shooting two police officers. overnight, there were new protests, but the tone was much more subdued. a smaller crowd of about 100 people calmly gathered outside the police department less than 24 hours after the shooting. and with clergy members and community leaders on hand the crowd paused for a candlelight vigil to pray for the officers shot and call for peace and healing in the community. claire mccaskill reiterated that sentiment on the "today" show this morning. >> the community has really come together on this. there is a reward that's been offered. many of the protest community have spoken out in very dramatic terms about how disappointed they are that some thug would come to a peaceful protest site and commit a violent criminal act like this against police officers who are doing their jobs. >> the two officers shot early thursday morning are recovering now at home. released from the hospital. police officials say while they have strong leads, they have no

suspects. three people were taken in for questioning yesterday but released shortly after. the shootings drew strong condemnation from attorney general eric holder yesterday. >> i want to be very clear here. i unequivocally condemn the repugnant attacks. what happened last night was a pure ambush. this was not someone trying to bring healing to ferguson. this was a damn pump. >> and president obama also weighed in during appearance on jimmy kimmel live last night. >> i think that what had been happening in ferguson wal wal oppressive and worthy of protest, but there was no excuse for criminal acts and whoever fired the shots shouldn't detract from the issue, they're criminals. they need to be arrested.

what we have to be sure is that the folks that disregard and disrespect the other side people who resort to violence that they're marginalized. >> they set us all back. >> but they're not the majority. >> msnbc national reporter trymaine lee joins me from ferguson. good to see you. start as senator mccaskill mentioned, there's reward offered for the gunman or gunmen. what else do we know about the reward given the fact they took the people in overnight? >> reporter: that's right, just as the manhunt intensifies for the suspect or suspects in this shooting two congressmen, emanuel cleburne whose district includes ferguson pulled together a $3,000 reward. $3,000 for information leading to the arrest or capture of the suspects. there's still so many more questions than answers in the shooting. the shooting happened about 125 yards behind the protesters so it came from a dark residential section of area.

while the police intensify the manhunt, they're asking protesters, took in a few for questioning, no longer have those folks detained but they were questioning them. there's no clue who the folks are. >> the commentary we hear is trust, trust between law enforcement and the community. last night, st. louis police lieutenant, commander in charge spoke with reporters. this was his response whether he ever sees a situation where there will be trust between the community and police. listen. >> i think we are getting there slowly we are getting there. again, it will take time again, this is a fresh wound. this is something that's just happened that's not even 12 months. the decision was in november. the department of justice report was released last week again, so it is a wound that's going to take time to heal. although i think as a community we can come together and accomplish that.

>> a fresh wound amongst many. what else are we learning about the change in command, especially since during the time of shootings, this was initially in some sense a rally of some celebration, given changes in leadership in the city there. >> reporter: even given this kind of rapid change in leadership that we have seen in the last few days i think it is safe to say the relationship between the police and community remains tenuous at best. keep in mind that department of justice report took a two year snapshot, what they found was shocking and incredible. even though there's a leadership change, the police officers are still here in this community and that's not lost on the protesters or those who have been on the frontlines of the movement, calling for justice for michael brown and black men. i think the lieutenant is correct, we are taking steps slowly. people on both sides will say any change is welcome, anything that can help mend the wound. it is also safe to say full healing, whatever that looks

like, is still a long way coming. >> demanding change at the top with the mayor there. trymaine lee in ferguson. thanks for your perspective. joining me jonathan capehart and earl hutchinson author of the book "from king to obama." witness to a turbulent history. thanks for being with us this morning. earl start with you. saw subdued protests last night. how much do you think thursday's shooting marked the progress we have seen but yet mileage that still needs to be made as far as progress there? >> you know i think attorney general eric holder and president obama put it best. it is not going to stop change. change is going to come. it is going to take time. we heard everyone say it is a healing process, time time time trust, trust, trust. these are the watch words. but just having a senseless act of violence is not going to stop

anything. i like what the president said. legitimate protests and they are legitimate, they marginalize that element. at the same time still keeping focus on several things. i think we have seen over and over again, justice department pointed it out, it is not just leadership at the top or change of leadership that's important. there are deep seeded structural problems not only in ferguson but justice department talked about other police departments, too. i think ferguson and what we see there going forward could be a tiplet for change. how you in fact reform a police department and go forward. it could be a model for other police departments that are troubled, too, around the country. >> you're talking about change when it comes to systemic change in leadership and the department there, also change in trust, but jonathan to you, when you have former new york city mayor rudy giuliani weighing in on an interview on fox news he was reacting to the shooting wednesday night, brought up officer darren wilson certainly brought up a lot of outrage. people say where did this come

from, if you haven't heard, here's a little more of that. >> there's an atmosphere of unbalance here all we talked about is the police did this wrong, the police did that wrong. that's a footnote. the major headline is the police of the united states make it possible for you and me to go home every night and be safe. what happened a man committed a robbery, attempted to assault a police officer, and the police officer to save his life shot him. the police officer did his duty. the police officer should be commended for what he did, he did exactly what he should do. >> all right. jonathan commended is the keyword setting people off. your take on that? >> look anyone who lived in new york city during rudy giuliani's two terms as mayor would not be surprised by what he said. one of the frustrations with him as mayor, particularly among african americans, people of color in new york city during that time was his knee jerk

support for police officers even when they were in the wrong. and let's be clear, the department of justice, the other department of justice report on the shooting of michael brown found darren wilson was justified, and those are facts, but using the word commended and the insensitivity that's there, someone did lose their life. for rudy giuliani to say what he said continues his sort of tone deafness which has been there since he was mayor of new york city but has been increasing in recent weeks. seems like he just doesn't care. >> doesn't back down with comments, blaming essentially president obama for tensions heightened tensions in ferguson. earl your take as well and strong word of commend applauded. >> i think if anything there's another word about guilliani, not commend but condemn in the strongest words. look you are using inflammatory

language deliberately inflammatory language going before a national audience at a time we have a situation we are trying to heal go forward with police departments, trying to put reforms in place, trying to make structural changes, leadership. you have leadership on all sides, political and elected officials speaking out in the right way. you've got peaceful protests and you have a former mayor coming on using this kind of language. it is despicable disgraceful, and he should be condemned. >> let's talk about this when you bring up changes in leadership jonathan to you, you wrote a column in which you say the police chief thomas jackson is out james knoll should be next. so far the police chief, two police officers, city manager, municipal judge and city court clerk resigned since the doj reports release last week. he is like i am sticking up here, someone has to man this ship.

so given that he is sticking around how much difference is stepping down would make as far as knowing there are so many changes need to be put in place? >> mayor knowles makes a good point. someone needs to be there to shepherd changes. he is not up for re-election until april of 2016. the people of ferguson which is 67% african-american could vote to recall him, but in a city where voter turnout is woefully low, likelihood of that happening is next to zero. in municipal elections that happen next month, april 2015 half the ferguson city council, three of six seats on city council are up for election. that's the time when the ferguson community, majority african-american community, can make their voices heard and start electing a government that represents, that looks like them but also represents them.

you cannot have the other doj report on the ferguson police department that shows structural problems that were happening in the police department, the courts within the municipal government, and not take a stand, not do something to change the government that's supposed to protect you and serve you rather than prey on you for money. >> very quickly while i have you, in the short amount of time we have would a total reboot of the police department make the difference? >> i think it will as i said before, send a template and send a good message for other police departments that are troubled. leadership at the top. changing some of the structural problems or addressing them quickly, deliberately, effectively, efficiently. the other thing that's critically important is remember police departments are only as good as leadership at the top. a change is important but also proactive leadership going forward is equally important.

>> they write about cleaning up one town referring to ferguson won't necessarily help if residents continue to be in the deplorable justice systems elsewhere in st. louis county. we thank you both for your time and perspective. >> thank you. congressional lawmakers are demanding answers today from the new director of secret service about the latest scandal to rock the agency. this amid new allegations that the two agencies reportedly crashed into the white house barrier last week interrupted an active bomb investigation and that it all happened after a night of drinking. house oversight committee jason chavez and elijah cummings are asking the director joseph clancy, for full accounting of the incident and raising new concerns about whether the agency can be reformed under his leadership. kristin welker is at the white house. nice to see you this friday. >> reporter: frances, good morning to you. according to a white house official president obama didn't learn about the latest incident

involving the two secret service agents who were allegedly under the influence until earlier this week on monday when secret service director joseph clancy found out. that was days after the incident actually happened. all of this raising questions about the newly appointed director's ability to turn around the troubled agency. this morning, lawmakers are saying they want to hear from clancy. president obama on a trip out west has yet to comment publicly on the latest secret service scandal involving two senior agents but a senior administration official says the president is disappointed. meanwhile, according to sources familiar with the investigation, last wednesday, the two agents were at this washington bar at a going away party for one of their co-workers. they then drove a mile away to the white house after a woman drove up to the southeast gate of the white house, carrying a parcel wrapped in a green shirt she said was a bomb. when two agents arrived, they drove through police tape into

a barrier, interrupting a bomb scene investigation. on capitol hill mounting outrage. >> we made major changes to secret service with regard to leadership. but obviously there's still a lot of work to be done. >> reporter: the congressional committee overseeing secret service released a scathing statement calling the incident simply unacceptable highlighting reports that a supervisor ordered other officers to let the two agents go instead of arresting them. this presents a fresh test for newly appointed director joseph clancy who was brought in to revamp the troubled agency in the wake of a series of embarrassments, including when a man with a knife made it into the executive mansion. >> a couple bad apples could be a cancer to any organization. and that's why you have to nip it in the bud right off the bat. if you don't, it will continue. >> reporter: it is important to point out that suspicious package was given the all clear, agents in question were driving at a low rate of speed.

new details in a fraternity scandal at the university of oklahoma. the national headquarters of sigma alpha epsilon released a statement saying in part several other incidents with chapters have been brought to the attention of headquarters and staff leaders, and each of those instances will be investigated for further action. this comes a day after they reportedly hired a high profile attorney considering legal action against ou and the campus president. the chapter was kicked off the campus after viral video surfaced of members singing a racist chant, two members were expelled. gabe gutierrez has more on the chapter chapter's potential plans. good morning. >> reporter: good morning, frances. according to nbc affiliate kfor

local members of sae held a special emergency meeting where they decided to retain the high profile attorney to consider their options, including the possibility of legal action. it is the latest development in a scandal that's rocked the campus. this shocking video sparked national outrage and swift action from the university of oklahoma, but this morning nbc affiliate kfor is reporting the local chapter of sigma alpha epsilon hired high profile attorney steven jones who represented timothy mcveigh in the oklahoma city bombing trial. jones cold kfor is outraged over the campus president shutting down the house and branding members as bigots. he told the station two students that were expelled have apologized, that they lacked judgment in a social setting, but that the entire fraternity should not be tarred and feathered as racist.

some legal experts questioned whether expulsion violated free speech laws. >> under american law, they have a first amendment right to express even repulsive points of view, as long as they're not threatening a specific person. >> reporter: on wednesday, local chapter board of trustees called the racist behavior a horrible cancer that entered the house three or four years ago. the national organization says it has not verified reports of the racist chant being used beyond ou but is actively investigating allegations at louisiana tech university. thursday at ou instead of practice, the football team held a silent protest, black and white players arm in arm. >> these guys put a lot of time into what the message is and how they can effect change how they want to go about doing it. >> the entire message we wanted to portray is coming together it is about change, not just locker room on the campus but

nationwide. >> the national headquarters stressed that the national organization does not intend to pursue legal action against university of oklahoma. they say that for the past several days they have not even engaged with the local chapter since it shut down. they want to separate themselves from the local organization. as for university officials on campus they tell nbc news it would be inappropriate to comment on any pending litigation. frances, back to you. >> gabe gutierrez reporting from the campus of oklahoma university there. thank you. let's bring in john burns, criminal defense attorney. thanks for being here in studio. let's get started with this. you have steven jones telling the local nbc affiliate there that these two students you know that they are termed at racists, tarred and feathered, this incident is being exploited. does this chapter have an argument in making a case here? >> i don't see, i don't think

they have argument about any problems happened to them. university president can in fact expel any fraternity organization if they violate rules that are consistent with the overall purpose of the university. they can do that. the real question for the students themselves whether or not it was appropriate to terminate them automatically without having some kind of due process hearing. i think there's a question about that, even though you don't like the speech question is is it free speech. if it is, you have to have some other basis to terminate them. that's a legitimate argument can be made. i don't think the legal issues they're talking about from the university point of view from steven jones is going anywhere. i just don't think that. >> let's talk about it considering his area of expertise in representing timothy mcveigh, terrorism, espionage, electronic surveillance extradition. why do you think the chapter chose him, because of the pull and name saying he represented timothy mcveigh in this high profile case that people will

know? >> not so much timothy mcveigh because he is a high powered well known attorney. >> even with that background? >> that has nothing. means he is a high profile experienced lawyer. that doesn't make this case have more merit because he is involved in it. so from my point of view it is a good offense as a way to defend against these particular allegations, draw attention from the university and students. i don't view it has merit against the university. >> would you go as far as to say it is a tactic to distract the media from the real issue here? >> absolutely. i totally think that. it is misdirection on its face. you think about something else when the real issue is about racial comments that were made because those are offensive comments and the university president has taken strict action against it but let's go away from that they're saying let's talk about something else talk about me the lawyer. >> talk about my clients, the two students that were tarred

that's a businessman from china, pleading with a gas station attendant to call 911. crouching down to hide fearing his life is in danger three nights after the boston marathon bombing. he dashed there from his car at a gas station across the street running for his life to seek help. prosecutors say he was carjacked at gunpoint by tamerlan tsarnaev, after the brothers were on the mit campus where they murdered a police officer. the fbi says they used his atm to get cash stopped to get gas, load up on snacks. that's when meng made a run for it. inside the gas station across the street he found a place to hide, begged the attendant to call 911. >> i have one come inside now, and he tells me someone wanted to shoot him. >> reporter: then meng takes the phone. >> please help me someone took my car. they are suspects of the marathon explosion. please help me please they

there is a growing petition with 269,000 signatures as of this morning to file charges against the 47 senators who signed a controversial letter to iran on nuclear negotiations. the petition on whitehouse.gov says they committed a trees onnous act that prohibits unauthorized citizens from negotiating with foreign governments. president obama addressed that letter in an interview with vice news. >> i'm embarrassed for them for them to address a letter to the ayatollah who they claim is our mortal enemy, and their basic argument to them is don't deal with our president because you can't trust him to follow through on an agreement, that's close to unprecedented. >> the gop letter was one of two

big stories dominating the political landscape this week the other the big blowup over hillary clinton's e-mails at secretary of state. it was a busy week in washington. let's look back with our "newsnation" political post script. >> when i got to work as secretary of state i opted for convenience to use my personal e-mail account. i thought using one device would be simpler and obviously it hasn't worked out that way. >> i think the important thing was that she stepped forward and talked to people. >> you don't believe her, don't vote for her. that's what i think. and if you believe her, then vote for her. >> we don't get to grade our own papers in life. she doesn't get to determine what's a public record and what's a personal record. someone else needs to do that. >> this letter is about nothing more than stopping iran from getting a nuclear bomb. >> my reaction to the letter was utter disbelief. >> mr. secretary, i know this is

a well written speech. >> this is not a speech. this is a statement about the impact of this irresponsible letter. >> here to make sense of this busy week carrie dan. you were busy person this week. good to have you here to wrap it all up. let's start with hillary clinton and the e-mails. out of convenience, we know that. but 30,000 deleted and what were in those. break it all down for what this means or doesn't mean for her going forward, especially in 2016. >> i think, frances, one thing it does not mean is that she has gotten damaged with democrats. there were two major polls in the field, polsters were asking questions while this scenario played out in real time. nbc news "the wall street journal," and gallup neither saw a big reaction big negative dip for hillary clinton in the midst of this. she's still well positioned to be the democratic nominee. one problem she had going into the press conference is that

there were democrats like dianne feinstein that said she needed to address it. those democrats said we are glad she did it we feel good about that press conference. that poll 60% of americans said the most important thing they're looking for in a press candidate is change regardless of experience or history as a candidate, what they're interested in is somebody who can represent the future instead of the past. if you're hillary clinton and a scandal like this that's so familiar to people who followed the clintons in the '90s, that could be bad news. it could be reminding even democrats a little of the bad old days of the former clinton presidency. i think that's the place where it matters. >> let's keep talking about potentials for 2016 and the subject of e-mails as well and jeb bush and some e-mail troubles he is facing. >> that's right. the ap is looking at some e-mails he sent and received some are from big donors. there are questions about policy about staffing. now, jeb bush from the e-mails,

you can see he didn't unilaterally agree with what donors suggested or wanted. at the same time, it is the kind of thing that could leave a bad taste in voters' mouths the fact he was communicating with big fund raisers as governor. i think one important thing that's harmful for hillary clinton, we are only seeing the jeb bush e-mails because he disclosed them which he said he would do after leaving his office as governor. republicans say that's maybe not a great story for jeb bush today, all it does is underscore the fact that we have no idea what communications hillary clinton had as secretary of state. >> and the apples and oranges, he wasn't secretary of state. interesting to delve into that. today's first read you say there's another story that flew under the radar with so much going on with wisconsin governor scott walker. >> that's right. there was so much going on, this didn't get a whole lot of play. in an interview with breitbart, scott walker was asked why he thought president obama took

search crews located the wreckage, the chopper went down tuesday off the florida panhandle. seven marines, four national guardsmen on board. we are expecting an update on the search this afternoon. meantime, sarah dallof joins us. what's the word when the wreckage will be recovered? >> reporter: that civilian salvage crew on the way is optimistic that they can do that today. obviously that is the focus. this is going to be another difficult day. we have more challenging weather, not fog today, but rain and winds. this crew is going to have to lift the chopper which is in several pieces at the bottom of santa rosa bay 25 feet under water, located approximately in the center of the bay. once they're able to do that they will be able to finally recover the remaining two bodies. they'll also get the black box. that will help the safety investigation team who arrived
