to work. good day, i'm andrea mitchell in washington. a debate over vaccination that crosses party lines ha broken out and already part of the 2016 debate. there are now 102 confirmed cases of measles across the country, most of them on the west coast in california where the outbreak began in disney land. there are two suspected cases in nevada and more in arizona. officials at the centers for disease control say the measles shot is very safe with rare cases of any side effects but some parents still refuse to let their children receive the vaccine. dr. zeek emanuel from the university of pennsylvania, joins me now. thanks for being with us. let's talk about the safety of the measles vaccine. how would you rate it academically medically? how safe is the vaccine? >> it's extremely safe and more

important, it's extremely safe especially compared to the risk of having measles, which can cause high fevers and encephalitis, inflamation around the brain, brain damage and death. when you compare the risks of a vaccine, which has been given to tens and millions and hundreds and millions of people to the disease, you clearly opt for the vaccine and again, the data which has been repeated over and over in the last few days of its link to autism is completely false. there's no link and there's no good reason not to get your kids vaccinated. so -- >> the debate over autism was gined up and discredited in 2010 there was a survey that was withdrawn -- >> it was falsified data. not a real study. lancet withdrew it. it was a bad mistake. >> what you're seeing here is that this has gotten swept up

with medical politics with the fact that the flu vaccine this year is not as effective as it was supposed to be. there's a hearing on the hill right now. all of this becomes part of this libertarian both left and right libertarian debalt over government mandates if you will. >> one thing -- this is not about individual responsibility not getting your kids vaccinated with the measles vaccine is individual irresponsibility. it's putting other people at risk. it's really taking advantage of other people in the sense that if they get the shot it protects your child. if your child god forbid gets really sick and ends up in the hospital, maybe in the intensive care unit it's putting costs on the rest of us. people who don't get their kids vaccinated are not proclaiming freedom, they are being irresponsible and shoving a lot of burden on everyone else. and i think we have to change the mindset around vaccination generally, not just measles but all kinds of vaccinations.

this is a collective effort. it's for the common good. we're all benefited from it. we've substantially minimized things like polio, rubella, chicken pox and many serious illnesses and we have to change the expectation. you get your kids vaccinated unless there's a good health reason they shouldn't be vaccinated not just because i don't like it. >> at what age should infants be vaccinated? >> well actually this is a situation of where you don't vaccinate infants at the two-month or four-month mark but at the year -- i mean two immunizations and it's the year and 15 months. >> and at that point, do you think adults also should get booster shots? who should get this booster? >> well that depends upon when you were last vaccinated and whether you remember whether you were vaccinated or not. getting the booster is not --

it's not harmful. so on the extra precaution, if there's a lot of uncertainty about your situation, you probably should get it. and again, i think a large part of this is the social norms. if you don't put your kids in a seat belt in a car, you're irresponsible and the social norm is to do it. police can enforce that. and similarly i think we have to have the same mentality around a vaccine. it is like a seat belt in case something -- a bad outbreak happens. remember, this is an outbreak that came in from outside the united states and spread all over the country now because we travel much more. >> and what's really interesting is the fact that so many people in california, it's a lifestyle issue, seems to be as i say, libertarian without the political context. so that seems to be what the locust of it is there's a high percentage of people in california that opt out. >> again, i think we need to

change both the norm and the law. it can't be i feel like not getting it. that is again, shoving responsibility on everyone else and imposing your values on everyone else. because we protect each other in -- with vaccines. if i get it and i'm vaccinated i protect you. it's called heard immunity and it is a common benefit. we recognize in our laws and throughout that people have this responsibility for the common good especially when it comes to public health measures. >> thank you so much zeek. >> no problem. >> and this morning, speaker boehner did not mins words when i was asked directly about the vaccination issue? >> i don't know we need another law but i do believe that all children ought to be vaccinated. >> joining me now for our daily fix, chris cillizza and managing editor of post politics.com and karen tumulte.

across party lines, karen, the history here in fact of both president obama and hillary clinton from the 2008 campaign seem to be hedging it in questionnaires that they answered. >> because most of the energy in what they call the anti-vak certificate movement in recent years has come from upscale liberal parts of the country. the whole foods belt if you were. so yes, you did see in the 2008 campaign not only then senators obama and clinton but john mccain indulging the theories that somehow there was a link between the rising incidents of autism and something in the vaccines. >> that's before the british study was completely discredited? >> but the enormous weight of medical evidence even then was that there was no link. >> and in fact hillary clinton when in 1993 when she was first

lady as you were pointing out to me got caught up in controversy because she was launching a vaccination -- a childhood vaccination initiative. >> she spearheaded aid huge program with the centers for disease control, called vaccines for children she got attacked from the right because they actually would accuse her program of being the reason for vaccine shortages for adults. so hillary clinton has a very long history with this issue but she was a very strong proponent of vaccines for children. >> chris cillizza the politics are really interesting on the republican side you have the wall street journal also editorializing interestingly, the wall street journal and new york times editorializing against what chris christie said during his london trip. >> you know what's interesting? rand paul came up somewhat unsurprising given his

libertarian, he said i thnk people get to make their own decisions. there's a difference between those two politicians. for rand paul, the libertarian base that he badly needs to be a maj are player in the race likes that view. they share that view. the ideas that government is involved, government is telling us too much they need to take a step back. here's the difference. chris christie's people particularly the donor community, don't want to hear that view on vaccinations. they share the view that john boehner expressed. we don't need another law but you should get your kids vaccinated. i'm not sure chris christie is terribly concerned what they say but is concerned with what the wall street journal page says because that's what these people reads and consume. he's talking to a different audience than rand paul. he needs to acknowledge that in his future comments. this doesn't necessarily hurt rand paul. i think it can hurt chris

christie. >> i want to point out that rand paul is a physician, i think he has a much higher burden than other political candidates and hillary clinton's tweet, the science is clear, the earth is round and sky is blue and #vaccines #vaccineswork. #grandmothersknowbest. rand paul has a lot of answering to do as well as others who take this position. we have breaking news isis militants released a video on tuesday purporting to show the cappive jordanian pilot being burned alive. the case is something that secretary of state kerry apparently unaware of these reports just spoke about here in washington during a meeting with foreign minister jude da from jordan. he met today with king abdullah of jordan here in washington. we'll keep you updated on all of this breaking news.

k as we mentioned, isis militants released a video per porting to show the captive jordanian pilot being burned alive days after they of course beheaded the japanese journalist. the case is something that secretary of state kerry has been dealing with. he apparently was not aware of these late reports when he spoke here in washington with the jordanian visiting foreign minister. >> people of jordan need to know that all americans will join with them in praying for the early and safe return of lieutenant muath al kaseasbeh

and call upon the cap tors to release the brave man to return to his family in his homeland to at least provide proof of life. >> evan coleman joins me by phone. the jordanians have been demanding proof of life because they would release the suicide bomber held since 2005 on death row in jordan. they were willing to release her. what do you make of this tape? have you been able to analyze it? >> look one of the things about the video is this aside from the sheer brutality of what is shown in there, the video is extremely high production quality. even assuming that this video was created by several different individuals, it couldn't have been produced overnight. so more than likely even if this pilot was only murdered yesterday, they were preparing for this in advance. the video, it's interesting because the video, it's pretty clear what the message in the video is to the various

different arab nations supporting the effort in syria and iraq, that if they continue to do this that this is going to be the fate of their pilots and attempt to dissuade them from being part of the coalition. it's remarkably specific about which countries its targeting. i think one of the questions will be whether this will have that kind of impact. so far you heard from jordanians and others saying they are not going to bedy by this but the video itself is tremendously brutal and difficult to watch. >> of course, the leaders in the anti-isis movement more recently they are here in town. the foreign minister was meeting with kerry yesterday. jordanians are here today. king abdullah met with kerry today. this is profoundly difficult for the jordanians and because

politically, this pilot was from a prominent tribe. and the tribal leaders have been protesting outside the royal palace demanding the release and prisoner swap. >> there's no doubt about it. the pilot, before he's murdered in the video, the pilot specifically discusses about the idea of that jordan is waging a war and this and that. again, it's very clear that this is a message aimed at the jordanian government. there's plenty of footage of the king. and also there's talk of all of the various other arab nations participating here including nations like qatar and turkey and others including the specific air bases and locations in which these different countries are providing support. so again, i don't think there's much of a question about what the message is here. the message trying to insystem date jordan and various other different nations part of this coalition. it contains remarkable amount of

information from the pilot about his -- various different air operations involving these countries. it's a question of whether or not it will have any significant impact. right now, obviously at least as far as countries are concerned, they've been adamant that they will not be intimidated by this. >> of course saudis and uae have been among the leaders in the gulf nations but turkey and japan was certainly stalwart despite the horror to their citizens. but this is a military military execution that obviously has a bigger impact in jordan. tell me about the video. we're obviously not going to show it. is this the first time they have executed in this horrible fashion? >> i believe so. i don't think we've ever seen this before. obviously i think the other thing to take about this is that they realized that the beheading videos are starting to lose their umph and they are using

methods that are even worse than what they were using before. i think what's most striking about this other than that particular aspect of the video, is the production quality. i mean there are some very sophisticated graphics here and graphic displays even assuming talented people were working on this it would have taken quite a bit of time to put all of this together. i don't think they started building this video or putting this video together yesterday or the day before. it is not a rough cut with a single image and audio behind it like we saw with the kenji goto videos. this is a highly produced video with a lot of special effects and 3-did graphics it would have taken time to produce all of this. not to mention the fact it contains a lengthy testimonial from the pilot himself, which again apparent lip was recorded

in advance of all of this occurring. >> is there again the appearance of this british jihadi? >> no in this case you don't really hear from the -- at least not initially until the very end you don't hear from the jihadists themselves. the testimonial all comes from the pilot. in the end of executioners are masked and they are silent and they all kind of -- it's again a very macabre rescene, it's difficult because they are standing there and leering at this. you know nothing is really said as far as i can see. it's just -- like i said it's an awful thing to watch. and they include all of the detail. they don't -- there's been some question about whether or not the executions took place in the camera positions or what not that were shown or whether they were delayed. in this case they include all of the detail necessary to know this occurred exactly as what they showed. again, it's very difficult to

watch. it's difficult to believe anyone would do this and put this on camera. but this is exactly what it is an attempt to shock people and regain the attention that they may have lost by releasing so many different beheading videos in the last few months. >> one of things that i know u.s. officials and others of the allies from the gulf have been talking about is the political and technical sophistication as propaganda of these terrorists. as you analyze this how do you go about trying to authentic ate these videos? >> we know this came out from the particular source just because of the way it was released. but one of the questions is who puts together these videos? i think the answer is you have to look at this from two different perspectives the way technology has ee involved even with a laptop computer these days if you have at right software, final cut pro or similar packages you you don't

have to be an entire news team to put together what looks to be hollywood quality. it got very sophisticated special effects in the video. on the other hand you have to have some talent or experience. one of the questions has been who exactly is behind the scenes doing this on behalf of the islamic station, some nobody who happens to have computer expertise or somebody who may have once worked in a newsroom or produced videos or created videos. and has joined isis now using those skills to that regard. and particularly this is a question as it pertains to westerners who have left to go join isis. that's one of the particular skillsets that these groups look from from westerners joining the organizations, a familiarity with high tech gear particularly media gear. >> and apparently nbc news has

confirm the authenticity. the united states strongly condemns isil's actions and call for the immediate release for all of those held captive. we stand in solidarity with jordan and the jordanian people. that from the white house. evan i know you're standing by. let me bring in keir simmons in london. this is just a continuation of a horror and as you know the people in amman and the tribal family of this lieutenant had been protesting wanting the immediate release even of that attempted suicide bomber who was offered to be released if they could prove the pilot was still alive. >> they had been and the jordanian government has been trying to manage its own people if you like their own reaction to this particularly because the family have been so public. andrea, what we are hearing the head of the jordanian armed forces told the jordanian pilot,

the family of the jordanian pilot, according to reuters, that he has been killed. that according to reuters is coming from a member of the family. but what you're alluding to is absolutely correct, that people will be watching now to see what the reaction is in jordan. in particular because this killing, if what this is turn out to be confirmed, is so horrific. we of course have heard and seen horrifically the beheading of a number of isis captives. but the aspect of responsibly this pilot being burned alive, will really shock people. although it should be said andrea, this kind of killing has been carried out by isis before but perhaps not in a way quite so public and perhaps if they have done it killed him this way, they have done it in order to have maximum effect in

jordan. >> we should clarify evan kohlmann flash point is not denying the authenticity of what this appears to show. is that how you would describe it? is evan still there? >> the way it was released the source it was through it was released, it was posted on the main online chat forum and authentic ated kour yors and marked with the logo media wing and based on the level of production quality that went into this there's only a few different organizations out there that are really capable of putting together something like this. even -- this is high production value even by the standards of al qaeda central committee. it's very high production value. it's hard to believe that they would have put this together overnight. it looks like several days of work, maybe a week's worth or more might have gone into producing all of this together.

and continues to be the support that the organization has had, particularly, for example, among some tribes in the part of iraq that isis stormed into if you like you know in the last year. and that continues to be the challenge for the various forces trying to take that territory back, in particular mosul, which is in iraq and has been the center of isis' control in iraq and syria of course. i was with the iraqi prime minister a week or so ago and the main subject of the conversation was about when and how they would take back mosul and the effect that would have in taking back some of the ground that isis have managed to gain. but the question in terms of that city for example, is how do you ensure that you get control and aren't facing

insurgency by locals who still support isis? so you're right to point that out, that that is one of the issues. one of the things in this particular case with isis asking for the freeing of that female suicide bomber attempted suicide bomber the vest she was wearing, didn't go off. is what they are trying to do. and we know isis are strategic in these things. what they are trying to do is say to them perhaps you like a wider base we will fight for you and try and get you back if you are held. so you know it is clearly an issue. by the way, the jordanians have said they were prepared to release her and simply looking for proof of life that their pilot was still alive and an exchange could take place. one of the questions will be when exactly did this killing of

the pilot happen and were isis being completely straight forward, if you call it that in anywhere negotiations if it is at all possible to negotiate with isis in any real sense. >> i want to also update our viewers and listeners on what the jordanians were doing as part of their meetings here at the state department today. we can play some more of secretary kerry's meeting before this video was authenticated he was meeting with prime minister judd da. they were signing a memorandum of understanding by which the united states would increase its appropriation, its spending to jordan from $660 million a year to a $1 billion a year because of the extraordinary impact of the continuing civil war in syria on jordan. its refugee camps are housing 800,000 refugees the equivalent of 21% of the population of this

small kingdom of jordan. so this is an increase big increase in u.s. aid. they were signing that memorandum of understanding, king abdullah met earlier today with secretary kerry at this signing ceremony secretary kerry was asked about the pilot and indicated their joint wish that they would get proof of life and be able to recover him. i know they were meetings as recently as last night here in washington with interimmediate yarryes from other countries in the gulf who they hoped might be able to effort the release of this pilot. there has been a huge effort by the intelligence communities, including -- not not less israel as well the gulf countries, all intelligence communities around the world trying to get this jordanian pilot out and get the other hostages out, including one american woman aid worker. this is the continuing saga. michael sheehan is on the phone

who previously worked in intelligence and state department and other agencies and for the nypd on intelligence and counterterrorism. michael, this is a huge tragedy, not only for jordan but fort anti-isis coalition? >> yes, andrea this is very calculated, one of the most brutal killings i can think of. i never in 30 years of dealing with terrorism heard of such a technique of burning someone alive. slitting somebody's throat is less painful way to go. it's how they kill a goat or some animal. it's less painful. this is really ratchetting it up it's a risk by isis to try to invoke terror in the hearts of one of the most important allies jordan. it might back fire. this is a type of action that shows an absolute criminal brutality and you can use the word evil intent of this organization. i think this could be a turning

point for how jordan responds to this. and obviously, with extra aid, which they need so desperately and secretary kerry was providing today, is part of that. as he understands well that jordan is at the center of this and critical ally. >> and what about the european response? keir simmons, london is certain seized with this the french as well. they've been having meetings. there's going to be a counter terror summit here in the u.s. that the president has organized. this is a time where it's urgent for allies to come together. >> reporter: that's right, in fact actually in europe there will be a yearly security conference in munich later this week. and this will plainly be one of the key topics of conversation. fw it wasn't going to be any way because one of the things that everybody involved in the fight

against isis will be considering and thinking about is of course that this is a jordanian pilot that went down. but pilots from many other nations are flying over syria and certainly iraq and number of other nations. it could have really been any of those nations pilot that found themselves in this situation back in december. and now suffering this apparently horrific death. so how to deal with this and there will be some questions, andrea, whether or not -- what was done at the point at which he went down and whether or not it was possible to rescue him and whether, if you like enough was done or effectively enough. so there will be those questions to ask. and also, what does this mean about the way isis is operating. there have been reports that isis has suffered some erosion

in its numbers because of the sustained bombing campaign and the battles is that it has been facing. so does this mean isis is becoming more ruthless? could it be a sign of desperation, that they are changing their -- from beheadings to apparently burning this poor pilot to death. could that be a sign of desperation on isis' part. first though you're right, there will be an outpouring of sympathy and heart felt wishes for the jordanians and the pilot -- this pilot's family. >> and i should point out, king abdullah is supposed to be meeting with both the senate foreign relations committee and with the appropriations committee in operation meetings this afternoon on capitol hill if those continue as scheduled we'll of course be covering. stay with us kwe'll be right

arab world by this escalation, if you will of isis in its propaganda mode to try to be the worst terrorists on the block? >> you're going to see two sets of reactions. one from within the kingdom itself over the past several weeks since this -- hands of isis. you saw the country rally behind the armed forces and behind the king and this individual posters of him have been put up all around downtown in jordan and elsewhere. there's going to be a tremendous amount of resolve from the jordanian government to continue with the push and be part of the coalition. at the same time in recent weeks there has been growing concern among the family of this pilot as well as his tribe. it's a pretty substantial and powerful tribe within the kingdom who have been questioning whether or not jordan had a role to play in the coalition and whether or not the

foreign policy of jordan was on right course in getting involved in a war that does not in the eyes of this tribe, does not cause -- not worth, if you will the fight or sacrifices as we've seen with what happened today. across the arab world, you're going to see a lot of reaffirmation from countries like egypt, united arab emi rates and saudi arabia going to double down and use this to highlight the kind of barbar yan they are fighting. they are questioning whether or not jordan has a role to play in this coalition, if it's the right decision for its own national security interests. there was suggestions that the jordanian government would accelerate the execution of those that are on death row inside jordan individuals who have been convicted of trying to carry out terrorist attacks, many of them have been on death

coalition. one of the few things you heard the president say was that this is going to infact keep the coalition together. they are horrified by these videos. the other thing that came out of savannah's interview, which was very instructive, he talked about the murder of the japanese journalist and said he had watched that video. he has watched the video and he talked about his very visceral reaction to it and clearly that is something that has informed some of the choices that they have made certainly has informed the conversations that he has had with other world leaders. he says it's fair to say he told savannah that anything related to this he takes a look at. but you can bet that this latest -- this latest video is the subject of a lot of conversation that is going on in the white house right now. of course as you well know andrea, is something he will continue to be briefed on as they look to authenticate this

are you prepared to authorize more force to be used against isis? >> let's say first of all, the clay hunt bill we just passed a young man in 2011 28 years of age who had tremendous challenges when he returned back from a tour over there and we saw what happened. we have 22 veterans commit suicide every day. one in every five suicides committed in the united states is by a veteran. this is something i'm proud the democrats and republicans are making sure that that's an effort that will put forth a priority of this country to take care of our veterans and with these horrific barbaric actions that you've been showing in the breaking news it's just horrible what goes on. we must stop them and coalition must come together to stop this type of barbaric action. you have extreme radicals no way to deal with these people and the people that live there have to understand that. i'm not ready to put more troops or any of our troops on pt

of this broader international coalition that's executing a strategy to degrade and ultimately destroy isil. we're going to continue to stand with them even in this very difficult and tragic time. one other thing i want to also mention is i want to commend to your statement a statement from the president's top counterterrorism adviser lisa monaco monaco. she made reference to the office of director of national intelligence put forward a report today directed by the president in presidential policy guidance -- directive 28 related to signals intelligence activities. this report was issued at the president's direction to make public the progress that the intelligence community is making on reforming some of our signals intelligence activities. this -- this is a process that's been informed by experts both inside and outside of the government. and what the report indicates is

that the progress they is and will continue to make will help chart a path forward that should give the american people greater confidence that the rights are being protected while preserving important tools that keep us safe in addressing significant questions raised overseas. there are two other things i want to make clear about this. the first is now that this report has been made public the president wants people to take a look at it particularly those who expressed a strong opinion on it and meet with the experts that he met with last year to discuss the findings of the report and to discuss additional steps that can be taken to make further progress in these reforms. the second thing is this is not just the first report ppd 28 as my friends in national security bureaucracy call it. it's the first annual report that the president intends for there to be important

intelligence and military resources to try to secure the release of our citizens being held against their will. that is an effort about which we continue to be vigilant and the president receives regular updates on the progress and we'll continue to be. you know that white house officials are in close touch with the families of those being held against their will in syria by isil and we'll continue to be. our thoughts and prayers are with them as well. they are going through what is an unimaginable tragedy. our thoughts and prayers are with them as well. >> since the president weighed in encouraging parents to vaccinate their children, other officials have spoken about this. does the president think it's irresponsible for elected leaders -- not to be about the need to vaccinate children? >> i don't think that -- i know

this has been bantied about a little bit in the context of presidential politics for 2016. i'm not going to avail myself of the opportunity to weigh in on comments of others. the president' views on this are clear. if given the opportunity to do so he will repeat his urgent guidance that parents have a responsibility to get their kids vaccinated against the measles. the reason for that is failing to do so not only parts those that can't be vaccinated until they are 12 months oelds but also puts at risk the children who have compromised immune systems who can't get the measles vaccine. that's why the president believes that the parents do have a responsibility here. not just for their own kids but kids in the community. >> does he believe it's time -- >> josh
