somebody who had some security clearance wasn't clear to see the level of stuff that she's seeing okay, i understand that's bad, but give me a break. >> that is "all in" for this evening. good evening, rachel. >> thanks to you at home for joining us this hour. on august 9, 1982 there was a terrorist attack in the heart of paris. it was in a neighborhood of paris called lemoret. the attack was out of blue. multiple attackers with no warning, armed with machine guns and grenades and they attacked a purely civilian target. they had a restaurant in broad daylight in the heart of a lunchtime rush. 1982. >> this was the deadliest anti-semitic attack since world war ii. gunmen sprayed customers in the restaurant with machine gunfire.

then, there were reports that a grenade was thrown. some people were hit as they ran for cover. a plain clothed policeman was critically shot by mistake. he had drawn his pistol to shoot the terrorists but was mistakingly shot by one of the restaurant's guards. many french jews say the government has done enough to protect them. the restaurant owner tried to calm the angry crowd and said he would reopen tomorrow.gathered then prayed. steve mallory, nbc news, paris. >> that was pretty incredible. that was august, 1982. six people were killed in that attack. 22 people were injured. today, in that same neighborhood in paris, at the

site of goldenberg's deli there's a plaque mounted outside where that shop was. it has changed a lot over the years. it's a very fashionable high-rent neighborhood. there's apparently some high-fashion shoe shop in that spot now. but that neighborhood is still known as the jewish quarter in the city. it's been a jewish neighborhood for centuries in paris. today, this afternoon, french police went door-to-door in that neighborhood, up and down that street where the deli was in 1982 where that plaque is commemorating that attack police today went do you recall e door-to-door in that neighborhood and told the shops in restaurants there to close down for their own civility. that happened as hundreds of french police and security forces were engaged this

afternoon at ain hostage style. france has a very different modern history with terrorism than the united states does. and this's true both in terms of how france handles the system as a government and as done in terms of their security forces. but it's also just a very different history in terms of what they have been there through. the streets they have walked. what they've faced in their own country and streets in their own terrorist attacks. and some of what i'm going to say is going to sound like it's just history here, but it's not. it turnings outs out to be directly

connected to what happened. 199 19 1995 and 1996 algeria militants went through a long series of bombings inside france. there were nine separate attacks attacks, including this one in 1995. >> the explosion tore through a subway train in paris pulling survivors to safety. some victims had to wait two hours before being freed from the wreckage. o fishls report at least four people killed some of them injured, seriously. one survivor said there was the smell of gun powder immediately after the explosion. >> there was a very large explosion, smoke, much black smoke. >> the blast was blamed on terrorists and anti-terrorist experts confirmed it was a bomb.

it was targeted to cause injuries. the antiterrorist squad has been called in to relieve the situation. tonight, all law enforcement agencies and border crossings are being ebb e enforced. french is on red alert with government officials vowing to bring to justice those responsible for the terrorist bombing. >> that ebdoed ended up being the works, the deadlyist in that two-yearlong series of algeria terrorist attacks in france. 86 other people were hurt. but that attack was one of a strong of string of attacks. those attacks, for those same reasons, they kept going on for more than a year and a half.

including one that was hilt with a bomb, 28 people were hurt in that one. i know that this sounds like history, but it's not. and here's why. ultimately, those attacks were in '95 and '96. 38 mill tants were put only trial for planning all of those bombings. they put them all on trial. they basically felt like they wrapped up that terrorist network. be check this out, the man who was convicted specifically of the bombing i mentioned in the train station in 1959 the guy convicted of that bombing was this man. he got convicted of that bombing. he got sent to prison for a good long stretch of islamic mill tants engaged in france. they got that guy for the train station bombing.

but 15 years after that train station bombing, while this guy was still serving his sentence for that bombing french authorities uncovered a plot to break him out of prison. that bombing campaign back in the mid '90s, that's part of the bad old days of these algeria militants that they pretty much wrapped up. they basically solved their problem. but for a new generation, when they looked back at that bombing campaign, they've seen that as the good old days. and they have lionized and celebrated the perpetrators of those bombings. and so 15 years after that train bombing, in 2010 they were apparently going to bust this guy out of prison. and when french authorities discovered that plot in 2010 and disrupted it these were two of the men who they arrested for that prison break plot.

seem familiar? the man on the right was actually convicted in conjunction with that prison break plot. he was sentenced to prison for it. the imagine e man on the left was held for three months after being questioned intensively in that case. ultimately prosecutors decided to not charge him in the case. that second day was not the kouachi brothers. when we realized there were e there was somebody else acting in concert with them carrying out the next stage of this plot french authorities believe that boez e woet 06 these guys were in prison.

both of themg e these men are also known to have associated with this guy. he's also another link to france's long history of terrorism that even predates 9/11. he was in prison in france because he got arrested in 2001 for his own plot. miz arrest was even before 9/11. he was convicted of that plot

and in prison when he met news e these knew guys. he met them in french prison and he is described as becoming a mentor to them in prison. basically, this old guy from al-qaida. after the al-qaida facilitator guy was released from prison, he apparently stayed in touch. he published these men with the al-qaida facilitator guy he had been in prison with the guy who had been in prison for planning to bomb the u.s. embassy in paris before 9/11.

this picture was published today. on the right on your screen here is amanande. this picture shows them reportedly in 2010. in the same series of photos on your left and on the right, the woman who is reported to be his girlfriend. these images published today. they show apparently the girlfriend brandishing weapons. before he was killed by police at that market today, that kosher market where he held all of those hostages french police today released this wanted poster showing both him and his girlfriend. he, on the right side of your screen there, is snow by police to be dead. she has not yet been found.

and there's a man hunt for her right now. there were some reports that she had also been present at the kosher market hostage siege. she might have been present and she might have escaped by blending in with thes to hang s tos to hosages as police raided the supermarkt. those reports about her whereabouts are unconfirmed. all we know now is police say they don't know where she is now. they are seeking her as a suspect in this plot. again, france has a very different history with terrorism than we do. they take place in steps over time. that hiszly history, it turns

out, is not just context for understanding the french mind set here. the modernism of france is directly connected to what has happened over these past few days. they err prehf-9/11 history in terk e terrorism is connected in french prison. in terms of the latest that we understand from french authorities, the most urgent matter, of course, is this woman. they're still looking for this woman who, again, we believe to be the same woman who has pictured with weapons and one of the other suspecteds from 2010 published by lerks amont. her exact role in the murders and terrorist attacks that have taken place over the last few days, is not yet known. but police, we know are treating her as a terrorist suspect. and, as i mentioned, her wanted poster described her as potentially armed and dangerous. we also have a little more

information that led to the police raids today that killed the two charli hebdo suspects, who are still at large. as well as this third suspect who emerged today. after an entire day speblt mostly with speculation and a few dwranular details with what happened today late in the news cycle in france this local prosecutor in paris gave a press conference where he laid out a lot of new details that we did not know before his press conference about how events todayapparently unfolding. what we heard from the prosecutor did not report with a lot of on-the-fly reporting that was going on. the way the prosecutor understands it locally, this is what happened. at around 8:00 a.m. local time this morning, the kouachi brothers emerged from the forest.

they had been hiding overnight in the woods old paris. they hijacked a car and then rammed that car into a police patrol car. they then exchanged gunfire with police. the older of the two brothers was apparently lightly injured in that gun pat e battle. the brothers then fled on foot. at that plant, they took a hos tang. they had that one hostage. what the suspecteds did not know at the time is there was actually a second person another employee inside that building with them. they never knew that, apparently. that etch ploy yee was on another floor of the building and that person hit e hid in the kitchen of the printing inging plant in a cupboard under the sink all the way through the time the brothers were finally shot and

killed by police. police were told to relay their messages through the wife of cherif kouachi. the standoff ultimately ended when according to the prosecutor the brothers suddenly emerged. they came out shooting at police. that's how the two other suspects died. they did not kill their hostage. that person survived. as did the person who was tidying the cupboard under the sink the whole time. that's how one of the two suspecteds died after a long stand off. the other standoff, the one that happened inside the city at that kosher grocery store where

officers were being held by a third suspect, we also know how that one ended. i should tell you, for this one we have remarkable footage. it's a very clear shot from an angle you haven't seen before. it's a little disturbing. at this point, you see a person just running from the inside of the shop straight into that hill of gunfire. we have frozen the video there with the suspect running into the gunfire. but that is where he was shot by police. we then see police storming into the supermarket as a string of terrified people who have been held hostage all day, includeing during the gun battle.

many people screaming. you see police storming in and people just continue to run for their lives. and then you see police beginning, at one point, to tend to the wounded. four people were killed during that standoff today. french authorities were saying people were killed during that battle and nobody was killed except the suspect himself. just a remarkable video capturing how that scene ended today. one of two terrible hostage situations that ended today. incredibly, it is still not over. the man hunt continues were e for one suspected tonight.

joining us e us now is former editor for "the daily beast." thank you for joining us, especially so late at night. i appreciate it. >> that's fine, rachel. it's my pleasure. >> in terms of what we know and the status of the investigation and these very interesting questions about the suspecteds who may still be at large, what can you tell us about what french authorities are saying about the status of the investigation? e think >> what i think you need to understand is they're looking at what is a family cell. they've been in prison together. as you've described in your introduction. one of the things things that hasn't been paid much attention to they put about nine people in jail yesterday for questioning and will hold them for some time until they start to get the kind of information they want.

initially, it was just to find the two shooters. now, it's just a broader organization here that they're not other cells. since they managed to kill everybody who could tell them that, except for deen one of the reasons they on the e want to get her is because she might be the person who can e could begin to lay out for them what is the extent of this conspiracy. >> one of the things we heard today about the suspect who is at large who you just describe and the wife of cherif kouachi are known to family members -- should we take that to belief that other family members of these young men who are killed today are not just in custody, but that they are, in some ways

wokking with police? is there any sense that they may be cooperating with this witness here? or is everybody being held in an adversarial context? >> i think most of them are being held in an adversarial context and most of them are being grilled pretty roughly. france is very upset about this. because notwithstanding its long history of terrorism and enduring terrorism as you've described it this is really extraordinary, even in a french context. the number of dead coming out is something that has never been seen in this country before. but there's one other element that you didn't touch on that i think has to be understood about the experience of france with terrorism.

france understood terrorism in the days of palestinian terrorism. for instance the joe goldenburg deli massacre that you mentioned at the beginning. they understand that terrorism is a brutal form of negotiation. al-qaida terrible rich al-qaida terribleorism is nonnegotiable. it wants to conquer france, eventually. it wants to take over. that may be fanciful, but that's what it wants. that's why the prime minister talks about this as a war. it's not just terrorism. it is a war.

and it's a war basically toet death. and i think that that's the thing -- that sort of dawning consciousness of that is what's new in france and very, very disturbing for people. the u.s. experienced that and understood it very clearly after 9/11 even though the u.s. never had the kind of experience with terrorism that france had had. it was clear to americans that there was no negotiating. i think the french have come to that conclusion as well which is one reason that the french are very busy deploying troops in a lot of places that americans don't pay much attention to in order to fight the advances of al-qaida and al-qaida-related groups.

then mistress. this goes back to the shock resignation of general petreus. president obama was elected on november 6th, 2012. washington was shocked when the director of the c.i.a. and a household name across this country because it was leadership in iraq and afghanistan and three days after the presidential election in 2012 david petraeu zerks res. president obama accepted general petreus's rez ig esignation and put joan b e brennan in.

after all of that in the course of his affair, in the course of his time as c.i.a. director, general petreus transferred classified information to the woman he got romantically involved. if affair was first discovered at e after a friend of general petreus told an f.b.i. agent that she had received some alarming anonymous e-mails concerning general petreus. these were claiming that this woman, the friend of general petraeus had some sort of romantic relationship with him. they eventually traced those messages to the woman who turned out to be general petraeus' mystery. that is how they found out. that is how agents stumbled upon

computer evidence that the general was having an affair. following general petraeus' resignation, that's when the f.b.i. found classified documents. he has said repeatedly that he has never provided his mistress with any classified information. the f.b.i. and the federal prosecutor who is have been investigating this case new york times reports tonight that general petreusaet epe terks raeus did provide that information. these are charges that if they're proven could send the retired four-star general and former c.i.a. director to prison. joining us now is new york times correspondent michael schmidt who broke this story this afternoon.

thank you very much prfor being with us. >> thanks for having me. >> is this a new recommendation that was just made to the attorney general? or did the f.b.i. make these recommendations some time ago and it's just getting out thanks to your reporting now? >> i think this has been sitting on eric holder's desk for many months. people in the justice department thought holder would have made a decision by the end of last year, but that time came and went and nothing has happened. so the question is will holder make a decision before he's replaced by whoever the next attorney general is going to be. >> i don't want to ask you anything about your sources for the story, but do you have any sense as to why this is coming out now? this has been sitting on the attorney general's desk for moments now, why is it in the new york times?

>> why is it in the new york times now? >> presumably somebody wanted you to know? >> well that kind of degrades our reporting. we go out and talk to a lot of people about a lot of different things and we try to learn as much as we can about a range of subjects and this is shotgunsomething is something that came out and as we did that, this is something we learned that has really flown under the radar for a long time. this is a really big deal back in 20123. since then, it's been really quiet. mr. petraeus has built a great career. he's working for kkr and he's teaching. and a lot of this has sort of been forgotten. all that's really known is that the investigation is still open. people say why is that? besides that, we haven't really known much.

>> you report in general, that the general has no plea deal. he believes he's innocent of these charges. but it sounds like prosecutors and the f.b.i. think it is a cheri case. >> yeah, ther con vinced about this. they e nay thinkthey believe that if he had been anyone else he would have already been indicted. and they doent understand why attorney general holder has done anything about it. they certainly believe that the evidence is very strong and, for some reason this is taking a very long full-time because he's a war hero. >> congratulations on this skoon. scoop. i did not at all intend to dedwrad your reporting, quite the contrary. it is a remarkable thing to have found out. >> thanks for having me. >> all right. we've got lots more to come

masssacre in paris, a young policewoman was patrolling in the southern paris suburb 26 years old, rookie reportedly had been on the job as a police officer for just two weeks. she and her partner were on patrol, called to the scene of a traffic accident. when they arrived on the scene, somebody started shooting. somebody opened fire on them with what was reported to be an automatic weapon. what has been described is that the assay sail labtilant from a third vehicle was at the scene. a street sweeper reportedly tried to intervene. he was also shot. he injured, but he survived. this was less than 24 hours after. this is an unprovoked attack on a police officer, an unprovoked attack with an automatic weapon

the shooter was apparently wearing a ski mask. french authorities said initially, that they had no reason to link that attack to the charlie hebdo attack the day before. that remained a full day as the kouachi brothers swept across france. this morning, we learned that the two shooting incidents were definitely connected. this afternoon, we learned how police figured that out. he took it off and dropped it on the street as he fled. police were apparently able to retrieve d.n.a. within two hours, they've identified this man. police knew he was connected to the kouachi brothers. he had spent time in prison with cherif coyle. phone records soon showed that

cherif kouachi's wife had spoken several times with this woman. when they connected those doltts between these folks, french police put out an alert. it's unclear what the girlfriend's involvement might have been in the shooting of the policewoman or the taking at the paris kosher market where he was ultimately killed by police. but what did become clear as the day wore on is that the charlie hebdo incident and the shooting at the market these incidents were not unrelated. they weren't even collateral incidents. these were planned stages of a relatively complex terrorist attack. late this afternoon, koulibali called a french tef channel called bmftv.

>> when they started with charlie hebdo, i started with police. the massacre was part one. the killing of philippe was part two. apparently the sighmultaneous hostage situation outside paris, those turned out to be part three. the question is is there a part four? after police called coubali in that kosher markt and they killed the two police officers at that printing facility after that a lot of people's hearts

leapt into their throats when a third hostage situation unfolded in france today. the gunmen took two people hostage in a jewelry store. french newspapers are now reporting that that standoff is over and those hosages released. after a lot of worry, authorities say that there was no connection between that event and the events of the last few days. that worry will undoubtedly rear its head at every it were e turn for some time to come. sourszs claim to be with al-qaida and the arabian peninsula. they overtly took responsibility today for the charlie hebdo attack in statements released to the west. and who knows if they did drekt it or if they're just blowing smoke and they want credit. it isn't just coordinated attacks, attacks directed from abroad that are the only kinds of attacks that are of concern. a loan copy cat with a gun is equally friegt lyfrightening and can

strike anywhere. is there a part 4 to these attack sns and could it be anywhere? and what tools are being used to try to stop it by people who spend every waking hour on this stuff. joining me now, chief of emergency preparedness. thanks very much for being with us. >> thanks for having me. >> as a person who is charged with preparing for events like this trying to see them coming and what the response will be what is most concerning to you? >> what's concerning to me as you mentioned, is these complex incidents. multiple incidents, different locations. and what we're concerned about, looking at the information that's being reported is not just an active shooter. but there's ieds and molatoff cocktails. so what we're concerned about in new york city is this type of what's been called as a mumbai style of attack.

using three modes of weapons. shooting, ieds and incendiary devices. >> all of which, depending on exactly what you're talking about, are pretty sort of low-cost-of-entry weapons. that's what strikes me. there's been some swresing interesting allegations or rort or reports out of france that these guys have weapons that right-hand turn ease lif to get your hands on. but these could have been done with semi-automatic weapons and e that are very easy to get your hands on this this in this country. attacks carried out by people with very little training and very little resources. >> that's the main concern. it doesn't take the same level of training to have automatic weapons. or to have an explosive device or molatof cocktail.

what we're concern coned about is it happening in our city. what we're concerned about is happening in high-rise buildings or this builting, it. and to that concern we were training together to make sure that we could handle this complex of attack. >> when the f.b.i. put that announcement today, sort of but tin to say put e be on the look out in case that's going to happen here. what do local authorities do and local planners do once they've gotten an alert like that. when you're expecting that something might happen as a copy cat or as a part four how do you step it up? >> what we do is talk to the intelligence community. what yesterday, i had a confers with the new york state fugitive

center. we discussed some of the things you're reporting about today. i made my contacts with nypd and we're contacts with nypd and we're plabing an exercise on high rise building being renovated within new york city. so we're able to go in with nypd with their heavy arms. if there's a fire how do we coordinate that with the fire department? and most importantly, how do we get people out that are injured? what we saw in the attacks in boston, the boston marathon we saw that people were able to be nooufed from the scene very quickly. and they survived. so what we're training on now is to be able to move people from a high rise building that they can survive and speed is a factor. >> counterterrorism and emergency preparedness for the new york fire department. thank you very much. we'll be right back.

>> of all the people one group i did not expect to interject itself is the group anonymous. they hacked everybody from paypal to advise is a and mastercard to the tunisian government to the ku klux klan. they announced plans to exact revenge on the ok stray tors of the charlie hebdo attacks in france. anonymous said they will hack the websites and social media accounts of the terrorist groups responsible for what just happened.

>> in addition to the scary mask guy's statement, they also released a written statement vowing those opposed to freedom of expression can expect a massive frontal assault from us. because the struggle for the defense of these freedoms is the foundation of our movement. now, we have no idea in terms of what exactly to expect for this cyberattack or when to expect it, but given anonymous' recent history in hacking corporate and government websites across the world, including ones that are very difficult to hack, it is likely just a matter of time. and honestly it couldn't happen to a nicer bunch of folks. watch this space.
