entire winter. parts of the u.s. are colder than places in antarctica. a nasty bitter freeze has an icy grip on the eastern half of the country. up north, niagara falls is an ice castle. large portions are entombed. probably won't melt entirely until may. it is brutal down south as well. nashville hasn't been above freezing since last weekend. of the 15 weather-related deaths, 11 happened in tennessee. take a look at this a parked jeep pulled away leaving behind its frozen casing. yesterday's coldest temperature in the lower 48 negative 42 degrees, and that was near cotton minnesota. you can thank the siberian express for all of this. arctic air from northern russia passing through the north pole 5,000 miles away. it is rough on the roads too. a michigan police officer is recovering. you see that? after being hit by an out-of-control car right there. bill karins is here and he's going to have the latest on the weather forecast coming up including what we can expect

with this next winter storm. it is not over just yet. we want to talk about this because a spring offensive is underway to take back the iraqi city of mosul from isis fighters and it could involve american boots on the ground. a senior official from the military central command said the move would be a last resort. u.s. ground and special operations forces would join as many as 20,000 iraqi military and kurdish forces as early as april. this would give u.s. officials time to train the iraqi and kurdish fighters. president obama has previously said that he would be willing to authorize ground troops if necessary. the u.s. is considering providing air support, intelligence and logistics. some 2,000 isis fighters are occupying mosul. a new cbs news poll shows for the first time more than half of americans support boots on the ground in the fight against isis up from october when 47% were in favor of the strategy. an nbc news/marist poll released last week showed 66% of americans in favor of boots on

the ground. health officials in california are trying to reassure the public this morning, they say there is no threat to public health from a superbug the cdc has called a nightmare bacteria. cre has infected seven people and potentially contributed to the deaths of two ucla hospital patients. the associated press cites an attorney saying an 18-year-old student is in grave condition at this hour. cre is incredibly resistant to antibiotics. letters have been sent to more than 170 patients who may have been exposed. bacteria can get trapped in the tip of a dees vice used to clean the upper intestine. >> this is really the perfect storm. you have an instrument that on the whole is difficult to completely disinfect and at the same time you have a bug that has become more and more resistant to antibiotics. >> the l.a. county department of public health says ucla followed the recommended procedures for cleaning the scopes. all right. if you are sitting down for breakfast, go ahead, treat

yourself to another cup of coffee or extra eggs. a government health panel has proposed new federal dietary guidelines. experts have eased some of the restrictions on fat and cholesterol and recommending new limits on the amount of sugar we eat. nbc's tracie potts is breaking down the guidelines. tracie? >> you might not want to put as much sugar in your coffee but the fact you can have three to five cups of coffee a day as recommended by this panel is something that's new. they not only say it's okay but the research seems to indicate that it could actually reduce the risk of type 2 diabetes. another big change meat less red meat not a big surprise there, but lean meats as part of a healthy diet the panel recommends that's okay. the biggest surprise here is cholesterol. for years, we have heard watch those eggs watch those foods high in cholesterol, but what the research is showing is eating foods high in cholesterol does not necessarily raise the

amount of cholesterol in your body, in your bloodstream. the recommendation before was 300 milligrams. the panel says it's openi'm quoting here not a nutrient of concern. they think you should avoid and watch your saturated and transfats. what that means, eggs more than the 1 1/2 they recommended a day before that and shellfish may be okay but things like butter and ice cream, and fried foods, the good stuff, still need to watch that. betty? >> all right. i was just hoping for a little bit of good news with the good stuff, but we'll stay under those guidelines. in the meantime, though, police have made an arrest in the deadly las vegas road rage shooting and looking for one more suspect. police arrested 19-year-old erich nowsch after a two-hour standoff, charged with murder attempted murder and discharging a firearm in a vehicle. they believe he is the only person who shot and killed tammy meyers. she and her son went looking for him two days after she and nowsch had a confrontation

muscle man boxer. whatever the case at least he won't have to worry about the re-election re-election. wonder if the barber is getting a raise? let's get down to business with cnbc. >> good morning to you. it's been a week since reports surfaced about apple's plans to build an electric car and now it appears that venture is shifting into a higher gear. reports say apple aims to begin production in 2020 and assembled a team of about 200 people. it typically takes designers five to seven years to develop a car. apple isn't comments. youtube will release a new app for kids next week and feature age-appropriate content and a kid-friendly design with big icons. the free app will have parental controls including a timer to limit a child's screen time. and walmart plans to give 500,000 workers a pay raise. average pay for full-time employees will now be $13 an hour and $10 for part-time workers. walmart will make changes to how it schedules and trains hourly

lexington, kentucky of all places is at negative 29 windchill. that's a windchill i tell you about in the middle of winter in fargo or like international falls. the lowest windchill i could find anywhere right now was wellsville, new york, not often new york gets the lowest in the country, negative 34. obviously this is hopefully the coldest morning we are going to see for a long, long time. all the circles here jacksonville, florida, raleigh, washington, d.c., new york, and detroit, have set new record lows for the day. not many down there in florida. looks like the cold air hasn't settled quite this morning. maybe 34 33 in orlando. winter storm warnings up and ice storm warnings for areas of central tennessee. this is how it's going to look as we go throughout saturday. saturday morning during the day, ice storm possible freezing rain and sleet from missouri through tennessee. then as we go through saturday fight, we watch a lot of that heading up here with the snow mixed with ice throughout the ohio valley. doesn't look like a lot of heavy

"parks and recreation" last episode will air next week. at an event for "variety" magazine star amy poehler eulogized him saying i lost a friend. sarah silverman tweeted he was my baby i am so mad at you,

harris. doctors in atlanta are preparing to take bobbi kristina brown out of a medical coma. sources tell nbc news they have inserted a track yost my tube in her throat to prevent infection from her breathing tube. she will also be weened off of coma medication. former new york city mayor rudy giuliani is doubling down on comments he made about president obama's patriotism. at a fund-raising event for wisconsin governor scott walker giuliani said the president didn't love america because, quote, he wasn't brought up the way you were brought up and i was brought up through love of this country. but in an interview with "the new york times" he says, quote, some people thought it was racist. i thought it was a joke since he was brought up by a white mother white grandfather, went to white schools and he learned mostly from white people. this isn't racism. this is socialism or possibly anti-colonialism. los angeles is about to go from no nfl teams to two. it's part of a plan by the

. coming up on 20 minutes past the hour. serving up your friday edition of scrambled politics. the white house turned to twitter yesterday to tout president obama's announcement of three national monuments. the tweet ended with the #obamalovesamerica. it was a not so subtle reference to rudy giuliani saying that the president doesn't love america. dnc chair debbie wasserman-schultz slammed giuliani for the comment. she said, quote, if thep arep party really wants to be taken seriously, really wants to avoid its problems of the past, now is the time for its leaders to stop this kind of nonsense. from the hill defense secretary ashton carter mistaken for kutcher. at the pentagon carter told a story about how he had been confused with the tv star. >> the last time i was in this auditorium, i was departing. i thought for the last time.

authorization for use of military force in the coming days when they return. folks in the democratic party say that this use of -- that this bill they're going to take up is, you know perhaps not the direction that they would like to see it going in. they say that it doesn't have a timetable for the conflict overseas against isis. a lot of republicans say that this doesn't go far enough. that debate and that it's limiting our military. so that debate is going to be on full display next week. >> you know a senior u.s. official told nbc news, i'm quoting here isis is in decline militarily. they are losing every ground -- losing ground that is every day. that is the quote. that doesn't exactly sound like a cry for boots on the ground. >> betty, i think that when you look at what's happened over the past week, look at the horrific images coming from oversees of the beheadings of 24 egyptian christians, look at, you know what's happened with kayla
