this evening. now it is rachel maddow. >> enjoy. >> dinner theater, there you are. there is a lot going on in the news today. we have a very big show coming up. we're talking about the latest news on isis. a couple important policy things happening around that. another day of rand paul craziness on vaccines. we're all working on an important update and surprising update that we covered a few days ago about afghanistan. there is a lot coming up but we have to start tonight in oregon. honestly usually, that is the state motto of otherwise. usually when we talk about otherwise oregon, it is about crazy republican politics. the state party chairman you might remember he collects

people's pee by mail. he sends out mailers, asking you to send in your pee. art robinson once came on this show and we had a terrible fight about his writings that hiv doesn't cause aids and that it would be great to sprinkle backyards all across america with a little radio activity that would be good for everybody. and i tried to figure out what he needed all of the pee for. he is now the state chairman of the republican party in oregon. and he is a frequent republican nominee for congress in the state of oregon. their last nominee for senate, at first glance looked like a refreshing change from the art robinson craziness. she was well spoken very

conservative doctor who basically chose to run for senate on a 100% anti-obama careful person platform. it made some sense in oregon particularly because of this. oregon completely botched their state obama care exchange rollout. that would have been bad enough had they not run the most embarrassing ever tv ad for that health exchange that did not work. so in running an anti-obama care campaign, their senate candidate, monica webby seedmed like an uncrazy candidate. that was before the press got all of the police incident reports about her. the stalking incidents, the get this woman out of my house 911 calls.

also the discovery of plagerizing campaign documents on her website. she applied for a new job with the state. she applied for the job of running balm care in the state of oregon. oregon is nuts. and oregon politics in the last few years -- oregon has been nationally news worthy nuts particularly on the republican side. even covering major donors means having to cover guys like this. it also means having to cover guys like this you'll want to cover your ears. >> when i sound the busser and say disconnect it will disconnect all of the causes of that habit and perhaps you will end up losing weight.

disconnect. disconnect. >> do you feel the pounds dropping off? that is oregon. that is oregon republican politics. at least it has been over the past few years. but it turns out oregon has more to offer than an amazing sauce blend of mail me your pee and disconnect donors. now in oregon, this particular variety of politics is getting to be more slightly bipartisan and it is maybe better than ever. this is the largest newspaper in the state. this is the new editorial in the paper calling on the state's governor to resign. if you have not been paying attention to what is going on in that state, and who has? this kind of dramatic call seems like a surprise. he was just reelected. he is the longest serving

governor in the state's history. he was sworn in as a fourth term governor. they have been watching unravel this long disaster that keeps piling up revelation after revelation, and they're all about the governor and his girlfriend. the latest revelation reported this week that the governor appears to have had his top advisors find his girlfriend paid jobs. jobs with companies and interest groups that want to influence the state's policies on energy and the governor had his girlfriend working as an advisory with him on state issues. it's one thing to bring your girlfriend to work. it is another thing to try to arrange for people with interests before the state to pay her while she advising you

on their interests. that is just the latest of a year now of stories like this. the governor's girlfriend also once got married to a guy she didn't know for money. it was just part of an immigration scam. the cost of marrying her was apparently $5,000. she was also once co-owner of an illegal pot farm. since she has been the governor's girlfriend there has been an array of nice stories like this one about how she used state workers, including state troopers, to care for her pets. other than that nothing to see her. scratch that oregon is the most fascinating place in the country today. this day, february 5th oregon is the most interesting place in the country. his girlfriend trouble, and the question of whether or not he will resign over his long standing girlfriend troubles right after being sworn in for a

fourth term that girlfriend trouble thing is not the only thing looming over the state of oregon right now. looming silently and occasionally swooping down and terrifying the state and sometimes drawing a little blood. that is the no the only thing doing that there is also this. >> a fourth jogger hats been attacked by an owl in the salem park. be aware if you're walking. this latest attack was near the soap box derby track on mind and we believe we caught the owl. brad hilliard was jogging early in the morning and that owl grabbed the hat right off of his head. >> he only lost his hat, he was

the lucky one. in salem, oregon as of today, four joggers have been attacked by a giant owl all in the last month. the first attack was against this guy, this surgeon. who seems awesome. i just have to tell you because oregon is the most amazing place in the country, i have to tell you a back story on the surgeon, the first owl victim he seems very cool. she a general surgeon in se lem. this is him in the woods where he was attacked the start of the trail, the statesman journal in their reporting on him, they note he started running in those woods as a way of intensifying his workout in time for football season. as in nfl football season. not because he is in the nfl, but he is a huge green bay packers fan, and in football season, every sunday he likes

to wear his green bay packers suit. and so he has been intensifying is workouts so he can continue to fit inside the adorable suit to clear on a his beloved green bay packers every sunday. i'm just -- i can't improve on this. i'm going to give you the dramatic account as it appeared in the statesman journal. here we go. dr. jakes was jogging near the baseball field about 5:10 a.m. suddenly in the morning darkness his stocking cap was pulled from his head and almost simultaneously he felt something puncture his scalp. the doctor thought he was dieing. it was like i was hit in the head with a two by four. he ran faster trying to escape his assailant, then reran

towards a street hoping someone would help him. this time he didn't have a hat on and he saw a large wicknged animal. it keeps attacking people in oregon's capital city. he was the first. they are putting up attack owl warning signs all over that part of the city. we have gone to the trouble of making this. attack howl warning sign which i think is more visually gripping for the threat at hand here. their warning signs looked a little sadate. if you would like the digital

perhaps trying to subject today, senator rand paul said he will vote against loretta lynch. senator john corcoran said he will as well. and as interesting as each of these senators would like that to be i think it is fair to say that nobody much cares they have announced their opposition loretta lynch has enough support from enough republican senators not running for president or who are not from texas that she will sail through her confirmation

children who wound up with profound memberal disorders after vaccines. >> this has not been going better for hymn since then. it feels like rand paul and his presidential hopefuls are getting a little derailed by this issue right now. there has been editorializing against him and on conservative websites like red state and the washington free beacon. rand paul plagues himself over vaccinations, in damage control. this was in the louisville courier-journal saying he blew it. he is not hiding from the press on this issue like chris christie is high pressure he

went on fox news last night and he tried to defend himself on the vaccine issue saying everyone is deliberately misrepresenting his beliefs. >> i got annoyed that people are trying to depict me that i didn't think vaccine were a good idea of all of the people they talk to i'm not sure i'm any different than anyone else on the position. >> you're going to throw president obama into this? he now says he has the same beliefs as president obama on vaccine. president obama has never said that vaccine cause profound mental disorders. or that they were the first step toward marshall law. >> mandates are the first step to marshall law. i worry because in the 1970s, more people dies from the

vaccine than died from the swine flu. i think you have to use your brain, but i think every individual should be allowed to make that choice. >> when everyone makes their own choice based in part of would be national leaders, then what you get, senator, is declines rates of vaccination in this country and you get shocking rates of measles including five new cases in babies in chicago just today. rand paul is in a dichtch and continuing to dig. chris christie is being quiet about everything. but you know these guys are so advanced in their planning to run for president stages they don't say or do anything without means to. chris christie have toed anti anti pig crate because he thinks its will play well in iowa.

do these guys see the issue as something nationally harmful at the moment but might offer a short-term opportunity that is not easy to see. rand paul and chris christie are getting. a long history of being a little oogy when it comes to the vaccine issue. rand paul meeting with anti-vaccine groups. believing that it causes autism he would stand with hem this. even the hallmark card reminding you to vaccine your kids. what happened to rand paul and chris christie this week is being treated like misstatement

flub, inappropriate choice of words that has been very embarrassing for these two men. they both have a track record to back up their hints that the antivaccination people might have a point. there is no mainstream national constituency for playing with that kind of fire. for playing with conspiracy theories. is this not a mistake on either of their parts? is this for instance and early weird play to try to win a state like iowa? joining us now is an editorial page columnist with "the des moines register." >> thank you for having me it's great to be here. >> it is seemed they both stepped on it is that how it is playing in oisz or is it more

nuanced in iowa? >> i think it is a little nuanced in iowa. we're trying to stay measles free and with no thanks to these two. but i think there is also a segment of the republican party that loves to think about government as the big bad enemy who is trying to micro manage the way people live their lives, have control on kids and what they do in school, and if they are subjected to the core curriculum. there is an interesting tension between two factions of the conservative christian wing and the more libertarian wing. i think they're making a calculation that this is an issue that is likely to play with both wings. on the one hand you have the government off our backs kind of element, and on the other hand it plays well with religious

faxes that believe in homeschooling and think they should have the right to dictate what goes on with their children free from government intervention. i think they're making a very calculated move. i found it very interesting, and i don't think anyone else picked up on this but the way that rand paul talked about the issue. i thought it was very telling. the first thing he said as you might republican is that states don't own the children parents own their children. now parents don't own their children and as i said in our column, the notion of owning another human being has never amounted to anything good but children as private property that you should be able to do with them as you choose i think is nuanced and is subtle way of signaling to parents that yeah government off your back you should be able to make whatever choices however stupid and

reckless they may be. >> the other thing i saw happening here particularly among the iowa conservatives is the way both of these men this week faced national pretty blistering criticism in the media for what they have said but they also have both taken some swats back at the media. rand paul saying i wonder how they will mischaracterize me on this. chris christie avoiding media, i wonder if there is a welcoming your scorn as a badge of honor thing they may be able to play to their advantage. >> absolutely right. because in iowa also a state that is very politically divided, there is a lot of trashing of the liberal media. with a wink and a nod they a

signaling to everyone that we are with you and it is the big bad media trying to tell us what to do. they're backtracking and trying to walk back their statements and have it both ways. saying this should be a parental choice issue. and then saying later they absolutely in chris christie's case saying that he believes children should be vaccinated. you can't have it both ways. you to have some empathy for them. right now they're thinking about winning the primary and the nomination. in iowa the party tends to be more conservative than the republican party is nationally. so they are trying so send out all of these cues but they will have to walk back a significant

drop bombs on isis positions. even though the rumor mill said otherwise tide that he was personally flying those jets yes, jordan's facebook page posted this picture, and he drove himself home from the airport when he left the airport yesterday, but no this was not him personally doing this. jordan had to formally dispel that rumor in a written statement today because of the upsurge of patriotic ferver about the king. it was driven by the revoltion over what they did to the pilot. they usually don't say when they're doing it or how many

they have been apart today. jordan broke the silence today and gave away the plausibility deniability, and said it was 20 jets that attacked today. they released videos showing the air strikes against isis targets. no one knows how much more jordan is willing and able to do against isis that they event been doing today. but this show of force today was a military roar from that country as they are enraged by the torture and murder of their air force pilot murder. one of the arab partners they have not participated in air strikes at all. since that jordanian pilot

crashed and was captured inside of syria on christmas eve. they reportedly told the united states they didn't think there was adequate search and rescue available. that was reported yesterday. the military pushed back from that concern. but today, look at this. today defense officials say they have now moved to address those concerns. they have now moves search and rescue crews closer to the action. they moved search and rescue crews into iraq. they say it is intended to shorten response times for search and rescue teams. if another pilot from any country goes down over isis controlled territory, will this change? the shift in the search and rescue assets. will it make it more likely that

the pilot is rescued by isis. sixth months after they started flying these, why did it take until today to move the search and rescue crews closer to the battlefield. maybe there is a good reason why. i would love to know it. maybe we will find out when washington debates what we're doing against isis. there is news today that congressional leaders have been told by the white house to expect in the next few days the white house will send over draft language for congress to debate on and vote on about authorizing this war that we're six months into finally. now we have congressman adam ship from california. thank you so much for your time tonight. >> good to be with you. >> so you have been one of a few

persistent voices in congress saying congress needs to vote to authorize this war against isis. do you feel like it is going to happen? >> i do, we're almost six months into this war. they were content to go into elections, and after the elections there was desire to put it off even more, but we kicked that can as far down the road as we possibly can and i'm grateful now that the administration is engaged with congress and i hope we will have a draft and a vote fairly soon. >> you have written your own language for how you would propose that congress could authorize this war. should congress be writing this language in it seemed like there was an abstract debate about that for a long time and now it seems like there will be language coming from the white house. >> we did have a long discussion about that and congress or the

administration usually drafts it. it is the congress's interest in it that is most at stake. if they continue to rely on these authorizations it doesn't eviscerate their power to make war, but the congressional check and balance is seriously diminished. we have the most the stake here and i think we should have done more proactively to make this happen. it is happening now and it will be a tough call because there is a number of important issues to hammer out. >> we had a minor miracle on our show this week when a conservative senator agreed to come on this show senator johnny isaacson. and i asked him if he thought there was any other thing, any other area of policy where there might be a true bipartisan vote or a nonpartisan vote for party

affiliation didn't predict where they would come down on this issue, but he said the authorization for military use. he thinks this vote will be unpredictable and not driven by party politics, do you agree with him on that? >> i agree with him in part. there are substantial differences between the parties on this. by and large, most of the republicans want to give the president a very broad authorization without limits in time, place, and manner. democrats feel differently. we want it narrowly tailored so we don't get another ground occupation of syria or iraq. and i think importantly there is at least a time limit set on the old authorization, the 2001 authorization, because if we should pass something new that is isil only focused, and even

if that sunsets, if we don't sunset the old one, when the new one expires the future president can say i'm going to rely on the old one like president obama did. so to have any real limitation in terms of time. we have to sunset the new one and the old one. >> and with that authorization, an authorization passed in 2001 becomes a permanent authorization for a war when the president feels like it with no way in for congress at all. congressman adam shipp, thank you and congratulations on making it this far. coming up a brief and powerful story about winning office while in jail.

the commonwealth of virginia likes to think of itself as a good government kind of state, a clean, no corruption state that's getting harder to say with a straight face. just this past month, this guy was re-elected to the virginia state legislature, from jail. democratic state rep joseph morsy is in jail on charges related to him having sex with a

minor. but virginia voters ree lek ersrs re-elected them any way. yesterday, he cast a vote as a state rep, on whether or not people in jail in virginia should be able to get obscene materials while they are in jail. he is in jail which gives him some unique insight, no? he voted against a ban on obscene materials, which may not have made him popular with the rest of his friends who voted the other way, but it did probably make him popular with his friends at home. his friends at home with him where he lives, in jail. just the latest installment in the ongoing saga on how the word politician became a name you call someone if you're trying to make that person punch you.
