to separate the money from immigration. >> it's another way to get the senate unstuck from a democratic filibuster and move the debate forward. >> reporter: it didn't work. >> the motion is not agreed to. >> reporter: governors visiting washington urged them to act. >> governors are frustrated. quit throwing us your problems. >> reporter: if there's no deal by friday tens of thousands of workers could be forced to work without pay. >> that is not good for the homeland security of this nation not good for public safety and not in the public's best interest. >> reporter: that fight comes as the mall of america assures shoppers it's safe there despite a threat from al shabab. >> they want security. if we're not giving them the funding to do that that's a major problem. >> reporter: even if a compromise is worked out, it's not clear if the more conservative house will go along. and those members are set to
