good morning. i'm tamron hall. this is "newsnation." there are calls for more hearings on capitol hill followingfollow ing a scathing new report outlines of a list of failures during the secret service. the failures are even more egregious than previously thought. the agent that was supposed to be stationed on the north lawn with an attack dog was sitting in a van nearby. the agent was taking a personal phone call and did not have his ear piece in and left his two-way radio in a locker. he only became aware of the breach after he saw another agent running for gonzalez. the chairman of the house homeland security committee said this is unacceptable. >> this is a premier federal law enforcement agency that has gone awry. whether it's failures to protect

the white house, failures to protect the president at the white house, failures of conduct and misconduct. i would like to see it cleaned up. >> peter alexander joining me now from the white house. so far, peter, the only person to lose their job is the head of the secret service. as reported the agent's still on job who are part of the report. when we hear lawmakers say there needs to be more. what specifics are they giving you? >> right now, obviously, there's a series of hearings we know are scheduled to be taking place. including one in front of the house judiciary committee. we heard from bob goodlatte. a homeland security official told us it's a harsh report. we were only given the nine-page executive summary. it's intended to identify problems that need fixing. after barging through the front doors is one example. knocking a female female secret service offer to the ground.

gonzalez walked past the officer who accidentally fumbled grabbing a flashlight instead of her baton. ignoring commands to stop gonzalez and turned west and walked into the east room and turned around. that's where we understand he was tackled by some officers near the state floor. the report adds that they didn't immediately enter the mansion because they were unfamiliar with the lay out of the white house. they waited out front to get in a tactical formation before entering. it said nearly everything that could have gone wrong that night did. several officers who chased gonzalez thought the bushes in front of the north, the front doors you see from the sidewalk, they thought the bushes would stop him. they were surprised to see him charge through the unlocked doors of the white house. it's important to note that the secret service said it changed the training and procedures. they hope to regain the trust of the american people. and law enforcement officials

telling us no one has been placed on administrative leave as a result of the report. all the individuals involved remain on the post here at the white house. >> even with the re-training. when you hear someone is on a personal phone call or left their radio in a locker. i don't know how you would retrain. when surely you know it's not what you're supposed to be doing on the job. talk to me about morale as it relates to the secret service to the incident that happened in south america and the embarrassments here. >> there's a longer list of incident incidents, obviously, that brought more shame and embarrassment. the best of the best celebrated organization for years it was the treasury department and moved to homeland security. some suggests the struggles have come as a result of the changes. we're see the guys every day. there are so many good men and women among the secrecy. there is supposed to be

redundancy in place to prevent this from happening. we spoke to a former agent who said this is unheard of it. but clearly significant changes have to take place. >> absolutely. live at the white house, peter alexander. developing on capitol hill within the hour the house is expected to vote on a bill to authorize the controversial keystone pipeline. it comes just hours after president obama spoke while traveling in asia. once again making it clear he's not ready to sign off on the project that includes or involves building a 1,000-mile extension to carry tar sand oil from canada to texas. the president is pushing back on claims that the keystone pipeline will be a huge boom for the u.s. economy. >> we should judge this pipeline based on whether or not it accelerates climate change or weather

whether it help the americans with energy costs. it's providing the ability of canada to pump their oil, send it through our land down to the gulf where it will be sold everywhere else. >> now while the republican majority is expected to easily pass the house bill today, the fight also pits the president against some members of his own party. next week the senate will hold a vote on their keystone bill. sponsored by louisiana democrat mary landrieu. it has the support of more than a dozen democrats and could clear the 60-vote threshold. the president is facing stiff pressure from environmentalists to veto any bill that lands on his desk. nbc news capitol hill correspondent luke russert joins us live. the democrats spr s may have gi leverage and senator landrieu needs help. many believe that democrats should have negotiated on

minimum wage forcing republicans to come to the table. they're in a situation their hand are tied to help dan landrieu. >> yeah. what i think you're mentioning is a real concern not just liberal democrats but some of the democrats at least in the house leadership side they basically are giving away keystone for nothing. when i say nothing a last ditch hail mary attempt for landrieu. the democratic senate committee is not going on the air wivfe w for her. maybe down the line if they wanted to do tax reform or some or the of overarching larger bill would be a good thing they give republicans. essentially giving away for free one could argue they're not getting much in return. perhaps it is doesn't move forward. the president veto it is and

tries to use it as a bargaining chip next time around. one thing i hear from more progressive members they're upset with harry reid by allowing the vote to move forward. simply because they view it as not having a chance to succumb to president obama's veto. but delaying it. it becomes a symbolic thing for environmentalists. they don't want to see it move forward. they don't like it would have a pathway in any respect. it's a unique thing that developed here. it sort of pitted some groups to the democratic coalition against each other. >> and the president we know the administration is still waiting to hear from the state department to finish this long running analysis of the impact that the pipeline would have on the environment. do we know any more about the timeline which it seems, by the way, have taken forever for the state department to come back with this. >> they've been purposefully slow about it. it went through the 2012 election. it's gone through the 2014

midterms. they still have a outside review period where they're trying to get as much information as possible as to what the construction of this pipeline would mean. the environmental impact and whatnot. but make no mistake about it. this is something where it has the support of people like bill clinton and labor unions. there are red state democrats that support this. it's going to happen in any way. let it go forward now. because of the symbolic nature been that's why you've seen the obama administration hold their ground. they also want to get something more from it. as with the timeline will be from the state department, who knows. i think the most important thing for john kerry is the iranian nuclear deal as well as isis. this could go into next year and maybe into 2016, if they wanted it to, tamron. more than 70% of the nation is dealing with bitter cold temperatures. in fact, between 15 and 40 degrees lower than normal. several states in the deep south

and oklahoma city. we were in the 80s earlier this week. then we dipped down. they won't see the 50s until late next week. they were in the below freezing temperatures there in oklahoma city. it's already snowing in places like cleveland, places like st. louis, also in northern minnesota, denver. know is coming down three different arctic surges are happening throughout the weekend. arctic surge, isn't that kind of slurpy? we've got three different arctic surges. the first one pushes east through saturday. the second one through the high plains and rockies through the weekend. and then the third one comes through the northern plains and midwest through sunday and some of the coldest temperatures for the mid atlantic states as well. it's going to be a bundled up day here in atlanta and throughout the deep south. all over the united states basically anywhere from texas all the way up to minnesota. it's going to be a cold one throughout the weekend.

attacked and now overreturn the very town where some 200 girls were taken back in april. many of those girls still remain captive and this is information now just coming into us. we'll give you the latest developments if we get any within the hour. turning now to politics here at home. we're awaiting a house vote to be held within the hour on the controversial keystone pipeline project. people who support the pipeline including many democrats say it will create thousands of jobs an help the country become independe independent. environmentalists oppose. many landowners are opposed. feerg the pipeline could damage their farms. illinois congresswoman will be voting now. she joins us live. now you have, congresswoman, some members of the republican party saying that we can be looking at a situation where the

president has abandoned an opportunity for this country to provide jobs to americans who need them. there's no proof of that but we know that's a sticking point for some. what do you say to those who worry about that? >> well, first of all let me say that we're urging people even who are for the pipeline to say no to the deal. it allows transcanada, foreign company, to not have to be responsible for any spills that would occur. they have total -- they're free of all total liability. in addition, they don't have to go through what american companies have to do as a state department review. but beyond that, on the jobs front. these are mainly temporary jobs with about 35 permanent jobs along the pipeline. lord knows, tamron, we have a lot of pipework we would do. there were 12 spills in the first year of the original

keystone pipeline and 30 in the last four years. so we could be fixing pipes, we could create water infrastructure. that would be thousands more jobs. in addition, for renewable energy, every dollar spent on renewables is equal to three jobs spend on fossil fuels and things like pipelines. and so at a time when the president just negotiated an important agreement with china to reduce emissions, this is the dirtiest oil on the planet. we don't need to do this. >> the new pugh research poll taken earlier this month indicated a majority of americans 59% favor building the keystone pipeline. 30% oppose it. it's down from the 66% in march of 2013 who favored this project. going back to those who say the agenda here really is being pushed by liberal donors who have a lot of cash.

i know, that senator harry reid, critical of the koch brothers and their influence on republicans. what about the influence that big money liberal donors are having on this debate as it relates to those like yourself who are willing to vote no >>well, i certainly haven't heard from anybody but the environmental groups. i'm certainly in line with their views. but, you know, the other big thing that is going to encourage or help energy independence. this oil is going to go from canada, through the united states, under, by the way, the aquafer and to texas where it will be refined and sent out of the country. and transcanada testified before my committee, energy and commerce, and would not commit that any of that oil would stay in the united states of america. so not creating thousands and thousands of jobs, certainly not permanent jobs, and not making us energy independent.

this is about the big oil companies and their influence right now and the congress. >> transcanada said it would be the safest pipeline ever constructed in the united states. they would have shut off valves to prevent in the leak of any kind. some of the research questions the concern regarding emissions and the true impact being uncertain on the environment. with that said, the state department could add so much if this analysis, if the report was finally released. have you pushed finish the release of the information so it can be a more informed debate. >> we're going to have the vote this afternoon. i fear we're going have probably most all the republicans and there will be some democrats, probably, that will vote for it. but the president does have the final say on that both in terms of a potential veto or in just coming out against the pipeline. so this debate is not over.

>> yeah. all right. we'll see what happens today. it certainly is not -- we know the senate will take up the own bill next week. thank you so much for your time. turning now to a new chilling threat from isis. in a new audio recording the group's leader, that's week was thought to be dead or wounded in the air strike by the united states is believed to be the man heard on the tape calling for his followers to unleash, quote, volcanos of jihad. richard engel has latest. >> new data obtained by nbcnews.com indicates that all of the u.s.-led air strikes and the offensives by the iraqi military are having some impact but so far not slowed down the pace of isis attacks. in fact, those attacks are on the rise. it also seems that the leader of isis baghdadi is alive and well. >> he is perhaps the most wanted, most dangerous man in the world. the last time we saw baghdadi

was in early july. he declared himself the ruler of the so called islamic state. then he disappeared. as his isis fighters terrorized and massacred their way through syria and iraq. attacked u.s. air strikes. until last week iraqi officials claimed one of those air strikes kill order maybe injured baghdadi. it seems those reports were wishful thinking. >> translator: on thursday in an audio recording which isis said was from baghdadi, a man sounding like him, called on others to join the cause and unleash, quote, volcano of jihad. >> he's throwing he's getting more credibility and more support. >> isis has proven effective on the battle field and the propaganda war. attracting more than just disillusioned lone wolfes. a dangerous egyptian militant

welcome back. right now the town of ferguson is preparing for a grand jury announcement that could come as soon as this weekend. both sides bracing for violence that could braen break out if the grand jury decides not to charge the police officer who shot and killed michael brown. ferguson residents gather in a church basement to learn tacticals for peaceful, civil disobedience and ways to defend themselves in case they get into confrontations with police. business owners along with ferguson's main streets are boarded up to prevent any looting which happened in august. and parents are concerned about keeping their children safe. the school district told parents and prosecutors will notify three hours before the release. >> it's more organized.

and the anger is taken from off the streets. it's colder but there's still people outside. we take the anger to the strategy in the board meetings. we're coming out, creative, better actions and still nonviolent. even if we don't get what we're asking for on this specific thing, i think we just it's not going change until we get the change we're looking for. >> joining me now is amanda and john burr. a criminal defense attorney specializes in police misconduct. thank you for joining us. what we know regarding how to will play out as far as the timeline as i mentioned schools will be given a notice and ideally as i understand it they want the announcement to come down on a weekend. >> they do. regardless of how whether or not they choose to indict darren wilson it's likely to impact the greater st. louis area. the police and the protesters are kind of bracing for action to take over, like, throughout

ferguson and also into clayton where the st. louis county prosecutor's office is. geographically, these are diverse areas. if there are police barricades, if there are protests blocking the street, it's likely to impact a lot of people who may not want to involved in this scenario. they might not be able to go to work. they're worried that school routes for children will not be able for them to freely move and get to classes. >> john, just give us perspective here. have you heard of anything like this where the decision would be held to give time for individuals to get in place and is that something you would support? >> yeah. in the rodney king case that was the case. the police -- >> with the grand jury? >> not with the grand jury. but in terms of just giving warning i think that's appropriate and wise thing to do. because you just don't know what is going to happen. there's exec tigss on both

sides. i hate to think we created a scenario where expectations are such that we anticipate and expect something bad to happen. i hope that isn't the case. there's a lot to be said about what is going to happen here in terms of the indictment or lack thereof. i hope the attention is focussed on that. >> mike brown's parent said that yesterday. they were in switzerland testifying on torture and telling their son's story. and what they believe happened that day. but here is what mike brown's dad had to say about nonviolent protests. >> don't need no more black lives hurt. don't need no more murders right now. they're waiting. just sitting back waiting. just try your best to be peaceful. >> amanda, we saw that video of people in the church basement learning peaceful protest tactics. >> the protester that spoke with my colleague tremendous main

lee. they're putting a great deal of effort into organizing and training themselves in order to deescalade any flair ups in the crowd. they're almost self-policing themselves before the law enforcement authorities even get involved. so they're hoping that this will be able to kind of deescalate any attentions before anything comes too rowdy. >> let's talk about what we've heard so far regarding the grand jury which is supposed to be secretive. we know the criticism that come out as a result of what may be a bigger investigation later. but we know that the pathologist hired by the family was called by the da yesterday. what do you make of -- and reading tea leaves in what is supposed to be secret. what do you make of that? >> i think it's important from the grand jury's point of view. they needed to have -- they want all the evidence they need in order determine whether or not there's independent evidence to corroborate what the witnesses said about his hands being up. what this means is that the

independent person may be able to give some information as to what positions his hands were in, what position his body was in. these are very important. if you have the issue about the hands being up. you could even if there was a bad event at the car. if his hands are up there's evidence that supports that. you can get a criminal indictment. it's a question of trying to corroborate the various statements that have been made. and from the grand jury's point of view, it's important to have all of evidence now since the da has decided not to do it in a traditional way and decide to let all evidence in. i think it's important have the defense pathologist in as well. >> your perspective having worked on the bart case with oscar, the rodney king case here. going back to the grand jury and what may or may not happen here. do you believe whatever decision is made there needs to be a further investigation of the grand jury process in foeerguso >> it depends on what happened here. the grand juries hear evidence all the time.

it's a very unusual case in the sense that the d.a. allowed all the evidence to come before the grand jury. that rarely happens. there's a question of what is the makeup of the grand jury. that's a political process. it may have to be evaluated at some later point. >> even if they come out with an indictment which would be the desire of mike brown's family and the supporters here. some of the things we've learned regarding the breach of secrecy or the potential breach of secrecy, do those things warrant an investigation? >> absolutely. grand juries are supposed to be secret. when so you a situation where there's a breach it means someone in the process has broken the law, if do you will, in terms of that process. an investigation should take place because that's kind of breach that should never happen. >> all right. thank you so much, john and amanda. we're on standby and we'll cover this case from top to bottom. all sides as soon as the grand jury's decision is reached and
