next two days. paired with dangerous high winds and possible power outages. snarling traffic across the country. we'll have the very latest on road conditions and the thousands of flight cancellations already under way. >> already for tomorrow 88% of the flights canceled. if you're planning to fly in the next 48 to 72 hours, there's a chance you could be affected with the ripple effects across the whole country. cities deploy unprecedented fleet of salt trucks and plows and officials are urging the public prepare for the very worst. >> we encourage citizens to stay in place during the duration of the storm. if the snowfall and the wind conditions match what is being predicted, it will take us a period of time as a state and every other state to recover from that.

good day, everyone, as we brace for the storm. preparations are under way across the northeast as a potentially historic blizzard nears with almost 30 million people directly in its path. weather experts have been using words like catastrophic and life threatening to describe it. accumulations could reach up to 3 feet in some areas with hurricane force winds. press conferences are under way or about to be under way in at least three states scheduled to start any moment now. new york's governor cuomo, new jersey governor christie and massachusetts governor baker prepared to address the preparations taking place in their states. for the latest snow from across the region nbc's chris palone is in boston and boston getting ready for what could be historic levels of snow there. >> reporter: that's right, andrea. we've noticed that the weather has changed a little bit in the past hour or so.

this morning there was sun peeking through the clouds and now the wind has started to pick up. we're starting to see a couple of flurries forecasters have said there may be ocean effect snow that precedes this storm. it's clouding up more. forecasters say maybe 20 to 30 inches of snow in and around the boston area. the governor is urging people here to use today to get prepared and prepare for the worst. the possibility that maybe you have to stay in your home for two or maybe three days and possibly without power. as you might imagine, grocery stores in this area are absolutely wiped out. many of them opening early this morning. some as early as 6:00 to let people get the last minute essentials to help them through through this storm. as you mentioned, it's not just snow 2 to 3 feet snow is a lot and hard to deal with but we may deal with hurricane force winds and storm surge. there's many coastal communities up and down the coast of

massachusetts where people have already boarded up houses as if they would anticipate a hurricane. as this storm surge comes in it could be a lot of problems. everybody here remembers the blizzard of '78. with technology improve and ability to get out and plow the roads, things shouldn't be that bad. people are taking the warnings seriously. we're expecting to hear from marty walsh coming up at 8:00 about the latest preparations. we expect he'll announce that school is officially announced tomorrow and logan airport announced all flights in and out of logan airport have been canceled after about 7, 7:30 tonight. there will be ripple effects throughout the transportation system. people are gearing up for what's being described as a possibly historic storm. >> thank you very much. chris christie is having a news conference to alert people in the new jersey area. let's go to that.

>> nonessential state employees beginning at 1:00 p.m. today. we want individuals home and off the roads as quickly as possible. the storm will worsen as we get deeper into the day and the overnight hours. first responders and transportation officials to be able to do their work safely. we want everybody to get home and get off the roads. i've already close state offices for tomorrow due to the forecast. to our response to transportation officials to do their work in an unimpeded way. this is a different kind of storm than we've had before. it's going to effect our state in different ways. down in the southernmost part of the state, especially the southeast we may have accumulations only as much as 6 inches. but we can have as much as 2 feet with blizzard conditions in our northeastern counties as well as our coastal counties. and in middle sex county and ocean county. the worst conditions will be overnight from 9:00 until noon

tomorrow with lighter snowfall afternoon tomorrow expected until midnight. again, this is going to present very dangerous and difficult conditions on our roadways. there's going to be extremely colder temperatures than we're experiencing right now. and the real potential for blowing and drifting snow giving winds -- this is the first weather event of this magnitude this season thank goodness. i want to make sure everyone in new jersey knows what steps we're taking to be ready and what we need from them. it's our expectation that with state offices and early school dismissals, the rush hour will be early this afternoon. prepare yourself accordingly. it will not be the normal rush hour. as you're leaving work picking up children from school getting home get off the roads as quickly as you can. obviously drive safely and cautiously. we want you to do that all the time but particularly now. road crews are going to be out working to clear and salt the roads. we need everybody to get through the storm safely. if you do not have to drive,

please remain home and remain off the roads. since yesterday d.o.t. and trans i will and turnpike and parkway and south jersey transportation authority have been preparing equipment, putting staff and contractors on alert. it's a full statewide mobilization that's been ordered. we're prepared to clear snow and ice from the roadways and transit facilities in every part of the state and we believe we have the manpower to be able to do so. the turnpike parkway and south jersey transportation authority have 3700 trucks ready to roll. they started spreading salt on the roads yesterday and continue to do so as conditions warrant. d.o.t. is working with the state police tow have tow trucks for disabled vehicles and new jersey transit of course is equipped with plows and tested and ready, 750 switch heaters to allow

trains to access all tracks and perform all usual movements. our top priority is passenger safety. anyone planning to travel during the storm is urged to allow extra time. be extremely careful traveling in and around stations and on platforms and on board trains and buses and light rail vehicles and our access vehicles. transit plans to operate a regular weekly schedule today and through wednesday and cross honoring is in effect. due to the predicted severity of the storm we'll have shutdowns and probably start shutting down transit at about 10:00 tonight. i don't expect that we'll have transit tomorrow. but again, it's as conditions warrant as we go forward. customers are advised to regularly track nj transit.com for the latest service information. residents should be prepared for potential power outages mostly due to the high wind conditions. bpu president has been on conference calls with all of the power and utility companies and

leadership. they have begun to assemble essential personnel and additional crews here in new jersey to be ready to respond to outages as they come forward. residents should prepare themselves as usual for possible outages including supplies of water and nonperishable food items and personal hygiene items and cold weather clothing and supplies and cell phone, et cetera. from all of the reports i've seen, you all seem to have been to the supermarket in the last 24 hours and don't know why the rush on bread but what the heck if you wants more bread, i'm sure you're able to get it. if you have a member of your family dependent upon medications or electric powered health equipment, make sure you have a plan in place as a backup to assist them. if your power does go out, the first contact should be to the power company so they can work to restore your service as quickly as possible. bpu is activating the storm cloud reporting system for power companies to collect outages and other information.

bpu is posting on the website links to the utilities. storm web pages for reporting of outages and obtaining outage information. we expect many schools to be closing early today and many schools to be closed tomorrow due to the weather. as always in these situations check with the local school district and watch tv for specific times on early dismissals today and district's plan for tomorrow's school day regarding closure. the overall message is this we've been through this plenty of times before. i was at a hockey game yesterday in bayonne of my son patrick and had a resident who said are you worried about the storm? this is my sixth winter as governor. i've had double digit states of emergency imposed for snow. we've had hurricane irene. hurricane sandy. for better or for worse, we know how to deal with these situations. i feel completely confident that the folks behind me and all of

the people that work for them are prepared. but you never know how bad these conditions are going to be. here's one thing we know for sure. starting later this afternoon, you should stay home if you can. you should only go out in the case of an absolute emergency or necessity necessity. same for tomorrow, we do not need people on the roadways. if we get between 18 and 24 inches of snow that's a lot of snow to move to make roadways passable and safe. we would like to make wednesday productive for everybody. and the only way for us to make wednesday productive is for you to give us the opportunity to do our job on tuesday and this evening. so please stay off the roads. it's not only for your own safety. it's for the operation of the state for us to be able to have the state be as fully operational as we can be on wednesday and for the rest of the week. you should feel confident that myself and lieutenant governor are engaged with all of the

leadership throughout state and local government. oems throughout every town have been engaged with by the bpu and d.o.t. and all of the other leadership that we have. the emergency operations center is activated by the state police and was activated last night to exchange information. we all feel we know how to do this. this is going to be a lot of snow no matter how you add it up we're going to be challenged but we feel like we're prepared and we're ready. if you all stay home and help that will make things significantly safer for you and your family. significantly easier for the men and women who are going to be working hard to try to restore new jersey to normalcy after the storm is over. so i thank all of you for your time. i can -- >> chris christie of course the governor of new jersey declaring a state of emergency. and urging people to stay home for their own sake and also those trying to keep roads clear can do their job. nbc meteorologist dmen ka davis

joins us. new jersey and new york both in the path of the storm. >> absolutely. these blizzard warnings are for coastal new jersey and all the way up to maine. this goes through new england. the reason why this is so major, 29 million people that are going to be affected from this. it's not just conditions but we're talking about a lot of snow and a lot of people that this is going to impact over the next 48 hours. here's a look at storm tracker. it's important to note this isn't the main part of the storm. this is an alberta clipper we're looking at. the storm is still organizing over the carolina coastline. that low pressure moves up this evening and that's when we'll see the storm intensify. for new york it's going to be closer to the evening commute, around 6:00 7:00 we'll see the snow pick up and conditions start to deteriorate. through boston and further north we'll see that closer to about 10:00, overnight everybody is in the thick of it. we'll be looking at the worst 6

this. here's a look at future cast as we roll through the day. the storm starting to move up. here we are by 6:00 we're looking at pretty good snowfall nothing block buster it's overnight where it comes in and we'll look at winds at times that will be close to 65 miles per hour. visibility at zero. that is going to last through tomorrow morning as well. by the time this storm settles down, it will be lunchtime on tuesday. andrea? >> thank you. with the wind and storm warnings this is not just snow and andrew cuomo new york's governor is speaking right now about new york state. >> dangerous and difficult from our point of view. it's the snow combined with the wind. it affects visibility snow drifts -- this is supposed to be a very light snow. so they will be dangerous and difficult conditions difficult to clear and difficult for the

plows et cetera. we've been preparing for it over the past three days or so. we have deployed assets from across the state to the new york city metropolitan area. we're focusing rockland west chester, new york city nassau and suffolk, we have 750 plows from across the state that are coming down. ironically, a few weeks ago we had 7 feet of snow in buffalo. 7 feet of snow. and we had to do the reverse, we had to ask all of the plows in down state new york to go up to buffalo. so now we're asking the reverse and the upstate plow operators are coming down down state to help. 50,000 pounds of salt we have several hundred national guard who have been called out. and will be stationed in new

york city and long island area primarily. few measures that we are going to put into effect, number one, i'm -- declaring a state of emergency effective immediately from sullivan counties south, rockland west chester, new york city and long island. declaration of a state of emergency allows me to waive certain laws and regulations. so it actually allows the government to move faster. state employees who are nonessential will be released at 3:00 p.m. the new york city subway system will continue to run until 7:00 to 8:00 on the usual schedule. at that point, there will be limited service on the subway

system. so as we've been saying for the past few days you should plan to leave work early or wherever you are to try to get home on the early side because 7:00 8:00, they want to start to put the trains away. they want to put the subway cars in a place where they are not going to be hurt by the snow so they'll be available quickly to protect the subway cars we have to close down the subway system earlier. metro north, long island railroad, we are -- we'll have early service and we're anticipating at this time closing the metro north and lir service at 11:00 p.m. that is the current plan. we will confirm these after the 4:00 weather advisory.

but if nothing changes, we plan to stop service north on the lir at 11:00 for the same reason so the trains can be put in a place that is safe from the weather. the path will operate on the usual schedule at 9:00. the past will go on weekend schedule. so a reduced time frame currently set for 9:00. we will have a tractor-trailer ban on the main state roads, 84 287 thruway south of exit 17. that will go into effect at 4:00. tractor-trailer ban on those roads.

we're considering at this time a travel ban on all main roads starting at 11:00 tonight, again to be confirmed after the 4:00 weather advisory when we have the most updated weather. the closing of the roads is a safety precaution. it's never an easy decision. you close the roads and people can't travel and some people find it an inconvenience if you leave the roads open people can get stuck on the roads. we've had some potentially dangerous situations where people have gotten stuck on the roads during the course of a storm. and we haven't had any tragedies but very close to it. so this is not a storm to take lightly. and we're taking what we believe

are prudent measures. the times i gave you today again are based on the information we have at this time. as you know from the weather reports, they change from time to time. 4:00 we'll get the most recent update and then we'll confirm or adjust these times at that time about 4:15 4:30 after we get the 4:00 broadcast. with that i'll turn it over to questions. >> governor, at what point after 4:00 p.m. do you think you may shut down -- >> and you just heard the new york governor, andrew cuomo. let me recap. a lot of important information for all of you commuters and potential commuters. getting 50,000 pounds of salt several hundred national guard bringing people from buffalo down to new york and long island. declared a state of emergency

effective immediately for new york and city and long island. mother nature has decided to come visit us in an extreme way. a little information -- important information for commuters. people should start going home early because the subways are going to be shut down starting at 7:00 p.m. they'll verify this at the 4:00 p.m. hour when they update the forecast but they are planning provisionally to close metro north and the long island railroad around 11:00 p.m. tonight to get the cars and subway cars and metro north cars an lirr in a safe place so they can start when this is all over. the path is supposed to be operating as normally but consider all of this as a travel ban. they are considering, rather a travel ban as of 11:00 p.m. on main roads. the point is get off the roads early so they can do their work. i'm joined now here by lou, director of the national weather

service. lou, it's you and your teams that are in fact embedded in new york new jersey and elsewhere, telling these governors these top emergency officials what to do and when to shut down roads. what are you forecasting now? the latest you're seeing about the size of the blizzard. >> we provide them the forecast and they decide the emergency actions that have to be taken based on those forecasts. we're seeing from observations that the system is starting to come together as predicted off the carolina coast. and the recent models all confirm that this storm is going to develop very rapidly this evening into tonight producing very heavy snows from northern new jersey up through new york city and up into new england. very strong winds. you heard -- >> ohio are the winds? >> we're expecting gusts to 60-mile-per-hour mark in new york city and from that point east on long island and off the island, you can see southeast new england will get hit hard.

>> that's where we'll see power outages but even in new york city 60-mile-per-hour winds -- i think the area listed in the blizzard warning from coastal new jersey all the way through that area has to be -- all of these warnings have to be taken very seriously. >> eastern long island as you go through new england, we're talking about nantucket, cape cod and those areas of eastern new england? >> really connecticut, rhode island heavily populated areas towards boston could get the brunt of the snow and wind as this precipitation area pivots around the low and literally comes into this southern new england. it's going to be quite a night -- >> people should not be lulled by the light snow falling now because that is just the clipper, the real storm is still forming as you said in north carolina and off the coast. that is going to hit with hurricane force winds up the doest. let's get a few definitions here. bombogenesis this is not a made

up word. this is a meteorological term -- >> it was made up by several researchers a number of years ago to try to capture the notion of within these storm periods, the storm can affect you for 36 hours but the rapid development phase is in a very short period of time and that term came about to try to explain or at least capture that rapid development. >> we're not making it up today -- >> that's right, that's right. >> the usage is a rapid developing storm which involves dropping barometric pressure. >> right. what happens is you get increasing moisture coming into it that produces heavy snow and brings cold air in and keeps precipitation as snow. but most importantly, you get two factors, the very strong winds with that and you can get a storm surge and coastal flooding. that's one of the other major concerns we have all the way from the mid-atlantic coast up into and especially southeast new england. >> we talk about heavy storms but this is defined as a blizzard. what defines the blizzard?

yet another secret service breach at the white house overnight. this time a drone landing on the south grounds behind the white house. nbc white house correspondent kristen welker joins me. what more can happen out there? you don't even want to know. how could a drone land on the south grounds? >> reporter: that is the question and it's obviously of great concern. here's what we know at this hour. it landed on a tree in the white house grounds this morning. the secret service calling it a quad kopter and the secret service uniform division officer stationed on the south grounds heard and saw the device approaching. it was approximately 2 feet in diameter. it was apparently flying at the very low altitude before it crashed. secret service officials

searched the ground of the south lawn overnight and put the white house on lockdown. the president and first lady are on a diplomatic trip in india right now but daughters malia and sasha and their grandmother still in d.c. not clear if they were at the white house at the time. josh earnest acknowledged that the white house was aware of the incident and said the device did not appear to pose a threat based on the initial investigation. secret service expecting to update us later on today. >> thanks so much, president obama is wrapping up that busy day in india after becoming the first sitting u.s. president to attend the most popular annual republic day. a real challenge for security but a prime example of the growing relationship bonding between the president and india's prime minister modi president obama also spoke at the summit for business leaders in india and attended a reception. he is not staying another day in ipd i can't though after overnighting, he'll be traveling to saudi arabia to meet with the

newly anointed king salman and to pay respects after king abdullah's funeral over the weekend. as the northeast braces for what is expected to be a crippling winter storm, what do air travelers need to know? already 2600 flights canceled and thousands more delayed nationwide including new york chicago and here in washington. that's where we find luke russert joining me from reagan national airport. reagan national right now it's a light snow. the worst of it hasn't hit yet but already delays? >> reporter: yes, there's been a fair amount of cancellations at d.c. about 120. if you go north to dulles 45 and bwi in the 40s, the d.c. area we're starting to see delays an cancellations. if go further north in new york

city you see a lot of delays out at jfk and willlaguardia, 2600 delays related to the storm nationwide. if you're traveling later today, check with the airline, more likely than not if you're in the northeast corridor you'll face some delays if not cancellations, there's talk of preemptive cancellations from philadelphia newark jfk and la guard guard ya. if you're flying out west it looks to be okay. if you're flying south you should be okay. if you have a connection flight from the northeast corridor that proves to be problematic. lastly we should tell you, andrea that amtrak right now all schedules are normal along the northeast corridor but they could face massive delays if in fact hundreds of miles of track between boston and d.c. get

keep yourself hydrated. other tips for you, you want to have an emergency kit, make sure it's chock full of water and blankets in case your power goes out. you need flashlights and batteries and nonperishable food and canned goods and manual can opener. want to make sure you keep heaters and generators well ventilated so you don't start fires or carbon monoxide poisoning. make sure your car is full of gas now and in case your power goes out, the pipes can freeze keep a little drip in your faucet to relief the pressure so they don't burst in case they do freeze over. there's a good thing to note keep this and write this down. if the power goes out for an extended period of time and feel unsafe at home text the word shelter plus your zip code to 4fema and they'll give you a list of the nearest shelters in your area. if you've got one of these laying around a good old

not for long in a storm shortened session. the dow was up in very light trading. the nasdaq lost a point. >> jillian is a u.s. managing editor at the "new york times." this is now, 1996 the last huge storm we can recall and the stock exchange shut down. what provisions are in place in terms of the economy and how the markets are going to function? >> certainly everyone has had quite a bit of warning to prepare for the storm. and to be honest businesses across new york have been in preparation mode for some time given the terrorist threats and cyber attacks and things. the real issue is that the storm could muddy the economic data we're getting. think back to last year last winter and real impact that had on the economic figures and just how much harder it made the federal reserve's job in terms of judging monetary policy. in the coming weeks, if this storm as as big as people are

saying, it could have an impact on how market behaves, which will be a complicating factor. >> people can't shop they can't get out. going to be stuck inside. it's going to be analogous to hurricane sandy unless there's huge damage without the construction pickup at the back end which gives a boost to the economy. >> absolutely we are at a very important juncture in term of the federal reserve's judgment about what's happening in the economy and focus on the unemployment data. if the bad weather muddyes the employment figures it could be one more reason for the fed to sit on its hands for a bit longer. >> a lot to think about it. thank you so much. we'll talk to you after the weather hits and what the impact is. up to 2 feet is snow is expected in some parts of massachusetts. joining me now is mike seidel from the weather channel from plymouth, massachusetts. mike, that is going to be one of

the really prime targets, the coastal area where you'll see high winds and real blizzard warning. >> reporter: yes indeed. the pilgrims landed here in 1620 and we're going to put our post here for the duration of the storm. blizzard warnings up from 7:00 p.m. until 11:00 a.m. wednesday morning. it will be unrelenting and blizzard basically is a sustained whiteout that goes on for at least three hours. we're looking over the harbor. we have the harbor protecting us from the dangerous and angry at atlantic ocean. we'll have 20 footers as high tide comes in. we'll have major to moderate issues with flooding. we could have serious beach erosion and weather service, something they don't say usually in winter storms mentioning new

inlets could be cut because of this storm. winds out here could gust to hurricane force, 2 to 3 feet of snow. if you're flying later today through wednesday, put a fork in it. over at logan airport they decided nothing will fly after 7:30 tonight. the airport is officially open but if there are no planes you're not going anywhere because of the length and breadth of this storm. power outage is a another big storm. urging everybody to get blankets and prescriptions and food. we don't urge anybody to travel after midnight from jersey new york all the way up here and some of the governors may end up putting a travel ban across the area. this is going to be one for the record books. we'll be hunkered down for the brunt of it tonight and tomorrow and hopefully back on the air at some point. >> thank you so much and be safe out there. as far as the travel ban, presumably the patriots have left for arizona but fatepatriots braved the cold and tried to forget deflate-gate.

the biggest concern that i have and people along the coast is losing power. >> indeed some people living in coastal massachusetts bracing for the worst taking no chances, hoarding and boarding up much like a hurricane. a massive snowstorm last year destroyed and damaged a lot of homes there. and beyond the airports the storm is already creating treacherous conditions on the road including in pennsylvania. for an update there let's talk to pennsylvania department transportation spokesman and lieutenant paul vance, both joining me by phone. erin, let's talk about the conditions along the pennsylvania turnpike and elsewhere in the state. >> so far pennsylvania is cleaning up from the weather we saw this weekend and overnight tonight. and all eyes as we are seeing across the country are looking towards the storm coming in this evening.

we expect we're going to be ready and we have tools in our arsenal like potential speed restrictions and going to be watching conditions throughout the storm. >> have you closed the turnpike? i didn't hear that update? >> we have not. no, there's no preemptive closures planned at this point. >> but people are being told to stay off roads and obviously keep off the roads as much as possible because you need to clear the roads. >> absolutely. if our vehicles are out there when there's other vehicles it does slow down or response time and safest thing to not travel if you don't have to. if you must travel make sure you have an emergency kit packed and full tank of gas. >> good luck to all of you in penn dot. let's talk to paul vance in connecticut. tell me what you're seeing along the roads there? >> we're certainly preparing. this forecast has given us some time to deploy equipment and the

governor has the emergency operations center and in line and ready to go. our fears are power outages. we do anticipate we're going to see more precipitation this afternoon, which is going to ham per the personnel or people trying to get from work back to their homes. we're doing everything we can with additional troopers to compliment our normal patrol troopers to keep the roads open so d.o.t. can do their work and stay as close to the storm as they possibly can and keep roads up for emergency vehicles. >> and along the coastline that's where you're expecting high winds. >> we're concerned about that certainly and local and state officials are keeping a close eye on that with power outages and cold temperatures that certainly adds to the equation of a difficulties we're experiencing. we're encouraging everyone to stay off the roads, even at this early venture, this early time. what we would like to do is get

considering. much of 2014 was spent with closure of lanes on the george washington bridge. he couldn't get out from under that. you now feels as though he is out from under it. now he has to dealing with mitt romney's potential candidacy and jeb bush's likely candidacy. the question for christie is money. that used to be the argument in his favor. can he raise $50 million in an environment that includes jeb bush and mitt romney and maybe scott walker as well? because many of those candidates are all going to the same major donors, many of whom live in the corridor from d.c. up to boston and asking them for money and be on their team. it's more competitive, can he compete in that space? >> jonathan capehart there was the koch brothers forum in california and rand paul making it clear he stands in a different position than his fellow republicans on both iran

states opening up and ending the old ways in cuba yes. because with cuba 90 miles off the united states, he views it as something that the united states needs to do but we shouldn't be surprised and actually should look forward to senator paul in these debates, defend himself, probably the only person on the stage in the debates coming up defending a post tour of the united states that is not one that is interventionist, that's proactive? squashing regimes and building up not loyalists -- what's the word i'm looking for? separatists or folks trying to overthrow governments in the middle east. it will be very interesting to see how he defends himself against a stage filmed with people who absolutely do not share his viewpoint. >> what is your takeaway from the weekend activities including sarah palin of all things talking about running. >> scott walker -- i watched
