to go along with this. >> good day. i'm andrea mitchell in washington. we begin with breaking news where a computer failure snarled thousands of international flights. tom costello is here from washington and carry simmons in london. first to you. what happened and what was the result and how has it been fixed? >> this happened in an air traffic control center out of london. it's suddenly experienced a power failure. when that happened the control center and i will let carry get into the details of what the impact is. when that went down, london's airspace was at that moment kind of stuck. they don't want to use the word closed because they allowed

planes that had to get down, but they tried to hold planes for departure and put other planes into continental europe to hold. this has been a major problem for many hours in london. we are told it's starting to return to normal operations. we checked with the faa here in the united states. they said they do not expect and have not seen any impact so far on flights bound for europe. specifically bound for london. the reason is because most u.s. flights bound for the uk and the kond nent leave in the late afternoon. at the moment no real impact on the flights and they have been told by air traffic control in london there probably not be enough of an impact for passengers coming into london that would normally occur at about 6:00 or 7:00 london time. as for departing flights from the uk into the united states, those could experience delays as they try to pick up the pieces here.

this was described as a three-dimensional game they are playing at the moment. they have planes all out of position not only all over the uk, but across europe. they had to try it untangle the mess. my colleague has many more details on what the situation is. >> thanks so much. what is the situation in london? it's five airports and reeth row was the busiest in europe. >> that's right. we are actually hearing this disruption at airports as far away as scotland. across across the uk, we are hearing of 50 cancellation of flights from heathrow and an untold number of delays at this stage. we know from past experience that that may increase. it looks from my rough calculations as if all of this has lasted about an hour in terms of the computer glitch or

power outage or whatever happened that caused this air traffic control failure that tom was talking about there. we are hearing from passengers on the ground that they're being allowed to board planes. at one point, they were treating from planes that had been left on the tarmac and the runway. they were not able to take off. the producer was in the east of london saying the runway was completely empty of any planes taking off or landing. heathrow is the crucial one to the west. it's the hub that will take some time to get things back to normal. that's what they will be trying to do right now. >> thank you both for keeping us updated on the latest there. here in washington, that $1 trillion spending bill landed in the senate with a thump after a wild night in the house of

representatives. president obama cleared the hurdle thrown up by nancy pelosi and liberal democrats after a late night and another close vote. now the ball is in elizabeth warren's court. will e will the massachusetts senator try to sink the bill? luke russert is here with a late night for you. >> yeah, right? >> thank you for being here. where does it go from here? she is in the unique position. r harry reid can no longer fire aides from the outside in. >> i was so struck by when she went on the floor. if this bill were to go through, this was negotiated by harry reid under president obama. and barbara and the appropriations committee.

seemingly okay. she said if it went through, it would prove that the system is rigged. that is pretty strong forceful language. we saw the power of elizabeth r warren in after the losses they had in the mid-terms. she galvanized the house democrats who felt she was cut out and wanted to be heard. it showed you last night and not so far fetched to say the senator looks a lot more like what elizabeth warren was talking about rather than what harry reid was talking about. >> certainly the front-runner for nomination should she choose to run. we can continue that for a while. what happened last night indicates and what happened the night before when elizabeth warren took to the floor, there were a number of dodd frank provisions th s thathat they go.

the lobbyists wanted more fixes. she narrowed it down to one. this is the big one. >> what's interesting is this one had the support of 70 democrats when they came up for a vote in october of 2013. the number two in the house democratic caucus. a lot of people were taken back, the reid people and the obama people. this is where elizabeth warren decided to take her stand. if something like this will cause the outrage it did in the liberal blogosphere and they were able to fund-raise off of it, it really shows you where the party is. hillary clinton will have to figure out a message that works. right now she doesn't want to get in the presidential race. she is selling a product they like. >> it tells you about nancy pelosi cut out of the deal with republican leaders in the senate

and republican leaders in the house and she is the fourth player in the leadership. >> for the white house. >> not only to the white house, but republicans. you can't overlook house democrats and let's be honest. if she is bored, it's a lot harder for boehner and the white house to get to 218. she is the best there is in congress. >> thanks so much. great work. senate majority leader harry reid hopes to finish with the bill today. that would clear the way for the holiday break. that requires cooperation from both sides in the famously unpredictable senate that has senators on both sides that they don't like. >> i don't support dodd frank and the restrictions on the district of columbia and other things. i didn't write the bill. the senate democrats didn't write it. that's what legislation is all

about. the senators are unhappy with it and they will have the chance to make the objections heard. >> i am joined by new jersey senator bob menendez. thank you very much. what do you think is going to happen? >> well, we haven't gotten notes as we speak about when this vote will take place. i think there will be a fair number of members who are concerned that we are moving backwards on wall street reform that took place result of the worst financial crisis the nation has seen since the great depression. for some of us like myself who say sit on the banking committee and shed blood to ultimately get the system back in order. we are concerned about having taxpayers be on the hook once again. you with elizabeth warren or harry reid? >> i love them both and haven't come to a final conclusion. we will see.

as the debate unfolds, but i have real concerns about that. i have real concerns about not fully funding the department of homeland security and i don't know the republicans who claim to be the party of the strongest security. how you would leave the department that deals far beyond immigration insecure in terms of the budget. those are just some of what i am concerned about. that is not good. at the end of the day, it's a handful of people legislating instead of legislating on the house of the senate floor. >> what you have been working so hard on, trying to get an update through on the approval of the use of force in iraq based on the 2001 authorization. you got it out of committee. now what happens? >> i argued with our leadership

that and many members feel this way that we should stay to debate the issue. nothing more important than congress does that if we accepted ours and daughters into harm's way, congress should be there to assert both the constitutional obligation as well as prerogatives about how we send thes and daughters of america into harm's way and make an effort to say this is important enough to do so. the committee did that on a 10-8 vote and it was a very thoughtful debate. there some who had different views as to how we achieve a common goal. that's to degrade and defeat is isil. what do you want to live through again is the 2001 authorization that 14 years later has taken us to a host of countries we never envisioned and basically an open ended approval of this or another one of what they want. i think that needs to have the

appropriate checks and balances. what we attempted to do with the authorization of the use of military force that we passed out yesterday. >> what happens if they won't stay in town if they have the holiday break. we have to wait until january to get it fixed. >> yeah, and i think that is really not acceptable. if that's the course of events, what woe have done is laid down a marker as the parameters. the aumf we pass out of the committee gives the president the wherewithal to do everything he is doing plus. what it doesn't do is give him or any future president a blank check. i think that is an important check and balance. it's what the founders actually envisioned. it's our responsibility to the american people. the three-year time limit we put in the authorization puts it past this administration to who the next one is. it creates an accounting at the

torture. he and his long time cog eel are the authors of a new book, 13 soldiers, telling the stories of 11 men and two women who fought in the nation's wars. we will talk about that in a moment. we want to talk to you first about the torture report. you spoke on the floor and were very influential thinking the public debate this week. what did you think of director brennan's rebuttal? >> some of it was very interesting. now rather than saying they got information and that they could identify as leading to results, he used the word unknowable. i thought that was remarkable that we would carry out these rather extreme measures that you just described in your question from him and the results were "unknowable." the second thing is that i understand that mr. brennan was

concerned about the morale at the cia and i was glad to hear him say and answer your question that they are out of the business. we pass legislation, the detainee treatment act and another piece of legislation that i hope will prohibit this. andrea, there is one thing in the bottom of the story in the "wall street journal" that i think is interesting. david petraeus who served for more than a year as cia director said if you want information from a detainee, you become his best friend. that is what worked for us with our special operators as well as conventional forces in both iraq and afghanistan. that's what some of us had been maintaining all along. >> there is a term of art that was used. fire side chats. that's the way to get in the petraeus point of view, that's the way to try to get through to these people. the contradictory point of view which we heard from dick cheney

who would be on "meet the press" is that these are the "bastards " who killed 3,000 of our citizens and you are not going to sit down and kiss him on both cheeks. >> one response to that is we did not torture german or japanese prison ors who attacked the united states and killed unhold number of americans in the course of that war and why didn't we do that? because we are americans. prisoners being held by them as well. there is a je nevy convention that doesn't apply just to declared wars or prisoners of war, but people held prisoner. obviously these enhanced interrogation techniques known as eits were in violation of that as well. >> i want to ask you about

dianne feinstein. she is taking a lot of heat on this. there has been a counter attack and a lot of broadcast reports. you worked with her on this. you don't agree with her on everything. what is your impression of the way the committee handled its work. they have been partisan and-sided and cherry picking. >> i think obviously because it's not bipartisan, it's an element that we i'm sure she did not want. she believes that the republicans would not cooperate with her. you have to have people make their judgment on that. i'm sure that no investigation satisfies everybody's requirements, but this issue i believe, andrea, had to be because we are unique and we are america. you know what happened to a large degree and maybe you don't

know everything. now we move on. we have understood what happened and american people understand so it's more about us than said about any detainee or any count r50e. otherwise we lose the greatest strength and that is our superiority. >> did you say something to the state media and the russians who have been crow being this on human rights day and say this portrays america's hypocrisy. >> it was well-known what was done in the detainee situations. no one was surprised. that information has leaked out overtime and by the way, i think this can bring closure to it. we examine legislation and see if we need more. i'm of the opinion we don't, but

we ought to examine that and we ought to put it behind us and move on and we don't do it again. tell me the chinese and the russians or anybody else just about who will admit they made mistakes and we have from time to time done things wrong. but we will as americans move forward and preserve our traditions and values. >> i want to ask you about the new book that you and mark salter have written, 13 soldiers. while spotlighting the 13 heroic stories, i was taken with chester pete salter. can you talk about him? >> very chiefly it's mark salter's father who fought in the korean war very far north and they were surrounded by the chinese and the i have cheese who used night attacks had overrun their position and there was a native american named mitchell red cloud called the winnebago tribe in wisconsin.

he was wounded and asked them to tie him to a tree so he could hold off the chinese while the rest could get through a narrow defile and he did. obviously he sacrificed his life and pete salter on the way down engaged in hand to hand combat with the chinese. the irony was the next day they were ordered to take it back. it's a really great story about ordinary people and native americans and a fellow from iowa that led ordinary lives and did extraordinary things. >> amazing story. one quick point as the senate takes up this bill, how did they sneak in that 320,000 new amount of money that contributed to the national committees. is that the end of mccain fine gold as we about it. >> the day the citizen was rendered, this was a logical

>> the difference between men and women and how they respond on this issue. >> this is not unique to the nfl, but may be more pronounced in the nfl. there has been a little bit of an old boy's network in terms of how it ra operates. hopefully this is a wake up call and people start thinking about this a little more systematically. >> it's not a surprise that you have joined the nfl and other women have been brought in as well. this is an attempt to deal with that. >> the one thing i disagree with is i don't think this is an old boy's problem, this is a people problem. unless you had a reason to be educated about issues of family violence and sexual assault, most people don't understand them and they are not issues that people understand the incentives and the behaviors unless you had an opportunity to learn about them. that's true whether you are a woman or a man.

i had the opportunity to work on this and i gained that information. the important thing that the league appreciates is that you do need a variety of voices. decisions are better when you have a variety of voices and in particular when you have expert voices on any issue whether it's specifically often relates to women or family violence is not always with a woman victim. i think that it's a matter of having the right voices. i don't always see the difference being men and women. it's broader than that. it is important to have the right people at the table. >> thank you so much. great pleasure to see you again. >> thank you for having me. >> on another front, another woman has come forward accusing bill cosby of drugging her. bfrl johnson is a groundbreaking figure and the first african-american woman on the cover of vogue. the history making supermodel said the comedian drugged her in 1986 in his home.

and environment. we hope to work to have bill that can get bipartisan support. >> having covered the nafta debate back in the day under bill clind on when he brought the presidents in, how do you make the case to labor unions and people who have been jobless for such a long period of time and had increasing loss of wages or increase in the high end of the scale, how do you make the argument through our vaining we will be caring down barriers. it will create jobs in the u.s. and unlock opportunity for american workers and farmers and small businesses by removing barriers to other markets that we can export more products.

then. chris murphy joining me now from capitol hill. the senator who has done so much to assuage the gun violence since. thank you very much. what can you and others from connecticut and elsewhere around the country, gabby giffords and her group, we have yet to see any real federal legislation. >> in connecticut a lot of our effort is still on trying to help sandy hook heal. they are going through the process. we have been delivering them with as much resources as we can. looking more globally and nationally, we have to learn from the gun lobby. we lost a year and a half ago because they spent two decades building a political infrastructure around their cause. that means racking up small wins which we are doing passing gun lawses in connecticut and colorado getting a referendum passed. we have to understand that in order to get a bill passed here in washington, we have to build a movement that likely is going

to take areas if not a decade to match the power of the gun lobby. joe biden has been a force on this, but is it enough of a priority? >> i had a conversation with the white house two days ago in which they said listen, what do we need to be doing to help the families in sandy hook and what do you think the next move is. they are thinking about this every day. the reality is that they know with the switch over and control of the senate it's not likely we will get a background check do. we can do a mental health bill. there is bipartisan agreement and a new report on the trevails of the lands of family in terms of them trying to get resources to him show that in connecticut and cross the country, we can do a better job. better coordination. that's something i hope they will help us lead on and set aside the question for the next two years and try to get

something done on mental health resources for families in need. >> we see there is a new ad in public service announcement from moms demand action for gun sense in america. we show how children are doing drills. i remember this back in the day during the cold war when we had drills in elementary school for nuclear bombs. here kids are experiencing lockdowns and being trained what to do. >> as you said this report is shocking. 94 school shootings since sandy hook. we almost don't even get outraged about it because we hear about them so regularly. as the father of a 6-year-old kindergartener, i think about what the drills do to kids even if they never experience a shooting. they live in fear of a mad man walking through the door and opening fire. that is psychologically harmful in a way that is hard to calculate. this is a problem we have to take on and every day that the
