session of congress. but the prime minister downplayed tensions his speech is stirring on capitol hill. >> reports of the demise of the israeli, u.s. relations is not only premature, they're just wrong. let me clarify what is not the purpose of that speech. my speech is not intended to show any disrespect to president obama or the esteemed office that he holds. i have great respect for both. >> and speaking to aipac before prime minister netanyahu, u.s. ambassador to the u.n. samantha power, also reiterating the u.s., israel bond remains strong. >> we believe firmly that israel's security and the u.s. israel partnership transcends politics. and it always will.

>> nbc news senior white house correspondent kris jansing joins us live. kris an interesting tone from prime minister netanyahu clearly aware as he has been of the stir this would create and the aftermath. does this change anything regarding tomorrow? >> reporter: i don't think it does. maybe it gives us a little window into what the tone might be. obviously there are political considerations both in israel and here he's just a couple weeks away from his own election. and of course that's the number one reason the white house has given for why they say that the president will not meet with him. but also domestic political considerations here. as you know tamron there are at least 30 democratic members of congress that will not attend this speech. vice president biden has gone off to guatemala, so the sharp tensions that exist don't go away with the decision i think by both samantha power and

netanyahu to emphasize many of the positive things that do indeed exists. nobody thinks the u.s. israeli relationship or u.s. commitment is going to go away but as prime minister netanyahu put it he said israel and the u.s. agree iran should not have nukes but disagree on the best way to prevent it. that's really at the heart of this debate. and that is also a debate that's not going to go away whether or not they can come to any sort of agreement on iran nukes. if they do what the outlines of that will be. >> and we know at the same time you have secretary of state john kerry continuing negotiations in switzerland. the president is also scheduled to give an interview to reuters this afternoon. it seems as if everyone is jockeying in attempt to say calm down from a week of high level rhetoric from both sides, it seems. >> ratchet down the rhetoric

but that doesn't change fundamental disagreement we heard referenced by bb netanyahu, and you will hear from the president today, look there's a fundamental disagreement over whether or not the united states should be leading the charge to negotiate some sort of deal with iran, whether iran can be trusted under any circumstances, and every indication that they have not been cooperating with inspectors. so yes. i think there may be ratcheting down of rhetoric. i am not sure it serves anyone's purposes, certainly not benjamin netanyahu, but the fundamental disagreement is still there. >> thanks so much kris. let me bring in michael tomasky. thanks for joining us. >> thank you. >> first let me get your thoughts on prime minister netanyahu's speech a short time ago, even praising obama administration for its support of israel. >> yeah. this isn't surprising. i would completely expect him to

strike conciliatory tone in this speech and tomorrow's speech. he can't afford to do otherwise, he is in the middle of election campaign can't go to israel with headlines in the israeli media blaring netanyahu damages u.s. relationship. that would be a horrible blow for him in terms of his domestic politics. remember israeli elections are about building coalitions, it has 120 seats, his own party expected to win maybe 25. they have to put together a governing coalition with parties in the center so he can't say anything that might damage his ability to put together that coalition. >> even though he may not say it his actions may be different from what we heard today, including turning down meetings with democratic leaders. you have some 200 israel military leaders who criticized netanyahu for this planned speech tomorrow saying to your point that this could jeopardize

negotiations and make it likely iran will reach a deal in the works now. >> yeah. his own military and intelligence establishments are by and large against him as 200 signatories would attest. there's a big misperception there abroad in this country certainly, that the obama administration is negotiating with iran because obama is weak or wants to give away the store or trusts the iranians or something like that. no. they're negotiating because iran is going to pursue these capabilities one way or another. it is going to build a nuclear capacity one way or another. negotiations mean there might be some chance at some international oversight of those abilities, capabilities and not negotiating means there is no international oversight. it is really about that simple. that's why negotiations are taking place it is not because we trust the iranians. >> absolutely.

i want to ask you about i think 30 democrats at this point, four senators, 26 representatives who plan on not attending the address or speech tomorrow. are they damaging their positions by not attending, by simply not being in the room? >> if there's one thing politicians have a good sense of, it is their own districts and their own states and i think if they were the least bit concerned that they were damaging their own ability to get reelected, they would be showing up at the speech so no, i don't think they are. more broadly, tamron i think netanyahu said what he said and samantha power said what she said so no, nothing changes overnight. it is not as if next week snap there's going to be a rupture in u.s. israel relations. this speech two years from now, five years from now, seven years from now, depending what happens could be seen as a turning point

planned as a rally protesting russia role of fighting in ukraine, but was converted to honor his memory. the deputy foreign prime minister was shot four times in the back friday night as he walked home 200 yards from the kremlin. grainy surveillance video aired on russian tv appears to show the killing and suspect jumping into a get away car. he faced numerous death threats for years as he spoke about corruption and pushed for democracy. france's foreign minister joins secretary of state john kerry and other international leaders in calling for investigation into his death. joining me by phone is a "the washington post" bureau chief, michael bren balm. thank you for your time. >> thanks for having me. >> there are many calls for investigation, but little confidence it seems the investigation will be honest and truthful. >> well the first thing that the kremlin and authorities did was say that this was a terrible

murder, a terrible crime, but they said that they thought it was a provocation, something intended to show the kremlin in a bad light, and they've come up with a couple of possibilities that they're looking into none of which have anything to do with political motivations. >> some of those theories have been floated around islamic extremists, someone angry about his love life or that these were western agents trying to destabilize power. with that said some of those theories, if not all three that have contributed to the depth that this death or investigation will be investigated. >> that's right. kremlin critics are saying they don't expect the authorities are going to come up with any sort of credible answers about who perpetrated this crime. possibilities offered up by the investigators like you said involve a wide range of

theories, but what kremlin critics say is it is either the kremlin itself that has something to do with the killing, this happened right by walls of the kremlin near red square in a high security spot in all of russia or that it was part of a climate of fear and aggression that has really been stoked the last year by the confrontation in ukraine and with the west. and that it could have been some sort of lone wolf but someone inspired by the general anger toward people who are pro-western in russia. >> the time of the assassination, he was on a radio interview hours before his death criticizing putin policy. i want to play what the human rights foundation chairman said on "meet the press" this morning regarding the climate for those who choose to criticize putin.

>> do you trust putin to do this investigation and do you somehow believe he's responsible for this death? >> whether he gave direct order i don't know probably will never know. definitely the atmosphere in the country with 24/7 propaganda hatred, people who disagreed with putin have been portrayed as national traitors enemies of the state, and boris was one of the most formidable critics of the regime. his pictures on big billboards among few others spread around moscow. it is definitely the atmosphere. >> michael, you've written about the atmosphere as well. >> that's right. and it really is something that pervades this city now, this country. you turn on the television you see images of war. you see dead bodies. you hear about that genocide being perpetrated in ukraine by

developing now, these are live pictures. maryland senator barbara mikulski announcing her retirement. holding a news conference there, regarding her future plans. she's the longest serving woman in congress in the united states. the 78-year-old five term democrat was the first woman to chair the appropriations committee until she had to give up the post when republicans took the senate.

her seat as pointed out by luke russert seen as lifetime appointment. big names could step forward to replace her like governor o'malley or even congressman elijah cummings. to capitol hill where the fight over funding for department of homeland security spilled into yes, sir, another week. lawmakers face another new friday deadline passing a seven day extension in funding late last week. at this moment they're no closer to reaching a long term deal. the battle over dhs exposed deep divisions in the republican leadership. john boehner tried to explain a major set back to his leadership in which members of his own party killed a bill that would have kept the agency funded for three weeks, leaving him scrambling for democratic support for that short term fix. >> the house is a rambunctious place. we have 435 members. a lot of members have different ideas about what we should and shouldn't be doing.

>> can you lead those members? >> i think so. i think so. i am not going to suggest it is easy because it's not. >> nbc's kelly o'donnell has the latest developments from capitol hill. he thinks he can, but can he? and another embarrassment for republicans here. >> reporter: it was certainly not the way they planned for this to roll out. they thought a three week extension would give a little breathing space and would also allow some legal moves to proceed with the court case the deals with the president's executive immigration action. didn't turn out that day. friday night late democrats came forward to vote for a one week extension, giving enough support so department of homeland security could keep the lights on and funding intact over the weekend, giving us just one week extension. not a lot of time and none of the underlying issues has changed. so what do we expect. many lawmakers think it will ultimately result in a vote in the house for a full funding of the department through the

fiscal year which takes us to october 1st. how is that going to happen? again, it would need democrat support. we don't know the moves that the house speaker and his leadership team plan to layout. one of the things that happens when you have a failed strategy like we saw friday with a three week extension that went nowhere, it does put out into a stark way what is not possible. and then those members who were resistant to voting for extension, see what the sort of boundaries of what is doable really are. that may change how they approach it this week. today we will hear from senators that don't want to see this go to what's known as conference where the house and senate each having their own bills would try to come up with some sort of compromise. senate democrats don't want to see this want to move on get a vote on clean funding, meaning no riders dealing with immigration for department of homeland security. so we have moves that will still play out don't yet know the end of the story.

could be another down to the wire kind of week here. >> certainly could. it is also another example of the rift that many thought would go away within the republican party with the control of congress. i want to play what congressman peter king said over the weekend regarding some within his own party, kelly. let's play that. >> there's a wing within the congress which is absolutely irresponsible. they have no concept of reality. listen, i am as opposed to the president's immigration action as they are, but the fact is it is essential that we fund department of homeland security. >> so some within the republican party still focused on immigration and also even affordable health care saying it will be repealed heard a lot of that at cpac over the weekend. seems that this is just the tip of the iceberg, kelly, in more battles within the republican party. >> there really is division within the party. there are roughly 50 or so members that are particularly

conservative on the issues. if you go back to their votes, it reflects their home district. they don't pay a political price at home to specific voters that put them in congress to take the positions they're taking. they made a promise to fight these things they say they're sticking with it. other republicans, senators that represent a full state, not just a district who are saying it is time to look at a bigger picture here like the responsibilities of being the party in charge of congress and doing things like keeping the government open. when you have leadership mcconnell and boehner saying we are not going to be the shutdown party, there's a real division here. how it gets sorted out remains to be seen. we will see what they can do this week. the hardest conservatives are not likely to change their minds. look for democrats to be part of the solution. >> thank you very much. kelly o'donnell on capitol hill. coming up dramatic new video shows a deadly struggle between a homeless man and lapd officers that police say they shot and killed the man after he

is the retaking of tikrit so important? >> reporter: they haven't retake enit yet, but it is an important test for the iraqi forces. working with allied shiite militia backed by iran have tried to take a major city back from isis. tikrit is a big city saddam hussein's hometown. nearby the town of el dour is where saddam hussein was hiding shortly after the u.s. military invasion and according to iraqi officials, the security forces have retake enthat village, including that farm house where saddam hussein was hiding in what came to be known famously as the spider hole. this is potentially a positive development for iraq. the iraqi government is excited about publicizing the advance on

tikrit but there are enormous challenges. as i said earlier, several different groups are working within iraq that are part of the offensive. you have the iraqi military which is backed by the united states, you have shiite militias who are loyal to shiite leaders and loyal to iran working side by side in this offensive, and you have a couple thousand sunni tribesmen who are allied with the other two groups simply because they want to see isis destroyed and kicked out of their area. will this be a success? what will happen to tikrit? will the shiite militias go on a rampage once they go inside the city as they have done in other sunni areas are all open questions. today, the iraqi prime minister called on all forces involved to protect civilians and their property, so clearly there is concern even among iraqis about

and this really has turned into another domestic political football where you have republicans on one side and democrats on the other. >> and knowing that and i am sure seeing polls and some of the reaction when you consider the tone, choice of words of speech makes it interesting when you hear the prime minister say we are family, also knowing opinion pieces and other criticism, not just in the u.s. but in israel of his actions. >> and you know tamron there's no mistake that benjamin netanyahu and barack obama, president of the united states don't have a great relationship. at best they tolerate each other, at worst, it is sometimes almost a little open warfare between the two sides, but the people i have spoken with who studied this issue well ended up saying the u.s. israel relationship will continue, will endure the strains. it may take another prime minister and another president of the united states but because of israel's location in

the middle east because of its democracy, because of its values, in the long term this will be fine. certainly we are seeing a short term situation where two leaders, and two different political parties are at logger heads. >> "the wall street journal" saying former secretary of state hillary clinton will launch a presidential bid in april. >> tamron big question is we in the political unit have had april circled on calendars, for at least opening up that presidential fund-raising committee that you need. barack obama went in april, 2011, mitt romney in 2011. if you want to raise a billion dollars or more you have to start sooner rather than later. the question is if hillary does anything, is it opening up her presidential campaign committee or holding a full blown announcement, i am running for president because of x, y and z. if that also occurs in april, we don't know that. if you want to raise a billion

cell phone video was posted on facebook. it has been viewed more than 5 million times. it ignited debate over lethal force by police. gabe gutierrez is in los angeles with the latest. >> reporter: police say the man was shot after struggling to take an officer's gun. overnight multiple videos of the incident were seen by millions of people on social media. we want to warn you, while we won't show the fatal gunshots the scene is disturbing. the video is posted on facebook sunday, shows a group of officers confronting a man they say is a robbery suspect. he is taken down and several officers try to cuff him. as they wrestle, you hear a taser. someone yells drop the gun. then [ gunshots ] at least five gunshots from three officers bystanders are stunned. >> during the attempt to detain him, this individual resisted

our officers. they struggled with him. they tried to tase him a couple times, that was ineffective. eventually the struggle occurred where the struggle became over one of the officer's weapons. >> reporter: the shooting sparking outrage on skid row. police haven't released the suspect's name but witnesses say he was homeless. >> he didn't bother nobody. he didn't have no weapon they just shot him. >> i think it was extreme. >> there was no reason to do that. the guy wasn't no threat to them. >> reporter: dennis horn took one of the videos. >> did he reach for the officer's weapon? you didn't see that. >> my footage doesn't show that, my eyes didn't see that. >> reporter: around the country confrontations have been increasingly scrutinized in the wake of ferguson. in this case there are still many unanswered questions. >> it is unfair but it is a catch twenty two, they're doing

said look at that. just look at it in all its glory. she wasn't talking about the u.s. she was talking about texas with the cross and jesus above it. with that said brian, people sometimes don't get how much we love our state. >> well it is one of those things that it is not just about texas but it is about the culture, about the people the music, the food the fashion. that's how jeb and i came about to create the company, our love for those things. and it is an opportunity to share experiences through apparel and products with people out there that want to support us. >> also, it is about education and that is the major part of this, it seems, for this company. >> definitely. we felt that it was necessary we give back to things we do. our students work hard. we felt like if we could make money through our side business and somehow give back to things we love and to our profession just to help students be inspired and move forward. >> brian, how do you juggle

that. here you are teachers. we know that's a 24 hour job, then you have this side gig going on. how do you balance that? >> well a lot of lack of sleep, you know. we do our best teaching is first. so we go to school we work hard there. when we get home on the weekends, summer spring break, we are diligent with our time making sure we make the most of it to get our products out, make our customers happy, and while we are at it still be dads and fathers that are home. >> jeb, what's the response from students? >> students think it is cool. we have seen a lot of students at our school start to wear the shirts hopefully it will pick up a bit. >> tell me a little more about the scholarships that you're going to help with the sale of the shirts. >> well it is actually a program in frisco called frisco education foundation and we are donating 10% of sales to that. and this is going to be for three different things.

caught on camera. brace yourself for this one. willie geist has more. >> reporter: this video just posted to youtube on sunday shows skydiver christopher jones. >> it started out as a regular jump. i got into steady position. >> reporter: 22 seconds after jones makes the jump something goes wrong in mid air, he's seen flipping into his back on a feetal position and struggling. the 22-year-old with epilepsy says he blacked out. >> my shoulders went back and i had a seizure and don't remember anything. >> reporter: sheldon mcfarland wearing the helmet camera he noticed something was wrong and try the to grab hold of him as the pair tumbled through the sky thousands of feet above the ground watching the video with a local reporter mcfarland said at first he couldn't reach jones. >> i'm wondering why he's
