strikes. video of the strikes was shown on jordan state tv along about patriot muk. yesterday, the official case posted this picture of him in military clothing. meanwhile, japan is also stepping up its fight against isis. the country's parliament passed the resolution to increase humanitarian aid to the middle east. it did not include troops for equipment. back here in the u.s. president obama is expected to ask congress next week to authorize the use of force against the militant group. nbc's tracie potts is live in washington for us. does this mean perhaps boots on the ground? >> no they don't think it means boots on the ground at all. at least that's not what they're asking for. but jordan is definitely ready to take more action against isis. they're ready for a fight, but they can't do it alone. 21 american planes escorted

tanks that are crossing the border from russia and coming into ukraine. >> but there's reluctant on capitol hill to get involved in another long war. >> we should make it clear that while we support their commitment to defend themselves they cannot expect u.s. forces to come to aid in their fight. >> no boots on the ground for now. here on capitol hill, lawmakers want to speed up that military assistance to jordan that was already in the pipeline. >> thank you so much for that report. this morning, the outbreak of the measles, a disease once declared eradicated is declaring our country's most vulnerable. late last night, the new jersey department of health said it's investigating a case in a 1-year-old. the good news is they say the baby has recovered. five babies less than a year old have been diagnosed with the measles. as many as ten other children may have been exposed. and these new cases, none of the children was old enough to be

vaccinated. 4 million kids in the u.s. are in a similar situation. if exposed to the virus, nine and ten of those babies will get sick. so is it okay to spank your children? now we know what pope francis thinks about it. during a general audience the pope praised a man who says he sometimes has to smack my children but never in the face so as not to humiliate them. pope francis called that beautiful. he was not condole downing violence against children but rather on how to help the children mature. he will become the first president to deliver a join address to congress on september 24th. in new york this morning, a funeral for the driver of the suv involved in this week anticipated deadly train collision. meanwhile, ntsb investigators are putting together a time lynn

of how that accident happened. they say 39 seconds before the crash, warning lights began to flash and then the gates came down as normal. investigators met with the engineer of the commuter train and he told them that he slammed on the emergency brakes as soon as he saw the suv inching on the track. that prompted the horn to sound twice. but since the train was traveling at 58 miles per hour there was nothing he could do to prevent the collision that happened seconds later. ntsb investigators say the impact pushed the suv a thousand feet down the strikes where the train came to a stop. investigators are in the process of introuing the train conductor and asking passengers on the train to offer up their testimonies. later this year the supreme court is expected to decide whether all 5 50 states must allow same-sex marriage. house speaker leader john boehner says they won't stand in the way of the ruling. >> i don't expect we'll weigh in on this. the court will make its decision

and that's why they're there. it will be the highest court in the land. >> this may come as a surprise to some. according to the "new york times," house republicans spent upwards of $3 million to defend the defense of marriage act in 2013 after the obama administration refused to defend it. this morning, a 911 dispatcher in maryland has been reassigned after telling a calltory stop whining. the dispatcher is in a position where he won't have citizen contact as authorities investigate what happened. a 13-year-old girl called 911 as she watched her father dying on the side of the road. they had just been in a hit and run. the dispatcher's response? stop whining. >> can you all please hurry up? >> ma'am, stop yelling. i need a location. so two people were struck? >> yes. they both laying there. >> stop whining. i can't hear you. >> they're just laying here. >> is there someone else i can talk to because it's so hard --

time now for your friday helping of scrambled politics. time magazine sat down for an interview with starbucks ceo howard schultz. at one point he was asked if he would run for president in 2016. he says he's not interested in running for office at the moment. long time senior adviser and currently nbc news political analyst david axelrod is coming out with a memoir. in it, he said he tried to talk the president out of running for senate in 2004. he said, quote, after all, he had just failed badly in a house race in a largely black district. now he wanted to aim higher. and the "new york times"

>> i do expect him to get what he's asking for. that being said republicans are saying that the president should be able to use more force, democrats are saying that they're a little bit more leary, again, of what the president is asking for. that being said the president says he doesn't need congressional approval but he would like to get it as a formality. he's insistent that he will not put boots on the ground with what he's asking for. clearly, the issue of isis still dominating the final years of his presidency and he does want to get congressional approval as a formality. >> aside from not putting boots on the ground, and it seems that everyone has said no that's not going to happen what can keep congress members from supporting the use of force? >> that is a great question betty. i think a couple of years after the iraq war, they're leary of you know authorizationing any type of military force,

especially overseas for any period of time. now, what the president is asking for is a three-year commitment and, again, the republicans saying that he should be able to have a little bit more authority, more support. but democrats very leary. however, i think a lot of americans understand what's happening overseas right now with isis. it's awful to see those headlines coming and all the stories we're hearing. i do expect him to get it. and the president hits the roads promoting jobs today. is there anything that we could see an indication the economy is improving? >> yeah. i would expect the unemployment rate, at 5.6% right now to hold steady or slightly decline. the president focusing a lot on middle class economics. we'll see what the numbers are. just ahead, a tonight show beat box bonanza. plus they are no kim
