their goal is to become hbo faster than hbo can become us. the netflix ceo didn't worry

about the move yesterday writing in a letter to investers, quote, many people will subscribe to netflix and hbo. we have different shows. we both prosper as consumers move to internet tv. just hours after hbos announcement, netflix announced the growth is lower than expected sending shares plummeting 25%. this brings us to the twitter question with netflix and hbo, now hbo go, can you imagine going without cable? use #waytooearly. the best ones are coming up later in the show. please say no. i work on cable. the clinton family is trying to keep battleground states for democrats. the former secretary of state went to kentucky. grimes campaign has been set

for subsidies for kentucky families. the florida governor's race is among the tightest in the country pitting former republican governor, charlie crist against rick scott. it centered on marriage equality, and trayvon martin. it was delayed because of a fan brought on stage. >> the two candidates invited to take part in the debate are not stepping up on the stage. ladies and gentlemen, we have an extremely peculiar situation right now. we have governor charlie crist. we have been told governor scott will not be participating in this debate. governor crist has asked to have a fan, a small fan placed under his podium.
