>> we have big news to get to this morning. we're also learning more about the high school freshman that opened fire at his cafeteria in seattle killing one person and injuring others before turning the gun on himself. we will be going live to seattle with all of the latest. first we begin this morning with some breaking news. new this hour in the night to contain ebola in the united states, just minutes ago, illinois governor pat quinn has said he ordered a mandatory 20 day quarantine for somebody who had contact with a patient in west africa. some of those travelers are landing at chicago o'hare airport. the mandatory quarantine follows in the footsteps of similar orders by the governor of new

jersey and cuomo who imposed 21 day quarantined last night. that's three states that have these quarantined orders in affect. the first person to be placed in quarantine has now tested negative in a preliminary test for ebola. she remains in isolation and observation at university hospital in newark. our reporter is live outside bellview hospital in manhattan where the doctor who returned home a week ago is being treated in a special isolation unit there. good morning to you, sara. what is the latest on how the patient is doing? >> reporter: well, good morning. dr. craig spencer is reportedly in good condition. cdc officials utilized the help of the nypd's missing person

unit to track his movement and contact during that two day period when he started feeling tire up until he had that fever. so far his activities include going to a bowling activities a ride on the subway and taking a taxi. his apartment underwent a sanitizing so have the restaurant that is reportedly now open for business. he was treating people in guinea. he has been described as a tireless worker with a huge heart. officials say he was monitoring his temperature twice daily. the quarantine for all medical workers who have been in places with ebola was not put in affect

yet. his fiance is staying at the hospital. we're told so far no one in that group has developed symptoms. >> live outside bellview hospital in manhattan. thanks for the update. >> one of the nurses who contacted ebola from thomas eric duncan and has been treated successfully for ebola was greeted in the oval office with a hug. ebowl saw not easy to catch. there has been question how he contacted the virus. he told authorities that he does not believe the protective gear he work has been breached. in the case of nina pham say the gear he wore was open at the net.

how is it that a highly trained humanitarian aid doctor did catch ebola when all procedures appear to have been closely followed. here to answer our question is the emergency doctor of another hospital. thanks for joining me this morning. obviously we're just going on the reports of what dr. spencer has told authorities in new york. he has told them he thinks he had the proper protective gear on. there were no openings where it could have been transmitted. so we're hearing this and we're hearing all of these calm down messages than you have to go to dramatic lengths to contract these. how do you square these? >> you have to look at the environment that he was in versus the environment of new

york city. so patients that have a huge amount of viral particle in their body and people shedding those particles. there's a huge amount of fluids coming out of people in terms of vomit, diarrhea -- >> i don't want to be too graphic but whfor people covere up completely what would the root be? >> if you can imagine dr. spencer taking care of these patients, it's not just leaving the protective equipment off but throughout the day he's taking on and off the complicated equipment. there's all the possibility of

contaminati contamination. that's where it becomes very dangerous. >> i think there's some confusion here and we're getting messages that are mixed on the domestic front. we're hearing it's perfect to travel on the subways. the mayor of new york down on the subways. now we have this 20 day quarantine. it seems to send a message of let's keep people away from public areas and go about your business. i think people have a hard time interpreting that. >> i think there are mixed messages between a political message and public health message. certainly we know dr. spencer did all of the right things in terms of monitoring himself. did he everything perfectly right. it causes a bit of a stir in terms of the public and track

people, muttiputting those thin together. >> the mixes messages here because on the one hand he alerted everybody on time. he's been cooperative with everything that's going on. on the other hand he knew he had been over in guinea. he was coming back and he was out on the subway and going to a bowling alley. is that a responsible thing to be doing? >> so long as he didn't have symptoms, he's not considered infective. we know with dr. tunk an when he was clearly sick, a temperature of 103. he was around multiple patients getting tests done and no one was using protective equipment. none of the people he exposed.

so we know it makes more than just being around someone with a substantial fever. the people whoa are infected are not going to be people traveling the subway. >> first we had the patient in dallas coming over from liberia. that was the first case playing out in the united states and then you had two people around him coming down with it. now you have the case in new york. how wide do you expect this to get? >> i will leave the predictions of that up to the epidemiologist that specialize in that but i think in the past month we've really ramped up our preparations of hospitals in the u.s. i know at my own hospital at mount sooi an eye. we've got better equipment and better designated areas. we're doing better simulations. we're having people put on their

pull ppe so when you're tabliki care of an isolated patient who has ebola you can take care of them in a safe way. i don't think you can expect to see the contamination of workers that you would see in say, work africa. we're doing an excellent job of taking care of patients and isolating them so there won't be a large community spread. we've heard that we might get a few cases here but not a foot hold. >> that's what we're concerned about. there's three and then the next thing you know it's out of control. in dal tlas it raised some questions but in new york city we hope it's something that stays contained. doctor, thank you for taking

your time to be here. we will have more on the politics. first as we juggle a lot of news we want to turn to the aftermath of yesterday's shooting outside of washington. hally jackson joins us live from merriville which is north of seattle. yesterday a student opened fire yesterday before turning the gun on himself. one was killed and four are critically injured. what can you tell us about the condition of those who were shot yesterday. >> reporter: let's talk about what we know, steve. two females are in critical condition at one local hospital. at a different hospital are two teenaged students, one in critical condition, another in serious condition, a 14-year-old. we're getting word that both of those boys are cousins of the suspected shooter here who law enforcement are identifying him as jaylin friberg.

we don't know how related he is to the female victim who was killed yesterday. school has been canceled all next week to give students time to grievegrieve. they will be given time to talk about what happened. we saw that happen at a candle light vigil. you saw people hugging and crying, trying to give a long a difficult process of grieving. we know at this point police have an active investigation over what exactly happened at that high school. the student opened fire apparently around 10:40 in the morning.

we will b establish an interview and screening process to determine an individual's risk level by concerning the geographic area of origin panned t and exposure to the virus. depending on exposure level a person could require a 21 day quarantine at a government regulated facility. >> that was new york governor andrew cuomo announcing that new york and new jersey will require that all medical personnel after returning to the state, be quarantined for someone days. in the last few minutes we have learned that passengers who arrived in illinois will face the same mandatory three week quarantine. that being ordered by illinois

mayor. here in new york, de blausio and other city officials are not happy and were apparently caught off-guard with the governor's announcement. so, interesting to watch this sort of political fight breaking out at least according to the story in the new york times today between de blausio, cuomo. these are two democrats. the governor and mayor. the governor being attacked by his republican opponent yesterday for supposedly not taking this seriously enough. leaving risk out in the community. cuomo seeming to respond -- maybe it's a coincidence with the quarantine order. new york city officials are now being furious about this. >> that's a political thing. >> it's a political thing with a real serious consequence. >> 21 day mandatory --

>> right although i have to say that the 21 day mandatory quarantine for the people actualactua actually treating patients is different from what we're seeing elsewhere. i admire because they are doing something somewhat sane to make people feel somewhat safe which is probably a good idea without averting to the hysteria and not medically sound warnings. i think this feud between de blausio and cuomo is almost purely political and has nothing do with what to do with ebola. >> it speaks to something else. it feels like there's some mixed messages here. at this press conference the other night we're hering there's absolutely zero risk, go ride the subways. of the next thing we hear is here comes the quarantine. maybe he shouldn't have been out

and about. it seems like we're hearing two different things. >> it seems like in this situation sometimes the best thing is to let medical experts do their jobs and politicians do their jobs. but i think it really points out this discrepancy between two different strat enlithese of pe want panic if we tell them to panic so let's not do anything but by showing some type of action neighbor will keep people from panicking. it's two different types of ideologists as state and city governments try to deal with this. the initial, don't worry. we have medical experts. it's going to be fine. it's not air born. we saw that clearly did not stop people from panicking. if anything the change of direction may be a little bit unsettling other than peopling

the message consistent that there's nothing to worry about. i understand politically it's a really tough choice to make. you want to be seen as responsive. >> we have to talk about this. we're ten days away from a midterm election. we might read the cuomo move as a political move. certainly we've heard republicans talking about it from a different standpoint. how is this feeding the political climate ten days before the election. >> it may contribute to the disgust that voters see with government. this will not affect any candidate. the positions they have on isis will have far bigger factors on who wins and loses the election than ebola will. >> republicans don't have an answer to what they should do.

>> that's part of their message. it's an opportunity to say isis, ebola. all of these things are part of control. if you're feeling unsettled, vote the in party out. i'm not how affective that is for swing voters. democrats are unlikely to say you're right up until now, like i was going to vote for the democratic candidate but now that you've mentioned ebola i might go the other direction. >> exactly but i think that's the key. in the midterm election we know it's a battle of the base voters. it comes down what do democrats have to get their people out and what do republicans have to get their people out. you don't want to scare people too much because you don't want tho them to not vote. same with isis how that

epidemics under george bush. 14,000 people died under bush. was he doing enough? i'm not blaming him i'm calling into question that you need to hold the president of the united states responsible for an illness. there was another virus that somebody didn't mention. aids and reagan. i think there's some connection but you have to be carele. i don't want to say that obama is right and doing all of the right things. i think the question is do you want to assume that the opposition can do more? >> if you're looking at what's going to happen in the upcoming election, we talked about the president, we talked about president bush, while i wish the election in 2006 would have had different results but this election is going to be decided

back against warren to get the nomination. another point i want to talk about here before we get off topic is if she's running in 2016 there's an obvious angle that this is a pitch to the middle and all of these voters who say that they were with obama in '08 and he lost them. who really thinks they were with obama in '08. i don't think that clinton and obama are best friends or that they particularly like each other. i also think this elizabeth warren is a total fantasy. i think the relationship between those two women is stronger than people realize. hillary needs elizabeth warren.

dakota. what democrats are trying to do is repeat what happened in 2006. that's when they put them on the ballot in six states of the won all six of them and at the same time helped to put democrats over the top in tough senate races. in missouri, it won 76% of the vote. on the same day the democrat eveniwon a narrow win over the republican. all of this was just enough to give democrats control of the senate by one seat. the idea is to repeat the magic this year by playing up their support min mimum wage. is it working is this to answer that question we have washington journal correspondent.

a lot of these states that we're talking about where this minimum wage is on the ballot. we have polling from kentucky k louisiana, iowa. these are some key battle state grounds. it's very popular. 60% in those states. we have other red states where it's on the ballot. it looks like it's going to pass. what about the second part of it. are people connecting it to the democrats agenda. >> here is where it's interesting. in places like milwaukee it's on the ballot as a local advisory referendum in all sorts of other forms. what we see is a substory in state it's all over this country. there are people campaigning and knocking on doors about minimum wage issues.

it will play. scott walker in wisconsin has had a lot of trouble on this issue. he was asked by a local group, raise up wisconsin to if look at whether $7.25 an hour is a living wage and his administration said it is. that's been coming back at him. so bottom line is that it's all over. i think it is playing in quite a few places. i think it could be a factor there in helping but one thing to understand is republicans have gotten smarter. in alaska the republican says he's voting for. >> what they are doing do is drawing distinctions, they are saying it's okay for my state but when i go to washington i'm not dog. >> it's surreal. absolutely we got to go to $9,

all right so we've been talking all year on this show about one of the big battles that is going to be playing out on election day ten days before now. the battle that has to do with capitol hill, washington. who will control the house? it looks like it will be the republicans. how big will that majority be? also the senate. which party will control the senate? what is the biggest source of suspense this year in the midterm elections. the second big battle is not in washington but on the state

capitals across the country. something potentially historic is going to be happening there. we want to tell you about it this morning. we're ten days away from elections there so what you see on the screen. the big board. what you see on the screen right here, these are the worst heres in modern political history for incumbent governors. these are the years in which the most incumbent governors were repeated for election in the general election. what you see is he 1970. seven incumbent governors lost their jobs. 1978. jimmy carter's midterm. under george bush senior, six governors lost. we wanted to put this up here what is on the line. in 2014 we don't know what the answer is but here is something to keep in mind. what you see on the screen here

are 14 states that we've covered in yellow. these are 14 states where right now, incumbent governors are in some danger of being defeated for re-election ten days from now on election night. this is not counting hawaii. the incumbent governor there already lost in the primary. we're only talking about him losing in the general election. there are 14 days. if even half this many governors lose on election night. if 8 or more lose we make history. it becomes the bloodiest in history for incumbent governors. we're not just talking about incumbent governors. we're talking about governors from both parties who are in grave danger. let's take a closer look to show

you who is in the most danger. a perfect example. this is alaska. you have an incumbent republican governor shawn parnell. surely he's safe. no. he's now trailing. this is the average of all of the polls conducted in alaska. the average shows the independent candidate leading the republican incumbent, teamed up with the guy who used to be the democratic nominee. they seemed up a cup of months ago, sarah palin when parnel was governor. palin went back and endorsed the governor. the incumbent basically tied with his opponent. connecticut, slightly behind,

blue state, democratic governor in serious danger there. in florida, we've talked a lot about but crist has pulled ahead of rick scott. the challenger now leading the incumbent challenger there. number seven. seven is where you tie history. eight is where you make history. sneaking up on that already. jordan deal, very close race in georgia versus carter. this one not so close but polling that suggests recently maybe the democrat a.j. has a chance against the governor of idaho. a republican for eight years. there might be some fatigue for him. o illinois, pat quinn his approval ratings down in the 30s. he raised taxes to 60%.

basically a dead even race there. in kansas, sam brown -- beck the forther senator trailing the democrat out there. they have a chance to win three oncoming races. he . another story, paul page will he beo-elected because of the independent. democrats think they have a shot hear and they are certainly within striking distance. new hampshire, maggie in a better chance the incumbent

governor and his wife, ahead right now but there's some volatility. pennsylvania, not a stretch. there's no incumbent governor in the country who's in worse shape running more than ten points behind the democrat. he looks pretty much done in pennsylvania. that's almost a guaranteed pick up. wisconsin. 47.3 for the democrat. 47.3 for walker. this may be the most competitive governor race. the steaks very high with walker will being to run for president. if he loses this race. it takes him out of the next presidential race. there's high stakes in term of scott walker's future the seven, that's the most ever lost in a general election. we just ran through the numbers.
