mitchell reports", officers down. >> we could have buried two police officers over this. this is an ambush is what it is. >> secret service scandal, two top officials, including a member of the president's own protection detail being investigated for crashing their car into the white house after a party. were they under the influence? the deep seated concern is that the shine of the secret service has been rubbed off. we cannot keep having this discussion. >> utter disbelief, john kerry's outrage reaction to the republican letter to the iatola stretches from washington to the 2016 candidates and hillary clinton has weighed in on twitter. >> during my 29 years here in the senate i never heard of nor even heard of it being proposed anything comparable to this. ♪

good day, i'm andrea mitchell in washington. ferguson, missouri, now the center of the nation's attention after a rally celebrating the resignation of the controversial police chief was ending last night, shots from unknown assailants rang out. it had been a peaceful protest. shooting two police officers in what law enforcement says was an ambush. the police officers have just been released from the hospital where they had been treated overnight. but this was indeed a frightening incident. >> all of a sudden we heard four -- three or four loud shots and when the police hit the dirt and said everybody get down. guns were drawn and we were just oh my gosh.

>> st. louis county chief of police speaking to the press earlier today would not comment on the investigation itself but did have this to say. >> as you might imagine, this is the number one priority right now, the st. louis county police department to identify these individuals. that vitd or individuals who shot our police officers. >> i'm joined now from ferguson by nbc's ron allen. ron, set the scene there because this ambush is just a horrible situation coming out what had been a peaceful rally. >> reporter: it's a horrible situation coming out of so many things especially because there really had never been anything like this during so many months of protests and demonstrations here. the police say they were targeted. it happened here near this parking lot. the police station is right behind me. you can see there's some activity going on over there. we've been trying to watch. this street over here to this

side is where the ambush came from up that street there's a residential neighborhood you can't see behind that building. that's apparently where the shots have come from, down that street almost exactly into the parking lot is where the police officers who were hit were standing and protests were across the street back and forth. they've been out here more than 100 nights. it's been a ritual and it's gone off without -- some arrests and pushing and shoving and some confrontations but nothing like this, nothing potentially deadly. through the course of all of these events in august the police never fired in anger at the protesters and there's been a lot of gunfire into the air, stray gun bullets and so forth, but never have the police been shot out directly targeted they say, although they warned this is something they were very concerned about. now their post tour going forward will probably be very very different. this entire area is shut down. it's usually one of the biggest

thoroughfares in ferguson. there are businesses down in that direction, which are the heart of the city. and now they are all shut down for the most part. similarly in this direction as well. we understand the police have found shell casings believe was a hand gun that was fired, not a rifle. there have been a couple of reports of s.w.a.t. teams converging on different places around the city. unclear whether that was related to the incident last night or not. unclear whether the police have in mind a suspect. they questioned everybody who was here, but all of this happened as the event was winding down out of the blue out of the dark which is also worrying. police will tell you it's hard to stand there and monitor protests and look out and see everything that's going on. the assail aenlts were apparently mixed in at some point with the protesters. so just a very disturbing situation here that the police are trying to get to the bottom of and the community is now really on edge after going forward a bit it seems to be

going backwards now. andrea? >> let's just review what's happened. last night we had the resignation of the police chief, thomas jackson. this after the resignations of the municipal judge ronald brock mier, john shaw the court clerk and captain rick hingy and william mud of the ferguson police. still the mayor is under criticism and there are other officials that they want to be fired so ferguson after all of the criticism and justice department report, still has a long way to go. we have eric holder the attorney general sharing with you in the last hour saying this heinous assault on two brave law enforcement officials was inexcusable and repugnant. i condemn violence againstny public safety officials in the strongest terms and the department of justice he's saying will never accept any threats or violence directed at

those who serve and protect from this action to the killing of a philadelphia officer last week. to the tragic loss of a deputy u.s. marshall in louisiana. threaten the very reforms that nonviolent protesters in ferguson and around the country have been working towards for the past several months. we wish these injured officers a full and speedy recovery and stand ready to offer any possible aid to an investigation into this incident including the department's full range of investigative resources. holder continues, we'll continue to stand unequivocally violence against cops whenever and wherever they occur. this is another critical point and it comes after what happened in oklahoma it's just two re reemphasize that race relations in this country, after the justice department report after

the selma anniversary and president's very strong speech, we have a lot to deal with. >> reporter: indeed andrea. i think that here -- i think the protesters feel emboldened after the justice department report because remember as you well know this was not just about michael brown and darren wilson but underlying tension here underlying discrimination and racial bias policing according to that report that has gotten people so angry. it's about a community where the leadership is primarily white and the residents are 67% african-american. and feeling under siege. so yes, there are deep seated issues here that are now coming to the surface and still simmering. >> ron allen, thanks for all of your work and all of your reporting. overnight nbc news producer jennifer was covering the rally in ferguson and she was a witness to the shooting. >> we did get the feeling that things were starting to calm

down for the evening. when all of a sudden from the top of this crest of this short hill this street across the street by the tire lot, across from the police station, loud noises, pop, pop, pop. it sounded like firecrackers that's what we thought at first. when everybody hit the floor and the police said get down get down and guns were drawn, we all hit the floor. it was a frightening moment. >> another eyewitness account, i'm joined by bradley rafer, a free lance journalist covering the rally. you're just getting hooked up on the camera microphone there, but if you can hear me let me know -- >> i can hear you. >> let's talk about what happened last night. you were there. could you tell from where the gunshots came? >> from where i was standing i was actually at least ten feet from the cops that shot last night. it was about 120 or 150 yards up the hill where the gunshots actually came from towards the

direction of the cops which myself and jennifer roller and an deand another crew from nbc affiliate were standing in line next to the cops and bullets went right past our heads there. >> and i heard you say earlier, brad, that you could see the muzzle fire. tell me about that. you were looking towards the hillside, is that correct? >> after the first gunshot went off, we heard -- it was like a firecracker, we looked into the direction of where the noise came from. and we saw the muzzle flash, flash of the muzzle -- we could clearly see the flash of the muzzle from our perspective down the hill. since the hill was dark you could obviously see the light from the gun going off. >> from what i could tell from the way ron allen was directing our camera panning up there, that hill is not where the protesters had been. the protesters had been on the other side of the police

station. >> right -- >> let me just say the nightly protest, but this was a rally last night i should say, not an active protest. >> i think a rally would be appropriate. it was more a celebratory rally. it's important to note the parking lot we're in right now is where the protesters were. the police were obviously across the street. the gunshots came from up the hill. so totally different areas from where the protesters were and officers were as well as where the gunshots came from. that's an important thing to note. >> brad did you hit the ground? what did you do? >> it took all of us a while to realize what was going on. ten seconds until we finally, okay we're getting shot at we have to get down and get our cameras and get behind the brick wall right behind me. >> scary moment. thanks very much for talking to us. >> definitely very scary. thank you. >> indeed thank you very much. coming up we'll have the latest on the investigation and search

for a suspect and what last night's shooting may mean for the city of ferguson with missouri state senator maria chappelle-nadal and just moments ago, the search and rescue for the black hawk helicopter give an update on their progress. >> at this point i can report we have located the wreckage of the black hawk reported missing tuesday evening. at this point, we are not hopeful for survivors and we are transitioning our search and rescue operation to a recovery and safety investigation. >> nbc's sarah dallof joins me now and medal of honor recipient jack jacobs joins us from camp lejeune. they are acknowledging as the

pentagon had yesterday, there is no hope for the 11 crew members. >> reporter: yeah a very difficult thing for them to tell this crowd of media just a few minutes ago that in fact this is no longer a search and rescue operation but a recovery option. they say there are no longer hopeful that they will find any survivors. they did find the wreckage of this helicopter. they say it is in several pieces. in the middle of santa rosa bay there behind me it is about 25 feet under water. they located it with sonar initially yesterday and able to send divers down yes, in fact that is that. then all of this fog rolled in and visibility became very limited. they have not been able to get that wreckage out of the water nor recover any of the bodies of these 11 people who may or may not be inside. we know some human remains are inside of that chopper. they have recovered already some human remains and some debris that have been washed ashore

here in florida but a very difficult and very somber day with this announcement that they have discovered the wreckage of this black hawk helicopter. >> colonel jack there's a lot of sorrow any time there's a loss like this tell me about the black hawk -- we know we've been on black hawks overseas so many times but this is really the workhorse helicopter and this was flying low probably in fog in a special ops training exercise and it's dangerous. >> we have plenty of them thousands of them across all of the services. it is the workhorse, it's been in business in the military for decades, it's a very sophisticated aircraft. many redundant systems, heavily computerized and the pilots aboard this flight have thousands and thousands of hours in this aircraft. but they were doing fairly rigorous and you could say dangerous training, sometimes we forget about the fact that

people go overseas and fight a war. and they come home put their feet up on the desk. nothing could be further from the truth, they are doing difficult training all the time because they have to prepare themselves for combat. they were doing night insertions to insert marines, special operations in difficult environment. any practice this all the time. it's not like years ago when i first came in the army when the first time you were in a live fire exercise was in combat. here they practice all the time. it's inherently dangerous. but these kids all hang together and do a magnificent job. i spent some time talking to spouses of marines here and former marines here they say it's a terrible traj gi but it's a good thing we're all in it together and they are taking care of each other. >> colonel jack, i want to play some of that interview you were in a diner and talked to some of the friends and spouses there

right off base. let's play some of that. >> my mutual friends in the marine corps are pretty torn up about it. they aren't quite sure how to handle it in a way. and it affects the community because we've come to know these people and respect that they are protecting and serving us. >> the marines here and all service members in the community understand that there's risk with training training has to happen year round obviously for any deployments that are required. but it comes with a risk and the community understands that but we certainly our hearts and prayers go out to the family members. >> and colonel jack this is seven marine special forces we don't have identifications yet from the pentagon and also the four national guard out of louisiana. it's a terrible loss. >> yeah it is. it puts up something interesting here recently certainly in the

last few decades or so we stopped operating with just one service. we operate jointly and this is a good example of that situation where you had army national guard aviators working in conjunction with marine corps special operations forces to train and doing joint operations because that's the way we do business. we have a smaller military. we're about ready to have a smaller military we've had in many, many years, we have to operate this way. it's inherently dangerous. it's a good thing we have kids like this defending us. >> and the families as you point out adds well. thank you so much. colonel jack jacobs from camp lejeune. a lot of fallout to the republican letter to the ayatolla. chuck todd is coming up next and another black eye for the agency that protects the president and his family. we'll get reaction from the top democrat, elijah cummings.

foreign policy is rapidly becoming a much bigger deal for the 2016 campaign after four potential republican candidates signed that letter to the ayatolla from 47 gop senators trying to undercut those delicate talked with iran. chuck todd is nbc's political director. and i was going to say the daily rundown, but you know -- >> old habits. >> and the moderator of "meet the press." chuck todd. thank you very much my friend. this is maybe because the economy is receding somewhat despite wage gap and the other problems it's not at critical stage, but early on in 2016 with isis and these other challenges

and terrorist threats and concerns about the president's policy in libya and elsewhere and with hillary clinton the likely democratic front-runner still, foreign policy is front and center. >> absolutely. there's a couple of reasons why -- obviously we have the threats going on and improving economy that makes it that. and it's a fact that that's the most glaring omission in this 2016 republican field. there isn't anybody with obvious foreign policy chops. they are all studying. you can tell like sometimes, they are all studying very hard and some of them will leak out, i got briefed by henry kissinger or condy rice. >> and went to london and said i wouldn't talk, i'll punt on this. >> they know it's a gap and significant agap. on the other hand you have secretary clinton, very volatile time in the world, plenty of experience. on the other hand the president's foreign policy and therefore her role in the president ses foreign policy

there are a lot of questions about it. handling the arab spring decision to go into libya. if you're going to run against hillary clinton, this is a potential way you run against her but these guys have a lot of work to do. >> in the campaign with barack obama against hillary clinton where he did need foreign policy help he went overseas. i covered the trip to iraq and he went to israel and jordan and berlin. >> remember the foreign policy was the differentiator. >> chuck hagel -- >> and jack reed with him as his wing man on that trip. >> foreign policy -- people forget foreign policy was a differentiator in '07. the economy didn't become the big issue until the collapse in '08. -- >> being for or against the war in iraq. >> pure and simple. >> let's talk about this letter john kerry's outrage was really genuine, this was not a political moment. he went before the committee where he served for 28 years and said i -- when i sat in the other side of the table, i had

never done anything like this. you got this letter signed by 47 republicans and john mccain now acknowledging, it may have been a mistake. >> i think you're seeing a whole bunch -- not really almost wonder did they not realize what they were signing on or how big of a deal this was going to be or how much it was going to be promoted? it is -- look let's look at the political mistake of the letter. you're now these 47 republicans, so now you own diplomacy failure, you get to own a piece of that. that's not on you. if you wanted to make a bipartisan case against the deal well you've partisanized the issue and scared democrats away. >> there were plenty of democrats who were eager to sign on against a nuclear deal. >> there are so many -- forget you can forget the actual policy and the historical precedent and all of this other stuff, just on political front it was stupid. >> and hillary clinton as part of her opening comments at that news conference out at the u.n. mentioned the iran

negotiations and the letter and now tweeted out about the letter as well her tweet that gop letter to iranian clerics undermines american leadership. no one considering running for commander in chief should be signing on. she tweeted that yesterday. there was a return tweet by -- another tweet by bobby jindal possible candidate reacting to hillary at hillary clinton, no one allows iran to become a nuclear power should consider running. of course the stated position of the negotiations is that the president will not let iran become a nuclear power. >> do unto others as you want do unto you if you're president of the united states. the fact of the matter is and i believe i read it in foreign policy, you start undermining -- if the president of the united states who is tasked with conducting america's foreign policy and negotiating these deals, if we are sending a message to the world that he gets undermined immediately at home and the president's word can't be taken and this is the way we're going to conduct our

business around the world, we're not going to get anything done. this is a -- this is why this was such a dangerous precedent set. i know there's some push on the right, nancy pelosi went to syria and ted kennedy was doing quiet talks -- this is on a scale we've never seen before and b. >> it's the ayatolla. >> where did i live in a world if two wrongs make a right? if that was wrong then this is wrong now. >> you saw the supreme leader responded in pay letter of his own -- >> playing in his hands in the negotiations, you've weakened the hand of the negotiators, which by the way, it's too simplistic that people have done too much. there are six nations that are negotiating with the iranians here. it is a p5+1 there's five other nations, the idea this simple minded way of framing this that that the president is the one unilaterally negotiating with iran yaz, is hogwash, you have

that two high level agents including number two man on the president's own detail crashed a government car into a secure area at the white house. witnesses told the "washington post" there were indications they may have been drinking after a retirement party. joining me from baltimore is congressman elijah cummings. congressman, good to see you. thank you so much. >> good to see you, andrea. >> first your reaction to all of this. >> well first of all, i'm very upset about this. we made major changes to the secret service in regard to leadership, but obviously there's still a lot of work to be done. you cannot have two supervisory personnel disrupting a crime scene. and it's ridiculous.

then drinking i got to tell you, there's a lot more work to be done and i'm joining with chairman chaffetz we're going to work hand in hand and put a high powered microscope over the agency to make sure we get it right. i will not rest until it is right. >> congressman, i want to read from you from the breaking news post "washington post" article where she says that officers on duty at the white house at the time wanted to arrest the agents and conduct sobriety tests but the officers were ordered by a super rizor on duty that night to let the agents go home. do you know -- >> that is a major -- that's a major problem. there are all kinds of problems in that, andrea. and it shows we still have a cultural problem within this agency. any time you have a supervisor who then tells people below him to just let these officers go

home and sleep it off, instead of doing what the regular officers want to do that goes against everything. i'm hoping that this -- that this gentleman who told the people under him to let these officers go, i'm hoping that person will no longer be in a role at the secret service. but it's also shows that why there's a moreale problem. if you have supervisors saying those things to people under them, then what does that say to the lower ranks? so we've got -- then -- the other piece is that you've got two supervisors drinking driving a car and then again, disrupting a crime scene. we have to have zero tolerance. i know director clancy hasn't been in there yet. and i know he's made major changes, andrea he's gotten rid of four of the top eight

assistant directors and deputy director is now gone. and they've been replaced but now we've got to really dig down deep. i'm glad that the homeland security inspector general is going to be looking at this one thing they will do they will do an independent investigation, but there's something else they'll do. that is they will bring back recommendations of things that we need to be about dyingoing to change all of this. >> congressman, one of the issues is that the outside advisory report on the secret service with all of the problems it had in columbia and amsterdam recommended an outsider be brought in to shake it up. with respect to director clancy so highly regarded by everyone who knows him and the president shlgs that was a controversial choice. the president ignored that recommendation to bringing in an outsider. can clancy handle this situation given the fact he's very close

with these two people now being investigated? i know he's not doing the investigation but the response and punishment. >> well i have absolutely no doubt that he can do that. he's just basically came on board. he's going -- it's going to take some time to weed out bad apples and take some time to figure out exactly where all of the problem areas might be. i note he has a zero tolerance attitude about all of this. so i think he's -- let's give him a little time to do what he has to do. i know there's been -- there was controversy but again, i have confidence in him. and i think that the men and women of the secret service do too. >> quick question would you consider running for the senate? a lot of other people are jumping in? >> i'm looking at it very carefully, andrea. i want to do whatever is best to allow me to serve my constituents and i'm -- i'm looking at it. >> don edwards is in chris van hollen this could be a very

crowded field. >> one of the great things about maryland is we have a deep bench on the democratic side. i admire all of my clears we have to figure this out -- at the end we've got to come out with a united democratic party and we've got to make sure that we can defeat anybody on the republican side when the general election comes about. it's about maryland and making sure that maryland is a very best we can make it. that's what i'm all about. that's what my whole career has been about. >> elijah cummings looking at it seriously, thank you very much. >> thank you. >> and could that letter sent by the u.s. senators to the leaders of iran be the poison pill that kills the nuclear diplomats have been working on for so long? hillary clinton is she inestable inevitable inevitable, despite all of the problems with this rollout. coming up on msnbc.

as we've been reporting, the ayatolla commented on the letter sent by 47 republican senators and issued his own letter calling the correspondence a collapse of political ethics this is weeks before the deadline to reach a nuclear deal. senator tim cain joins me now. tell me about your reaction to this letter and how unprecedented it is? >> it's completely unprecedented you would have members of this body trying to tank a diplomatic negotiation that the is in its final phases. when i heard about it i was kind of in disbelief then saw the letter and i was stunned. the good news is it has been so roundly condemned by all sides of the political spectrum that i think the lasting impact is

not going to be that significant. and so what we need to do -- there's a right way and wrong way for congress to weigh in. the right with a is let the negotiators do the best job and come up with the best deal they can. then at that point to the extent that any deal touches congressional sanctions, of course, we'll have a chance to weigh in. but we should wait until after there's a true proposal on the table before we do that. >> that said it may not go anywhere in terms of its impact here but what about the impact in tehran isn't the ayatolla with his letter today taking this as leverage where he can say if the negotiations fail well you see it was america's fault because america's hard liners wouldn't go along with it in. >> but iran still would rather have a successful negotiation than an unsuccessful one. they are looking to get out from under crippling economic sanctions that have been imposed by congress. the only way they are going to do that is by giving the world

guarantees that they are not going to develop nuclear weapons. now, if at the end of the deal if at the end of the day there is no deal, sure iran is going to use this letter to suggest that the negotiation fail because the u.s. wasn't interested. congress wasn't interested in negotiation. that's why the sending of the letter was so foolish. but, remember iran wants out from under congressional sanctions. the sanctions have hurt their economy and led iran to come to the table, to engage in negotiation. during the course. negotiation, iran has met their obligations and u.s. and western nations have met our obligations and that has led to a rolling back of the iranian program that have given us a better ability to detect cheating. the interim negotiation period worked out well. we need to see if we can find a deal that's good for the u.s. and good for the world. the letter was unfortunate but doesn't change the fundamental dynamic that they want out from

s.w.a.t. vanz arrived back at the ferguson police department. three people were taken in for questioning. the st. louis county police tell us it was part of the investigation into last night's events, the shootings of those police officers, no arrests at this point. amanda joins me now on the phone from ferguson what do you know? >> hi andrea there are a number of unknowns up in the air right now. we do know this tactical s.w.a.t. team did go to a neighborhood area here earlier this morning. it was on the dade avenue a mile and a half from the ferguson police department where the shooting occurred last night. it is also near the airport area and it's a relatively residential area where the s.w.a.t. team was at. they did take people into custody, though there are no arrests yet, we're waiting to hear further from the investigation.

>> thank you, so much amanda. i'm joined by maria chappele-nadal, good to see you, we thought we were going through a process where they were resignations and police chief resigned and now the shootings which may be completely unrelated, came from a different area what is this doing to the community in ferguson? >> well i have to tell you, andrea this is a situation that causes us to really pause in the movement. we recognize that there are outsiders that have come into our communities before. but we also recognize the need to have self-policing. there are people who want to continue their bad behavior. but for the people that i represent who are peacefully protesting this is an opportunity to one have a voice and say to those who have decided to be violent that we're not going to tolerate it and we're going to self-report --

who is doing violent acts -- >> we saw the police chief's resignation, does something now -- what's the next step? does the mayor have to resign? it does go deeper than just the police chief. >> that's absolutely correct, andrea, i have to tell you, some of my constituents do want the mayor to resign. i think that's incumbent upon him to make that decision. obviously he's had had a relationship with the chief of police as well as the city manager as well as darren wilson. so he's going to have to answer and be accountable for his own actions in what he's been aware of. what i will say, there are many of us including myself who have wanted the disbandment of the ferguson police department for a very long time. right now there is no credibility when it comes to the city and we're going to have to have substantive change for this community to have faith and confidence in any police.

[ gunshots ] >> you can hear there clearly shots fired. we're awaiting live remarks any minute from attorney general eric holder who released a statement calling the shooting inexcusable and repugnant. one officer was shot in the shoulder, other in the face. both have since been released from the hospital. the two policemen were among scores of officers from neighboring departments helped to deal with the mostly peaceful demonstrations in the wake of the police chief's ouster on wednesday. earlier today we heard from the police chief of st. louis county, home to one of the
