of insurance. they have a list of gold, platinum, here are the different levels, but you need to look into something or pay the fine. the cbo advised the people who were writing the affordable care act on how to make that not a tax, which means you need to have choices on how you spend the money. in a similar way to having precipitations to build an onramp. it's not a tax because you can buy these things in the free market. you can decide how you want to do that and you have choices as to how you're going to spend that money. you don't have to buy the one onramp. if they only had one choice, that would be considered a tax. >> don't these plans pass them on these hidden taxes, if you will, on to the client, the insurer? >> i can tell you that to be given a set of options, you heard bobby jindal saying we
