their american hosts and of course the afterparty. ♪ how is that for a little royal dance party? good day, i'm peter alexander in washington. strained relations between israel and u.s. may have gotten worse. nearly two full days after the election, president obama finally called prime minister netanyahu yesterday to congratulate him on his win. but the president also pushed back making it clear he was not happy with netanyahu's last minute campaign pledge to reject the establishment of a palestinian state. in an interview yesterday, netanyahu backtracked saying he does support two states under

the right circumstances. and tried to emphasize the bond between the u.s. and israel. >> why should president obama trust you when you came to congress to lobby against his negotiations with iran? >> i think there's an unbreakable bond between israel and the united states. the president said that i've said that -- >> what about between you and barack obama? >> well we can have differences but we have so many things that unite us. >> kristen welker joins us from the white house. the white house has said it is re-evaluating its policy as it relates to israel and the situation in the middle east right now about the call specifically what more can you tell us about this conversation between the two leaders? >> as you pointed out at the top, this phone call took place two days after the election. the white house still fuming about those comments by prime minister benk anyonejamin netanyahu.

and as you say, he tried to walk those comments back but the white house not buying it and president obama essentially told him as much saying his administration is re-evaluating and reassessing its options. also voicing his displeasure with netanyahu's comments about arab voters and saying that he is committed to these talks with iran which of course prime minister netanyahu came to the united states to tell congress he was opposed to. the president congratulating netanyahu based on the official readout but the relations between the two leaders are still strained and analysts who follow this say this is the lowest point in their relationship. also important to under score the relationship between the united states and israel if you talk to senior administration officials is still strong. the united states hasn't pulled back on aid. a lot of questions on how the two leaders will move forward. >> there's another leader at play in this whole situation, that's speaker john boehner, he announced he's going to travel

to israel at the end of the month, the timing some people will question his aides insist a preplanned trip. the politics has become tricky here at home hasn't it? >> reporter: it has become very tricky, his aides have underscored that point that this is a preplanned trip. there are some who will question that. we're going to talk to josh earnest about that when the briefing starts moments from now. the politics very divisive when netanyahu came to speak to congress a number of democrats boycoted that speech and senior officials boycotted that speech. now it's being put to the presidential candidates you have jeb bush for example, congratulating netanyahu on his re-election and other presidential candidates we haven't heard from possible democratic candidate hillary clinton and just today bobby jindal is calling for her to weigh in on this. she has to walk a fine line. she needs to look like she's

note distancing herself from the president while at the same time being careful not to alienate members of jewish community at home. >> with nuclear negotiations stalling overnight, the president delivered a video message to people of iran on their new year. i want to play that then get your thoughts. >> a nuclear deal now can help open the door to a brighter future for you, the iranian people, who as heirs to a great civilization have so much to give the world. this moment may not come again soon. our nations have a historic opportunity to resolve this peacefully, an you want we should not miss. >> what is the latest on the nuclear negotiations? what is the hold up more specifically right now? >> well first of all, the talks are going to break this weekend for the new year celebrations and also because there's going to be a funeral for the mother of one of the negotiators. so important to point that out. the talks will resume next week.

having said that there's still a number of key sticking points sanctions being a big one, iran wants the sanctions to be lifted immediately once there's a deal in place, the united states its dwrurp peen allies saying we think sanctions should be scaled back essentially in waves and there should be some tests that proceed that they want to make sure iran is following through with any agreement that they put in place before they actually allow sanctions to get scaled back. and then also still a lot of disagreement on the number of centrifuges, the united states wants iran to limit the amount of centrifuges it can produce and iran fighting back on numbers that the united states is proposing. there's still a number of key sticking points here peter, you'll recall that president obama put the chances for actually getting a deal at 50/50, this is really difficult stuff. the fact they are negotiating on this at all, if you talk to people who have been following this, say it's significant. so there's very measured optimism they are going to be

able to get something done. that deadline coming at the end of this month. >> kristen welker nice to see you, thank you. also today, we're following new details in the controversial arrest of an african-american student, this happened at the university of virginia. state police there launched a criminal investigation into the violent encounter with police in addition to a criminal review already under way at the request of the city of charlottesville's attorney and governor terry mcauliffe's request for an review. >> i trust that the scars on my face and head will one day heal but the trauma from what the abc officers did yesterday will stay with me forever. i believe we as a community are better than this. >> nbc's gabe gutierrez is on the uva campus in charlottesville. give us a sense, we're hearing there's another major meeting scheduled at the top of this hour. what more do we know about that?

>> reporter: it's supposed to begin at 1:00 eastern time. we had been told that earlier no cameras would be allowed inside but it would be live streamed for all to see, however within the past few minutes we were told that would not be the case. university officials want students to speak freely at this forum. it includes officials from the charlottesville police department and county police department and secretary of public safety have oversees the alcohol control agents that were involved in this incident. and university officials want stunds to be comfortable and talk about their relationship with law enforcement or lack thereof. on campus, there's been a lot of outrage we've seen from students who feel this should not have happened. some feel race did play a role in this arrest. others feel that is absolutely not the case. they feel this student perhaps may have provoked the officer in some way. we don't know at this point. there are a lot of questions about the virginia department of

alcoholic beverage control, which has been under scrutiny before. last year the state reached a set maniment with a uva student arrested in 2013 after water she purchased was mistaken for beer. some students feel that that agency needs to answer and right now at this forum, they are expected to voice their concerns within the hour. >> gabe one more heated controversy on the grounds of uva right now. appreciate it, thank you. >> it's officially the first day of spring but if you live in this part of the country, look out your window and tell me what it looks like. it doesn't look like it on much of the east coast. several inches of snow expected today and nbc's ron allen is on the road right now in one of those tough spots. i-70 i believe it is. ron, we can see out the window we could have been having this conversation three months ago, it would have looked no different. >> reporter: yeah, exactly, peter, it's a pretty messy day. we just stuck our head out the

window and it's sleeting and freezing rain and maybe a little bit of snow mixed in. the temperatures above freezing which is the good news. not a lot of stuff is sticking on hard surfaces just the trees and grass. another camera you can see ahead of us it's i-70 and traffic is moving well moving normally frankly, but it is slippery. we've seen a couple of cars that skidded out to the median we started in hagerstown maryland and heading into baltimore in another 10 or 15 minutes or so. we'll go up 95 following the storm. at this point it feels we're on the back edge of the storm. as we keep driving, it seems to be getting worst faster we go so we're going to slow down. but that's -- welcome to spring. and the good news is tomorrow it's supposed to be 50 degrees in this part of the country. all of this will be gone but for now some schools are closed. there was late openings here and people are dealing with it but it's disappointing after a brutal winter that we had one

eric holder has become a good example of partisan politics these days but do lynch's defenders have a good argument here or some simply how business for good or better or worse gets done? >> peter, i think the answer is it's how business in the senate gets done, probably more accurate how business doesn't really get done. all of this is backed up -- you would think a bill on human trafficking to limit human trafficking would be the sort of thing that would roll through congress but there's a fight over the hyde amendment about funds not being used in any way shape or form for abortions, that's become the nub of this big fight. compromise have been attempted and mitch mcconnell wants to move to the budget. if he does that and don't get the human trafficking bill loretta lynch is pushed further down the road. it reminds everyone of one thing, we do not have a

government currently that works all that well. >> mccain blasted back that race is not a factor in this delay. i want to play that and get a sense from you. >> i would say to the senator from illinois is for him to come to this floor and use that imagery, and suggest that racist tactics are being employed to delay ms. lynch's confirmation vote. some inflammatory rhetoric has no place in this body and serves no purpose other than too further divide us. >> julie, the white house has long been furious about how long their presidential nominees have sat on the sidelines waiting for a vote in situations like this. what are they saying about the latest situation? >> they are equally frustrated perhaps more so in the delay for lynch. there's joking going on how the president said eric holder who

is really just despised by a lot of republicans will stay in his job as attorney general until lynch gets confirmed and they hoped maybe that would give republicans an incentive to move lynch forward. what you heard with durbin and mccain, these are two positions that regardless of what's happening with the human trafficking bill you're going to hear from democrats arguing that there is a racial element to this that this is obviously tied up in politics. the democrats have been trying to paint republicans as anti-minority, republicans have acknowledge they have had difficulty attracting minority voters, again, this may come down to a debate over this human trafficking bill and who read the bill and didn't. i think you're going to hear these racial overtones going forward. >> hillary clinton, if we can focus on her for a second. she had a private event that we believe was likely the last private event before any announcement that may be coming up. where do things stand for her right now? there was an interesting read that she doesn't catch a break

because there's no good news to celebrate, she's stuck being tweaked with every item there is that critics want to focus on. >> if you talk to the hillary people peter, privately, they would actually welcome a primary that people viewed as somewhat serious so she could get back into the groove in terms of politics and campaigning and seen as having beaten someone -- >> something to get excited about. >> and the caveat to that is they would love a primary challenge that is competitive enough they would get credit for winning but not so competitive that she might lose. you know. >> a lot of money. >> leading into the 2016 campaign bloomberg held focus groups. let's get a sense from you julie, about where things stand right now. >> what's most troubling about her? >> e-mail thing.

>> transparency issues. >> i don't think it was handled well and that plays into your ability to make decisions. >> these are your average voters new hampshire voters and clinton folks say most average americans, this doesn't resonate, this is political media talking about this stuff. it looks like they are wrong. >> i mean, new jersey voters are pretty engaged in the process, but this is something that it's not just a creation of washington and new york media. this is something that voters are reading about and hearing about, again, it's probably not the issue that people are going to vote on in november but it's something that has been out there that challenge for the clinton campaign will be to fill the space with something else. it seems she's going to announce fairly soon and that will help with the process. to chris's point, without a candidate to run against, without someone to kind of help her strengthen her arguments and strengthen her message on the campaign trail, it's going to be

more difficult i think for her to push back when the next e-mail scandal comes up the next issue republicans try to hang on her. >> we think this november then reminded that this is still 20 months away. >> long way to go. >> let's balance the scales if we can. there was interesting thoughts about jeb bush as well. here's what they see as his potential problems. >> on immigration and things like that not somebody i would vote for. >> i think he's not got any chance at all really. >> who in the room considers themselves somebody who would vote for jeb bush? >> i'm not a fan. i don't think the bushes are generally bad people if he was the only choice then i would choose him opposed to a democrat. >> that's a ringing endorsement. >> chris, not one hand raised saying they would vote for jeb bush. he faces a real challenge with iowa conservative republicans and new hampshire and south

carolina he could go 0 for 3. >> this is the thing that i continue to wonder about and write about, this idea front-runner in the race. he's the front-runner by one measure, fund raising and maybe two, establishment support, though that's kind of code for fund raising too. you can't buy votes. if you could, ross perot might be president with all of the money he spent or rich people who spent money would be elected to things. just having a lot of money to communicate to voters isn't enough. common core he's not where the base of the party is and at some point, right, you have to convince the people who actually vote that you're there guy. that focus group is not unique. i think he has a problem. they are going to solve with inevitability and money and i don't think they'll be able to. >> i suspect we may have this conversation again. i appreciate you're being here today, thank you. as hillary clinton prepares for her own race for the white house.

policies but of the plausible outcomes, his victory was the best plausible outcome, precisely because the mask has fallen very clearly off the intentions of the israeli government and israeli state, not really interested in peace. we heard the interview with andrea yesterday and comments that mr. netanyahu made and this is a man who never misses an opportunity to make excuses not to make peace. >> let me put up on what you wrote for an op-ed, where you say the biggest losers in the election were those that made the argument that change could come from within israel. it can't and it won't. >> that's exactly what i believe. it won't come from the inside. it's precisely -- >> because you think there's a need for real pressure because he's not going to do it on his own and not without the help of the u.s.? >> absolutely the help of the u.s. will be needed but in away that is to introduce that pressure.

think about it this way, the israeli state controls territory in where 12.5 million people live. 4.5 million of them have no right to vote within israeli system. if you put that in american context, that's as if you had 120 million americans in the united states unable to vote because of their basically because of their ethnic and religious background, that's unconscionable unconscionable, that's not what american values are about. and yet, this is the only answer we get from the israeli prime minister that's supported by an israeli public. this is not going to change from within. this is only going to change when the israeli public is forced to decide between maintaining this occupation forever or ending it and becoming a real member of the international community in the 21st century. >> i want to ask you about domestic politics. speaker john boehner saying he will be heading to israel later this month. what is your take on the back and forth between the president and democrats and congressional

republicans, and ultimately the israeli palestinian situation. >> there's clearly a partisan divide here and it's much deeper than the people at the top of the u.s./israel relationship. this is not just about barack obama and president netanyahu, it's about a direct clash between values that americans hold dear and values that benjamin netanyahu represents. what we have at the base of the democratic party, younger demographics and minority demographics all of which turning away from the values that israel is presenting to the world which is this exclusivist perspective on their situation and their world view. this is something that jives very much with the narrative at the base of the republican party, which is very much zeenphobic and many times racist -- >> is hillary clinton the better answer going forward? >> again, i think it's not so much about the politicians at the top but the movements at the

division, the u.s. attorney for the southern district of mississippi are looking into the matter to determine if there are any federal violations of law that occurred if there's potential hate crime. we don't know enough facts at this point. we're still in the process of trying to gather those facts but we do have a substantial federal presence helping determine what the facts are. >> wilson stribling with wlbt joins us from jackson, mississippi, what additional details have you learned? >> there's still no positive identification of the man who was found hanging from the tree but all signs point to otis bird, a man from that area last seen on march 2nd at the casino along the mississippi river not far from there. when this person was found, apparently he had been there long enough he couldn't be immediately identified is why we're waiting on these autopsy

results. the question now of course is how did he die and how did he end up hanging from a tree? we spoke to family members yesterday. they can't imagine that he would take his own life. they also can't imagine that someone would want to take his life. we should point out he was a cop victimed felon, convicted of killing a woman in 1980. it's still early in the investigation but at the end of the day we have someone who was found hanging from a tree so there are lots of questions that need lots of answers. >> wilson stribling, thank you very much. the trial of accused bomber dzhokhar tsarnaev will resume monday and prosecutors could wrap up their case as early as next week with the defense calling its first witnesses. yesterday the jury was shown one of the bombs in the firefight days after the bombing. pete williams has been in the

courtroom covering this trial. >> reporter: as police and federal agents were swarming over the scene of a shootout with the tsarnaevs four days after the marathon bombings they found this a huge piece of a pressure cooker blown more than halfway into the rear door of a car parked nearby. the fbi says the same brand was used to make the two pressure cooker bombs set off near the marathon finish line. two witnesses said they saw dzhokhar tsarnaev throw it during the violent confrontation and pieces of the bomb were stuck in walls of houses and bomb parts even found a block away. >> it would take a very powerful explosive mixture to shoot metal fragmentation into houses and vehicles near the bomb. >> reporter: a laptop computer was taken from tsarnaev's dormroom the fbi says it contained jihadist videos and several copies of an online

inches of snow on its way today. give us a sense as you look out the window. what are you seeing there? >> reporter: hi good to see you, looking outside our weather car cam, you can see that actually the traffic is probably heavier than the snow is right now. but the snow was hitting a nice level and visibility was down but now it seems to have stopped a little. it is coming there's going to be quite a considerable amount coming towards this area. if you look at the radar, you can see it's moving towards the new york area and it is going to be significant. but nothing that's going to be boston level. i think new yorkers can handle the situation. and most new yorkers i've spoken to are like forget about it is what they say here. in terms of the local area airport, there's already for inbound flights almost a three-hour delay which seems almost incredible considering there's hardly any snow on the ground but i think it is going to get worse later on.

if you are flying anywhere check with your carriers and find out what's going on and 24.4 inches so far in the new york state area received that snow over this season. it's been quite horrendous but not as bad as boston. 3 to 4 inches maybe 5 tonight and that means it's the weekend. people heading out trying to go upstate to get away from the all or go further into it i don't know. it's worth considering it is the first day of spring today. it doesn't look like it. if you look at some of the shots we took earlier in maryland there's a lot of snow there. people really are very sad and upset about this beginning of spring situation. just a little throw back for you, in 1990 the temperature on this day first day of spring was 83 degrees. so today right now around 38 degrees, and it's certainly going to get a little colder

sheet tied around the neck. nbc news has not independently confirmed that but meanwhile the state conference of the naacp identified the body as that of otis bird who has been missing since march 2nd. federal authorities are investigating the cause of death and trymaine lee spoke to the attorney general this morning. >> at this point we're trying to determine exactly what happened. the fbi civil rights division u.s. attorney for the southern district of mississippi are looking into the matter to determine if there are any federal violations of law that occurred, potential hate crime. we simply don't know enough facts at this point. >> we're going to talk to trymaine lee. what more did the attorney general say? >> not much just that especially given the history
