on chinese soil met earlier this morning with china's president. and addressed world leaders and ceos at apex economic summit in beijing. >> over the next five years nearly half of all economic growth outside the united states is projected to come from right here in asia. that makes us this region an incredible opportunity for creating jobs and economic growth in the united states. >> and north korea will also be on the agenda. after this weekend's release of former american detainees matthew miller and kenneth bae. >> i want to say thank you all for supporting me and lifting me up and not forgetting me. >> let's go to kristen welker in beijing. >> francis, this is president obama's sixth trip to asia. one of his key foreign policy

goals has been strengthening ties with the region. but some critics feel he's been more focussed on issues like fighting isis and ebola and asia has become a afterthought. there was a grand spectacle with leaders wearing matching outfits. president obama's focus, the economy, trade, and restarting his pivot to asia. he announced a new deal with china to extend the visas between the two country finance will create 440,000 new jobs and generate $85 billion by 2021. he has to walk a fine line with china's president. they are meeting for are the first time on chinese soil. on the one hand mr. obama needs china for fighting the spread of ebola. on the other end critics want the president to be tough with dhooin for the doesal record on human rights. and strong in his support of pro democracy protesters.

one more point president putin of russia is also here. relations frosty between the two leaders. white house officials say there are no plans for the two to meet at this point in time. but one white house official said it is possible they could have in impromptu conversation on the sidelines. from here president obama rounds out the trip at the g 20 economic summit in australia. >> all right a lot to watch. thank you. time to bring in our guest forbes contributor gordon change, author of two books on china, north korean and afp china correspondent in beijing. thank you for being with us this morning. fee leesha, let's start with you what kind of reception has been president obama getting in china? what can we expect to come out of the meetings? >> well, really, francis, there's been a lot of high expectations surrounding this visit. a lot of that is due to president obama himself.

he grew up in the asia-pacific grewing up in honolulu. he has made the pivot to asia a real center piece to the presidency. he said today in the speech at the summit there should be entirely no doubt that the u.s. remains committed to asia. i think the important thing to remember is whether he like it is or not the u.s. will have to be committed to asia. there's been a whole slew of changes happening here. just looking at china where she beginning this week long trip here there's been, as you mentioned, the pro democracy protests in hong kong, beijing has established an air defense zone in much of the region that has antagonized many of the neighbors. there's been a harsh crackdown both on dissent here in china's borders as well as on activists and whole lot of people that really a lot of rights groups are saying it's beyond anything we've seen in recent years. when it comes to the pivot or the rebalancing however the administration wants to phrase it, there are a lot of aspects

of this they need to be responding to. >> another aspect north korea and north korea's nuclear ambitions a major topic for the president. how does the release of the two american prisoners factor into the conversation now? >> i would say it was unexpected, to be honest. to a lot of us china watchers here in beijing it came as much as a surprise. there's been a number of disdse here that i know the obama administration has been sort of talking with beijing about quietly behind the scenes. frajly, the release of some of those such as the scholar who was sentence to prison. those are more the names a lot of people have been focussed on. to hear the names two of americans detained in north korea being released over the weekend was a surprise. i think that's one thing that can't be lost in the whole discussion of the asia trip is that was really quite a big win for the administration. >> absolutely. let's talk about the timing of

their release. gordon, to you. let's talk about the coincidence here. is it a coincidence they released the detainees and hours later the president is traveling to asa. as far as bringing in the top spy in the mission here? >> one of the things that could be going on is the north korea is saying to the chinese, whom they had the troubled relationship the last year. they say i don't need you as much. i have a new friend the united states. the u.s. will probably not buy into that. that's what peon yang might try to do. i think it was planned. >> the administration has been cleared in saying it's not going open as far as the relationship will be. what is the significance of here sending the top spy, director james clapper, director of the national intelligence here and not a diplomat with the letter saying i'm our here to secure the release not negotiate it. and his role in this. >> yeah.

the administration didn't want to send someone from the state department because they didn't want to give the north koreans the impression that the u.s. wanted to resume dialogue with this em. they sent national security official. it important for the north koreans to get a national security offici. it's important. they got what they wanted. we got what we wanted by sending clapper. >> we have to talk about this. wardrobe as far as what the president was wearing. also putin here. the purple suits. what is the significance of that. you can purple or iridescent purple. >> this is an apex tradition where the host country picks the outfits for everybody. and, you know, when president bush hosted this, we had bomber jackets. so, you know, every country will pick a national costume. >> interesting to see. we look at the video now of putin in his purple. now the president. thank you so much for your perspective this this morning.

and now to mexico where the aftermath of a brutal discovery involving the disappearance of 43 students has the country on edge. they were allegedly burned to death by a drug gang. protesters are demanding action about the government's inaction. jose joins us now. great to have you with us. he's near ak pock koe. i have big shoes to fill guest hosting for you. >> good morning, francis. a pleasure to speaking with you. i i'm in mexico. the reason we're heading there today the parents of the 43 young university students that have been missing for over a month now, and clearly presumed dead by all the indications. as you said, they were burned to death by cartel leaders. acting on behalf, apparently of the mayor of the town where the

students passed through on their way to mexico city. imagine this, you know, you have a mayor of a major city telling police to arrest these young kids protesting. and you have the wife of the mayor, that's is having an event. so the mayor instructs the police to arrest these kids and then the cartel -- apparently have a great relationship. a very cozy relationship with the police department and the mayor. the next thing we know, the kids were burned to death. some them maybe even alive. put in garbage bags and thrown into the river after a bonfire that lasted for almost 24 hours.

big questions this morning about the air strike on isis that may have hit the terror group's chief. iraqi state tv and the app have been recorded that baghdadi was wounded in the strike but the pentagon has been working to confirm that. nbc's chief pentagon correspondent jim mic chef ski joins me now. >> it's still a bigamist i are to u.s. defense officials whether the leader of isis al-baghdadi was in a convoy that was struck saturday night outside of mosul. it attracted the attention of the u.s. military. it was a large convoy of at least ten heavily armed vehicles

that may be indicating there was some leadership targets. there m u.s. officials insist they have no idea whether baghdadi was in the convoy and still don't. and one other thing intelligence officials are telling us that so far they're not hearing the kind of usual chatter amongst the various military groups that may indicate that baghdadi, perhaps, was either killed or wounded. so far nobody here is willing to say that baghdadi was even in that convoy. >> we have to factor in the president sending in more troops. 1500 to train and support iraqi soldiers. do we have any more details on their deployment? >> they'll be spread out into about 12 different headquarters working directly with iraqis. many of them in the field including in the most hotly contested, the most war torn

area of iraq right now in the anbar province. one of the strongholds for isis. the president and officials here strongly stress they are not going there to engage in combat. but as advisers for deployed. that's always a possibility. >> jim miklaszewski, thank you so much. i would like to bring in mark ginsburg, former white house middle east policy adviser. we thank you for your time and perspective this morning. >> good morning. >> we want to ask you this. if al-baghdadi is hit. what does it mean for isis as far as the leadership being wounded or taken out? >> boy, that would be the best damn reward anyone can have if baghdadi was taken out. he was the instigator, the special yule leader. you throw that into one. he was the lynchpin of isis.

while jonathan mic or you about that convoy. it shows that american intelligence is getting better on the ground. we've been able to target some of the senior officials. at least we know more than we did a few months ago which is great. >> and essential certainly a few steps ahead. we're talking about a $10 million u.s. we want to ask you about president obama authorizing another 1500 troops. this is how he explained it. >> our troops are not engaged in combat. essentially, we're taking four training centers with coalition members that allow us to bring in iraqi recruits. some of the sunni tribes that are still resisting isil. giving them proper training, proper equipment, helping them with strategy and logistics.

>> an indication that the u.s. strategy against isis isn't f l failing but entering a new phase. what do you make of this? >> in some respects, francis, it comes down whether or not the additional 1500 troops are going to provide the backbone, the backbone to the iraqi troops to fight isis far more decisively in anbar province and northern iraq. as you probably know, there's a great deal of conjecture whether all the intelligence support and forward american troop deployment is going to do the trick as compared to having what we would avoid and what the president is avoiding which is boots on the ground. let's just say when the president says we're entering a new phase of this, it suggests that the president understands that what he has done before is inadequate. what needs to be done is far more. what american troops are able to do is provide that iraqi backbone. it's going to be essential. >> you have former air force general here saying what has

been going on as far as air power here has been just a drizzle. what is needed is a full on thunderstorms to make a difference to ultimately degrade and destroy isis. as we know that's the mission. how do you think of this as a former diplomat. how do you think the fight against isis is affecting our standing in the middle east? >> it depends. we're caught up in so many different aspects. we look at it from not only iraq but syria. . the forces we were trying to support in syria providing logistical and military support. this is the free syrian army lost ground against isis. they were badly defeated a few days ago. it's quite clear on the syrian front we're way behind. we don't have the support we need from the so-called coalition of the willing. number two, let's also be realistic. we have the support of some major arab allies such as saudi arabia and united arab em rats. as far as the fight in syria we don't have the allies we need.

number two, it's quite evident until we get arab boots on the ground to fight isis on the ground we will never really achieve what we need to achieve. >> a total of 3,000 troops there. the president asking for an additional $5 billion in the fight. we'll see. thank you for your time. >> good to be with you. also, developing this hour the new chief of the va just announced plans to overhaul his em battled agency. you may remember the scandal over waiting times at va hospitals. take a listen to what robert mcdonald said moments ago. this week we've begun implementing the new veterans' choice and accountability act. we call it choice act for short. it provides $5 billion to hire more doctors, nurses, and other medical staff. that was one of our deficiencies. it provides another $10 million

travel delays are mounting in the upper midwest as the first big snowstorm of the season is blowing through the region. minneapolis saint paul is looking at the worst of the delays. the snow is already blanketed the city. nbc meteorologist dillon dreyer

is north of minneapolis. dillon, good have you with us this there. very pretty picture to look at. you're in it. how much snow do you have so far? >> we have about four, 4 1/2 inches right now. it's much praezier to look at than stand in. it's been windy as well here. every once awhile we get the gusts that pick up and temperatures are only in the upper 20s. when you talk about windchill it certainly feels like we're down in the teens. but it's been snowing here through most of the morning. it's been hon and off heavy at times. it will remain heavy. winter storm warnings are in effect for this area until about noontime tomorrow. even though it will lighten up for the tuesday morning commute, it is still going to be pretty nasty around here. but it's really interesting to see how different parts of the country handle snowstorms. and minnesota they can handle snowstorms. we've seen several plows come through. a lot of residents have gotten ready early and put on the snow

tires in time for this event. they stocked up on the shelves. it's kind of business as usual. most of the schools in the area are still open because they say as long as the plows keep up with the snow the school buss are fine on the roads. so it is going to be a little bit messy here today but nothing the area can't handle. to put it in perspective, we end up with about 9 inches on snow on average for the month of november. the entire month of november. out of this storm we're forecasting this area to pick up more than a foot of snow. that would make it the first double digit snowstorm the area has seen in two years. it's not unusual to get snow but this much snow thearly in the season. i don't know if everybody is welcoming it. >> you put it a great way. they're rolling with it. we know it. the many years we spent together in boston. >> yeah. we know. >> exactly. >> dillon, thank you. stay warm and safe out there. now to another cold front developing this one in washington over executive action an immigration.

something the president said he'll do if congress does not act. >> i would prefer and still prefer to see it done through congress. but every day that i wait we're misallocates resources. we're deporting people that shouldn't be deported. we're not deporting people that dangerous and need to be deported. if you can't get it done before the end of the year, i'm going have to take the steps i can to improve the system. and on the subject of deportation, last september this is what president obama told jo jose diaz-balart about stopping deportations beyond dreamers. that the time he said it was not an option. >> if we start broadening that then essentially i would be ignoring the law in a way that i think would be very difficult to defend legally. so that's not an option. >> joining me now to discuss the fight brewing in washington and another in his home state of arizona newly elected

congressman from arizona. congressman elect, congratulations. thank you for being with us this morning. >> thank you. >> let's start with this here as far as ignoring the law. that's what the president said. taking broader than he has on immigration. yesterday he did hit he's going to go beyond that now. what do you anticipate he's going do. what should he do? >> i think he should go and get deferred action to as many families as possible that are here in this country at this point without that are undocumented. it is very difficult for me to see a lot of families being separated from their kids. you know parents from their children and something that is not good for america. i think we've seriously seen no effort by the republican congress, even with the less number they have now to pass comprehensive immigration reform. the president should take executive action and keep the families together. >> i have to ask you, one of

your republican colleagues from your home state wrote a letter to the chairman of the committee threatening to cut off government funding for president's potential actions. we're talking about funding denies funds to issue green cards and work permits. will we see another government shut down over the issue? >> i don't think so. if this is the way they want to go. it's a fight we have to have. we're fighting to keep families together. if the republican party wants to be the party of the family, then the idea that we're going separate parents from their kids is ridiculous. and there's no way that anybody with actually stand there and say pro family when you're separating fathers from kids. it's ridiculous. there's a way to want to president. it's to stop comprehensive immigration reform. >> some republicans are strat geisting how to avoid the blame in case a shut down happens. let's talk about keeping it close to home.

a federal judge struck down another part of the immigration law. involved suspecteding smuggling. what is the significance of the law falling apart in the court? >> it shows why we need a national law when it comes to immigration policies. this law was intended solely to go after coyotes. people that are illegally running people across the border. the criminal organizations. then it was taken out of context by a lot of really, really overly aggressive prosecutors that were trying to go after people that were cooks, gardeners, things of that nature. and it just went way out of scope what it was intended to do. this is why it's important instead of having the state by state laws we have one national law which should be a comprehensive immigration reform law. so we don't have to deal with this every time a state comes up with their own version of the immigration policy. >> congressman elect, i'm going ask you a little bit. you were one of the democrats who won in the midterms. do you think that president obama should have acted sooner on immigration reform given the

election results that night senators who lost and asked him not to act. >> i should have. i said it during my race and even before the general. he should have acted. you know, latino community would have been 100% behind him and 1 hunter behind the democratic party. obviously hindsight is 20/20. i think the american public does respect action and respects bold action. i think they would have respected the president looking at the humanitarian side and saying i'm not going to continue to separate these families. and i think that would have gotten us a lot further along in the electoral account. you an iraq war veteran. we want to wish you a good veteran's day tomorrow. >> thank you. >> happy birthday, marines. >> thank you. from a new congressman to a new party. the democratic national committee announced a reboot this week. let's bring in-- we thank you f

being with us. amanda, i want to start with you, after the 2012 presidential election announcing an autopsy of his party. now it is debby wasserman schultz here. let's listen. let me play you part that have. >> our party has a problem. we know we're right on the issues. the american people believe in the causes we're fighting for. but the electoral success we have when our presidential nominee is able to make a case to the country as a whole doesn't translate in other elections. >> all right. we're talking autopsy here after these toxicologist reports are back. what is the plan here? >> well, i think it's a good idea she's doing this. democrats have not done well in the past two midterm elections. you can argue that the landscape wasn't good for them. but, you know, i don't think that the dnc chair would be doing her job if she threw up her hands and said bad year for us. she needs to look at what

happened. how can the democrats do better in the midterm elections. they did expand their electorate as they wanted to do in some states. they still lost independent voters. why is that? i think it's smart she's doing that. hopefully democrats will pay more attention to the results than the republicans seem to have done. >> jackie, in terms of outreach in the midterms. we're talking about immigration moments ago and have to consider the latino vote. it didn't turn out like it has in the past. in florida turn out w down this year among latinos. and in colorado republican winner cory gardener improved on the latino vote on 20 in 21 counties with the highest vote. are democrats failing to act or across the board. >> i think there are at lot of latino voters who are upset, frankly, and didn't turn out for democrats because behalf is going on with immigration reform. the president had promised to do something about immigration and he hasn't been able to do. and beyond these executive

orders it's not looking like much is going to get done in the next two years. this is something they have to contend with. going into 2016 as well, presidential elections tend to be better for democrats. these autopsies are also interesting on both sides of the party. they do them not only for, you know, the democrats that are in office, they also do it for donors. donors are looking at this and saying we gave you the money kbrp did you lose? >> i have to consider another former dnc leader howard dean who had harsh words for the party on meet the press yesterday. listen. >> the republican message was we're not obama. no census whatsoever. we're not obama. what was the democracy's message? we're not either. you cannot win if you are a trade. >> it sound and felt like it. where the hell is the democratic party? so you to stand for something if you want to win. >> tough talk there. he told chuck todd he's supporting hillary clinton for

president. what is the role we're leading up to 2016 and is it possible we can look into the crystal ball and see a hillary clinton howard dean ticket? >> i don't know about a hillary clinton howard dean ticket. certainly he is out there. a group he started democracy for america is out there supporting progressive candidates. but the democratic party's issues, actually did very well in the elections. minimum wage exceeded when it was on the ballot. the so called personhood measures largely failed when they were on the ballot. the democratic candidates, however, they weren't elected. the democratic party needs to translate support for the issues into support for the candidates. >> in terms of leadership is there any chance we won't see nancy pelosi or harry reid as party leaders come 2015, jackie? >> there are some democrats, particularly moderate democrats like joe manchin who are upset with harry reid for not pushing some of their issues in the last congress. so i haven't heard of anyone

new develops to ferguson, missouri. the parents of mieng l brown and supporters head to switzerland where they'll speak at the u.n. conference on human rights. the speech on the world stage comes as the city of ferguson waits to see whether a grand jury will indict police officer darren wilson for the shooting death of the unarmed teen in august. and that decision could be announced in days. i'm joined by missouri state senator maria chappell nadal. i want to start with the trip to geneva. what is the significance of the brown family going to have conference and sending their message globally? >> i have to tell you, the importance of this event is to tell the story of mike brown and also the people who have been peacefully protesting ever since his death. it is important for the world to know some of the injustices that have occurred here in ferguson.

>> certainly so much to consider in saying that it's more than a ferguson, missouri issue. it is more than an american issue. it really is something that the world needs to look at. but also there's so much focus on the grand jury investigation. there's been an outcry we have seen for officer darren wilson to face charge finance the grand jury doesn't indict here, are you concerned as many people are that we'll see another eruption of violence in the days after the michael brown shooting? >> i'm absolutely concerned with what may happen. there are a lot of people who are out there feel as though there may be an indictment. we don't know right now. there are many preparations. we've seen the military and national guard come into st. louis and north county. we have pictures of that. we have been documenting what all of these different groups are saying they're going to do. some people want to peacefully protest. but i've also seen some reports of individuals who want intentionally to be violent. we certainly do not support any violence going forward.

>> you kuns the volatility. we're not just talking about this gnd jury investigation on its own. we're talking about in the past month. leaks from the grand jury, also, the prosecutor with so much controversy from day one there were calls for him to recuse himself from this case. so what is your message to the community in the days to come knowing it might be coming? >> there are a few things i would like to see. it is very important that law enforcement does not incite the community. we're already hurting. there are many people who have ptsd because of what has occurred. for so long and months. we've been talking for two months about not having an indictment. it's nothing new. having these leaks really, again, injures the people who i serve. that is not going to be tolerated. we have to remember as community leaders and as people who live in ferguson and the surrounding area we have to ensure that we protect ourselves as well as our neighbors. look after them in case there is a shut down.

we don't know what is going to happen. but be ready for commune indications to be shut down. prepare yourselves by going to the grocery store. if there's not an indictment at all, i know that people are going to want to peacefully protest. that i support. just not the violence. we just don't want to go there again. >> all right. you have many watching the grand jury. and also the police department a couple of weeks ago. attorney general holder said wholesale change is needed in the ferguson police department and the report that the police chief might step down. he made a statement saying i wasn't fired. i'm not stepping down. what might it look like as far as this change that is needed? >> well, i have to tell you that we are in a different place now. i do think that the department of justice is responding in a better way than what the intent they did in the beginning. there are more people who are on the ground and they are documenting which is very good. but we have to make sure that both sides of what is going on

are conveyed to the department of justice. and the other thing that is really important. i want the president to know that, you know, we have some disagreement with our governor. he has said that he's been out on the ground and done a lot for ferguson. and there are many of my residents who don't agree with that. whatsoever. i want to make that the governor knows or the president knows, rather, there are different stories from the ground. and the grassroots is what is predominant here. >> it seems like a lot needs changed in the local level, state level, and the federal level as well. let's talk about the positives here. it's been almost three months since michael brown's death. i'm sure it's divided your community but also brought the community together. how are they doing? >> there's so many beautiful stories. while people want to pretend that it's only a black issue. it's actually not at all. there are people from throughout the world who are coming to

ferguson and building relationships every day. there are multiple groups that are starting and have formed and are teaching civic engagement and other activities that are really awesome. and so i'm happy about that. so i think people have awakened themselves. if you look at what happened last tuesday and the election. 50% of all the residents in ferguson came out to vote. that's exceptional! there are people who i have not even heard from in years who are activate the and they're ready to see a bright future. they want to have progress. >> hopefully you'll see more of that. thank you. i want to bring developing news here from the west bank. we're watching a terrorist attack there. stabbed three israelis. killed bay security guard. a security guard was also
