now it's time for "the last word" with lawrence o'donnell. good evening, lawrence pop i just have one question. does nick always wear a t-shirt right now on first look for you, a years worth of snow in a single storm. records shattered and challenges ahead as mountains of snow are causing problems for some of the cold weather residents. we'll get to all of that in a moment. first, a shooting at florida state university's main campus. just four hours ago an alert went out to students telling them to stay indoors and away from windows all because of gunfire at the library. police confirming that three people were shot by a male gunman. conditions are unknown. they interviewed students scrambling to evacuate the library. one heard someone shouting about a gunman in the building. he reported hearing nine or ten

gunshots. a witness reporting seeing the final show down at the entrance saying four or five officers repeatedly yelling for him to get down, saying it about six times. he shot at the officers. they returned fire. the student witness said the whole episode was over in about ten seconds. we can report for you the male gunman was shot dead by campus officers. three people have been wounded. the scene is secure. we'll have updates as we get them on msnbc. >> it's a 1-2 punch and that second blow scraping their way out of that first dumping of lake effect snow. cars and houses, many with people still inside buried by a storm that's unleashed an entire year's worth of snow so far. several people died in that storm and another two feet or more come today. but hypothermia be darned two athletes braving the turf of

lake eerie wednesday. >> reporter: this powerful storm pa paralyzed parts of the buffalo area. immobilizing entire communities. the relentless arctic air dangerous for anyone that has to be outside. dumping almost six feet in some parts. looking down at the extreme conditions, a white out, backyards buried. homes under huge drifts. >> you get a sense of a patch work. some areas barely got a dusting and other neighborhoods appear to be buried. astonishing even by buffalo standards. >> 36 and i've been here through pretty good storms. this is the worst. >> this trucker was on his way to ohio when his semi was stranded in the snow for more than 40 hours. >> we use a bunk heater to stay

warm. every now and then we have to start up the engine to keep it from freezing up. >> they use snow mobiles and the national guard arrived and hundreds of plows were mobilized. >> this is an extraordinarily difficult circumstance. we have had a loss of life. let's hope that we don't have any more. >> in and around buffalo many are snow bound at home. >> that's our backyard. >> chris hazard and her family spent the day sweeping up this mess. all that snow broke through the back door. they had to get creative with the clean up. >> you can see it's almost all the way to the top of the treadmill that's holding it in place. >> we have been stuck here since monday evening. >> jennifer and her family including baby evan are snowed in and worried about their foot supply. >> we're trying to ration what we have because we only planned for 3 to 4 days at best and the

plows may not get to us until it starts to melt over the weekend. >> the niagara university women's basketball team was rescued after spending more than 24 hours stranded on the highway, rationing food and melting snow for water. the call is out for workers to help shovel the football stadium before the bills play the jets on sunday. $10 an hour and free tickets to the game if they can get there safely. >> lester holt reporting there and bill karins joins us shortly with the latest on when's happening today. tonight at 8:00 p.m. eastern president obama announces executive action on immigration reform. support is mixed so far. rick perry told nbc's chuck todd texas could sue. >> sounds like you're going to file suit. >> i would think there's probably a very real -- >> the state of texas versus the president of the united states or versus the u.s. government?

>> the ohio republican governor said he's open to a path of citizenship. >> the issue of citizenship i've heard lots of voices on it and i'm not close to it, you know why? because everybody in this country has to feel as though they have an opportunity. >> last night former president bill clinton said president obama's potential executive action seemed to be on firm legal ground while some think violence could erupt saying the country is going to go nuts. joined by tracie potts. what can we expect from the president's address tonight. >> good morning, reform the way president obama wants to see it is unlikely to happen after republicans take over here on capitol hill in january so he is trying to make some of the changes now. here's a photo of president obama preparing for tonight's speech. >> what i'll be laying out is the things that i can do with my lawful authority as president to make the system work better.

>> 18 democrats got a preview at a white house dinner last night. >> he said look, i want to put felons ahead of family. i want to put criminals ahead of children when it comes to the processes of deportation. >> we're expecting the president will announce up to 5 million undocumented immigrants could stay in the u.s. including a quarter million farm workers parents of children born here, children brought here illegally and high-tech college graduates. >> a lot of these people are law abiding what i consider citizens and i feel they should have the right to be here. >> the administration insists the reforms are legal. >> they will address a number of things including border security. >> republicans say the president is making an illegal end run around congress which failed to pass immigration reform. a new nbc news poll shows almost half of americans oppose president obama acting on his

welcome back to first look weather update. this is the final shot of arctic air. it's been like ten days now and now we're watching it moving down over the great lakes. that means more lake effect snow but this will be the final batch of it. you can see all the snow bands coming off the great lakes. superior, lake michigan, grand rapids and then of course off of lake eerie where we had the historic one two days ago. it's game on again. this will not be quite as bad. it doesn't look like we'll have

as much thunder snow. that's where we had four to five inches an hour. instead 1 to 2 inches an hour. if we do this for 12 hours today we'll end up with another two feet and that's what they call them south of the buffalo area. that's the area of greatest concern. it's that's where we have seen the amazing pictures. that's right in this region where it's snowing hard once again. they're still digging out and trying to get out of their houses and now they have another two feet at least coming and the forecast calls for up to 30 inches of snow over the hard hit area. it's from 7:00 p.m. today until 7:00 p.m. today. right around dinner time the band should shift and hopefully they'll be done. >> hopefully it happens soon. >> they say it's the equivalent of three f 150 pick up trucks on each house. >> thank you so much. that's a long road to recovery for bono. the new york hospital that treated him says his injuries

from the bicycling accident are much worse than thought. highway has undergone two surgeries. he also suffered fractures involving his left eye socket, left shoulder blade, and left elbow where it went through his skin and left the bone in six pieces. doctors performing a five hour operation on sunday repairing his arm by putting in three medal plates and 18 skrus. >> a jealous rage lead to the murders of miss honduras and her sister. her sister's boyfriend lead investigators to the site. he shot them over an argument about her sister dancing with another man. >> montana is another state where same sex couples can marry and here's hoping this australian reporter is feeling better. he was covering a story when that happened. moments later he finished the report. he only walked away with a bump despite getting hit in the head by that skateboarder.

electric fence. >> george bush will have an elementary school named after him in texas. it's slated to open in 2016. >> john boehner may be a fan of the piano man. he posted a picture welcoming billy joel to the u.s. capitol and congratulated him on his prize good morning to you bob. let's talk about tonight at 8:00 p.m.. we expect comments about immigration reform. widely seen as his following through on a promise. he did pass on that promise. some are asking is now the right time? we look at 2016, that halo of this decision may be gone. is this the right time? >> well, those who are on the obama side would argue that this gives the republicans some pressure to come up with their own immigration package and maybe pass the legislation. of course the president has always said look congress come

up with something acceptable and i'll be happy to sign it. so maybe this can be construed as pressure. as far as the timing is concerned let's talk about the immediate moment now. it happens before thanksgiving and you'll see a lot made about that but it also -- the speech is going to come when the univision is going to be carrying a tv award show that a large number of people watch. they're going to cut away from that award show so the audience that he was hoping to reach, he'll have a chance to really reach with his announcement and then his trip to las vegas which has a heavily hispanic population. >> returning to the high school where he made announcements before. perhaps the reaction to the gop you're eluding to here, shutdown, impeachment, cutting off all spending, is that what the democrats are looking to see a received overreaction by the gop. is that an outcome that could be beneficial long-term? >> some say this is, how should

i say it politely a big gesture of defiance from the president to the republicans and you'll have to use your imagination what that gesture is. >> right. >> but i think that a lot of democrats are banking on the republicans alienating the all important hispanic vote for 2016. that may be part of the equation although of course the democrats would deny that. and there are republicans who are saying, okay, let's be spiteful, let's shutdown the government, let's do all of these things, bring up impeachment and go to the courts and all of that. there's a real effort to dance around this on the part of the republicans. on the one hand trying to express out rage on what the president is doing but try not to alienate that all important constitue constitue constituentcy. >> we'll see what happens. good to see you. >> thank you richard. >> we'll bring you the latest on

updating you on our breaking news story this morning, three people have been wounded at a shooting at florida state university. this happening at the school's campus library. an alert was sent for students to seek shelter immediately. two were taken to a local hospital. two in critical condition and another is stable. the gunman is shot dead by a campus officers. two students describing what they heard here. >> we heard the gunshot and we thought it was just an out of the blue thing. >> and then once we started
