good morning. i'm jose diaz-balart. our first focus. getting a handle on ebola in america. cdc released new guidelines designed to protect health care workers from the deadly virus. they include rigorous and repeated training and practice putting on and taking off personal equipment. workers must be supervised. it's a direct response to missteps that lead to the infection of two nurses who treated the late ebola victim thomas duncan at the dallas hospital. 44 people in the dallas area with exposure to duncan are officially off the ebola watch list. that includes eight children who were expected back in school this morning. but 120 others in texas are still being monitored including 75 hospital employees. part of that team that treated duncan. as dallas tries to put ebola behind it, a doctor who got the virus in sierra leone is free of the disease going home yesterday after six weeks of treatment at

emery university. the same place nurse amber vinson is being treated. there's an encouraging development involving nbc freelance cameram ashoka mukpo. they hope to send him home in a couple of nights. it was an active night on twitter for ashoka mukpo. we are live outside texas health press paraphernalia hospital in dallas. we're joined by doctor nancy who is helping new jersey prepare for possible ebola cases. thank you for being with me this morning. sara, let's talk about the next face in dallas where several doesn't are being monitored. >> that is correct, jose. about 120 people still being monitored. they will continue to be monitored until november 7th. that is when officials are calling the magic date they believe everyone will be free and clear of the risk period for developing ebola symptoms.

now out of that 120 we've got about 25 health care workers who are opting to stay in the hospital. to live in the hospital for now. out of concern if they were to develop ebola symptoms they could potentially infect their families. we're told many of the group are actually mothers. as for the group of 44 that rolled off the watch list yesterday, they are getting back to life as normal. resuming their daily activities. that include the eight students who are expected back in school today. four of them actually surprised district officials yesterday by showing up a day earlier than anticipated. but school district officials do say they were ready for the students. they are asking parents to talk to their students about the fact these eight children do not have ebola. the school is on a watch for any possible bullying. they're using this as a good time to talk about high gene. a hygiene refresher in covering your mouth when you sneeze or cough, washing your hands. a tamely reminder on that.

as for nina pham's dog, bentley, a positive aspect in what has been a difficult couple of weeks. he's been moved to a new kennel. so they can better monitor his weight. they'll be testing it three times periodically during the 11-day period to see if he develops any symptoms or signs of ebola. it's worth mentioning, of course, jose that the cdc said there's no known cases of dogs or cats getting ebola or transmitting it to humans. >> and sara, as we mentioned at. top of the show. ashoka mukpo could be going home soon. >> yeah. that's fantastic news. according to doctors at the nebraska medical center he's doing quite well. they're not giving an exact date yet as they wait for tests to come back to see if he's truly ebola free. he could be released in the coming days. meanwhile he has been very active on twitter, as you've said. talking about what his experience has been and what he's seen. one tweet recently, quote, for

the record, no idea how i got it. it was something funky. my best guess is i touched a surface and didn't chlorinate fast enough. he said in his tweets he doesn't regret going to liberia and talked about a blog he may be doing with some stories from people who have contracted ebola in liberia. and doctor, let me get your reaction to the new protocols release bid the cdc. are they enough? i think they are, jose. what happens is the original world health organization guidelines, we found out were not sufficient because there was skin exposed on the neck and on the chin. so now these new guidelines are much tighter and the suits are designed for ebola-type viruss. that are spread through body fluids. >> just seems like it took forever for them to realize that maybe you shouldn't be exposing any part of the skin when you're dealing with something like this. it took awhile, didn't it? >> i think it seems like awhile

to the american public. i think when you're dealing with a potentially fatal virus people tend panic. in truth, jose, it's the first time we're dealing with this. we're learning from the mistakes quickly cdc and nih are acting on this. this morning in new york city there's a huge conference learning how to put on the garb, how to take off the garb. all 5,000 hospitals have issued guidelines. i think we're getting up to speed quite quickly on such a new disease for us here in the american side. >> yeah. and as you said, there is a lot of concern out there about ebola. even though there's been so few cases in the united states. check out these new polls. 45% say they're worried they or someone in their family will get ebola. 45 %. 63% said they're worried the u.s. will see a large number of ebola cases within the next 12 months. perhaps moving that point a teacher in maine, maine!

has been put on 21-days paid leave because she attended a teachers conference in dallas. how do we deal with people overreacting to this, doctor? >> this is our job as medical professionals to reassure the american public that there is literally one person on american soil who had contracted the disease. these two nurses that got it through him. it has been self-contained since that time. we have not seen a new case. as a matter of fact, most of the people have come off quarantine. the rest of the people hopefully in the next ten days will come off quarantine. we as responsible medical professionals need remind the american public there is no need to panic. we need to worry more about things such as influenza virus and getting our flu shots than we have to worry about ebola. our government is right on top of this now. our medical professionals are right on top of this now. and we really need to pore our resources, time, effort, and money into the epicenter in

africa and stop the origin of this virus. >> yeah. and, you know, but i have a 10-year-old and a 7-year-old daughter, indeed, in their classroom the kids are saying did you hear about the ebola thing? it seems like maybe they should be worried about a cold or the flu or lice. those are issues that really relevant to kids at every school. yet they're talking about ebola. >> because it's frightening. i mean, i can't minimize it. for myself, my family, my patients, my friends. it's frightening. we recall when something new comes on to the world of medicine. we had it with hiv. we had it with sars, we had it with avian flu. we panic about the unknown. it's our job to reassure children, parents, family, friends, that there's no need to panic. you safely travel to dallas. you can safely even go to texas presbyterian hospital. so i really want people to be reassured that they need to wash their hands and they need to worry about things such as

place now testing individuals for fever. with a thermometer that is not utilized -- not touched bit person being tested. looking a the individuals that may be coming from west africa. they are being assured that due diligence is happening. and that is starting to calm -- and causing people not to panic. some of the people i talked about they don't want the politics of the election day to get involved in what we need to do to keep americans safe. >> this is so important, congressman. a lot of politics, actually, are helping to increase the fear. there's a lot of talk about travel bans on countries in the ebola hot zone or people that live in the ebola zone or citizens of those countries. your governor, andrew cuomo said a travel ban should be considered. do you agree? >> no. what i think we want to do is make sure we find out if someone is traveling that we are able to get them through the process.

we have the mechanisms in place so they are tested as opposed to individuals who are trying to escape or get around the normal processes. that's where the epidemic would really get bad. so i think that if you look at the success we've had. only one individual that has been here thus far. thank god, 33 or 44 people not gained the virus. others are being cued, based upon from what you talked, who is over in west africa. i thank god for the health care providers. they're really hero heros. that's how we stop this. they're willing to take the risk. we need make sure we're protecting them. they're special people. i think that's how we stop this virus from spreading. >> couldn't agree with you more, congressman. thank you for being with me. a pleasure to see you. and as part of the government response to ebola we're going to keep an eye on news conference from texas governor rick perry at 12:30

with his democratic opponent allison lundergan grimes, the hope clinton can compel a few more people to vote for her and possibly put her over the top. >> amanda, what do you think? >> well, it's smart to get bill clinton on the campaign trail. right now he's the popular democratic surrogate. he's in high demand. at a time when president obama is not quite as popular in some of the states like louisiana, kentucky where they're close senate races. republican senate candidates are trying to tie democrats to obama. but clinton, his popularity is up, obviously, hillary clinton is in the news quite a bit. so senate candidates really, really want him out there on the campaign trail for them. >> and allison grimes is taking quite a bit of heat for not saying she voted for president obama. other democrats are also avoting it. the president, for example, responded in a radio interview

yesterday saying these folks who are strong allies and supporters of mine and i'll tell them i said you know what? you do what you need to do to win. i will be responsible for making sure our voters turn out. what is president obama's place in the mid terms? the rest of us scratch our heads wondering why would he be saying these types of things when the democrat senate are going out of their way to put distance between themselves and them. think about who the radio interview will be heard by? primarily african-american listeners. those are exactly the voters they need to turn out in places like georgia, north carolina, louisiana, illinois, where the governor's race is pretty close. maybe the detroit area where the michigan's governor's race is close. what he's trying to say is i need you to get out and help the people. we have two more years left. if we get anything done we need to have a democratic senate. republicans will seize on the comments and start using them in

television ads and in debates. it's happened based on other things he's said already of a similar nature. but i think in this instance it's a narrow attempt to reach a specific audience in hopes they will turn out to vote early or on election day. >> very important voting block. another race the clintons and obamas have been pushing the florida governor's race. we know what happened in the last debate. they will have another one tonight. how can they possibly top the fan moment? amanda? >>, i mean, i don't think you can top the fan moment. that was incredible. where you had one candidate who wouldn't come on stage because he was throwing a fit because the other candidate had a fan and wasn't going to look all sweaty. tonight, i think, everyone will be watching the debate to see what happens. if there will be a fan maybe both candidates will have a fan. but also sort of what barbs they'll trade against each over. it's a close governor's race. florida is a state that democrats and republicans would love to have. this is going to be a big

fighters to cross the border into syria to help defend kob i kobani. joining me now in washington the director of research at the brookings center and on the phone sophia jones. i want to start with you, sophia. you wrote about this last night. what lead to the change of heart from the turkish officials? turkey has been put under major pressure from the u.s. and other states who say that turkey isn't doing enough in the fight against the islamic state. and so they had to give a little. and turkey says it will not arm the fighting force in kobani because it has direct links to pkk which they've been fighting for 30 years. they give a little bit but not too much. >> and could the decision in any way be a turning point in the fight over kobani? >> i think that's what we're seeing right now. i mean, the intense fighting continues but there seems to have been a shift in momentum. i mean, if you recall just as recently as last week, u.s.

officials were warning that kobani might fall. but there's a number of things that have happened. the u.s. is now carrying out air drops of ammunition and light arms to the kurdish fighters, turkey changed its position, which is key, and that will allow reinforcements to come across the border. it will take a couple of days. i think for now morale is up in kobani. you hear that from kurdish leader in this case feel they have a chance to repel isis now. it shows so you to have two factors. strong u.s. and international commitments through air strikes and ground drops along with local forces that are willing to find on the ground. >> there was an piece in the washington journal what turkey wants and railed against the idea that turkey would help the syrian kurds.

talk about the dynamics within turkey. what are they playing out there politically on this issue? >> they're terrified a kurdish enclave inside syria will become stronger. by the u.s. or anyone giving support to the fighting force in kobani they are, in effect, aiding the pkk in a way which has been fighting the turkish state for 30 years. turkey is absolutely terrified. >> and so far the folks at kobani said they haven't seen any change or shift or movement but can turkey be trusted to follow through on the words? >> well, they've made a public commitment now. i think it would be difficult for them to reverse that. the u.s. has been putting a lot of pressure. let's keep in mind this comes after weeks of negotiations and the u.s. has been publicly quite unhappy with turkey's behavior.

so it's partly a result of international pressure and i think the turks, also, are only going to support the kurds that its comfortable with. as sophia said, it's only going to go so far in a way that its comfortable. but we'll have to wait and see. in any case, the reinforcements to will take time to come. is isis going to make an aggressive move? there are signs today it's intensifying the fighting so it's going to get, i think, pretty intense this week. >> thank you both. i want to bring in congresswoman ileana ross, chairman of the subcommittee of the middle east and north africa. the statement by turkey it may take some time. do you think it's a big difference? is it making a change? >> well, at least it's a positive step forward. and for everyday wan who

nonappreciative of international efforts to remove the cancer that is isis. any small step could be considered a big step. we hope it leads to be more of an international player for the positive good of that community. the kurds are willing to take the fight to isis. thank goodness our military is doing the air drops of ammunition, arms, medical supplies. we think it could be a turning point. >> what do you think turkey should be doing that it isn't? >> it has done so little. it's been a player, not for a solution but part of the problem. because of their internal political issues, they have let that get in the way of truly defeating isis. then you have the issue of what about assad in you can't defeat isis unless you go after assad as well. it becomes a problem with iran because they want assad to stay. and it's a lot of interdynamics

working there. what we're looking at is the big pictu picture. let's get rid of assad and isis. iran is not going to be in consideration. >> i want to switch to something you've been very passionate of. the south florida delegation and congress has been really key on haiti and the situation in haiti the president, the obama administration announced the beginning next year thousands of haitians approved for visas under the reunification program will be allowed to come in. it takes up to 12 years in haiti to get permission to come because of the quota. >> that's right. i think it's a great step forward. we have seen united families is positive for the united states, for communities. the haitians have been approved. they've been properly vetted. you know what a great contribution they've made to the south florida community. that is the leading economic driver for haiti. remittances from haitian

americans back to their family members in haiti. it's billions of dollars every year. haiti needs that. these are people cleared and they're going to add to the richness of the diversity of south florida and new york and lots of places. >> yeah. you know, i'm thinking waiting 12 years after legally being allowed to go somewhere. it seems so illogical. >> remember the folks have family members here. >> absolutely. they have the safety net and, also, it's good for haiti to recover from this earthquake. it looks like the earthquake was only yesterday. they need the help. they're our partner. they're our hemispheric partner. we need to help them. it's a step forward. >> do you think it's a step on issues in the future we may be dealing with, for example, the president just promised before the end of the year to deal with immigration. possibly doing something like this for, let's say the parents of da correct, a children?

>> i hope so. we have, then, the dilemma of executive action versus congressional legislation. and that's going to bring up a lot of different dynamics going on in d.c. but anything that unifies families in a safe, legal, and orderly way is positive for the well being and the national security of our country. >> thank you so much. >> thank you, jose. now to washington where this afternoon omar gonzalez, the man accused of jumping the white house fence and made it into the executive mansion will be appearing in court. the security breach lead to the resignation of former secret service director julia piereson. let's get to nbc news justice correspondent pete williams. good morning, pete. what are the charges mr. gonzalez is facing? what do we expect to happen at the hearing today? >> he's facing the charges originally filed plus some new. the government accuses him of entering a building carrying a dangerous weapon. it was the knife he had in his pocket that was folded up and

put in his pocket. he was charged with carrying that knife that is a dc charge and also having ammunition in his car. the new charges are two federal counts of assaulting offices, and an additional dc gun charge of having ammunition clip in his car that was beyond the legal limit here in the district. you know, ever since these charges were filed, there's been very little detail in the charging documents. sometimes federal indictments and federal court tells a story. this one tells very little. very few specifics of what actually happened. the charges don't say, for example, where he went in the white house. of course, they don't have to at this point. it's merely the charging state. he'll appear in court today. he'll plead these charges. expected to plead not guilty. there will be some discussion between the lawyers whether they're getting all the documents they should be getting from each other. it will be a pretty short hearing, i would expect. >> we'll be keeping an eye on

along with gop strategies and former spokesperson for george w. bush. as your group works throughout the country, what are you teaming latino voter specifically to get them out to vote? >> good morning, jose. we're telling the latino voters we need to stand with those that stand with us. i think the data you referred is exactly right. latinos are well positioned to have an incredible influence in this year's election. we might decide who controls the senate. >> the other big headline out of this new poll, part of which we premiered yesterday is more or so than in 2012 latinos aren't voting if are party ran than community. where does that leave republicans in couple of weeks in some of the key states? i got to tell you, i think for the latinos it's been very disappointing and frustrating. i think for both parties in terms of their disappointment

with barack obama. they believe, for example, the job approval ratinghey're at about 44% they approve of him. that's a big drop for president obama and, frankly, they feel that the democrats haven't taken necessarily political risk on immigration. on the other hand, for republicans, you know, we have the republicans party has not done necessarily an incredibly effective job of selling them on the issue of immigration. which as we know -- >> that's an understachlt of the century. that's pretty much the understatement of the century. >> that's right. so what happened is the latino vote is literally they feel like they're being taken for granted and the republicans have an opportunity to come back and say, look, we need to move forward on immigration reform. and we need to really reach out on the latino vote. >> yeah, they're not doing it. let's turn to texas, your group is going to be holding a big rally tomorrow for lieutenant governor. she's facing some tough new

numbers against her opponent dan patrick, who is running ads like this one. >> opposed putting national guard troops on the border. sent millions to central american government the instead and broke the law giving instate tuition to illegal immigrant. washington's failed. as lieutenant governor border security will be my top priority. >> this is a state with a over a quarter of the latino voting block. somehow that playing with them? >> we know that latinos will stand with them in this election cycle. and what we're trying to do at latino victory project with our cofounders henry munoz and eva longoria is spotlight the work turning tomorrow with the get out to vote effort. the ad you showed is exactly why latinos won't turn out for dan patrick. he doesn't reflect american values or latino values. what matters most to texans and

latinos is education, comprehensive immigration reform, a clean environment, and access to opportunity. what i mean by that is good-paying jobs that pay a living wage and access to the american dream. that's with we stand for. we are excited about the prospect of latino group in texas and beyond. >> and i think the latest poll she's down by about 12 points. dan patrick is someone to the right of your old boss, george w. bush on immigration. a voting block key to his success. does it worry you -- you said it's important that republicans deal with immigration correctly. does it worry you -- i don't see any of them that are doing that >>well, i disagree with you. when you look at texas in particular. think about this, jose. what is pushing the party right now is really the enthusiasm of republican voters. there's such disappointment that the democrats are not takie ini risks that president obama with high disapproval numbers which impacts the states in

particular, you know, they're really not necessarily encouraged to go out and vote. on the other hand, the republicans, i mean, there are those that are very much on the national, you know, on the border security, which is their top issue. again, we have to answer these broader questions of how we're going to deal with the undocumented immigrants in our nation. which e several other republicans many republicans -- are more moderate on immigration. >> mercedes, my question specifically -- let me rephase it. sometimes i don't do my questions right. what republican main possible 2016 candidate is out there talking about immigration reform and their specific policy? >> women well, i think when you look, for example, we're talking about the potential candidates or assuming those possible presidential candidates, i think you'll find once that conversation comes into being like marco rubio, jeb bush,

good morning everyone. i'm tamron hall. this is "newsnation." developing now olympics blade runner oscar pistorius in prison after a judge sentenced him to five years for killing his girlfriend reeva steenkamp. pistorius showed little emotion as the judge sentenced the olympics star capping off the high profile eight-month trial. his attorney said pistorius is expected to serve just ten months behind bars with the rest under house arrest. nbc joining me now from south africa. let's first get to the reaction. i know, that the prosecution can potentially appeal this. but eight months behind bars. i think some people are pretty upset about that. >> that's right, tamron.

there are many people who are upset about that. oscar pistorius left the courthouse a few hours ago. he was driven in a police vehicle and anti-riot vehicle to a prison a few miles away from here on the outskirts. following a one hour hearing which the judge explained why she had reached the sentence of five years of which oscar miss or its you might only have to serve a few months before returning home and serving the rest of that sentence under house arrest. it seems unlikely now that the defense that pistorius's own lawyers will appeal against that decision. but the prosecution has said they will review it and held open the possibility of them reviewing the decision that was made today. oscar pistorius's family said they accepted the sentence is as did the family o
