tv   The Ed Show  MSNBC  March 2, 2015 2:00pm-3:01pm PST

2:00 pm
good evening americans, and welcome to "the ed show" live from new york. let's get to work. tonight, putting the brakes on fast track. >> the last thing we need, mr. president, is another nafta. >> we were unanimous that we have to stop fast track. >> we're waiting on a vote. later, what would ronald reagan do? >> i think a lot of people admire what we did in wisconsin. >> i remember my wedding anniversary because it is ronald reagan's birthday. >> the basic right of people to form free trade unions and to strike. >> what would happen if ronald reagan had shown up at this conference with that record? he would have been booed.
2:01 pm
a dire warning for coastal communities everywhere. >> really we need to be looking to the oceans. good to have you with us tonight, folks. thanks for watching. we start with developing news on the transpacific partnership. a vote for fast track authority could come this week. union leaders have decided to stop all voluntary political contributions until this issue, fast track trade promotion authority, is decided. 63 labor leaders sent a letter to congress urging them to oppose fast track. fast track is an undemocracy and unacceptable way to develop economic policies that effect us all. that was the gist of it. we are coming down to the wire on fast track and tpp.
2:02 pm
these upcoming votes will have a huge impact on working men and women in america. >> i'm the first one to admit that past trade deals haven't always lived up to the hype. >> fast track, which the president is asking for, has the attention of congress. >> in fast track, they spring it out. we have 60 days to vote on it up or down. >> we have no ability to amend the treaty. >> the negotiations are secret. the draft text is secret. >> the concern of labor stems from a history of bad trade deals and the current pressure on american jobs. >> the people who want fast track, there is no debate. they want to tell you how complicated it is. >> this the first time that every single member of every single union promised a full out battle to stop fast track.
2:03 pm
>> it means lost jobs and lower wages. >> from nafta to the south korean trade deal american jobs have been negatively impacted. >> we need to demand there not be secrecy over something as important as creating jobs in america or destroying jobs in america. >> the transpacific partnership includes rules that will make it easier for corporate america to outsource call centers computer programming, engineering accounting and medical diagnostic jobs. >> if we don't write the rules out there, china is going to write the rules. >> i agree with every word he
2:04 pm
said in the speech with respect to trade. >> china is in the process of infiltrating our automobile parts market with a state subsidized effort of $100 billion. >> we need strong new trade deals from asia that are fair and free. >> bad policies on immigration and globalization means lost jobs. >> this trade agreement would allow global companies to come and go as they please navigating around our laws. the agreement will give them the ability to sue if profits are impacted by american law. the deal complicates the imbalance even further. president obama, as i see it
2:05 pm
has never been more wrong on an issue. the question is will he move on it with all the facts piling up against this deal? tonight's question -- if you were in congress would you vote for fast track? text "a" for yes. text "b" for no. we'll bring you the results later on in the show. other presidents have had fast track trade promotion authority, but right now that's a lame excuse. well, we should give it to president obama because other presidents have had it. this trade deal encompasses 40% of the global economy. it will gut american jobs. you can take that to the bank. let me bring in senator bob casey. are there 60 votes in the senate? are there a number of democrats that believe this is the way to go? >> ed i don't have a vote count but i'm sure those votes are pretty close right now.
2:06 pm
i don't have a specific count. but here's the problem. whether you're a democrat or a republican, this isn't just about the current debate. we have a lot of history here. whether it was back in the 90s when president clinton was president and president bush and now president obama. we have heard over and over again these agreements are going to advance the economy and help workers. too often and in almost every instance now workers in states like mine pennsylvania have gotten the short end of the stick. it is very important that we vigorously debate this. >> when that is presented to the president, he says that he needs fast track so he can protect american workers. there seems to be a real disconnect here. connect that for us. i mean how can the president be so different from most people
2:07 pm
who are concerned about american jobs? >> either his administration or anyone else -- the history starting with nafta and before that is states like pennsylvania lose out. that's why pennsylvania and ohio and a lot of states working against this kind of policy that's why we know we lose out if this happens. we have to make sure the basic protections that workers insist upon and should insist upon are in it. workers' rights level the playing field when it comes to environmental protections, so we don't have a trade agreement with some country that's polluting the air or water and democracy sure that our workers have a basic level playing field. >> the president said that ch china's writing the rules in this and that's why we has to
2:08 pm
have it to make sure china isn't writing the rules. i have no clue what the president is talking about when he says that. >> china just in terms of what they have been cheating on the last couple of years, they cheat on currency and flood our markets when it comes to products withoutimpunity with no reaction by our country except for after the fact and we have to use our laws here our trade laws to go after them. >> isn't that one of the big things senator, is this trade agreement would circumvent american law? the other thing i want to ask you about is enforcement. if trade cases are brought to the wto if somebody cheats it takes almost two years to get any resolution whatsoever. by that time the market has
2:09 pm
been flooded with foreign goods and the jobs have been gutted. how can anybody in the administration think this is a good process? >> that's part of the problem. i think the administration has actually been pretty aggressive when it comes to enforcement, but why would we wait until we have an infraction or an action taken by china that is adverse to our workers? why don't we ahead of time make sure we have policies in place to protect our workers? this is an important debate for the country. i think it is especially an important debate for the democratic party. >> thank you for being here tonight. mr. cohen, what does it mean when we have never seen so many labor organizations, all of them unanimous, on board to stop something? >> it mean this is a really big deal and it stinks. on wednesday, we'll have 1,000 people here from across the country to see their representatives and senators
2:10 pm
with one clear message. stop fast track. we want to read the tpp. no more promises. we want to read it. >> if you stop fast track, if the president doesn't have trade promotion authority, is there a consensus among labor leaders that you can stop the tpp? >> why is this the only country out of the 12 that has fast track? none of the others have it. none of the other countries have ever had fast track. it comes from a belief when the united states does trade deal we give away the store because it is about foreign policy and corporate profits. it's all a giveaway. the only way congress is going to pass these deals is to fast track it. no other country has it. we want to join the mainstream. read it before your pass it. >> why would we want a trade
2:11 pm
deal with brunei? >> no good reason. >> they have sharia law, undercut wages. the sultan is one of the richest guys in the world. it just doesn't match up with america, does it? >> in no way does it match up. it matches up with a state department view that says whatever it takes, whatever sacrifices of american workers, that sacrifice is well worth it if for a few extra years we keep a brunei where the oppression is enormous on their own people rather than china. that's exactly what he means when he says it is china or us. state department jargon where we sacrifice and we pay off these countries if they come closer to the united states than to china. pay it off with our own jobs and our own pay. >> they come from the state department. they come from the commerce department. there hasn't been a good one out
2:12 pm
there. the president says in the state of the union address he needs fast track to protect american workers. your response to that? >> mr. president, you had fast track on colombia on panama and on korea. the trade deficit with korea has doubled. we can't even read the fast track agreement, let alone the tpp. it will extend for five or seven years. most of that is in the next president's term. this isn't about the president having fast track. he's had it on three key deals and even he admits it isn't the greatest. >> good to have you with us tonight. thanks so much. remember to answer tonight's question there at the bottom of the screen. share your thoughts with us on twitter. like us on facebook. we are following the new round of drama shaping up on capitol hill.
2:13 pm

2:17 pm
bills. now it won't get us any closer to an agreement. senate democrats are expected to fill bust iribuster the measure. late friday night, congress barely managed to avert a possible shutdown of the department of homeland security by passing a one-week funding measure. it came after a stunning and humiliating defeat for house republican leadership. republicans are two months into their largest majority since the 1920s and this is what they have come up with. speaker boehner still couldn't wrangle enough votes for his 20-day funding bill. it couldn't be any clearer than this that the gop certainly has a divided house. the establishment is being held hostage by the rogue extremists of their own party. this weekend, house republican leaders hit the sunday shows to do damage control. they proved that they can put on a united front as long as they

stick to the same script. >> we do have some members who disagree from time to time over the tactics that we decide to employ. >> we have difference of opinion in strategy and tactics, but in principle we are united edunited. >> obviously, our members have a lot of differences on tactics, but our goal is the same. >> the goals are all the same. >> we're united in the principle there's a right way and wrong way to legislate. unfortunately, the president chose the wrong way. >> it's a game show folks. the keyword is tactics tonight. joining me now is congressman john larson. also with us tonight a former north dakota senator. let's go to the house first. >> sure. >> what's going to be different this week from last week? >> well hopefully, ed as you were saying in the lead up to this hopefully the tea party
2:19 pm
republicans put this in perspective. i know it's a reach, but they've got to love their country more than they despise the president of the united states. let's hope speaker boehner is able to find a way forward this week and do what the senate has responsibly done in putting together a clean bill that comes to the floor and extends and makes sure that these employees of the department of homeland security aren't impacted in the god awful way they would be. we're suffering through the disastrous snowfalls that are epic epic. to shut fema down and this government down again because of this position is just wrong headed. they should follow peter king's advice and michael dent's advice
2:20 pm
and put it forward. >> are they so concerned with the constitution or they just don't want to see the president move forward on immigration? >> they have been blinded by how much they dislike this president and this immigration policy that's following a natural course and procedure. you can argue over this as the courts are currently addjudicate adjudicating this but you shouldn't -- this is a pattern they continue to repeat of taking hostages holding innocent people in the nation hostage over a policy concern to demonstrate that somehow they are going to show this president. it is just simply wrong headed. >> that was the next point i wanted to make. i don't think hostage taking of issues was really too popular in
2:21 pm
this country or a method ovf getting things done into the tea party showed up in 2010. what fixes this? >> those tea party folks got elected by saying we'll never compromise. if there's somebody just now tuning into this controversy, i bet they think this is some complicated, complex very difficult issue with which to deal. it's not at all. this issue is very simple. do you pass appropriations for the agency called homeland security at a time when this country is beset with all kinds of terrorist threats? do you pass that appropriation? the congressman is right. speaker boehner doesn't control and can't seem to control his caucus. they have tried to make this about some other subject, but it's not. in the past it's one thing to shoot yourself in the foot. it is quite another thing to take aim.
2:22 pm
that's exactly what they're doing at the expense of the country. >> here's what boehner had the say on "face the nation." >> did they have a plan that would have gotten them what they wanted, this small group, that undermined your efforts? >> not that i know of. >> so was it fruitless? >> it's the house of representatives. the house is a rambuncous group. >> senator dorkin he'll not bring a clean deal to the floor. >> what they have is this rule.
2:23 pm
that rule is we won't bring something to the floor that doesn't have the majority of the majority. if the country needed to do something, if it was in the national interest you bring a bill to the floor and work both sides and get as many votes as you could from both side. the speaker is worried it is going to cost him his speakership, but the national interest is worth that. >> as a tax paying red blooded american, what do we have to look forward to? after this fight what can we expect? this is the world the tea party has brought america, correct? >> you are absolutely right and this is a pattern. since 2011 i think this will be the 12th time we have witnessed yet another hostage taking and another incident of bringing us to precipice of defaulting on the nation's full faith and credit or shutting down
2:24 pm
government or some other manufactured crisis. i think speaker boehner realizes increasingly, as was demonstrated last friday evening, if you put a bill on the floor -- and whether that bill be immigration or an infrastructure bill whether that bill be about the funding of the department of homeland security, you put a bill on the floor and it will gather bipartisan support. that is the way to govern. he is the speaker of the house. i believe boehner is an honorable person. i think he's seeking a way to try to get this done. i hope he listens to the peter kings and the mike dents and the reasonable people in the republican caucus who want to see the nation continue to move forward and don't delight in this crisis to crisis situation that is self-imposed by the republican tea party. >> may 31st that's when the highway funding bill will run out.

>> when you stand up firmly for your principles, then you are in a position to negotiate and break that log jam. >> the gipper got lots of mentions at cpac last week. matthew dowd said reagan's actions on taxes and abortion would not have played well the cpac crowd. >> what would have happened if ronald reagan with that record showed up this conference? he would have been booed. >> scott walker said reagan's early move to fire striking air traffic controllers was more than just an attack on organized labor. he called reagan's move, quote, the most significant foreign policy decision of my lifetime. two days prior, walker took some heat for making a remark about right to work protests in

2:38 pm
they would have denounced him for running budget deficits. they would have denounced him for supporting labor unions despite what was said about patco. now we're not even getting into all the liberal things he did as governor such as signing the most liberal abortion law in the united states. i think this guy would definitely not be a favorite of this crowd. >> do the republicans at cpac just don't know their history? every single one of them it was all ronald reagan over the weekend. >> i guess they have completely forgotten about george w. bush whom they defended to the heavens when he was in office but yes they are stupid and not very well read. to them, reagan is a distant figure in history who was famous before they were even born. he's like fdr to democrats.
2:39 pm
>> stupid okay. i guess i can't disagree with that. it makes no sense the way they're genuflecting to ronald reagan. i think they're in love with the fact that the country did love reagan and his presidency. but the things you mentioned are total opposite of what these candidates stand for. it makes no sense. ruth, what's your reaction to rand paul leading this cpac straw poll ahead of walker? what does it mean if anything to win this straw poll? >> i think it shows the straw poll doesn't mean a whole lot when the general election is concerned. this is the far right base and these are candidates many of whom are not going to make it in a real nationwide race with lots and lots of people who live in reality. but, you know like you said, walker is running as reagan. he's constantly invoking reagan.
2:40 pm
the party has been invoking reagan since the first bush. he was their most popular leader and that continues to be the case. >> my view has changed. i'm flat out saying it. candidates can say that. sometimes they don't. >> so you have changed from 2013? >> absolutely. i look at the problems we have experienced over the last few years. i've talked to people all across america and the concerns i have is that we need to secure the border. we need to put in place a system that works, a legal immigration system that works. >> they all talk about protecting the border. president obama has four-fold on resources and manpower and on the border technology. we have seen more security on the border than any administration in the past, but they love to go back to that. but where has been the big shift
2:41 pm
on the part of scott walker as you see it? >> well walker is trying to shift now so that he can run in the republican primary nationally, so he's taking all these right wing positions. he really was one of the most pro-life politicians to ever come out of wisconsin. he soft pedalled that when he was in campaign mode. on immigration, it is just not as a big of an issue in this northern state of wisconsin as it is for a lot of the republican base and the borders. so he has changed his position there. but many of his positions have been very hard right-wing positions. >> what about bush mr. bartlett? what about jeb bush? i thought that he gave probably the most intelligent answer on immigration when he was being interviewed the other day on the platform because he connected to economics and he just seemed much more reasonable and open to
2:42 pm
it. your thoughts? >> i think jeb is looking ahead to the general election and doesn't want to lose if he gets the nomination, by being saddled with far right unpopular positions that are only popular among the tiny minority of people who control the republican party and control the tea party. and so he's trying to make electability his issue for the party, but unfortunately i think most of the members of the party don't care about that at all. they only care about purity and standing for principle no matter what. >> what do you make of the political news that hillary clinton has told her close advisers and they're saying to democratic donors she will enter the presidential race sooner than expected likely in april? your reaction? >> i think hillary is the inevitable candidate, but it seemed like she was the

and finally tonight, we focus on the climate. every day we are getting new evidence of the effects of manmade climate change. today, the northeast plains and lower midwest are digging out from another round of snow and freezing rain. this storm brings massachusetts up to a snow total of a record 104 inches this season. it is so cold even saltwater is freezing. take a look at these photos of slush and ice waves washing up on nantucket. even niagara falls transformed into a wall of ice this month. and on the other end of the climate spectrum the west is bracing for more record-breaking doubt drought and now scientists are finding more evidence of melting polar caps in antarctica. nasa says the melt adds up to 130 billion tons of ice per year for the past decade. scientists called it ground zero for climate change. they warn this will reshape the earth as we know it. although the chair of the senate environment and public works
2:55 pm
committee is not convinced. >> i ask the chair, you know what this is? it's a snowball. >> antarctica is melting. >> i'm reminiscent with the snow on the ground. >> nasa says the ice melt could push sea levels up by ten feet. >> you can believe nasa and you can believe what their satellites measure on the planet, or you can believe the senator with the snowball. >> hysteria on global warming. >> nasa's pretty capable. they're driving a rover around on mars right now. these are folks who know a little bit of what they're talking about. >> it's a snowball. >> most americans think combatting climate change is a moral obligation. >> safeguard creation because if we destroy creation creation will destroy us. >> it's not a liberal issue but it's an all of people issue. it's a god issue. >> catch this. uh-huh. >> many americans believe florida will be ground zero for climate change affected first. our next series here on "the ed
2:56 pm
show" will be titled "florida: the front line on climate change." that's why i'm traveling down to the sunshine state and we'll have that series for you in the next couple of weeks. there is a governor there who isn't even willing to acknowledge it. rising sea levels could change the coast as we know it. joining me tonight, congressman grialva. good to have you with us tonight. >> thank you, ed. >> the poll that is out there showing and talking about the moral obligation, what is going to move people in congress where we would actually do something? what kind of poll do we need? how much more information does nasa have to give us at this point? >> well nasa the pentagon can give us tremendous information on what climate change is going to do to the national defense of this issue which is yet to be heard in congress and in front of committees that deal with pentagon and armed forces. but what it's going to take is
2:57 pm
real information, empirical scientific information test testimony from experts that brings to the house and members of this congress, both the senate and the house, the information to take this issue much more seriously and don't dismiss it simply because it doesn't tie into the political contributions that we're receiving from corporations. >> congressman, what would you suggest right now? >>, you know i'm not a scientist, so when i sit at a hearing on the natural resources committee, scientists that are providing testimony, i believe it to be empirical, i believe it to be correct, but with the preponderance preponderance, 97%, 98% of the scientists who provide information and do research are telling us that climate change is real that man has a great deal to do with the consequences of climate change, then that needs to be part of the testimony.
2:58 pm
you know, our effort to try to get a disclosure is not an effort to try to stymie research or empirical information. it's an effort to try to get testimony that is not tainted by any other aspect. who funded it who didn't fund it? and i think that us asking for empirical fact-based science is not trying to stop research. research can be done. if the koch brothers or exon want to fund their research fine, just disclose that that's who's funding it so the american people can make their own decisions. >> congressman, the old saying in the midwest is when the locusts come they eat everything. when a drought comes, it eats everything away at the economy. and the western portion of the united states is seeing things they haven't seen for decades. how much of a strain is this going to be on the economy when we're even fighting in congress over defending the country on the department of homeland security? i mean, what hope to we have that we're going to be there to
2:59 pm
alleviate the strains of going through these weather extremes? >> i think the generational consequences for the american people are serious and real. i'm from the southwest. the arid southwest. more arid than it's ever been before. and climate is playing a role in limiting the ability to grow crops, limiting the ability to have a growing economy that depends on water as its primary source. you know, water is a finite resource and we treat it like it's something that's going to be over there all the time. and i think -- the big problem congress has is they politicize climate change taken the science away from it and now want to make it purely a political issue. it is not a political issue. it is an issue about the consequences that the next two generations are going to have in this country and dire predictions are not out of the
3:00 pm
realm. >> yeah. congressman rob grijalva good to have you on "the ed show." >> thank you, ed i appreciate it. >> of course, i would hope that the right wing's analysis would go much further than a snowball, but apparently it doesn't. that's "the ed show." i'm ed schultz. "politicsnation" with reverend al smarten begins right now. good evening rev. >> good evening, ed. thanks to you for tuning in. we start tonight with breaking news. president obama speaking out about a controversial speech to congress tomorrow from the israeli prime minister benjamin netanyahu. he was invited, netanyahu was, to give that speech by house republicans without consulting the president. that snub has led to major political and diplomatic tensions both here in the u.s. and in israel. >> as a matter of policy we think it's
