pennsylvania state police have suffered an unimaginable loss of unspeakable proportions. they'll never be the same. but today we find some comfort as a community that we're take these next steps toward justice. >> nbc sara dallof is joining me from blooming grove, pennsylvania. good morning. what more did the police say about how frein was capture dppd they get a tip? >> believe it or not. they didn't. this was luck. they had been doing the grid searches of the dense forest ever since the manhunt began. the grid searches from section to section and that is what they were doing yesterday when they stumbled across eric frein. they surprised him. he was outside of this hangar. they say he followed their demands and surrenderered very meekly. they found some weapons inside the hangar. but he didn't attempt to return

outcome. no one injured in the capture of eric frein. after 48 days on the run he's finally in custody. which means that community can breathe a sigh of relief. it's halloween, does that mean things will get back to normal especially flirt kidor the kids? >> yes. it was cancelled out of concern because it wasn't safe. we saw the same with hunting and school cancelled. it was the first time in 48 days that the community is truly able to get back to normal. you know, throughout the entire manhunt we talked to people who have been trying to go about their daily routine but said they've had it hanging over their head. this feeling of unease. this feeling that you didn't know where frein was. he was possibly going to target more law enforcement officials and a lot of fear and concern in this community. and today that has turned to gratitude and relief. someone out here this police barracks where the shooting happened hung out a sheet which

8:07 am
several years in the senate and united states senate is never a good story for him. and is this what he wants to be able to conclude upon. alice is right. a lot of new hampshire voters if you're republican you're going to be voting for scot browt brof you're a democrat you're voting for shaheen. and it becomes about the middle. i'm not necessarily sure this is going to be the decisive thing. it has brown a little bit on the defensive. >> a couple more things. michael, you will be asked a question. >> chuck todd spoke with mary landrieu. one of the biggest story lines this election cycle has been the absence of president obama out on the campaign trail. on which she had this to say. >> to be very honest with you. in the south it's not always been the friendliest place for african-americans. it's been a difficult time for the president to present himself in a very positive light as a leader. it's not always been a good
8:08 am
place for women to be able to present ourselves. it's more of a conservative place. so we've had to work a little bit harder on that. but, you know, the people trust me, i believe. really they do. they trust me to do the right thing for the state. >> you trust her judgment not to appear with the president in that state, mark? >> it was a smart political call. of course, created a lot of controversy there. a lot of republicans who jumped on mary landrieu's remarks about the african-american and their treatment in the south. and we've often seen when it comes to discussion of races people often get in the political corners. there's no doubt that president obama has not been an asset to a lot of democratic candidates in the south. talking about arkansas, louisiana, even north carolina. a state he won in 2008 but didn't win in 2012. i think the bigger story regarding the south and the situation in states like colorado that he won in 2008 and 2012. also in iowa where he's popular. we're seeing a traditional
8:09 am
midterm sigcycle where the president has approval ratings in the 40s isn't an asset. >> michael, you write about the democrats. in one sense i hope the democrats get massacred. because if they skate through and fix the senate they won't fix their long-term problem. the massacre focuses on the mind and figures out a way to do something once and for all to get their core constituency to vote in off year elections. why are they having trouble to get out the base to vote. and many decided not to campaign with the president. do you think that's going keep a key party of their party base home on election day? >> i think it will probably contribute to it. i don't know the answer. i'm a little mystified why these democratic groups vote in lower numbers in midterm elections than they do in presidential elections. i think there are a host of
8:10 am
reasons. and a host of reasons why more republican leading groups vote at higher levels in mid temple elections. they tend to be older and they go to the polls more regularly. i'm not sure about the why. but i can say this. i mean, this is going to be an ongoing problem for the democratic party in midterm elections into the foreseeable future. they don't anything to fix it. i have looked at for preparing this column i looked at the line up of senate seats up in 2016, 2018, 2020, 2022. 2028 and 2022 will be off year elections like this. they all look bad for the democrats losing a lot of senate seats in those elections. if they can't do something to change the dynamic. >> alice, our first read team is highlighting some gop candidates and why they're leading and
8:11 am
others are not. give me your reaction to that. are you seeing races where it could be a winning factor for the gop? >> i will say that the gop does have a strong field of candidates all across this country and that's a big factor in retail politics makes a difference. at the end of the day, people want to make sure they connect with whoever they're voting for and they believe that person understands what they go through on a day-to-day basis. but this election is about the policies of barack obama and as mark said, when the president has an approval rating in the low 40s in many of the key state it is has an impact of how voters are going to vote or not vote come next tuesday. and president obama has been a weight and anchor on a lot of democrats incumbent democrats
8:12 am
who are running for re-election and that's a big factor. in addition to the fact the republican candidates are doing what they should do and smartly. rightly so they're going to stand up to the policies that people in this country do not like. >> and, you know, there's a colorado poll one suggests that udall's closing on his republican challenger gardener. then there's others that suggest gardener is extending his lead to 7 points. colorado is probably one of two most closely watched contingencies being women and hispanics. do you think it could prove more optimistic for pryor? >> well, the one poll the seven point edge for gardener seems like an outlier. most of the other polls are within the margin of error with gardener leading more often than udall but not by seven points. i don't quite -- i toss that poll a little bit. this is a state where in particular this democratic turn out effort they talk about a lot is going to be really decisive.
8:13 am
one way or the other. democrats supporting the president. colorado was the one state one of the two states in 2010 where the democrats managed to do a good enough turn out effort to hold off conservative opponents. the other being nevada. so if this democratic turn out machine fire wall is going to work, colorado is probably one of the places where it's going to happen, i guess. >> okay. michael, alice, mark, thank you so much. see you again. meantime up next a halloween weather warning. an arctic blast threatens trick or treaters from coast to coast with rain even snow. developing now maine health officials take new steps to keep nurse kaci hickox away from the public. and chris christie opens up to nbc about the sit down and shut up protesters. does he want his kids to act the same way? you can join the conversation online and find the team on
