there are a lot of victims, a lot of people found dead. it is gruesome but you almost need a score card. nine bodies found dead by authorities. seven believed to have been killed by gunshot wounds. an eighth body an elderly woman, was found dead presumably from natural causes and the gunman in all of this a 36-year-old suspect took his own life according to authorities. they just had a news conference a short time ago. what's somewhat confusing about all of these deaths tamron they happened spread out over at least four residences then the gunman himself was found i want to say 40 miles or 40 minutes east in a separate county from where all of this happened. >> pat, do we know what connection the gunman had to victims at this point? >> the police did not have any information on a motive. they held a briefing about one

hour ago and they didn't give any information as to possible motive or what the relationship may have been between all of the victims in this case but the sergeant with state patrol spoke from the heart. he said this is bad, this is tough even for our veteran guys. we don't expect to see something like this. and it was just a difficult news conference to listen to you could tell sergeant kinder was struggling with this himself. we are working now, tamron to figure out the sequence of events here. again, you have the call came in last night around 10:00, a young girl. she called the police and she said she heard a gunshot in her house and needed help. she then ran from her house. police responded to that home and found two people dead. the police then went from that house and in three other residences found five more victims. so that brings the total seven

gunshot victims in all. then again, the elderly woman i mentioned that was found dead presumably of natural causes and the gunman then turned the gun on himself, a 36-year-old male. >> incredibly heart breaking details there, pat. thank you for the latest on that breaking news. also developing now, congressional showdown over funding. department of homeland security appears ready to go down to the wire with the clock ticking toward a midnight deadline to avoid a partial shutdown of the department of homeland security. the focus is now on a bandaid measure offered by house republican leaders. it would provide funding to keep the department open but only for three weeks. however, it is still uncertain whether the republican measure will succeed. democrats object to the stop gap approach conservatives object because it would not undo president obama's actions on immigration which they consider unlawful. dhs secretary himself sent a letter to congress saying quote, a short term continuing resolution exacerbates

uncertainty for my work force, and puts us back in the same position on the shutdown days from now. luke russert joins us from capitol hill with the latest developments. here we stand now, uncertain of what will happen. for our audience keeping score, what can we expect to play out today, if anything is predictable at this point, luke. >> reporter: well a bit of good news for those worries about department of homeland security possibly running out of money. the house gop was just able to overcome the first parliamentary procedural hurdle. they moved a rule vote which essentially means they're allowing the vote to move forward later today. this vote passed with over 230 votes. that's important, it gives us an indication that republicans seem to have enough votes in their own conference to move this three week funding bill department of homeland security, forward. they won't need democratic support. and democrats, including nancy pelosi told me they will not give them that support. they don't want a three week

bill they want a longer bill. the senate is moving forward on extension of department of homeland security funding through the rest of the fiscal year. that will not go over anywhere in the house. once the house passes this they'll go back to the senate sometime tonight, hopefully use unanimous consent, hope of leaders of both parties to make it go forward so there's no expiration of funding. what i can tell you, tamron is that whatever happens today, whether late tonight, early tomorrow morning, it is a bandaid. you and i will be having this same conversation come march 19th. this is buying boehner some time allows the conservative faction to beat their chest more and for him and mcconnell to find a way forward to stand up to obama and immigration. this is what it is about, immigration, immigration immigration, and have some way to fund department of homeland security. democrats i talk to say you know what we are happy to do this every three weeks. as long as they talk about

immigration where they don't do too well as a party on as long as they want to be the party of not funding homeland security we are happy to have that conversation. a fascinating dynamic that illustrates the struggle within the republican party now. >> thank you, luke. let's bring in one of the top democrats, bob casey. thank you for your time. >> thank you, tamron. >> heard luke say some of your colleagues, some of the democrats are happy to have this conversation or debate with republicans because it does create certainly a divide within the republican party. however, when you have secretary johnson, jeh johnson saying it puts uncertainty for the work force, puts us back in the same position on the brink of shutdown march 19th if we see this temporary solution put in place. this is larger than watching perhaps implosion to a smaller

degree of the republican party as relates to house and senate republicans. >> you have it right. this is about homeland security not about politics. the senate will complete work on this finally after weeks of a lot of back and forth. we are going to be able to pass a clean funding bill for the whole year. that's what the house should do. take our legislation which has been and will continue to be bipartisan, get that done then debate anything they want. but let's get homeland security done today. >> let me play what house speaker boehner said yesterday before the house gop leaders proposed a three week stop gap measure. >> i think it is outrageous that senate democrats are using homeland security funding for blackmail to protect the actions of the president, where the president himself said he didn't have the authority to do this. yesterday the white house press secretary said that this is a

fight amongst republicans. it is not a fight amongst republicans. all republicans agree that we want to fund the department of homeland security and we want to stop the president's executive actions with regard to immigration. >> you heard our own luke russert report widely this is seen as buying of time for speaker boehner and senator mcconnell. what is your response to his description of this being blackmail by senate democrats? >> well he's wrong, it is nothing of the kind. what's going to happen today is you're going to have homeland security funding, at least as far as the senate is concerned, in place. in other words, we will vote and it will be bipartisan to fund it. so speaker boehner should if he is going to do the right thing on homeland security, embrace the consensus, which is in the senate, which is bipartisan get this done then we can debate anything they want to debate. we shouldn't be playing, i

should say they they shouldn't be, one caucus of one house, shouldn't be playing politics with homeland security and trying to shut it down. >> you mentioned you can debate anything they want to debate. is there legitimate debate surrounding the president's executive action on immigration? >> i don't agree with their position on it. i think the president's actions were lawful but if they want to debate that that's fine. that's part of our system but you shouldn't condition the homeland security of the country on some disagreement you have with the president on any issue. we should get homeland security done and have the full certainty to protect us from terrorist attacks, to deal with natural disasters and a lot of other challenges. >> senator casey, thank you for your time. greatly appreciate it. the deadline is midnight. we will see what happens. thank you, sir. turning to new details about the executioner known as jihadi john. mohammed emwazi was known to british authorities since 2009 had repeatedly been questioned

in the u.k. emwazi was suspected of having linked to somali terror group al shabab. he traveled to syria in 2012 where he later joined isis. this morning, the british prime minister david cameron refused to address specific individuals, but vowed to track down anyone around the world committing heinous crimes. >> we will do everything we can with the police with the security services with all that we have at our disposal to find these people and put them out of action. >> but there are still questions this morning on the cover of u.k. daily telegraph. m 15 blunders that allowed jihadi john to slip the net. keir simmons has more. >> reporter: a grade school student smiling, but he would grow up to become the masked isis killer jihadi john. he grew up in a middle class family, even according to one

at airports and prevented from traveling to some countries. >> there will be a lot of watching of this sort of community in the wake of the revelation. there will be an investigation looking into who may have been talking to who, what contacts this will have sparked off. >> reporter: in syria and iraq there's no end to isis reign of terror. recently they are shown destroying ancient artifacts, and they say close to 300 christians have been captured. facing the same terrible fate as the roll call of hostages whose killings were broadcast around the world. >> a fourth man is in custody in alleged conspiracy to aid isis. authorities trying to determine if he helped three new york city men arrested wednesday after authorities say they plan to travel to syria to join isis and plotted to shoot president obama and police officers. authorities also say they wanted to bomb coney island. the fourth suspect is held in

wisconsin governor scott walker is at the center of controversy today after remarks he made at cpac the annual

gathering of conservatives under way now outside of washington. walker has been leading the polls, likely republican 2016 candidates, and was the main attraction yesterday when he spoke before a fired up crowd of conservative activists who greeted him with chants of run, scott, run. but he faced criticism even from fellow republicans after saying his experience in dealing with labor unions has prepared him to take on isis. >> i want a commander in chief who will do everything in their power to ensure the threat from radical islamic terrorists don't wash up on american soil. we will have someone that leads and ultimately will send a message that not only will we protect american soil but do not take this upon freedom loving people anywhere else in the wore. we need a leader with that kind of confidence. if i can take on 100,000 protesters, i can do that across the world. >> tried to clarify the remarks, saying he was not comparing any

american to isis. he was saying he was faced with adversity, he chooses strength and leadership. benjy sarlin joins me. let me play what former governor rick perry said about mr. walker's comments. let's play that. >> trying to make the connection between isis and unions was a mistake, these are americans. we are talking about people in the case of isis who are beheading individuals and committing heinous crimes. this is the face of evil. to try to make the relationship between them and the unions is inappropriate. >> benjy, what else are we hearing from republicans? is rick perry representing a large number of people with his criticism? >> i don't know if he is representing a large number of people but he's certainly not the only one. national review a very conservative publication had a piece slamming walker for the remarks, saying they were inappropriate comparison.

so there definitely is room for criticism on the right here. it is worth noting it is pretty unusual for a republican to attack unions so hard that conservative republicans attacked them for it you have to go out of your way. >> absolutely. his battle with the unions in wisconsin made headlines for some time now, including just this week. with that said here he was riding on a high. you have people chanting run, scott run, and in an instant he quickly is learning how things can change even if he is considered a frontrunner in early polls, i should say. >> exactly. and look it is an open question whether any of these arguments about things walker has said or refused to condemn hurt him on the right much. these are mostly going to be a side show away from republican primary voters but they raise questions about how prepared he is whether he is aware he is getting into these situations whether he perhaps is having a tough time choosing his words at

the right moment. those are things that could present problems down the line where you get tough questions all the time. >> you have donald trump who is speaking at the top of the next hour rick santorum following, and finally jeb bush at 11:40 p.m. this should be an interesting lineup. if scott walker gave us a head line, i can bet at least one of the people on the screen we showed will provide some fodder as well. >> you bet. the sparks are flying pretty early at cpac there are a lot of candidates throwing out tough words for obama, for hillary clinton, and for each other at times. there's been some of the most direct criticism of jeb bush of the precampaign period. christie said the elites want him to be the frontrunner, nominee. that was a tough attack yesterday. >> thank you very much, benjy. let me bring in john feary and

robert zimmerman. thank you for joining us. >> good morning. >> this is a big moment for conservatives in the party. you have for example, chris christie saying jeb bush is a favorite among the elite, and rick perry not hesitating to capitalize on governor walker's comparison to union workers to isis of all things. >> if you haven't been thrown under the bus by one of your colleagues you're not anybody at the cpac. fact of the matter is that primary season has already begun. scott walker was seen as front runner. he has had a couple of stumbles misplayed a question on evolution in great britain, has other things that he's muffed early on. lots of people are willing to throw him under the bus because they want to be the lead candidate. people are worried about jeb bush from the conservative side

so he is the front runner i think for inside of the beltway probably. >> john this is not about throwing anyone under the bus and it is not about scott walker's comments as vile as they are, being the issue. scott walker's rhetoric which was well received yesterday is in the great tradition of cpac underscores why the republican party has been virtually ineffective, losing five of the last votes in the last six presidential elections. >> robert let me get in here it is about throwing someone under the bus, governor perry didn't have to pounce. he could have left it to the media and others. that's what the point is john is trying to make. >> he said governor walker's words were inappropriate. inappropriate is when you use a salad fork for main course and not the dinner fork. this is not inappropriate. his words among mainstream america, comparing public school teachers and workers to isis is vile at its core. in the republican base which defines the nominee, he was well received. that's the problem.

cpac is nothing more than atlantic city lounge act for the right wing. >> let me play a montage of what we heard in the past day, one thing on the minds of everyone beyond scott walker that was obamacare as it is called by conservatives there. let's play it. >> i'm for putting our health care in our hands and not in the hands of some bureaucrat. >> we must repeal every single word of obamacare. >> washington wants obamacare. the people want liberty. repeal every blasted word of obamacare. there and perhaps will be abandoned later? >> look cpac is a place where conservatives come together every year. you always get these speeches, you'll have donald trump speaking later today, he is not a serious presidential candidate, but they want to talk to the base and the base still doesn't like obamacare, and so this is giving red meat to a red meat crowd. not a big surprise there. if you're going to repeal obamacare, it is what are you going to replace it with. that's the thing republicans have to figure out. >> here you are a republican asking that question and we are not hearing again the answer which i think is crippling to the republican party when they bring up the affordable health care law. >> we will find out when the supreme court invalidates or possibly invalidates a portion of obamacare if the republicans have an alternative. if they want to be successful in the presidential election, they have to answer that. they can't repeal it and not do anything about it.

in california. a former nfl star is suing the state for not executing the man who killed his family. by 1984 kermit alexander had already retired from a decade long successful career in the nfl, but on the night of august 31st gang members invaded his home his mother sister and two nephews were shot execution style by a hitman who targeted the wrong home. police caught the murderer and he was convicted, sentenced to death. but three decades later he is still alive. alexander wakes up at night, wondering why he didn't take justice into his own hands when he had a chance. tracy connor joining us. this report everyone should look at it. whether you agree or disagree with the death penalty, it is still insight into how victims' families feel. kermit alexander says this is not justice. >> he says his life is in a

holding pattern for decades while he waited for something in the case to happen. and if you think about it when he was sentenced to death, california still had the gas chamber. >> this is being held up because california cannot agree on a protocol for executions, right? >> there are a number of court decisions, in 2006 one judge said protocol they were using had to go they had to come up with a new system. >> explain that to the audience what that means. >> the judge found that the three drug protocol california was using might be too cruel, expose inmates to too much pain. so he tossed that out. meantime, california has had to come up with a new protocol but states all over the country have been having a hard time finding execution drugs. >> and part of this issue in california is that they want to come up with a one injection cocktail as it is sometimes referred to and this created

this backlog. >> yes, because drug companies were pressured to withhold product from prisons, that put prison systems across the country who have death penalty the problem of finding new sources for the drugs and it is difficult. >> our team pulled this up. this is the death row tracking system. these are condemned inmates' names on this list of individuals, so kermit's story and his family's story is just one. i know people have their opinions of the death penalty, but once someone has been convicted and a jury decides they should face the consequences of their conviction with their own life these families are in limbo. >> i did hear from a couple other families after we ran our story on kermit who said yes, my loved one's killer is also on death row, i have been waiting 20 years this is killing me. so it is not an uncommon story. >> so what happens next here? >> there will be a hearing on -- he sued civilly to try to force the state of california to come

up with this protocol. there will be a hearing and the judge will decide on the merits of that case. regardless of what happens there, there may not be an execution for a really long time. another judge last year found that california's execution system is unconstitutional because so few people get executed, it is like torture for the inmates waiting. >> they call it cruel and unusual, they're waiting such a long period of time. what are legal experts saying about kermit alexander's case and the chance of him being successful at some point here? hard to say successful because you're talking about the loss of his family and the execution of a human being. >> i think they're saying even if he prevails, it may not mean much in the end. >> it is an incredible report. go to nbcnews.com, see tracy's report and hear alexander in his own words. appreciate it. what does your gut tell you? do you believe his family is denied justice because of long

[ kissing noise ] >> when we make decisions, i'll let you know. >> joining me senior political editor mark murray. we had movement as expected in the senate here. >> absolutely tamron. what the senate has done is pass its clean funding legislation as we all saw what was coming over the last couple days. now the situation moves to the house of representatives, and tamron, what the house republican leaders propose is a three week extension, essentially kicking the can down the road fund it for three weeks, without it tied to president obama's immigration policies and have that fight later. the question is whether house republicans will go along with this leadership move. democrats are against this. we have seen in the past when john boehner needs his 217, 218 votes to pass something with republicans, sometimes that's back fired on them. >> it has. when you hear speaker boehner say it is senate democrats that

are blackmailing here i think if you look across the board, minds that keep questioning why would you tie up dhs fund white gold the debate over the president's immigration plan. seems that people overwhelmingly fall on the side of this could hurt the republicans. >> well tamron when you look at these shutdown showdown the side that's divided almost never ends up winning. we saw this in the shutdown of 2013 where republicans, some republicans said this would not be good politics for us. once again in this fight you have a certain number of republicans, some from the senate some from house of representatives who say we need to fund this fund it cleanly, move on. there's still a sizable number of republicans who say we need to fight president obama's immigration actions now. that's what created this dynamic. >> mark, thank you very much. greatly appreciate you joining us with the latest from the senate floor. the highest civilian award in the works for original foot soldiers from selma, alabama. one of the things we thought you should know this morning.

emotional destruction can be caused if that pet is not properly trained. >> yeah the husband wanted to shoot him, the wife want to divorce the husband. the husband wanted to protect his son, because the dog bit him three times, nobody is doing anything about it. he is trying to protect. once you hear both sides of the story, you understand they take those kind of measurements. but when i rehabilitate a dog, i go and see what's happening with the humans. so this season 9es this allows me to show case where it comes from. in chaos, the dog can only exhibit chaotic behavior. i have to make sure we have at least agreement of communication. once husband and wife stop communicating, it becomes war in the house from a quiet point of view. >> how is this different from what we've seen in the past this is the second season largely what you've done is go in and in a sense be a therapist

for the owner, and a life saver for many pets. >> well the owners are not calling me this is a case withily members or the neighborhood, we call them the whistle blowers, the owners don't know that i'm coming so they feel a little betrayed. what is all these people coming here? why you brought cesar, you get the challenge and fight from the person with the dog. but at the end i want to show it takes a village to raise a child and takes a community to help one person so that person feels inspired and supported by the community. >> are there cases where even you with your training and your expertise, where you feel that this is -- in this case a child was being attacked by the dog. how do you handle when it is so severe that in this situation his life could have been in

danger? >> absolutely. the thing is they have not done one thing right. the dog was just roaming by themselves almost like they were feral dogs within the house. nobody had any relationship unless it was food and water. they were not doing the basics and the wife said i will do whatever it takes. i know i haven't done anything. she's a horse trainer. she knew a horse needs exercise and discipline and affection and knew she hasn't done the same thing with the dog. once the husband says it's okay with me if you think we can accomplish something here we give it a try and of course always keep in mind the safety of the child and safety of the dog and horses. but there are some cases in the new season where i actually take a dog away from somebody because they were not doing what they were supposed to be doing and they already have four dogs in the past and they created the same outcome, which is an aggressive dog. >> on a lighter note though

live where we wait for donald trump to take the stage. that should be a hoot. >> reporter: i ran into donald trump on the way over here enhe is being completely mobbed by the attend ees ats cpac. we're also waiting for senator rand paul, he was dlaled because of the contentious votes and other things going on in capitol hill over dhs funding. he's still yet to take the stage here. i think the key thing we're waiting for is jeb bush set to be here early in the afternoon. the big question is how he's received here. he's going to spend his 20 minutes taking question and answers with sean hannity. he elected not to make a formal speech because he hasn't shown himself to be at his strongest when he's standing behind a podium. i went to his speech in chicago and he was not his strongest when he was delivering his prepared remarks. he's more comfortable in that sort of question and answer back and forth more relaxed setting.

that said this is going to be a tough audience for him. >> absolutely. especially given recent comments by governor chris christie as it relates to jeb bush being the choice of the elite and to your point him knowing what many in the audience think of his conservative credentials. >> reporter: right, and that christie jab was particularly interesting in part because the two of them are sort of fighting it out on the establishment side at this point. and christie was somebody who sort of drew this kind of attention last year. he was the person anticipated and people wanted to know how the kochb serve tif crowd was going to act to him. this year much much less interest and jeb bush attracted all of the attention. the other thing i would add, laura ingram opened up with a speech from herself, she also interviewed christie yesterday. but she took some very personal jabs at jeb bush over his wife's spending habits saying every woman wants a credit line from
