turned ravenous after the lab rats hit the bong. enough of the science class for today, kids. now, time for the news. we begin in libya, from the rising threat of the islamic state. the country is asking the u.n. to lift an arms embargo. and they asked that because they say it's the only way they can fight i si. and it comes after militants beheaded 21 egyptian christians over the weekend. and new fears, that the lead executioner may be american. as nbc's richard engel reports, now, the italian government is boosting security amid threats that italy could be the terror group's next target. >> reporter: i.s.i.s. is spreading like a virus. and months of air strikes don't seem to be containing it. in libya, i.s.i.s. is showing its strength. the group beheaded 21 egyptian

christians. one of the executioners speaking in english, with an american accent. egypt hit back with its own air strikes. i.s.i.s. says italy will be next. security has already been beefed up at st. peters. but the biggest advances and reportedly the worst atrocities -- have come where washington claims to be making the most progress, in iraq which is starting to look like a failed state. in the north, we saw firsthand last week how kurdish forces have been under attack near the city of irbil. they turned back a major i.s.i.s. assault. >> that's richard engel. and the papers across the country, reporting on the president's summit at the white house. "the new york post," not positive saying the president doesn't seem to see the threat from islamic terror. obviously, this debate raged. and president obama tried to get

off the defensive by taking on those criticizing his administration by refusing to call islamic terrorists well islamic terrorists. he jumped into the debate during the second day of the summit on violent extremism. and mr. obama urged political and religious leaders from around the world to come together in efforts to stop young people from joining the islamic state. and he defended his choice of rhetoric, claiming i.s.i.s. is lying when they say the west is at war with islam. and when they do that to gain new muslim recruits. >> we must never accept the premise that they put forward because it is a lie. nor should we grant these terrorists the religious legitimacy they seek. they are not religious leaders. they're terrorists. and we are not at war with islam. we are at war with people who have perverted islam. no religion is responsible for

terrorism. people are responsible for violence and terrorism. >> i don't know if you saw this out of the white house yesterday. but press secretary josh earnest was asked to explain why a white house statement didn't identify the i.s.i.s. victims in libya as christians. but did mention religion in the murder of three college students in north carolina. >> why didn't you say 21 christians were killed? >> well i tried to be clear here. i can't account for that specific line in the statement. but we've been clear there that we condemn this murder. that's true -- >> north carolina case, they were targeted because they were muslims. because of a -- we don't know. it's a local law enforcement investigation, as you say. why was there faith invoked in the president's statement? >> i think it's important for the president, in this case, as he has in many others to articulate a clear principle. it's the principle that the vast

majority of americans should be able to support, which is people should not, regardless of their faith, be targeted because of what their last name is, what think worship. >> we don't know if they're targeted because of their last name or faith. >> that's acknowledged in the statement, as well. and we've also acknowledged that this is an issue that's under investigation in north carolina. >> a lot of back and forth. a new gallup poll is showing that 8% of americans now believe that terrorism is the top issue facing the u.s. that's up six points sins last month last month. it's the highest since january 2010. the immediate family of kayla mueller is breaking its silence for the first time since her death was confirmed by u.s. officials. last night, there was a memorial service that was held for the 26-year-old aide worker who was kidnapped 18 months ago in syria. hundreds attended the

father's legacy. >> as you might know i've also been fortunate to have a father and a brother who helped shape america's foreign policy from the oval office. i recognize as a result my views will often be held up in comparison to theirs. i admire their service to the nation and the difficult decisions they had to make. but i'm my own man. and my views are shaped by my own thinking and my own experiences. let's go to iraq. there were mistakes made in iraq for sure. using the intelligence capability that everybody embraced about weapons of mass destruction was not -- turns out not to be accurate. but my brother's administration through the surge, which is one of the most heroic acts of courage politically, that any president's done because there was no support for this. and it was hugely successful. and it created a stability that when the new president came in he could have built on to create fragile but more stable

situation that would have not allowed for the void to be the filled. >> it will be a fascinating debate. jeb bush announced some of his key foreign policy advisers. many of them with familiar names from previous bush administrations. they put out this diagram of the overlapping names. and jeb bush may be his own man. but he has a lot of men. and some women, from past administrations. bush administrations. like tom ridge, paul wolfowitz and porter goss. a new poll shows a tight 2016 field for republicans. and anything but for democrats. mike huckabee's narrowly leading jeb bush and scott walker. look at that 16 14 and 11. mike huckabee he is back. but not far behind, you have rand paul and chris christie.

chris christie at 8% and doing well in states like new hampshire. and still within striking distance at 7% dr. ben carson. hillary clinton, meanwhile, she's up 47% over the next-closest democratic rival, vice president joe biden. these polls were taken before joe biden swore in the new secretary of defense. we'll see how his loving touch helps. there's an interesting question in the poll. asking voters which candidates represented the past and which represented the future. hillary clinton's about even. people see elizabeth warren as a candidate of the future. christie, paul and walker are all slightry upside down. look at joe biden and jeb bush they're seen as creatures of a

bygone era. that's going to be one of jeb bush's challenges. the money men that supported republican candidates like bob dole and john mccain and both of the bushes. and mitt romney seem to be flooding towards jeb bush. we'll see if that translates into votes and into victories. the clinton foundation, it's one of the foremost organizations for charitable work the world over as you know. but now, a "washington post" review concludes that nearly half of the money and half of the donors to the 2008 campaign as well as donors to ready for hillary, gave $10,000 or more to the foundation. not exactly a grass roots campaign. donations have soared projected to reach almost $2 billion by year's end. $2 billion. the paper reports one-third of the foundation donors are foreign. and legally unable to make campaign donations. a spokesman told "the post,"

intense on the president of south carolina state university to resign. that's amid a financial crisis. a lawmaker has called for the school's president's ouster. and the "mississippi sun herald." herald." afroman allegedly punched a female on the stage in biloxi. he's been charged with assault. ukrainian forces are being mocked by president vladimir putin after pulling out from an embattled city under relentless shelling. at least six ukrainian soldiers were killed in the withdraw and more than 100 were wounded. gaining control of the area is a major victory for pro-russian separatists. and it opens up a direct route of transportation for rebels. russian president vladimir putin mocked the ukraineian situation saying, of course it's bad to

lose. it's a hardship when you lose to yesterday's miners or yesterday's tractor drivers. but life is life. it will surely go on. the tractor drivers and miners getting a lot of support from vladimir himself. let's go to business. markets ended slightly lower yesterday, after the fed signaled they're in no rush to raise interest rates. we have steve sedgwick joining us live from london. what are investors saying and what were they expecting? >> i think they're getting quite excited that the fed may not be raising rates. and mortgage rates and investor loans may not be going up as quickly as expected. people were thinking the fed might raise in the mild of this year. the fed was very dovish. they didn't signal anything. it was aggressive on the rate front, as well. this accompanied their concerns about broader market. about liquidity in the market. if they change policy what's going to happen to bonds, bond
