good morning. welcome to "weekends with alex witt". we begin with hillary clinton's long anticipated announcement that she is jumping into the 2016 presidential race. she's likely do it tomorrow through social media and then travel to i eye tuesday. speculators are wondering how difficult her second bid for the white house will be from the first one. nbc's kristen welker has more from outside likely headquarters. kristen, good morning. >> alex good morning. hillary clinton makes it official tomorrow. but things are already gearing up at her campaign headquarters here in brooklyn bustling with newly hired staffers including some from the obama administration. this is clinton 2.0. a retooled campaign that could once again make history. call it clinton 2.0. the former secretary of state is set to announce her second bid for the white house on sunday. not exactly a surprise. >> don't you some day want to see a woman president of the

united states of america? >> reporter: the clinton plan tweeted out and release a video ahead of a series of small face-to-face events next week and avoid acting like an inevitable nominee. >> i think humanity is right and i think they are getting it right from this announcement. >> reporter: clinton will emphasize her experience. but she's adding a new tactic focus on her personal life. >> a new grandchild. >> reporter: she unveiled a new epilogue writing, after a while bill and i stepped out into the hallway to let them rest. we sat holding hands trying to process the rush of emotion. i looked over and saw a tear in bill's eye. >> well i'll tell you if hillary clinton is going to join with barack obama and the gun grabbers and come after our guns then what i say is come and take it. >> reporter: but her greatest challenges may be of her own

making, like using a personal e-mail account for official business as secretary of state. >> some democrats believe the biggest opponent hillary clinton has in this race is herself. what she needs to do is figure out a way to project a sense of ease on the campaign trail and show voters she understands their economic problems >> reporter: for clinton, it's about finishing what she started eight years ago. >> we weren't able to shatter the highest, hardest glass ceiling this time. thanks to you, it's got about 18 million cracks in it. >> reporter: polls show clinton is trouncing her democratic rivals. but things get a lot or difficult in a general election. her first stop iowa next week. alex back to you. >> kristen welker thanks so much. what will be different this time around for hillary clinton and her expected run for the presidency. talk to me on twitter. i'll be reading some of your tweets throughout this day. well today in south carolina, seven days of grief and outrage will culminate at

the funeral for walter scott, who was shot in the back by a police officer after running from a traffic stop last week. joining me now from summerville, south carolina adam reese. with a good day to you. what are we expecting at this funeral today? >> reporter: a very somber day here in summerville. four hours behind me at this church, his family will lay him to rest. he will receive a police escort. the mayor attended the wake paid his respects. there was also a small protest at city hall. about 50 people gathered to say enough is enough and they want a civilian review board to keep an eye on the police. again, we're asking why did he run from what appeared to be a routine traffic stop? we're learning a little bit more. nbc news have obtained documents. he was behind in child support payments, about $18,000. he hadn't made a payment since 2012. his parents believe that is why

he ran. he did not want to go back to jail. at the same time, officer slager remains in jail. it could be until august. he has hired a high-powered defense attorney from charleston. alex? >> i wanted to ask you about the second dashcam video that the south carolina law enforcement released last night. what does that show? >> reporter: it doesn't give us any -- it doesn't shed anymore light on what may have happened between the time when he ran to the car to the time we see him being shot. we see investigators taking pictures walking around putting up yellow tape. but it really doesn't shed anymore light on what happened between the time he ran and the time he was shot. okay. adam thank you so much for that. moving to other news now. police just released video of an ugly fight in march between six members of one family and officers in an arizona walmart parking lot. this all started when officers responded to a call that a

female walmart employee had been assaulted. investigators say when police arrived, suspects were attacking another store worker. in the end, police shot and killed one member of the family. another was wounded. and a police officer was shot in the leg a second arrest made in a plot to set off a car bomb at a u.s. army post in kansas. alexander blair is accused of fail to go report the plot to authorities. they arrested john thomas booker of topeka kansas. he told an informant he wanted to commit jihad on behalf of isis. >> they might be motivated by ava right of reasons to take extreme and terroristic steps against our folks. a muslim cleric said he is mentally ill and was acting strangely in the weeks up to his arrest. a defense of freedom

immediately was awarded to the 47 victims killed or wounded in the 2009 ft. hood shooting. it took years of lobbying to get the awards. it was originally classified as workplace violence because the shooter was a fellow soldier. he was convicted and sentenced to death for that attack. this morning there is a new threat of severe weather as the cold front moves from the plains to the northwest. this comes after snow fell in minneapolis on friday. the weather channel's chris warren is here with the forecast. good morning, chris. alex, more rain, more storms in different sections. let's look at the setup for the southeast this weekend much we have an area of low pressure. more importantlily, you have this moisture coming in from the gulf of mexico. you combine that with the front. ingredients coming together. essentially you will have rain. on and off with storms. a threat for severe weather,

hail damaging winds. panhandles of texas, oklahoma and texas. more wet weather for louisiana, including new orleans. throughout parts of florida, hit or miss showers. the heaviest rain will be from houston to and central alabama. three to five inches expected. that's going to be included this weekend and early next week. so wet weather. this is the threat for severe weather. slight chance of a tornado. generally damaging winds and hail. tomorrow that threat shifts a little bit more into the midwest with a chance for scattered storms around the gulf coast states. and rain will return to the northeast as well. >> chris warren thank you for that. in northern illinois residents may be allowed to return to their homes to see what's left after thursday's deadly tornado. two people died in that storm. kevin tibbles is live in rochelle. with a good morning to you. how is recovery going and look

what a mess to clean up? >> reporter: well, alex this is all that is left of a popular restaurant where diners not only heard the tornado sirens but saw the tornado coming. they actually took shelter down here in the basement of the building which probably saved their lives. a dozen lives likely saved because of that warning. it took first responders about an hour and a half to get the peel out of here. but just down the road in tiny fairdale, too small for a warning system. they didn't fair so well. >> it was what meteorologists call can an ef-4. a tornado packing sustained winds of up to 200 miles per hour. buildings in tiny fairdale illinois, didn't stand a chance. >> we are here this afternoon to offer our condo lenses and console the families who had such devastating loss to offer our prayers to the two families who lost their loved ones.

>> it was here that so far two bodies both of women in their 60s have been discovered in the wreckage. just a few miles away in rochelle illinois grub stakers was a popular spot to grab a bite. it was twisted and smashed in seconds, trapping a dozen people under its collapsed roof. >> they heard the wind howling. all of a sudden the roof lifted off and flew away. and the house collapsed in on top of them. >> reporter: cousins tad and jennifer shaw salvaging what they can from their family farm. >> my dad said everything is gone. i have nothing left. we're just trying to find family members >> reporter: tearing apart precious lives and a few businesses. rebuilding will take much longer. alex, residents will be allowed to return to their homes today with a police escort to assess

the damage and begin the cleanup. but only residents. they don't want to be rubber neckers and onlookers going into these damaged areas. >> okay kevin. this is quite extraordinary. that basement it looks like that was in a supply area or the kitchen. do you know how many people had to skirt from the restaurant in there? >> reporter: right up here is what remains of the freezer. you can still see some of the food and stuff in there. the dining area is just over my shoulder back in there you can see some of the chairs and tables and things like that. yeah this is just -- obviously i haven't gone down there myself. this is the cellar area which clearly doubled as a storm cellar in this case. >> did the folks in rochelle have an advanced warning system, the sirens and the like? because i don't think they had that in fairdale? >> reporter: yeah, they don't

have that in fairdale. fairdale only has a volunteer fire department. one thing that struck me when i was there, it is a very small community. it has a volunteer fire department. what struck me is they have way more volunteers now than they ever thought they would or could have had. because people from surrounding counties have all banded together to help get this little town back on its feet. the main center of rochelle really wasn't a affected by this storm. as you can see, this particular area here which is sort of at a four corners area this restaurant was very popular with truckers and travelers and the like. and there are some very lucky people today as a result of this cellar down here. >> that is the silver lining to these horrible storms. kevin tibbles, thank you so much. a police chase ends with another violent incident capture

brief discussion surrounded by other world leaders. joining me from panama city panama. good morning to you, chris. what can you tell us about last night's encounter? stkpwhraol we know that the u.n. secretary-general was looking on. but literally so was the world. it's hard to overstate the symbolic meaning of this. it's only the second time these two men have met. they had a brief encounter at nelson mandela's funeral a few years ago. everything is being parsed last night. they seemed to shake hands a couple of times. they were talking, nodding. they seemed comfortable with each other. they don't know each other well. they had a few phone calls and then the couple of very brief informal meetings. we were told nothing of

substance was discussed. it is the first of the sum mitts cuba has been able to attend to try to normalize relations with cuba. the big meeting is going to come later today, as you know alex. >> chris, with regard to the president indicating he is going to remove cuba from the state sponsors of terrorism, there have been some protesters have there not? >> reporter: just not just that but the whole normalizing relations with a country they see, and many of course are cubans or cuban-americans believe this is an oppressive regime. by doing what he's doing, opening this path for cuba president obama is essentially legitimizing an oppressive regime. there was one inside a building that actually delayed the start of the speech by former president bill clinton. and i learned yesterday from a senior white house official that they actually spoke to cuban

officials about that particular encounter. later today is what we will watch. we assume that will be on the agenda. that will pave the way for the opening of embassies in both countries. overall, though this is something that's going to take potentially years. the full normalization of relations. what we know for sure is what happens here in panama city and the building behind me this weekend will be critical to the legging seu of both barack obama and raul castro alex. >> always good to have you on the show. thanks so much. ten sheriffs deputies are on leave after video surfaced of a police chase coming to this violent end. now the fbi is investigating to determine if there were civil rights violations. >> i have this guy on a stolen

horse caught on camera. a bizarre chase through the california desert. here we go. here we go. suspect being tased. two officers tased the 30-year-old, who lies spread eagle on the ground. then the deputies appear to punch and kick him dozens of times. others eventually joining in. it started with an unrelated case in apple valley. it's not clear why but his mother defended his decision. >> i'm proud of my son. i would run from cops too. i have seen too much happen lately. >> he has a 2006 robbery conviction. but the video captured thursday by our los angeles station knbc has shocked his family. now considering a lawsuit. >> these are a bunch of thugs out here. we have seen this over and over from the taser cases now to ferguson to apple valley.

torre stillwell from bloomberg news. good morning to you, tori? >> reporter: good morning, alex. >> let's start with watch out. how did the orders for apple go? >> reporter: orders for all three are in. delivery dates are getting pushed back at this point. it looks like they are set for delivery april 24th. that's when they go on sale. apple is offering a preview where people can go in and kind of scope them out. you have to schedule an appointment. already these three tiers, the watch, and the watch addition are hot right now. >> here's one interested customer. >> it will be good. it will take some getting used to. i haven't worn a watch in 20 years. it will be nice to not always carry it around in my back pocket. >> she was one of those that went and made the appointment. what should you do if you're interested in buying one?

>> reporter: apple wants to avoid the long lines of camping out. they are encouraging people to set up an appointment online or in person and go and try on the watch, see how it works, see what band you like what fit you need. and then you place your order. and then you have to wait for delivery. you're not going to walk out of the store with one of these things. >> let's move to big and beefy. what is mcdonald's bringing back that wasn't a big seller in the past? >> reporter: a premium sir loin burger. the one in the past was angus. they are both sold and are selling for $5. part of the feedback they got the last time they introduced a burger like this was it was too expensive. but we'll have to see how it goes this time around. they are trying to compete with shake shack, in-n-out burger

places offering more premium burgers. >> good luck competing with in-n-out burger. >> what is the latest word from the irs on tax filing deadline? >> reporter: two have filed returns. and the irs says it has already issued 77 million refunds to the tune of about $2,800 on average. it's a lot of money. so obviously they want to make sure everything goes as smoothly as possible and they get their money and you get yours. so they have talked about some of the pretty common mistakes that people are making when they file returns. are you ready for these? >> yeah. let's go for it >> reporter: people are putting wrong social security numbers. >> ew. >> reporter: misspelling names. mixing up their filing status. so head of household or single. and they're also not signing their returns and putting their own bank account numbers. if you are lucky enough to get a

welcome back to week"weekends with alex witt". last night mourners gathered in front of north charleston city hall singing signs and lighting candles in walter scott's memory. his family still asking questions about how this all happened. mark potter is in south carolina for us this morning. mark, with a good morning to you. what's the latest on this. i know a very sad day ahead. >> reporter: very sad day indeed. walter scott's funeral will be head in the church behind me in summer have him, south carolina. it is open to the public. it has been a week since that fatal shooting for which many questions remain unanswered. >> we need to come together as a community remembering walter scott. >> reporter: at north charleston city hall, a somber vigil for

50-year-old walter scott. with members of the group black lives matter and others. >> i stand here because we're tight. enough is enough >> reporter: on the day of scott's funeral, there are still questions about why the shooting occurred. and why, as seen on this dashcam video, he ran away from a traffic stop by officer slager. court documents show he owed $18,000 in child support, going back years. there was a a warrant for his arrest. his father suggested that may be the reason he ran from the officer. >> he didn't want to go to jail. he knows how the jails are. they're filthy and everything. he has been there before for child support. >> reporter: the biggest question is what happened when he caught up with officer slager. officer slager fired his takeser and called dispatch requesting

backup. a cell phone video, which begins right after the encounter shows scott running away and the officer shooting him in the back. on tuesday, slager was arrested and charged with murder. meantime 23-year-old feidin santana came forward. >> i'm a big believe in god. he put me there for a reason. >> reporter: meantime state agents say they have questioned the man who was in the car with scott when he took off running, but there's no word whether he was able to shed any new light on exactly what happened here or why. alex? >> all these questions still. okay. mark potter, thank you so much. just over 24 hours to go until hillary clinton is expected to announce her candidacy for the 2016 presidential election. a new poll finds it could be a tight race for her against the

newest republican contender, that being senator rand paul. in colorado paul leads by three points. in iowa his lead narrows to just one. however, in virginia clinton pulls ahead by four points. joining me now robert gibbs, former white house press secretary and senior campaign adviser. robert, with a welcome to you. i'm glad to talk to you. we're exactly the guy we want to get the info is. what message do you think they need to convey in the video announcement? >> reporter: i think we have known for a while she was probably going to run. now we will know how and when she is going to do it. the biggest thing, she has to lay out that rationale why. why, as you heard in the last few hours, in her new epilogue about being a grandmother, how that has impacted her. it caused her not to slow down but to speed up. to listen to her tomorrow on this video talk about the struggle for the middleclass to

get good paying jobs. i think all of those things are what voters are going to want to hear about. and i think that's what she needs to talk about. the why is really truly important. >> so this is going to be a video announcement which i'm sure they're hope to be the top trending item tomorrow. but you and your colleagues offered on both of president obama's campaigns, you were lauded for the way you outreached to younger voters. do you think hillary clinton can reach the same successes? >> reporter: i do. this is a pretty good example. driving everybody probably to her own website or most likely to her own website to watch this video, you'll have the opportunity i assume to both get involved with the campaign right there and/or donate money. this is a good first sign. and i think there are a lot more digital tricks of the trade to come that you'll see deployed by her and quite frankly other

candidates as we go through this race in an effort really to use the internet and digital applications to organize and drive this campaign. >> what vulnerabilities did you see in clinton in '08 and do you think they still exist? >> look obviously some of them still do. some of them do for all candidates. one of them we saw in 2007 and 2008, and she's clearly trying to deal with now is this presumption that she is automatically going to be the nominee. to go to iowa this next week and go to new hampshire, not the big crowds, not the cheering huge audiences but instead inside the houses inside vfw halls shows a level of humility that she is going to have to deliver in this race. voters are going to want to see senator clinton, just like every other nominee, earn this the

old-fashioned way. that means going out, hitting the ground, being accessible answering the questions. if she does that that air of invincibility and that heir probably gets dropped a bit. and you get to know and see the real hillary clinton. i think that's what she really has to have come through. not just in the next few days but quite frankly over the next many months. >> will president obama fully embrace the clinton campaign? >> look i think they're very close. i think this is a process that's going to have to wind itself out a little bit. there will be some other entries into this race. i don't think there's anybody at least right now horizon that looks like they pose a threat to her. i assume at some point the president does get behind her. i think the president understands the number of things he has done in office the past seven, it will be eight years, quite frankly will be solidified if hillary is elected president

or will be in danger of being rolled back by republicans if a republican enters the white house in 2017. >> okay. . of course hillary clinton still has the nomination. one of her likely rivals is martin o'malley. he spent a lot of time making the rounds in iowa. my colleague spoke to him in des moines. let's take a listen to this. >> look i think the presidency is not a crown to be passed back and forth between two families. it is a sacred trust to be earned and exercises on behalf of the people of our country. >> he makes a point of not mentioning hillary clinton by name. but we all get what he's saying there. what do you think his chances look like? >> well look i think anybody's chances are very very long. the odds are very very long that somebody is going to beat hillary clinton this time. in 2007 and 2008 we had the issue issue that is not nearly to the depth or level in this

race. i don't think there is a central animating issue that hillary clinton finds herself juxta posed with the majority of the democratic base. so i think it will be very difficult. i think when you hear what governor o'malley says i think is what the clinton campaign is taking to heart. they don't want to presume this is something that's just going to be handed to them. it's something they're going to have to earn. you will see her put in a lot of sweat equity to demonstrate to primary voters how much she wants this and how difficult a campaign she is willing to run in order to be the nominee this time. >> an interesting piece is out 24 weekend. it looks at senator rand paul's campaign and his game theory style of presidential politics. like the 2008 obama campaign the paul camp is focused o'dell gatt math and party rules and the minute knew that of what is

being doled out state by state. how important is that? >> i think we tend to believe the nomination for president is this big national campaign when this fact it is a series of state by state elections. when you really break down the delegate rules, the geographic districts is far smaller than a state. so they are smart to understand exactly how delegates will be accrued to get this nomination. we played it well in 2007 and 2008. anybody who runs now has to really understand that. >> what about the early numbers with rand paul right now ahead of hillary clinton in iowa as well as colorado just by a couple of points. but what do you think of that? >> one, i think it's very early. i think for the clinton kpaeup i think what -- if you're on that campaign what you are most energized about this weekend is that you are going to start

castro to all that that meant in the late '50s and the early 60s. and then up through the central american and latin american revolutions of the '70s and '80s. but that is in the past now. the problem is in latin america that a lot of the problems that the refuse claimed to want to address that it could not address the problem of really impoverished masses of people what can only be described as a pleasantry for instance in american countries that needs to be taken care of. there needs to be a revolution. maybe not a communist revolution. but some kind of change in those countries that puts aside the power. >> and the white house plans to remove them from the list of state sponsors of terror.

has its time come? >> well yeah i think the time has come. i don't think cuba has been blamed for supporting terrorists, certainly not in the context we see global terrorism today. i don't think it is involved in that for quite a while. cubans did say that the americans supported terrorists who blew up cuban airliners in the past, which was probably true. so in fact a lot of water is being put behind us now. a lot of hatred and a lot of difficulties are being put behind us. but moving forward i think it will still be a tense and difficult relationship because we have two radically different systems. of course you have a cuban exile community where the older cubans have been extremely hostile to the castros because they are the ones that basically took cuba away the from them. and the younger cubans are saying let's move on.

so there is a general racial divide even in the united states >> iran another generation spanning enemy here. the in roads that are happening there. can you just break it down and the chance of success. >> well you know i think that the deal originally that was made the framework agreement was a little bit overrated. people heard what they wanted to hear. so now that both sides are going back and saying this is what we really mean people forget that the bottom line was there is no deal until the whole deal is done. and we are still months away from that. so the idea that lifted all at once and we're not going to go for gradual lifting. the u.s. has to inspect military sites. all these to be contentious issues. i think we should understand there is still the real possibility that this whole deal could fall apart. >> absolutely. christopher dickey thank you so much as always, my friend.
