over 100 of i-90 closed. right now the niagara university basketball team is stranded on their bus. the weather channel's sam champion asked about supplies. >> we were fine originally, but we are running low now. through our conversations with the state they did promise us water. >> overnight fresh provisions, the team's coach tweeted this photo. nbc's kirk gregory has the latest on snowvember 2014. >> the calendar may say mid november, but looks like mid february. snowdrifts have piled up. >> we are asking that people stay home, they don't travel unnecessarily. >> reporter: it's just too much too fast, even for this snow-prone city. >> this is a very, very intense

storm. one of those record storms that we're going to remember for a few years beyond this date. >> reporter: the snow has been falling at a rate of four to five inches per hour, at times creating near whiteout conditions and prompting the governor to deploy the national guard. from the air you could see it coming. >> i've lived in buffalo my whole life. i've never seen it like this. it was scary. >> reporter: mother nature is also taking aim at the rest of the country. in upper mish gn and wisconsin, snow is piling up as well, while brisk winds and record lows are causing bitter conditions, prompting many to take note. >> not even winter yet. >> reporter: the official start of winter still more than a month away. kirk gregory, nbc news. a senate bill to approve the keystone xl pipeline has failed by just one vote. 14 democrats joined all 45 republicans in voting for the pipeline. 60 votes were needed to pass it. the final tally, 59-41.

the pipeline showdown is over for now. incoming senate majority leader mitch mcconnell vows he'll bring it up again. nbc's tracie potts has the latest from washington. >> the 60-vote threshold having not been achieved -- >> reporter: the controversial keystone xl oil pipeline failed in the senate by just one vote. republicans aren't worried. they'll be in charge in just two months. >> this will be an early item on the agenda in the next congress. >> reporter: they're already warming president obama against a veto. >> it would be equivalent of calling the american people stupid. >> reporter: the most urgent issue right now is immigration. >> i deserve. >> more equality. >> reporter: dreamers, immigrants brought here as children, want their parents to stay. a white house source tells reuters the president could allow that in an executive order he's promised before the end of the year. >> we are here to say that we will not stop, we will not back off. >> reporter: some democrats are

pushing the president to issue that order soon. >> he should go big, as big as he can. >> reporter: by passing congress on immigration could sour republicans and slow down budget negotiations. the budget runs out december 11th. they're considering fighting back by passing a budget now but draining money for immigration later. >> obviously this is not something that we would be very favorab fave. there is stepped up security and other symbolic locations throughout new york city following the deadliest terrorist attack in jerusalem. the massacre left three american-born and one british rabbi dead along with a police officer who fought the terrorist cousins. nbc's bill nelson is in jerusalem. >> reporter: jerusalem is a very tense city after yet another horrific attack. this one, though, was different. it was the deadliest in this

city in six years, five dead plus the two killers. and it was also murder inside a synagogue. two palestinian cousins from east jerusalem who entered a synagogue just after dawn when about two dozen men were praying and set about them with knives and axes. there was also a pistol and they fired at the police who eventually came to try and relieve the situation and killed a policeman. he died here in the hospital. so there are great fears in this city. it's the latest in a long wave of attacks, but, as i said, this one was different. it's brought fears that there might be a sharpening religious edge to the long political conflict here between israelis and palestinians. tears, too, that all this violence which really began way back in july, that this violence is building towards a third palestinian uprising.

and the israeli prime minister benjamin netanyahu promised to respond to this latest attack with what he described as a heavy hand. so jerusalem in the 24 hours since the attack is a city on edge. back to you. >> bill neely there, thank you for that report. the u.s. government is demanding more be done to protect american drivers. the u.s. federal government wants japanese air bag maker takada to act now, calling for an expanded nationwide recall for honda, ford, chrysler, mazda and bmw models. that's millions of extra vehicles. they say they will comply if there's a risk to current safety beyond the current scope of the field actions. former supermodel janice dickinson is the latest to come forward in the rape allegations against cosby. she says the incident happened in 1982, she met with cosby to discuss a role on "the cosby

show." she also claims she included a description of that assault in a draft of her 2002 memoir, but says cosby's lawyers pressured her and her publisher to remove it. they say the only story she gave is she refused to sleep with mr. cosby and he blew her off. meanwhile, nbc entertainment is not commenting on plans for cosby's new show on the network. netflix is post uponing a launch of a comedy special it scheduled the day after thanksgiving. although he settled a civil suit in 2006, cosby denied the allegations in the past and has never been charged with a crime. this is an eerie mystery, where is ms. honduras. the 19-year-old and her sister went missing last thursday after a party. she was last seen getting into a car. the beauty queen is supposed to appear in the miss world pageant this week. but this morning, no sign of

welcome back to "first look," i'm meteorologist dom min ka davis. lake-effect snow is coming down at a rate of two to three inches per hour. this is going to continue through much of our wednesday and die down tonight and finally start to taper off by thursday. buffalo, they've been in the zone and hit the hardest with this system, over six feet of snow has fallen. this will continue nor at least the next 24 hours before it starts to wind down. look at the cold, though. we are looking at record breaking temperatures, temperatures around 29 in chicago, 37 in atlanta. windchills this morning for much of the east coast are in our minus -- i should say in the single digits or the teens. even the cold affected me, betty. can't talk. >> affected me as well. stories making news this morning at 15 minutes past the hour, 23 inmates have escaped from a

prison in colombia following a huge riot. it was caught on camera. prisoners set mattresses on fire, threw rocks at military personnel. authorities used teargas on those prisoners. 43 escaped during the riots. 20 were captured. 23 still on the loose. convicted killer taylor was put on death row for shooting to death a kansas city gas station attendant in front of the man's 8-year-old stepdaughter in 1994. he stopped short of killing the stepdaughter when his gun jammed. taylor's lawyers say the all white jury that convicted him was racially biased. police in georgia are looking into claims that nba star dwight howard physically abused his 7-year-old child. they initially investigated the case on october 1st but found no evidence. an attorney for howard says the claims by the child's mother are a baseless attempt to get money
